Income Certificate in Assam
Assam state government scheme
Income Certificate in Assam is applied for on the Sewa Setu portal at sewasetu.assam.gov.in under the Assam Right to Public Services Act, with a user charge of Rs 30 and a convenience fee of Rs 10 for an online application. Address proof, identity proof and a land revenue receipt are mandatory, and delay is appealable within 30 days.
What is an Income Certificate in Assam?
An Income Certificate in Assam is a certificate of a family's annual income, issued through the Revenue & Disaster Management machinery and delivered as a notified public service on the Sewa Setu portal at sewasetu.assam.gov.in. Sewa Setu describes itself as a comprehensive citizen platform, and states that citizens can apply for any of the services notified under the Assam Right to Public Services (ARTPS) Act at the portal, at any Public Facilitation Centre (PFC), or at any Citizen Service Centre (CSC).
That legal framing is what makes the Assam process different from most states. The income certificate is not a discretionary favour, it is a notified service with a delivery deadline printed on your own acknowledgement, and a statutory appeal if that deadline passes.
Who issues the Income Certificate in Assam?
The certificate is issued through the revenue administration for the applicant's area, the Circle Office for a rural address, with the Sub-Divisional administration above it, and delivered digitally through Sewa Setu. Applicants living in the Sixth Schedule hill council areas are served by separate notified services: Sewa Setu carries an income certificate service for the Karbi Anglong Autonomous Council (KAAC) area and another for the North Cachar Hills Autonomous Council (NCHAC) area, alongside the general state service.
Pick the correct service at the start. An application filed on the general service by a resident of a hill council area, or the reverse, is routed to an authority that cannot decide it.
Who can and who cannot apply?
Any resident of Assam can apply for an income certificate covering their family's annual income, whether for a scholarship, an admission under a reserved or economically weaker category, a welfare scheme with an income ceiling, or a loan application. A student may obtain a certificate reflecting the parents' income. There is no upper income limit for obtaining the certificate itself.
You cannot apply if you are not resident in Assam, since the revenue authority certifies income only for households in its jurisdiction. You cannot complete an application without the three mandatory documents: address proof, identity proof and a land revenue receipt; because the Sewa Setu form will not accept it. A firm or society cannot apply; this is a citizen service for family income. And an income figure that the field verification contradicts will not be certified, since the declaration is made on the applicant's own responsibility.
Which documents are mandatory?
The Sewa Setu income certificate service page lists three mandatory documents: address proof, identity proof and a land revenue receipt. A salary slip and other supporting documents are listed as optional, and a scanned copy of the signed application form becomes mandatory when the application is filed through a PFC or CSC rather than by the citizen directly.
The land revenue receipt requirement catches applicants out. It is the receipt for land revenue paid on family land, and it does two jobs at once. It anchors the household to a place, and it gives the Circle Office a handle on income from land. Locate it before you start the application rather than mid-form.
What are the fees?
Sewa Setu publishes the charges for the income certificate service in full:
- User or statutory charge: Rs 30
- Convenience fee: Rs 10
- Service charge at a PFC or CSC: Rs 30
- Printing charge at a PFC or CSC: Rs 10 per page
- Scanning charge at a PFC or CSC: Rs 5 per page
An applicant filing online without help therefore pays the Rs 30 user charge plus the Rs 10 convenience fee. An applicant walking into a PFC or CSC pays the centre's service, printing and scanning charges on top of the statutory amount.
How to apply for an Income Certificate in Assam online
- Open the Sewa Setu portal at https://sewasetu.assam.gov.in and register as a citizen — registration is required before an application can be submitted.
- Log in and search the service list for Income Certificate, choosing the general state service, or the KAAC or NCHAC service if you live in that hill council area.
- Fill in the applicant details and the address that determines which Circle Office will process the application.
- Declare the annual family income from all sources: salary, agriculture, business, pension and any other income.
- Upload the mandatory documents: address proof, identity proof and the land revenue receipt, plus a salary slip or other supporting documents where they apply.
- Pay the Rs 30 user charge and the Rs 10 convenience fee online.
- Save the acknowledgement generated on submission, it carries the application reference number, the service name, the submission date and the deadline by which the service must be delivered.
- Watch for the SMS and email notifications Sewa Setu sends about the application status, and download the certificate from the ARTPS portal once it is issued.
How to apply through a PFC or CSC
- Visit any Public Facilitation Centre or Common Service Centre in Assam with your address proof, identity proof and land revenue receipt.
- Have the operator file the income certificate application on Sewa Setu, and check the details on screen: especially the name spelling, address and income total, before submission.
- Sign the printed application form; the centre scans and uploads it, which is a mandatory step for the PFC and CSC route.
- Pay the statutory charge plus the centre's published service, printing and scanning charges, and take a receipt.
- Collect the printed acknowledgement with the reference number and the delivery deadline.
How do I check the status of my application?
Sewa Setu states that an applicant can check progress by providing the acknowledgement number and the date of submission of the application, either at the ARTPS portal or at any PFC or CSC. The portal also sends SMS and email alerts about the status. Once the certificate is issued, it is downloadable from the ARTPS portal.
What are my rights if the certificate is delayed?
This is the strongest feature of the Assam process. If the service is not delivered within the stipulated time, you may file an appeal within 30 days, and no fee is charged for an appeal. The Appellate Authority must dispose of the appeal within 30 days from the date of filing. A second appeal lies to the RTPS Commission, and the Commission may impose a penalty on the defaulting official of Rs 250 per day from the date the service was due, subject to a maximum of Rs 25,000.
The deadline printed on your acknowledgement is therefore not decorative. Note it, and if it passes without the certificate, file the first appeal rather than making repeated trips to the office.
Pay only the published charges
Apply on sewasetu.assam.gov.in yourself, or at a PFC or CSC that displays its rate card, and you will pay only the Rs 30 user charge, the Rs 10 convenience fee, and the centre's small printing and scanning charges where applicable. Those amounts are published by the government on the service page itself.
Any agent asking for hundreds of rupees to "get the Circle Office to sign", or asking for your Sewa Setu login, is charging for something the Right to Public Services Act already guarantees you free of extra cost. Refuse, and use the toll-free helpline 1800-345-3574 if pressed.
Why do applications fail, and where do I go next?
Applications in Assam are most often returned for a missing or unreadable land revenue receipt, an address proof that does not match the address entered, an identity document in a different spelling of the name, a declared income unsupported by any salary slip or other evidence, or an application filed on the general service by a resident of a KAAC or NCHAC area. Fix the specific defect and re-file.
For anything beyond a document defect: no decision, an unexplained rejection, or a missed deadline, the route is the ARTPS appeal to the Appellate Authority within 30 days, then the RTPS Commission. The Sewa Setu toll-free helpline on 1800-345-3574 handles portal and process questions.
