What is the Chief Minister's Jibon Prerana Scheme?

Chief Minister's Jibon Prerana Scheme is a youth support programme of the Skill, Employment and Entrepreneurship Department, Government of Assam. The Government of Assam launched it on 3 November 2025 at Lok Sewa Bhawan, Dispur, with Chief Minister Dr Himanta Biswa Sarma as chief guest. The scheme was announced in the state budget for 2025-26.

"Jibon Prerana" translates from Assamese as "life inspiration", and that name is how most applicants search for the scheme. The problem it targets is a specific and familiar one: the gap between the day a student graduates and the day they find work. In that gap a graduate has no income, but continues to spend on competitive examination fees, coaching, travel to interviews, internet and application costs. Families in rural Assam often cannot fund that period, and graduates take low-quality work simply to survive rather than preparing properly for the job they trained for.

Jibon Prerana puts a modest, predictable monthly amount into the graduate's own bank account for one year to cover exactly that period.

Benefit structure

  • Rs 2,500 per month for 12 months to eligible fresh graduates, a total of Rs 30,000.
  • Rs 25,000 one-time grant for research scholars.
  • Up to Rs 40,000 one-time assistance for Divyang candidates, as per category rules.
  • Paid by Direct Benefit Transfer into the beneficiary's own bank account.

Stated objectives, per the Department of Information and Public Relations, Assam:

  • Support young graduates during the job search.
  • Encourage preparation for competitive examinations.
  • Promote self-employment and entrepreneurship among fresh graduates.
  • Encourage research and higher academic work in Assam.

Who is eligible for the Jibon Prerana Scheme?

You can be considered if:

  • You are a fresh graduate of the 2025 pass-out batch from a government or provincialised (public) institution in Assam.
  • You are a resident of Assam and can produce a Permanent Residence Certificate or equivalent domicile proof.
  • You are unemployed at the time of application and not drawing a salary.
  • You hold a bank account in your own name, Aadhaar-seeded and active.
  • Alternatively, you are a research scholar enrolled in a state or central government university, in which case the one-time grant of Rs 25,000 route applies.
  • Divyang candidates with a valid disability certificate may claim the enhanced one-time assistance of up to Rs 40,000.

You are not eligible if:

  • You already hold a job or draw a regular salary. Employment at the time of application disqualifies you.
  • You passed out in a year other than 2025 for the first cycle. The batch year is the sharpest filter in the scheme.
  • You graduated from an institution that is not a government or provincialised institution of Assam.
  • You are not an Assam resident.
  • You are already drawing another government stipend or fellowship for the same period, where the notification bars it.

Because the batch-year condition is central, the scheme is best understood as a rolling, cohort-based benefit rather than a permanently open entitlement. Each cycle is defined by the pass-out year the state government notifies.

Why Jibon Prerana applications get rejected

  • Wrong pass-out year — the single biggest reason. The first cycle was restricted to 2025 pass-outs.
  • Institution not government or provincialised, so the applicant falls outside the defined pool.
  • Applicant already employed, which contradicts the unemployment declaration.
  • Bank account not in the applicant's own name, or not Aadhaar-seeded, so DBT cannot be executed.
  • Name mismatch between the degree certificate, Aadhaar and the bank account.
  • Illegible or incorrect uploads, such as a marksheet photographed at an angle or an expired provisional certificate.
  • Application submitted after the last date of 30 November 2025 for the first cycle.

Most rejections are documentation failures rather than eligibility failures. A graduate whose name is spelled differently on Aadhaar and the degree certificate should get one of the two corrected before the next cycle opens.
