EWS (Economically Weaker Section) Certificate in Assam
Assam state government scheme
EWS Certificate in Assam is the Income and Asset Certificate issued by the Circle Officer of the applicant's revenue circle, under the Revenue and Disaster Management Department. Applications are filed through the Sewa Setu portal at sewasetu.assam.gov.in, at a Public Facilitation Centre or Common Service Centre, or directly at the Circle Office, for families earning under Rs 8 lakh a year.
What is the EWS certificate in Assam?
The EWS certificate in Assam is the Income and Asset Certificate that proves a general-category family belongs to the Economically Weaker Sections and can claim the 10% reservation created by the 103rd Constitutional Amendment. The Revenue and Disaster Management Department of the Government of Assam owns the service, and the Circle Officer of the revenue circle where the applicant normally resides is the officer who signs it.
Assam has consolidated its citizen services onto Sewa Setu at sewasetu.assam.gov.in, the state's single online service portal, which now carries the Revenue and Disaster Management Department's services, the income certificate application, certified copies of Jamabandi and Records of Right, mutation by right of inheritance, settlement of khas and ceiling surplus land, and e-Khajana for revenue payments. Sewa Setu services can be accessed online, at a Public Facilitation Centre (PFC) or at a Common Service Centre (CSC) anywhere in Assam.
An EWS certificate is not a caste certificate and it is not an ordinary income certificate. It is a combined income-and-asset test, applied only to families outside every existing reservation.
Who can and who cannot apply?
You can apply for an Assam EWS certificate if your family is in the general (unreserved) category, outside the reservation for SC, ST and OBC/MOBC, and the family's gross annual income for the financial year preceding the application was below Rs 8 lakh from all sources put together; salary, agriculture, business, profession and everything else.
You cannot apply, and are not eligible, if you belong to a community covered by the SC, ST or OBC/MOBC reservation in Assam, whatever your income. EWS exists for the population those lists do not cover, and the two cannot be held together.
Irrespective of income, a family is also excluded from EWS if it owns or possesses:
- 5 acres of agricultural land or more;
- a residential flat of 1,000 sq ft or more;
- a residential plot of 100 sq yards or more in a notified municipality;
- a residential plot of 200 sq yards or more outside notified municipalities.
Property held by the family in different locations or different towns is clubbed together before this test is applied. A family with land in its home village in one district and a house plot in Guwahati has both counted, not one.
"Family" for the EWS test means the person claiming the benefit, their parents, their siblings below 18 years, and their spouse and children below 18 years. An adult earning brother or sister is outside the test; a parent is inside it.
What is the EWS certificate used for in Assam?
An Assam EWS certificate is the document a general-category candidate produces to claim the 10% EWS reservation in:
- direct recruitment to central government civil posts and services;
- Assam government recruitment, including Assam Public Service Commission (APSC) examinations and State Level Police Recruitment Board (SLPRB) recruitments;
- admission to central educational institutions such as the IITs, NITs and central universities, and to All India Quota seats in NEET;
- admission to Assam's own government and provincialised colleges and professional courses, where an EWS quota applies.
Because the same certificate serves both central and state purposes, keep more than one attested copy: recruitment boards frequently retain the original at the document-verification stage.
What documents are required?
An EWS Income and Asset Certificate application in Assam is decided on the family's income and landholding, so the file must carry proof of both:
- Aadhaar card as identity proof for the applicant.
- Proof of residence in the revenue circle; voter ID, ration card or a utility bill; since the Circle Officer's jurisdiction decides which office can issue the certificate.
- Income proof for every earning member of the family: a salary certificate or Form 16 for salaried members, the income tax return where there is business or professional income, and proof of agricultural income where relevant.
- Land record: chitha or jamabandi — showing the family's agricultural land and residential plot area, so the asset limits can be applied.
- A signed self-declaration of the family's gross annual income for the preceding financial year and of the family's land and property holdings.
- A passport-size photograph in the size the application form specifies.
Take originals with you to the Circle Office or the PFC even when you have uploaded scans, because the verifying official may ask to see them.
How to apply for an EWS certificate in Assam
- Open sewasetu.assam.gov.in and register as a citizen user with your mobile number, verifying the OTP. Registration is one-time and covers every Sewa Setu service.
- Log in and select the Revenue and Disaster Management Department, then the Income and Asset Certificate service for the Economically Weaker Section. Check the service name carefully, the plain income certificate is a separate service and will not be accepted as EWS proof.
- Fill the application: applicant's details, family details covering parents, siblings below 18, and spouse and children below 18, the family's income from every source for the preceding financial year, and the family's land and property with area and location.
- Upload the documents; Aadhaar, residence proof, income proofs, land record, photograph and the signed self-declaration; within the size limits the upload screen states.
- Submit and save the application reference number, which is what you use to track the file and to collect or download the certificate.
- Attend the Circle Office if called. The Circle Officer's staff may verify the land record and the income claim before the certificate is signed.
How to apply offline at the Circle Office or a facilitation centre
- Visit the Circle Office of the revenue circle where you and your family normally reside, or the nearest Public Facilitation Centre (PFC) or Common Service Centre, with originals and photocopies of your Aadhaar, residence proof, income proofs and land record.
- Ask for the Income and Asset Certificate (EWS) application, fill it, and attach the self-declaration of income and assets.
- Submit the form and collect the acknowledgement carrying the application reference number. Applications filed at a PFC or CSC go into the same Sewa Setu queue as an online application.
- Collect the signed certificate from the Circle Office or the centre where you filed once it is issued.
Filing at the Circle Office is worth considering in rural circles where the land record has not been fully digitised, because the Lat Mandal and the Circle Office staff can pull the chitha entry directly.
How do you check the application status?
Track the application on sewasetu.assam.gov.in using the application reference number generated at submission, or ask at the Public Facilitation Centre where you filed. For queries, information or feedback, the Sewa Setu portal publishes the email address sewasetu.queries@gmail.com; the portal has also carried a notice that its telephone helpline is temporarily unavailable, so email or the PFC is the more reliable route.
If the file has not moved, go to the Circle Officer with the reference number. The usual delay is the Lat Mandal's field verification of the land record and income claim. Where the Circle Office does not respond, escalate to the Sub-Divisional Officer (Civil) and then to the Deputy Commissioner of the district, who heads the district revenue administration.
What does it cost, and what about agents?
An EWS certificate in Assam is a government service. Pay only the fee the Sewa Setu portal displays at the payment step, and, where you file through a Public Facilitation Centre or a Common Service Centre, only that centre's notified user charge for filling and uploading the form.
No Lat Mandal, Circle Office clerk, agent or "consultant" is entitled to anything beyond that. An agent promising an EWS certificate in a few days for several hundred or several thousand rupees is charging for a form you can file yourself, the file still reaches the same Circle Officer in the same queue, and still waits for the same field verification. Keep every receipt Sewa Setu or the centre issues, and report a demand for money to the Circle Officer or the Deputy Commissioner's office.
Why are Assam EWS applications rejected?
- The applicant belongs to SC, ST or OBC/MOBC and therefore cannot hold EWS status at all.
- Family income for the preceding financial year reaches Rs 8 lakh once every earning member within the family definition and every source of income is added together.
- The chitha or jamabandi shows 5 acres or more of agricultural land, or a residential plot or flat above the EWS limits, once holdings in different places are clubbed.
- Income proof is missing for one or more earning members, so the declared income cannot be verified.
- The applicant does not ordinarily reside in the revenue circle where the application was filed.
- Names, the father's name or the address differ between the application, Aadhaar and the land record.
What could not be independently verified
The exact published fee and the notified service delivery period for the EWS Income and Asset Certificate on Sewa Setu could not be read from the Assam government portal at the time of writing. The portal's public service listing surfaced the Revenue and Disaster Management Department's income certificate, land record and mutation services rather than a separate EWS service page with fee and timeline. Check the fee and timeline displayed on the service page itself when you log in to Sewa Setu, or ask at your Circle Office or Public Facilitation Centre, and pay only what is shown there.

Frequently asked questions
Who issues the EWS certificate in Assam?
The Circle Officer of the revenue circle where the applicant lives issues the Income and Asset Certificate for EWS in Assam, under the Revenue and Disaster Management Department. The Circle Office is the same office that handles income certificates, land records and mutations.
Where do I apply for an EWS certificate in Assam?
Apply through Sewa Setu at sewasetu.assam.gov.in, the Assam government's single online service portal, or at a Public Facilitation Centre (PFC) or Common Service Centre, or directly at your Circle Office. Sewa Setu is the portal that now carries the Revenue and Disaster Management Department's citizen services, including the income certificate.
Who cannot get an EWS certificate in Assam?
Anyone covered by the reservation for SC, ST or OBC/MOBC cannot get an EWS certificate, because EWS applies only to people outside every existing reservation. Families whose gross annual income reaches Rs 8 lakh, or who own 5 acres or more of agricultural land, are also excluded whatever their category.
What is the income limit for an EWS certificate in Assam?
A family's gross annual income from all sources must be below Rs 8 lakh for the financial year preceding the year of application. Salary, agriculture, business, profession and every other source are added together for the applicant, their parents, siblings below 18, and spouse and children below 18.
What can an Assam EWS certificate be used for?
An Assam EWS certificate lets a general-category candidate claim the 10% EWS reservation in central and Assam government recruitment, including Assam Public Service Commission and State Level Police Recruitment Board examinations, and in admissions to central and state educational institutions.
How long is an Assam EWS certificate valid?
The Income and Asset Certificate is issued on the family's income for the financial year preceding the application, so it is normally treated as valid for the financial year in which it is issued. Recruitment advertisements usually name the financial year the certificate must cover, so check the notice rather than reusing an older certificate.
Is an EWS certificate the same as an income certificate in Assam?
No — an income certificate states only the family's annual income, while the EWS Income and Asset Certificate certifies both the income and that the family's land and property holdings fall within the prescribed EWS limits. Recruitment boards asking for EWS proof will not accept a plain income certificate.
How do I check my Assam application status?
Track the application on sewasetu.assam.gov.in with the application reference number generated when you submitted, or ask at the Public Facilitation Centre where you filed. For queries the Sewa Setu portal publishes the email address sewasetu.queries@gmail.com.
