Permanent Residence Certificate (PRC) in Assam
Assam state government scheme
Assam issues its domicile document as the Permanent Residence Certificate, applied for on the Sewa Setu portal at sewasetu.assam.gov.in under the Home and Political Department. The PRC for higher education carries a 14-day service delivery time, a Rs 30 service charge at a PFC or CSC, and needs proof that parents or forefathers resided in Assam for at least 50 years.
What is the Permanent Residence Certificate in Assam?
Assam does not issue a "domicile certificate" by that name. The state's residence
document is the Permanent Residence Certificate, universally shortened to
PRC, and it is applied for on Sewa Setu, the Assam state services portal
at sewasetu.assam.gov.in. The service sits under the Home and Political
Department, not the Revenue Department, which is unusual among Indian states and
reflects how seriously Assam treats residence documentation.
Sewa Setu lists more than one PRC service. The one most readers need is the Application for Permanent Residence Certificate (PRC) for Higher Education, used for admission to colleges and professional courses where state residence decides eligibility for a seat. Separate PRC services exist for particular territories, including a Permanent Residential Certificate (PRC) in rural areas under the NCHAC, the North Cachar Hills Autonomous Council. Check which service applies to your area and purpose before you begin, because the eligibility text and the document list differ between them.
The Assam PRC is materially harder to obtain than a residence certificate in most other states, and that is by design. Where Odisha asks for one year in the Tahasil and Kerala asks for a Village Officer to find you at home, Assam asks you to prove that your parents or forefathers resided continuously in the state for at least 50 years, or that guardians did so for at least 20 years. The certificate is a statement about a family's settlement in Assam, not merely about where an individual currently sleeps.
Who can and cannot apply in Assam?
You can apply if:
- You are pursuing or seeking higher education and need the PRC for admission, which is the express purpose of the main Sewa Setu PRC service.
- Your parents or forefathers resided continuously in Assam for a minimum of 50 years, and you can document it.
- Alternatively, your guardians resided continuously in Assam for a minimum of 20 years, which is the shorter of the two thresholds Sewa Setu records.
- You can produce immovable property records with a current land revenue receipt for the family holding.
- You can produce a certified extract of the voters list showing the family on the electoral roll of the area.
- You hold an HSLC certificate or admit card, required for the higher-education PRC.
You cannot apply if:
- You cannot document the family's long residence. No amount of current address proof substitutes for the 50-year or 20-year evidence, and this is where most applications fail.
- You are living in Assam temporarily, a posting, a project, a course, with the family's records elsewhere.
- You have no immovable property record or land revenue receipt and no alternative long-residence document the Circle Officer will accept.
- You hold a residence or domicile certificate from another state.
- You apply under the wrong PRC service for your area, for example the general service where an autonomous council service applies.
What does an Assam PRC cost?
Sewa Setu publishes the charges for the PRC for higher education:
| Component | Amount |
|---|---|
| Service charge through a PFC or CSC | Rs 30 |
| Printing | Rs 10 per page |
| Scanning | Rs 5 per page |
| Convenience fee, where applicable | Rs 10 |
These are the published figures. A complete application with a handful of scanned pages therefore costs a small double-digit amount, not thousands. The Sewa Setu page also records a service delivery time of 14 days.
What documents are required?
| Document | Mandatory | What it proves |
|---|---|---|
| Birth certificate | Yes | Identity and age |
| Address proof of self or parent | Yes | The current Assam address |
| Parents'/forefathers' 50-year residence documents | Yes | The core eligibility test |
| Immovable property record with land revenue receipt | Yes | The family holding in the circle |
| Certified extract of the voters list | Yes | Continuous presence on the rolls |
| HSLC certificate or admit card | Yes | Age and schooling in the state |
| Passport-size photograph | Yes | Attached to the record |
| Indian passport or certified 1951 NRC copy | Optional | Strong supporting evidence |
| Employment certificate | Optional | Supporting evidence |
| A family member's existing PRC | Optional | Shortens the enquiry substantially |
Start collecting the long-residence set weeks before you need the certificate. A certified voters list extract and a current land revenue receipt each take their own trips to a government counter, and neither can be produced on the day.
How to apply for an Assam PRC
- Open Sewa Setu at
sewasetu.assam.gov.inand search for Permanent Residence Certificate. Select the service that matches your purpose, for a college seat, the PRC for higher education. - Read the service page before filling anything. It lists the department, the eligibility text, the mandatory and optional documents, the fee components and the 14-day service delivery time.
- Register a citizen account on Sewa Setu with your mobile number and complete the OTP verification, or log in if you already have one.
- Fill the application form with your name as printed on the HSLC certificate, your father's name, the family's full address with district, subdivision, circle, village or ward, and the details of the family's residence in Assam.
- Upload the mandatory documents — birth certificate, address proof, the long-residence documents for parents or forefathers, the property record with the land revenue receipt, the certified voters list extract, the HSLC certificate and the photograph. Add the optional ones if you have them; a family member's existing PRC is worth attaching.
- Pay the published charge and submit. Save the acknowledgement number issued by the designated officer at the Deputy Commissioner's office or the Circle office, the 14-day clock runs from this acknowledgement.
- Cooperate with the enquiry. The Circle Officer, the Revenue Inspector or the Village Administrative Officer verifies the documents and the family's residence, and the report goes back to the designated officer.
- Download the certificate from your Sewa Setu login once the status shows it as issued.
How to apply offline at a PFC or CSC
- Visit the Public Facilitation Centre (PFC) at your Circle office, the SDO (Civil) office or the Deputy Commissioner's office. A Common Service Centre works too.
- Carry originals and one photocopy set of every mandatory document, since the operator scans from originals.
- The operator files the same Sewa Setu application in your name and charges the published Rs 30 service charge plus the per-page scanning and printing amounts.
- Collect the acknowledgement from the designated officer or the authorised representative before you leave. Sewa Setu records that the citizen shall receive an acknowledgement after submission.
- Return to the same centre, or log in yourself, to collect the certificate.
How do I check my Assam PRC status?
Log in to sewasetu.assam.gov.in with the account used to apply and open the
application list against the acknowledgement number. If an operator filed for you,
the acknowledgement slip carries the same number and the PFC can pull up the
status. Where the file has not moved past 14 days, the next stop is the Circle
Officer who holds the enquiry, and above that the Deputy Commissioner's
office as the designated officer for the service.
How long is the certificate valid?
An Assam PRC does not carry a printed expiry date. It records a settled fact about the family's residence, which does not lapse annually. Colleges and recruiting boards nevertheless set their own recency rules, so read the admission or recruitment notification and take a fresh certificate if it insists on one issued within a stated window. Since the certificate is heavily document-dependent, keep a scanned copy of the whole application set; reapplying is far quicker the second time.
Why do Assam PRC applications get rejected?
- The 50-year family residence is not documented. This is by a wide margin the leading cause. Current Aadhaar and a rent receipt do not meet the test.
- No land revenue receipt to accompany the immovable property record, or a receipt that is not current.
- Voters list extract not certified, or covering the wrong constituency.
- Name and parentage spelt differently across the HSLC certificate, the electoral roll and the land record.
- Wrong PRC service chosen for the applicant's area, particularly in the autonomous council districts.
- Applicant or family not traceable at the declared address during the Circle Officer's enquiry.
Where do I appeal or complain?
- Start with the Circle Officer or the Deputy Commissioner's office named as the designated officer on your acknowledgement.
- Use the appeals tracking mechanism on Sewa Setu, which the PRC service page points to for a dissatisfied applicant.
- Get the recorded reason for rejection in writing before you appeal. Most rejections turn on a missing long-residence document, and supplying it in a fresh application is usually faster than an appeal.
Assam publishes the PRC charges on Sewa Setu; Rs 30 service charge at a PFC or CSC, Rs 10 a page printing, Rs 5 a page scanning, Rs 10 convenience fee. Pay that and insist on a receipt. Agents who promise a PRC for thousands of rupees are charging for an application you can file yourself, and no Circle office will ever ask you for an OTP from your phone.

Frequently asked questions
What is the domicile certificate called in Assam?
Assam issues it as the Permanent Residence Certificate, usually written as PRC, and the Sewa Setu portal lists it under the Home and Political Department. There is a distinct PRC service for higher education, which is the one most students need.
How long does an Assam PRC take?
The Sewa Setu service page for the PRC for higher education states a service delivery time of 14 days. The clock runs from the acknowledgement issued by the designated officer, not from the moment you start filling the form.
What does an Assam PRC cost?
Sewa Setu publishes a service charge of Rs 30 when the application is filed through a PFC or CSC, plus Rs 10 per page for printing, Rs 5 per page for scanning and a Rs 10 convenience fee where applicable. These are small, published amounts — anything larger is an agent's overcharge.
How many years of family residence does Assam require?
The Sewa Setu eligibility for the higher-education PRC asks for proof that parents or forefathers resided continuously in Assam for a minimum of 50 years, or that guardians did so for a minimum of 20 years. This long look-back is what makes the Assam PRC different from a simple residence certificate elsewhere.
Who issues the PRC in Assam?
The designated officer is at the Deputy Commissioner's office or the Circle office, and the Circle Officer, Revenue Inspector or Village Administrative Officer conducts the verification before the certificate is issued.
Where do I apply if I cannot apply online?
Apply at the Public Facilitation Centre in your Circle office, SDO (Civil) office or Deputy Commissioner's office, or at a Common Service Centre. The operator files the same Sewa Setu application and gives you an acknowledgement number.
What documents does Assam treat as proof of long residence?
Immovable property records with a current land revenue receipt, a certified extract of the voters list, and documents relating to parents and forefathers residing in Assam are the mandatory ones on the Sewa Setu page. A certified copy of the 1951 NRC entry or an Indian passport are listed as optional support.
What if my PRC application is rejected?
Sewa Setu carries an appeals tracking mechanism on the portal, and the appeal is taken up above the designated officer who decided the application. Get the recorded reason for rejection first, because most rejections turn on a missing long-residence document rather than on eligibility itself.
