Chief Minister's Foreign Languages Initiative for Global Human Talent (CM-FLIGHT)
Assam state government scheme
CM-FLIGHT is an Assam Skill Development Mission scheme that funds foreign language training and overseas placement for permanent residents of Assam aged 18 to 45. The scheme document provides up to Rs 1,00,000 in three tranches of Rs 50,000, and the first batch of 180 candidates trains in Japanese for jobs under Japan's Specified Skilled Worker visa. Apply through ASDM at skill.assam.gov.in.
What is the CM-FLIGHT scheme in Assam?
CM-FLIGHT is the Chief Minister's Foreign Languages Initiative for Global Human Talent, a scheme of the Assam Skill Development Mission (ASDM) under the Skill, Employment and Entrepreneurship Department, Government of Assam. Despite what the acronym sounds like, CM-FLIGHT has nothing to do with subsidised air tickets or regional air connectivity. It is an overseas employment scheme built around foreign language training.
The logic is straightforward. Japan faces a severe labour shortage in healthcare, construction, hospitality, agriculture and manufacturing, and admits foreign workers under its Specified Skilled Worker (SSW) visa. The single biggest barrier for an Indian candidate is the Japanese language requirement. CM-FLIGHT pays for that barrier to be crossed, then supports the candidate through visa, travel and settlement.
The Assam Cabinet approved the programme and Chief Minister Himanta Biswa Sarma announced it on 23 July 2025. The scheme was inaugurated on 12 October 2025 at the North East Skill Centre, Guwahati.
Key features
- Target for the inaugural year, FY 2025-26: 180 candidates from Assam trained in Japanese.
- Language target: JFT-Basic or JLPT Level N4 or higher.
- Financial support under the scheme document: up to Rs 1,00,000 released in three tranches of Rs 50,000.
- Training subsidy announced by the Chief Minister: Rs 1.5 lakh per student, against a reported course cost of roughly Rs 3.4 lakh.
- Placement route: Japan's Specified Skilled Worker visa, in sectors that reported minimum salaries of around Rs 2.5 lakh a month.
Who is eligible for CM-FLIGHT?
According to the CM-FLIGHT scheme document published by the Hojai district administration, you can apply if:
- You are a permanent resident of Assam.
- You are between 18 and 45 years of age at the time of application.
- You hold the educational or technical qualification relevant to the domain, sector or trade you want to pursue abroad.
- You have a basic understanding of English.
- You are medically fit. Japanese employers apply their own health checks in addition.
- You hold an Aadhaar card.
You cannot apply if:
- You are not a permanent resident of Assam. Domicile is the first filter.
- You are under 18 or over 45 years old.
- You cannot meet the medical fitness standard, which for several SSW sectors is strict because the work is physical.
- You do not hold the qualification the target job role requires. CM-FLIGHT is sector-linked, not an open language scholarship.
- You are unwilling or unable to relocate to Japan for the placement period. The scheme is not a language course for its own sake. The money is released against certification, visa and actual departure.
Being eligible does not guarantee selection. The inaugural batch is capped at 180 candidates, so ASDM applies a screening and aptitude process on top of the basic criteria.
How much money does CM-FLIGHT give and when?
The scheme document sets out a tranche-linked structure rather than an upfront payment:
| Stage | Amount | Trigger |
|---|---|---|
| First tranche | Rs 50,000 | Valid foreign language proficiency certificate (JFT-Basic, JLPT N4 or equivalent) plus Certificate of Eligibility and a confirmed offer of appointment |
| Second tranche | Rs 50,000 | Valid visa and confirmed air ticket |
| Post-placement assistance | Rs 50,000 | Settlement and relocation needs in the destination country |
| Total support | Up to Rs 1,00,000 |
Separately, Chief Minister Himanta Biswa Sarma announced a Rs 1.5 lakh subsidy towards the Japanese language training itself for each enrolled student. Reported course cost is around Rs 3.4 lakh per candidate, which means a candidate contribution remains. Get the exact fee, instalment schedule and refund terms in writing from the empanelled training partner before you pay anything.
This design matters for planning. CM-FLIGHT money arrives after you clear the language test and hold a job offer, not before you start studying. Budget for the training period on your own or with a loan.

How to apply for CM-FLIGHT
- Open the Assam Skill Development Mission portal at skill.assam.gov.in and look for the CM-FLIGHT banner or notification. ASDM announces each batch there.
- Register with your mobile number and verify the OTP, then create your candidate profile.
- Fill in your basic details; name, date of birth, address, district, educational qualification and the sector you are targeting.
- Upload scanned documents: Aadhaar, Permanent Residence Certificate, educational certificates, a recent photograph and a health declaration.
- Submit the application and save the acknowledgement or reference number.
- Attend the screening and counselling conducted by ASDM or the empanelled training partner. Selection for the limited batch is made at this stage.
- Join the Japanese language training at the designated centre, and prepare for JFT-Basic or JLPT N4.
- Claim each tranche by submitting the language certificate, Certificate of Eligibility and offer letter first, and the visa and air ticket next.
How to apply offline
- Watch for ASDM mobilisation drives and district-level camps, which are how a large share of candidates are enrolled in practice.
- Visit the District Skill Committee or ASDM district office with your Aadhaar, PRC and educational certificates.
- Approach an empanelled training partner named in the scheme document; ASEAN ONE Co. Ltd., Jaceex Ventures LLP or Meiko Career Partners Co. Ltd., or the North East Skill Centre, Guwahati.
- Complete the same registration form with the counsellor's help and keep the receipt.
How do I check my CM-FLIGHT application status?
- Log back into skill.assam.gov.in with your registered mobile number and check the application status on your candidate dashboard.
- Follow up with the training partner you were counselled by, since batch allocation is done at partner level.
- Contact the ASDM district office if the portal shows no movement after the screening round.
Why CM-FLIGHT applications get rejected
- Domicile not established — no Permanent Residence Certificate, or a residence proof that does not match the name on Aadhaar.
- Age outside 18 to 45 on the date of application.
- Qualification mismatch with the sector selected for the SSW route.
- Medical unfitness, found either at the Indian screening or in the Japanese employer's health check.
- Batch already full. With 180 seats in the inaugural year, a valid application can simply be deferred to a later batch.
- Failure to clear JFT-Basic or JLPT N4, which stops the tranche release even after training is completed.
The practical fixes are early passport application, keeping name spelling identical across Aadhaar, PRC, certificates and passport, and taking the language test seriously, every rupee of the tranche support is gated on it.
Help and grievance redressal
- Assam Skill Development Mission, Skill, Employment and Entrepreneurship Department, Government of Assam, through skill.assam.gov.in.
- North East Skill Centre, Guwahati, the inaugural training venue.
- District Skill Committee / ASDM district office for local grievances.
No private agent can guarantee you a CM-FLIGHT seat or a Japanese job. Selection is by ASDM screening only. Do not pay any recruitment fee to an unlisted agent, and verify the training partner's name against the scheme document before transferring money.

Frequently asked questions
What does CM-FLIGHT stand for?
CM-FLIGHT stands for Chief Minister's Foreign Languages Initiative for Global Human Talent. It is not an air travel or flight subsidy scheme — the name is an acronym, and the scheme funds foreign language training and overseas placement for youth from Assam.
How much money does CM-FLIGHT give?
The scheme document provides up to Rs 1,00,000 per candidate in three tranches of Rs 50,000 — the first on producing a language proficiency certificate with a Certificate of Eligibility and job offer, the second on producing a visa and confirmed air ticket, and a post-placement amount for settlement and relocation. Chief Minister Himanta Biswa Sarma separately announced a Rs 1.5 lakh subsidy per student for the Japanese language training itself, against a course cost reported at about Rs 3.4 lakh.
Who is eligible for CM-FLIGHT?
Permanent residents of Assam aged 18 to 45 who hold an Aadhaar card, have the qualifications relevant to the trade or sector being pursued, have a basic understanding of English, and are medically fit.
Which language and which country does CM-FLIGHT cover?
Japanese, for jobs in Japan, in the first phase. The inaugural year FY 2025-26 selects 180 candidates from Assam for Japanese language training up to JFT-Basic or JLPT N4 level, targeting placement under Japan's Specified Skilled Worker visa route.
When was CM-FLIGHT launched?
The Assam Cabinet approved the CM-FLIGHT programme and Chief Minister Himanta Biswa Sarma announced it on 23 July 2025. The scheme was inaugurated on 12 October 2025 at the North East Skill Centre, Guwahati.
Who cannot apply for CM-FLIGHT?
People who are not permanent residents of Assam cannot apply, and neither can anyone below 18 or above 45 years of age. Applicants who are not medically fit, who do not hold an Aadhaar card, or who lack the qualification required for the target job role are not eligible.
Is CM-FLIGHT free, or do I pay part of the course fee?
You pay part of it. Reported course cost for the Japanese language training is about Rs 3.4 lakh per candidate, against a state subsidy of Rs 1.5 lakh announced by the Chief Minister, so a candidate contribution remains. Confirm the exact fee and payment schedule with the empanelled training partner before enrolling.
Which institutions deliver the training?
The scheme document names partner institutions including ASEAN ONE Co. Ltd., Jaceex Ventures LLP and Meiko Career Partners Co. Ltd., working with the Assam Skill Development Mission. Training in the inaugural batch is centred on the North East Skill Centre, Guwahati.
