Chief Minister's Atmanirbhar Asom Abhijan (CMAAA)
Assam state government scheme
Chief Minister's Atmanirbhar Asom Abhijan is the Government of Assam's self-employment mission, giving Rs 2 lakh or Rs 5 lakh to eligible unemployed youth to start a venture. Half the amount is an outright financial grant and half is an interest-free government loan. Registration and application are online at cmaaa.assam.gov.in, with an interview stage before selection.
What is the Chief Minister's Atmanirbhar Asom Abhijan?
Chief Minister's Atmanirbhar Asom Abhijan, abbreviated CMAAA and often written as Mukhya Mantrir Atmanirbhar Asom Abhijan, is the Government of Assam's mass self-employment mission. CMAAA gives eligible unemployed youth a lump sum to set up or expand an income-generating venture, and combines that money with training and market linkage.
The scheme is described on its own portal as "a visionary initiative aimed at addressing the issue of unemployment and fostering inclusive progress in the state", with the key objective of enabling unemployed youth to become self-reliant through "training programs, financial assistance, and access to markets". Content on the portal is managed by the CMAAA Society, Government of Assam, and the site is developed by the National Informatics Centre.
The Chief Minister's Office states the intended scale: Rs 2 lakh to Rs 5 lakh as financial assistance to 2 lakh eligible youth.
The five stated objectives of CMAAA
- Provide self-employment to all categories of educated youth.
- Create an entrepreneur-oriented ecosystem in Assam.
- Generate employment in rural and urban areas by setting up new or existing ventures.
- Provide financial assistance to enterprising individuals and groups.
- Strengthen the State Government's special focus on the rural economy.
How much does CMAAA pay, and is it a grant or a loan?
CMAAA money is split down the middle. According to the Chief Minister's Office, 50% is given as financial assistance and 50% as an interest-free Government loan. That structure is the single most misunderstood part of the scheme, only half the sanctioned amount is a grant you never repay.
| Qualification band | Total amount | Grant portion | Interest-free loan portion |
|---|---|---|---|
| Graduates, ITI pass-outs, polytechnic pass-outs, technical diploma holders, matric pass-outs (General), up to Class 10 (SC/ST/OBC) | Rs 2 lakh | Rs 1 lakh | Rs 1 lakh |
| Professional degree holders; engineering, medical, dental, veterinary, fishery, agriculture and similar | Rs 5 lakh | Rs 2.5 lakh | Rs 2.5 lakh |
Money reaches the beneficiary through DBT or demand draft, and it is released in tranches against the Detailed Project Report the beneficiary submits. The CMAAA timeline records that the second tranche of Rs 25,000 was disbursed on 9 November 2024 in accordance with the DPR amounts submitted by beneficiaries.
Which businesses does CMAAA cover?
The Chief Minister's Office lists the sectors covered under the mission: stationery, agriculture and horticulture, poultry, dairy, goatery, piggery, fishery, packaging, readymade garments, fabrication, hardware shop, plantation (bamboo, rubber, agar and similar), the timber industry, the service sector and others. Sector and sub-sector project templates can be downloaded from the CMAAA portal, which is the practical starting point for writing your project report.
Who is eligible for CMAAA, and who is not eligible?
Eligibility is fixed separately for each round, so read the conditions for the round that is actually open. These are the conditions the portal publishes for CMAAA 2.0:
- The applicant should be a permanent resident of Assam and should be above 28 years and below 45 years as on 1 April 2024.

How to apply for CMAAA online
CMAAA is an online-only scheme with a two-stage entry: you first register, and only registered applicants can then apply for the scheme when a window is notified.
- Sign up on cmaaa.assam.gov.in. Click Sign-up at the top right and give your name, email (optional), mobile number and a password. Enter your name exactly as it appears in your Employment Exchange record, the portal warns that the mobile number cannot be changed at any later stage.
- Complete registration. Log in and fill the online registration form with your basic details, educational qualification and bank details, and upload a passport-size photograph. A system-generated acknowledgement receipt is issued.
- Note down your Application Reference Number (ARN). The portal insists on this, the ARN is required to apply for the scheme later when the Government of Assam notifies a window, and it is also sent to your mobile by SMS.
- Apply for the scheme using the "Apply for Scheme" option once the application window opens. Fill in all the details, upload the required documents, and upload the project report based on your selected sector/sub-sector.
- Save the acknowledgement slip and reference number generated on submission. An SMS and email confirmation are also sent.
- Track your application using the Track button on the portal with your application reference number. If you are found eligible, the portal notifies you by SMS and email.
- Attend the interview when called. CMAAA runs LAC-wise interviews across participating districts as the selection stage before disbursement.
Application form details cannot be changed once registration is complete and the acknowledgement receipt is generated, so check every field before you submit.
What has CMAAA done so far?
The CMAAA portal publishes its own timeline, which is the clearest guide to how a round actually runs:
- 23 September 2023: CMAAA portal launched; 2,29,145 applicants registered.
- 8 December 2023; application submission opened; 1,04,092 applications submitted.
- 28 February 2024, interviews began for potential beneficiaries.
- 15 March 2024 — first batch of 100 beneficiaries received disbursement.
- 31 August 2024: interview process completed.
- 15 September 2024: training programme for selected beneficiaries began.
- 30 September 2024; aid disbursed to a second batch of over 25,000 beneficiaries.
- 18 October to 18 November 2024; Registration 2.0 window; 1,62,859 applications registered.
- 9 November 2024; second tranche of Rs 25,000 disbursed against DPR amounts.
- 1 February 2025: CMAAA 2.0 application submission opened; 1,06,393 applicants submitted.
- 29 March 2025; Interview Process 2.0 began, with LAC-wise interviews conducted in all 35 participating districts.
The portal dashboard shows 1,61,819 total registrations and 25,000+ total beneficiaries, and its front page carries a notice that CMAAA 2.0 applicants who attended interviews were required to log in and submit a revised consent form by 15 July 2025 as part of the mandatory CMAAA 3.0 application process.
Why do CMAAA applications fail?
- Name mismatch between the sign-up name, the Employment Exchange record and the bank passbook. The portal makes the passbook–ID name match an explicit requirement.
- No valid Employment Exchange registration at the time of application.
- Bank account opened after the cut-off date for the round.
- A second application from the same household, which the one-member rule blocks.
- A weak or missing project report. The DPR drives both selection and the tranche amounts, so an unrealistic or template-only report is a common reason for falling out at the interview stage.
- Past loan default with a scheduled commercial bank.
Where do you get help with CMAAA?
- Support email: support-cmaaa@assam.gov.in, published on the CMAAA contact page.
- CMAAA Society: ceocmaaasociety@gmail.com and cmaaasociety@gmail.com are the other two addresses listed on the same page.
- The Industries, Commerce and Public Enterprises Department is the linked department for the mission, and the portal links to industries.assam.gov.in.
CMAAA charges no fee for registration or application. Anyone asking for money to "get your name into CMAAA" or to guarantee an interview result is running a fraud, the entire process is online and free, and results are communicated only by SMS, email and the portal.
