Assam BOCW Welfare Board Maternity Benefit
Assam state government scheme
Assam BOCW Welfare Board Maternity Benefit pays Rs 20,000 to a registered woman construction worker during the period of maternity, and the benefit can be claimed twice in her lifetime. Women registered as beneficiaries of the Assam BOCW Welfare Board apply on abocwwb.assam.gov.in or at the District Labour Office.
What is the Assam BOCW Welfare Board Maternity Benefit?
Assam BOCW Welfare Board Maternity Benefit is a cash payment of Rs 20,000 made to a registered woman construction worker at the time of childbirth. The benefit is run by the Assam Building and Other Construction Workers Welfare Board, a statutory board constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and administered by the Labour Welfare Department through the Commissionerate of Labour, Assam.
The rule, as published by the Commissionerate of Labour, is short and specific: the registered woman beneficiary shall be given Rs 20,000 each as maternity benefit during the period of maternity, and this benefit shall be allowed twice only.
Women make up a large share of Assam's construction workforce, usually as helpers carrying head-loads of brick, sand and mortar. Almost none of them are on a payroll, so the paid maternity leave that the Maternity Benefit Act gives a factory or office worker never reaches them. The Board's Rs 20,000 is the substitute, it is not leave, it is cash meant to replace some of the wages lost around delivery and to cover the cost of the delivery itself.
The money comes from the construction cess, levied at 1 per cent of the cost of construction under the BOCW Cess Act, 1996, and collected from builders, contractors and government works departments. The Board's portal records that over 7 lakh construction workers are registered as beneficiaries in Assam.
Where the maternity benefit sits among the Board's other benefits
- Medical assistance; Rs 1,000 a day for the first 5 hospitalised days and Rs 200 a day after, capped at Rs 20,000, which can cover a complicated delivery requiring a longer admission.
- Annual health checkup, Rs 5,000 a year at any hospital for members with continuous Fund membership.
- Educational assistance for the children later, on a class-wise scale running from Rs 1,500 up to Rs 20,000 and above, with IIT and medical courses fully covered.
Who is eligible for the Assam BOCW maternity benefit?
You are eligible if:
- You are a woman registered as a beneficiary of the Assam BOCW Welfare Board in your own name.
- Your Fund subscription is active and not in default on the date of delivery.
- You are claiming for a first or second delivery. The rule caps the benefit at two instances.
- You have a birth certificate or a hospital delivery certificate for the child.
- You hold an Aadhaar-seeded bank account in your own name for the transfer.
Registration with the Board, which necessarily comes before any claim, is open to construction workers aged 18 to 55 who have completed at least 90 days of construction work in the preceding 12 months, hold an active Aadhaar linked to a mobile number, and have an eShram UAN. Inter-state women workers who have moved to Assam must show a current Assam address.
You cannot apply if:
- You are not registered with the Assam BOCW Welfare Board in your own name. Being the wife of a registered male worker does not create a maternity claim, because the benefit is expressly payable to the registered woman beneficiary.
- You have already drawn the benefit twice. A third or later delivery is not eligible.
- Your membership had lapsed through unpaid subscription at the time of the delivery.
- You are an employer or contractor rather than a building worker, or fall in a supervisory or managerial role outside the definition under the 1996 Act.
- You registered with the Board after the delivery in the hope of claiming retrospectively. The Board does not backdate beneficiary status.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| ABOCWWB registration card / beneficiary ID | Yes | Woman worker must be registered in her own name |
| Aadhaar card | Yes | Active linked mobile needed for portal OTP |
| Birth certificate of the child | Yes | From the registrar of births |
| Hospital medical or delivery certificate | Yes | Where the birth certificate is still pending |
| Bank passbook | Yes | Aadhaar-seeded account in the woman's own name |
| Membership record book and subscription receipts | No | Shows membership was active on the delivery date |
Do not let the bank account be a joint account operated mainly by someone else. The Board's transfer is meant to reach the woman worker, and a mismatch between the claimant's name and the account holder's name is a routine reason for the credit to fail.
How to apply for the Assam BOCW maternity benefit
- Collect the delivery certificate from the hospital at discharge, and apply for the child's birth certificate at the local registrar so it is ready when you file.
- Log in at abocwwb.assam.gov.in using your beneficiary credentials and the OTP sent to your Aadhaar-linked mobile number.
- Check that your profile shows your correct name, bank account and mobile number, and correct anything that does not match Aadhaar before filing.
- Open Schemes and Benefits, select Maternity Assistance, then choose Apply for Claim under the E-Services menu.
- Fill in the claim form with your beneficiary ID, the date of delivery, the hospital name and whether this is your first or second claim.
- Upload the birth or delivery certificate, Aadhaar, registration card and bank passbook, then submit and save the acknowledgement number, issued in the format ABOCW/123/2024/REG/00000008.
- Show the original documents to the District Labour Office if called for verification, after which the claim moves to sanction.
To apply offline, take the same documents to the District Labour Office in your district or to a Common Service Centre listed under the CSCs menu on the Board's website, and ask for the maternity assistance claim form. Insist on a dated acknowledgement.
File soon after delivery. The published rule does not set an outer time limit, but a claim filed while the hospital records and the birth registration are fresh moves faster than one filed a year later. If the portal's Apply for Claim page is showing an "under maintenance" message, use the District Labour Office route rather than paying an agent.
How much is paid and how?
The benefit is a flat Rs 20,000 per maternity, paid twice at most, so the lifetime maximum for one registered woman worker is Rs 40,000.
| Claim | Amount |
|---|---|
| First delivery | Rs 20,000 |
| Second delivery | Rs 20,000 |
| Third and later | Not payable |
Payment is made by Direct Benefit Transfer into the woman worker's own Aadhaar-seeded bank account after the District Labour Office verifies the documents and the Board sanctions the claim. There is no in-kind component and no voucher; the whole benefit is cash.
If the delivery involved a hospital admission with costs of its own, the medical assistance head can be claimed separately on its own form — Rs 1,000 a day for the first 5 days and Rs 200 a day after that, up to Rs 20,000. The two are different benefits with different claim forms, and one does not reduce the other.
How do I check my maternity claim status?
- Open abocwwb.assam.gov.in and use the Track Application tool on the portal.
- Enter the acknowledgement number exactly as issued, in the format ABOCW/123/2024/REG/00000008.
- Read the stage shown: submitted, under verification at the district level, sanctioned, or returned for correction.
- If the status does not move for several weeks, call the Board helpdesk on 1800-345-3574 between 8:00 AM and 8:00 PM, or visit the District Labour Office with your acknowledgement.
Why maternity claims get rejected in Assam
- The claimant is not registered herself, and is applying as the wife of a registered male worker.
- Subscription in default, so membership was not active on the date of delivery.
- No birth or delivery certificate, leaving the delivery unproven.
- Third claim filed by a worker who has already drawn the benefit twice.
- Bank account not Aadhaar-seeded, or held in a different name, so the DBT credit bounces.
- Name spelling differences across Aadhaar, the registration card and the hospital record.
Each of these can be corrected. Update your profile on the portal or at the District Labour Office, get the registrar to issue the birth certificate, ask the bank to seed Aadhaar, and refile. A claim returned with a remark is a request for correction, not a final refusal.
Where do I complain if the maternity benefit is not paid?
- ABOCWWB helpdesk: 1800-345-3574, 8:00 AM to 8:00 PM, all seven days.
- Grievance Registration under E-Services on abocwwb.assam.gov.in.
- District Labour Officer of your district, the first authority to approach in person for a stalled claim.
- Commissionerate of Labour, Assam, Shram Bhawan, Guwahati, labour.commissioner@assam.gov.in.
- The central CPGRAMS grievance portal where the departmental route does not resolve the matter.
Registering the claim costs nothing. No official will ask you for a fee or for your OTP, and no middleman can get a maternity claim sanctioned faster.

Frequently asked questions
How much is the Assam BOCW maternity benefit?
The Assam BOCW Welfare Board pays Rs 20,000 to a registered woman beneficiary as maternity benefit during the period of maternity. The benefit is allowed twice only in a beneficiary's lifetime.
How many times can a woman claim BOCW maternity benefit in Assam?
Twice. The rule notified by the Commissionerate of Labour states plainly that the maternity benefit shall be allowed twice only, so a third delivery does not attract a fresh Rs 20,000.
Can the husband of a registered construction worker claim this benefit?
No. The maternity benefit is payable to the registered woman beneficiary herself. A male worker's wife is not covered under this particular head, though the family remains covered under the Board's medical assistance.
Does a woman need a minimum number of years of membership?
The maternity rule does not prescribe a separate minimum service period the way the marriage assistance rule prescribes five years. What matters is that the woman is a registered beneficiary with an active, non-defaulting subscription at the time of delivery.
Where do I apply for Assam BOCW maternity benefit?
Apply on the Board portal at abocwwb.assam.gov.in under Schemes and Benefits, or take your documents to the District Labour Office or a Common Service Centre listed on the Board's site.
Can an unregistered woman construction worker claim Rs 20,000 after delivery?
No. Only women already registered as ABOCWWB beneficiaries are eligible, and registration cannot be done retrospectively to cover a delivery that has already taken place. Registration is open to workers aged 18 to 55 with 90 days of construction work in the previous year.
What is the helpline for the Assam BOCW Welfare Board?
The Board helpdesk number is 1800-345-3574, available 8:00 AM to 8:00 PM, seven days a week. Written grievances can go to labour.commissioner@assam.gov.in.
Is the maternity benefit in addition to central maternity schemes?
The Rs 20,000 from the Assam BOCW Welfare Board is a separate state board benefit funded from construction cess, and is claimed on its own form through the Board rather than through any central maternity portal.
