Assam BOCW Welfare Board General Pension
Assam state government scheme
Assam BOCW Welfare Board General Pension pays a registered construction worker Rs 2,000 per month plus Rs 100 for every completed year of membership, starting from the month after the worker turns 60. Applicants need at least one year of registered membership with the Board and apply through the ABOCWWB portal at abocwwb.assam.gov.in.
What is the Assam BOCW Welfare Board General Pension?
Assam BOCW Welfare Board General Pension is the old-age pension paid by the Assam Building and Other Construction Workers Welfare Board, a statutory board constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and administered in the state by the Labour Welfare Department through the Commissionerate of Labour, Assam.
According to the Commissionerate of Labour, the pension rule reads that a registered beneficiary working as a building worker for not less than one year after the commencement of the Rules shall, on completion of sixty years of age, be eligible for pension. The amount is Rs 2,000 per month plus Rs 100 for every completed year of service counted from registration, and payment starts from the first day of the month following the month in which the worker turns 60.
The money does not come from a general budget line. The Board is funded by the construction cess collected at 1 per cent of the cost of construction from builders and contractors under the BOCW Cess Act, 1996. That cess pool is what pays pensions, medical assistance, maternity benefit, marriage assistance and the other benefits the Board runs. The Board's own portal states that more than 7 lakh building and construction workers are registered as beneficiaries in Assam.
Why the pension matters
- Construction work in Assam is largely informal, so most workers have no EPF, no gratuity and no employer pension.
- The benefit is a lifetime monthly payment, not a one-time grant.
- The Rs 100 per year of service loading rewards workers who register early and keep their membership alive rather than registering only near retirement.
Who is eligible for the Assam BOCW general pension?
You are eligible if:
- You are a registered beneficiary of the Assam Building and Other Construction Workers Welfare Board, with a valid beneficiary ID.
- You have completed 60 years of age.
- You have worked as a building worker and held Board membership for not less than one year.
- Your subscription to the Fund is up to date, with no default in payment.
- You have an Aadhaar-seeded bank account in your own name for the monthly transfer.
Registration with the Board, the step that comes before any pension claim, is itself open to construction workers aged 18 to 55 who have put in at least 90 days of construction work in the preceding 12 months, hold an active Aadhaar with a linked mobile number, and have an eShram UAN. Inter-state workers who have moved to Assam for construction work must show a current Assam address.
You cannot apply if:
- You were never registered with the Assam BOCW Welfare Board. There is no route to claim the pension retrospectively for unregistered years of work.
- You are below 60. A worker who has become permanently disabled before 60 should look at the Board's separate disability pension, which pays the same Rs 2,000 plus Rs 100 per year of service along with ex-gratia of up to Rs 3,00,000 depending on the extent of disability.
- Your membership lapsed because subscription was not paid, unless you first regularise the default.
- You are a supervisory or managerial employee or draw wages of a kind that put you outside the definition of a building worker under the 1996 Act.
- You are an employer, contractor or establishment owner rather than a worker.
Being registered under eShram or holding a general labour card is not the same thing as being an ABOCWWB beneficiary. Only ABOCWWB registration creates the pension right.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| ABOCWWB registration card / beneficiary ID | Yes | Establishes that you are a Board beneficiary |
| Aadhaar card | Yes | Must have an active linked mobile for OTP |
| Age proof | Yes | To prove completion of 60 years |
| Bank passbook | Yes | Aadhaar-seeded, for DBT of the monthly pension |
| Membership record book and subscription receipts | Yes | Used to count years of service for the Rs 100 loading |
| Passport-size photograph | No | Required on the claim form and pension order |
Keep the record book safe. It is the single document that decides whether the Board counts your service as 6 years or 16 years, and that difference is Rs 1,000 a month for the rest of your life.
How to apply for the Assam BOCW general pension
- Open the Board's official portal at abocwwb.assam.gov.in and log in with your beneficiary credentials and the OTP sent to your Aadhaar-linked mobile number.
- Confirm your profile is current: name, date of birth, address, bank account and nominee. Correct anything that does not match your Aadhaar before you go further, because a mismatch is the most common reason a claim is returned.
- Go to Schemes and Benefits and open the General Pension scheme, then choose Apply for Claim under E-Services.
- Fill in the claim form with your beneficiary ID, date of birth, date of first registration and total completed years of membership.
- Upload scanned copies of your registration card, Aadhaar, age proof, bank passbook and subscription receipts.
- Submit the form and save the acknowledgement number, which is issued in the format ABOCW/123/2024/REG/00000008.
- Attend verification if the District Labour Office calls you. The office checks age, service length and subscription status before sanction.
If you cannot use the portal, apply offline: take the same documents to your District Labour Office or to a Common Service Centre listed under the CSCs menu on the Board's site, and ask for the general pension claim form. The office issues a written acknowledgement, which you should keep until the first payment lands.
Parts of the Board's E-Services menu, including Apply for Claim and Grievance Registration, have shown an "under maintenance" message at times. If you meet that, the District Labour Office route is the reliable fallback rather than a private agent.
How much is paid and when?
The pension is Rs 2,000 per month, plus Rs 100 per month for each completed year of service from the date of registration with the Board.
| Completed years of membership | Monthly pension |
|---|---|
| 1 year | Rs 2,100 |
| 5 years | Rs 2,500 |
| 10 years | Rs 3,000 |
| 20 years | Rs 4,000 |
Payment begins from the first day of the month succeeding the month in which the beneficiary completes 60 years of age. A worker who turns 60 in March therefore has pension reckoned from 1 April. The money is credited to the beneficiary's own bank account.
On the death of a pensioner, the surviving spouse receives a family pension of 50 per cent of the pension that was being drawn. Separately, the Board pays a death benefit of Rs 50,000 for a normal death and Rs 3,00,000 where death is accidental, along with Rs 5,000 towards funeral expenses โ these are distinct from the pension and are claimed by the nominee.
How do I check my pension application status?
- Open abocwwb.assam.gov.in and use the Track Application tool on the portal.
- Enter your acknowledgement number in the format shown on the site, ABOCW/123/2024/REG/00000008.
- Read the stage shown; submitted, under verification at district level, sanctioned, or returned for correction.
- If the status has not moved for several weeks, call the Board helpdesk on 1800-345-3574 between 8:00 AM and 8:00 PM and quote the acknowledgement number.
Once sanctioned, the pension arrives by bank transfer. Check the credit in your passbook rather than waiting for an SMS, since alerts depend on the mobile number recorded with the bank.
Why BOCW pension claims get rejected in Assam
- Subscription default. Membership must be continuous and paid up. A gap in subscription can break the service count or stall the claim entirely.
- Age proof not accepted. A self-declared age or an age that differs across Aadhaar, the record book and the bank record will hold the file.
- Bank account not Aadhaar-seeded, so the DBT credit fails.
- Name mismatch between Aadhaar, the registration card and the bank passbook.
- Registration record book lost, leaving no way to count years of service.
- Claim filed before 60, which is rejected as premature rather than kept pending.
Most of these are fixable. Update your profile on the portal or through the District Labour Office, get the bank to seed Aadhaar, and refile. A claim returned for correction is not a final refusal.
Where do I complain if the pension is not paid?
- ABOCWWB helpdesk: 1800-345-3574, 8:00 AM to 8:00 PM, all seven days.
- Grievance Registration under E-Services on abocwwb.assam.gov.in.
- Commissionerate of Labour, Assam, Shram Bhawan, Guwahati; labour.commissioner@assam.gov.in.
- District Labour Officer of your district, who is the sanctioning authority in most claims and the first person to approach in person.
- The Government of India CPGRAMS public grievance portal, if the department route does not resolve the matter.
No fee is payable to anyone for registering a claim or for "getting the pension sanctioned". If a middleman asks for money or for your OTP, that is not part of the Board's process.

At least one year. The rule states that a registered beneficiary who has worked as a building worker for not less than one year after the commencement of the Rules is eligible for pension on completing 60 years.
Does the pension continue to the spouse after the worker dies?
Yes. The Assam BOCW Welfare Board pays a family pension equal to 50 per cent of the pensioner's pension to the surviving spouse of a deceased pensioner.
Can a construction worker who never registered with the Board claim this pension?
No. Only workers already registered as beneficiaries of the Assam BOCW Welfare Board are eligible. Registration itself is open to construction workers aged 18 to 55 with at least 90 days of construction work in the previous 12 months.
Where do I apply for the Assam BOCW general pension?
Apply on the Board's portal at abocwwb.assam.gov.in after logging in as a registered worker, or take your papers to the District Labour Office or a listed Common Service Centre for assisted filing.
