What is the Bidya Lakshmi Loan in Assam?

Bidya Lakshmi Loan is a subsidised higher education loan scheme of the Finance (Audit and Fund) Department, Government of Assam, formally titled "Bidya Lakshmi Loan for Higher Education of the children of regular State Government Employees in Assam under Uccha Siksha Hitoishona Achani (USHA) for Karmachari". The scheme was notified by Office Memorandum No. FM.47/2016/117 dated 21 March 2017, in pursuance of an announcement made in the Assam Budget Speech of 2016-17.

The reasoning stated in the memorandum is blunt and worth quoting in substance: the concessional rate was proposed in view of the financial hardship usually faced by State Government employees towards the cost of higher studies. A state government clerk, teacher or field officer in Assam earning a regular but modest salary can face a medical or engineering fee bill that no ordinary salary supports, and commercial education loans at 9 to 11 per cent make the gap worse. Bidya Lakshmi answers that by holding the effective interest rate at 4 per cent.

The scheme is delivered by State Bank of India, which lends, while the Government of Assam pays the interest subvention that brings the effective rate down.

How much is the loan and what does it cost?

Item Position under the Office Memorandum
Loan amount Rs 5 lakh to Rs 10 lakh
Interest rate 4 per cent
Employees earning above Rs 4.5 lakh a year Loan up to Rs 10 lakh at effective 4 per cent after state interest subvention
Employees earning up to Rs 4.5 lakh a year Eligible under the Central Credit Linked Subsidy Scheme, with 100 per cent CLSS subsidy during the moratorium; effective 4 per cent after moratorium with state subvention
Borrowing above Rs 10 lakh Permitted from SBI, but at market rate with SBI's collateral requirements; state subvention and other concessions are limited to Rs 10 lakh
Collateral or third-party guarantee None up to Rs 10 lakh
Lending bank Designated SBI branches in all districts and civil sub-divisions

The moratorium for the CLSS category is defined in the memorandum as the course period plus one year. During that window, employees with annual income up to Rs 4.50 lakh get 100 per cent CLSS subsidy under central guidelines. After the moratorium, state interest subvention takes over and the effective rate settles at 4 per cent.

Interest is charged in the education loan account on a monthly basis, and the amount of interest subsidy provided by the government is credited back to the individual account once the claims are cleared. In other words, the borrower sees the full interest debited first and the subsidy restored afterwards, which often surprises first-time borrowers reading their statement.

What can the loan be spent on?

Bidya Lakshmi covers:

  • Course fee
  • Books
  • Computers
  • Educational equipment
  • Any other items necessary for completion of the course, subject to the reimbursement capacity of the student and parents
  • Travelling expenses, in the case of education loans for studies abroad

The loan amount is released directly to the educational institutions, not handed to the student or the parent. This is a deliberate control and it shapes the paperwork: the institution's fee demand letter effectively drives the disbursement schedule.

Which courses and institutions are covered?

The memorandum lists professional and technical courses in India and abroad: Engineering, Medical, Agriculture, Veterinary, Law, Dental, Management, Computer, ICWA, CA, CFA, MCA, MS, graduation in professional or technical courses, Doctorate (PhD) programmes, and courses conducted by CIMA (Chartered Institute of Management Accountants, London) and CPA (Certified Public Accountant, USA).

The institutions covered are:

  • Courses conducted by colleges and universities approved by UGC, Government or AICTE in Assam
  • Courses conducted by colleges and universities approved by UGC, Government or AICTE anywhere in India
  • Courses conducted by premier institutions in Assam and anywhere in India

Who is eligible for the Bidya Lakshmi Loan?

You can apply if:

  • You are a regular State Government employee of Assam. The memorandum extends the scheme to State Government employees of all categories.
  • Your child has secured admission into an enlisted technical or higher educational institution.
  • The course is one of the professional or technical courses listed in the memorandum, in India or abroad.
  • You are willing to join as co-borrower with your child, and to furnish a written undertaking for deduction of EMIs from your monthly salary bills.
  • Your DDO will sign the check-off facility letter, allowing salary-linked recovery.

You are not eligible and cannot apply if:

  • You are not a regular State Government employee of Assam. Central government employees, employees of public sector undertakings, contractual and casual staff, and private sector employees are outside the scheme as notified.
  • The student has no admission yet. Admission into an enlisted institution is the trigger for the application.
  • The course is not a professional or technical course of the kind listed.
  • Your DDO will not issue the check-off facility letter, since salary-linked recovery is structural to the scheme rather than optional.
  • You are a student applying alone. The loan is made to the parent and the student jointly, and the parent must be the State Government employee.

How to apply for the Bidya Lakshmi Loan

  1. Secure admission for your child in an enlisted technical or higher educational institution and collect the admission letter and fee demand.
  2. Download the prescribed application form from the Finance Department page at finance.assam.gov.in, or collect it from a designated SBI branch.
  3. Complete the form jointly. The student as borrower and you, the State Government employee parent, as co-borrower.
  4. Furnish a written undertaking to your DDO for deduction of EMIs from your monthly salary bills, and submit the loan application through the DDO who draws your salary.
  5. Obtain the check-off facility letter signed by your DDO. This is the instrument that lets SBI recover instalments from salary.
  6. Assemble the checklist documents listed at Annexure-A to the Office Memorandum, including the admission letter, fee structure, proof of regular State Government service, salary certificate, identity and address proof and academic records.
  7. Submit the complete set at a designated SBI branch along with the check-off facility letter. Any stamp duty payable is borne by the employee.
  8. Track sanction and disbursement. On sanction, SBI releases the loan directly to the educational institution as per the fee schedule.

How does repayment work?

Repayment under Bidya Lakshmi is de-risked by design, and understanding that saves later disputes.

The State Government extends the check-off facility to the bank. Salaries are paid into the employee's savings account with the bank, and the bank creates a standing instruction for recovery of the monthly instalment. The employee therefore does not pay the EMI by separate transfer; it is recovered at source.

If default occurs due to transfer, termination or any other reason, the amount is recovered from the terminal benefits of the employee concerned. Terminal benefits for this purpose include DCRG and all types of gratuity, and leave encashment, under Rule 20 of the Assam Services (Pension) Rules, 1969.

Students availing the loan also have the option to take a life insurance policy to cover the loan amount, which the memorandum describes as a de-risking measure.

What tax benefit applies?

The Office Memorandum records that the education loan for State Government employees provides a tax rebate under Section 80E of the Income Tax Act. Section 80E allows a deduction for interest paid on an education loan, so the subsidised interest actually paid may be claimed by the borrower under the normal conditions of that section.

Why Bidya Lakshmi applications get delayed or rejected

  • DDO route not followed. Applications submitted straight at a bank branch without going through the DDO, and without the check-off facility letter, do not fit the scheme's design.
  • No written EMI deduction undertaking furnished to the DDO.
  • Institution not enlisted. The college or university must be UGC, Government or AICTE approved, or a premier institution.
  • Course outside the listed professional and technical courses.
  • Employment not regular — contractual or casual engagement does not qualify.
  • Checklist documents incomplete against Annexure-A.
  • Confusion over the interest debit. Interest is charged monthly and the subsidy is credited back after claims are cleared, so an early statement showing full interest is not an error.

Help and grievance redressal

  • Finance (Audit and Fund) Department, Government of Assam at finance.assam.gov.in, which hosts the Office Memorandum and the application form.
  • Directorate of Accounts and Treasuries, Assam, which also publishes the memorandum for DDOs and treasury officers.
  • State Bank of India. The memorandum requires SBI to provide a grievance redressal mechanism at its headquarters for quick settlement of grievances from students and parents under the scheme, along with a help desk and toll-free number displayed at all SBI branches.
  • Your DDO, for anything concerning the check-off facility, the salary deduction undertaking or the routing of the application.

No fee is payable to the Government for applying under Bidya Lakshmi. Stamp duty, where applicable, is a genuine statutory cost borne by the employee and is not a commission.
