Senior Citizen ID Card in Assam (Issuance of Senior Citizen Certificate)
Assam state government scheme
The Senior Citizen Certificate in Assam is issued by the General Administration Department through the Sewa Setu portal at sewasetu.assam.gov.in to residents aged 60 and above. Sewa Setu lists the statutory fee as nil and a stipulated delivery time of 15 days, with a Rs 30 service charge if you apply through a CSC or Public Facilitation Centre instead of applying yourself.
What is the Senior Citizen ID Card in Assam?
The Senior Citizen Certificate in Assam is the state's official proof that a person has completed 60 years of age and is a permanent resident of Assam. Assam does not call it an "ID card" on its own portal. On Sewa Setu, the Assam state services portal at sewasetu.assam.gov.in, the service is listed under the General Administration Department as "Issuance of Senior Citizen Certificate".
That certificate is the document Assam offices ask for when age has to be proved independently of a pension record. It is used to claim age-based concessions, to open senior-citizen bank deposits, to support enrolment in old-age assistance schemes, and as a supporting document wherever a department needs both age and residence certified in one paper by a government officer.
Sewa Setu also runs a second, separate service, "Registration of Senior Citizens". That one enters your name in the state's senior citizen register rather than issuing a certificate. Read the two service names carefully before clicking apply; applying for the wrong one is the commonest wasted trip in this service.
Who is eligible for a senior citizen certificate in Assam?
You can apply if:
- You have completed 60 years of age. This is the age condition stated on the Sewa Setu service page.
- You are an Indian citizen.
- You are a permanent resident of Assam and can produce a residence document for the Assam address, a ration card, a passport or a voter ID.
- You hold one acceptable age proof: a valid passport, a PAN card, a Pension Payment Order issued by the competent authority, a school certificate, or a bank passbook carrying your photograph and date of birth.
You cannot apply if:
- You are under 60 years of age on the date of application. There is no advance or provisional issue.
- You are not a permanent resident of Assam. A person visiting or temporarily staying with family in Guwahati is not eligible on that basis; apply in the state where you are resident.
- You cannot produce any listed age proof. Aadhaar alone is treated as an identity document, not as the date-of-birth evidence for this certificate.
- Your age proof carries a different name and you have no bridging document. A woman whose name changed after marriage should attach the marriage certificate, which Sewa Setu lists for exactly this situation.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Age proof: passport, PAN, Pension Payment Order, school certificate or bank passbook with photo | Yes | Any one of the listed documents |
| Residence proof, ration card, passport or voter ID | Yes | Must show the Assam address |
| Passport-size photograph | Yes | Scanned upload, or pasted on the offline form |
| Marriage certificate | If name changed | Bridges the old name on the age proof |
| Aadhaar card | Useful | For identity matching and the linked mobile number |
Scan each document as a clear, readable file. An unreadable pension order or a cropped ration card sends the file back to you and restarts the 15-day clock.
How to apply for the Assam senior citizen certificate online
- Open sewasetu.assam.gov.in and click Register if you do not already have an account. Choose New User, enter your mobile number, verify the OTP, fill in your name and date of birth, set a username and password, and submit the registration form.
- Log in and open the Apply Online tab. Browse services department wise, choose the General Administration Department, and select "Issuance of Senior Citizen Certificate".
- Read the Requirements tab first. Sewa Setu shows the eligibility, the accepted documents, the fee and the stipulated time limit on this tab before you commit. Then click Apply.
- Fill the application form; full name exactly as on the age proof, date of birth, gender, father's or husband's name, complete present and permanent address with district and revenue circle, and mobile number.
- Upload the documents into their labelled slots: the age proof, the residence proof, the photograph, and the marriage certificate if the name has changed.
- Submit and note the reference number on the acknowledgement. Everything afterwards; tracking, downloading, following up at the Circle Office; runs off that number.
- Wait for verification. The application goes to the Circle Office of your area for the age and residence check, then to the sanctioning officer.
- Download the digitally signed certificate from your Sewa Setu account once the status shows the certificate has been issued. The signed PDF is the valid certificate; no rubber stamp is needed on top of it.
How to apply offline at the Circle Office
- Visit the Circle Office or Tehsildar office of the revenue circle you live in, or an authorised Common Service Centre / Public Facilitation Centre.
- Ask for the Senior Citizen Certificate application and fill it in, or hand your documents to the operator, who files the same Sewa Setu application for you.
- Attach self-attested photocopies of the age proof and residence proof, with a passport photograph, and carry the originals for verification at the counter.
- Pay only the listed intermediary charges if you used a CSC — Rs 30 service charge, Rs 10 per printed page, Rs 5 per scanned page and Rs 10 convenience fee, and take the printed receipt.
- Collect the acknowledgement with the reference number and use it to track the file online or at the counter.
How do I check my application status?
Log in at sewasetu.assam.gov.in and open the application status tracker, entering the reference number from your acknowledgement. The tracker shows whether the file is pending with the Circle Office, has been returned for a document, or is ready for download. You can also walk into the Circle Office with the same reference number and ask which desk the file is sitting on.
Assam delivers Sewa Setu services under its Right to Public Services regime, which fixes a stipulated time limit for every notified service: 15 days in the case of the senior citizen certificate, and names an appellate authority above the sanctioning officer. If the file crosses that limit without a decision, the appeal route, not a repeat application, is what moves it.
Does the certificate need renewal?
The Assam senior citizen certificate carries no expiry date. Age and permanent residence do not lapse the way an income figure does, so there is no renewal cycle and no annual fee.
The practical exception is on the receiving side. Some banks, transport authorities and scheme notifications ask for a certificate issued within the last one to three years. If the notification you are applying under sets a recency rule, apply again on Sewa Setu, a fresh application costs nothing statutorily.
Why do applications get rejected?
- Date-of-birth mismatch between the age proof, Aadhaar and the form. This is the single largest cause.
- Name mismatch after marriage, with no marriage certificate attached.
- Residence proof that does not cover the address claimed, or a ration card in a son's name with no link established to the applicant.
- Blurred or partial scans of the pension order or school certificate.
- Age below 60 on the date of application.
- Wrong service chosen: "Registration of Senior Citizens" filed when the certificate was what was needed.
What should it cost, and what should you refuse to pay?
Sewa Setu lists the statutory charge for this certificate as nil. Applying yourself on the portal costs nothing. Going through a Common Service Centre costs only the published intermediary charges, Rs 30 service charge, Rs 10 per page printing, Rs 5 per page scanning and a Rs 10 convenience fee: every one of which comes with a receipt.
Anyone asking for a few hundred or a few thousand rupees to "get the senior citizen card made fast" is selling something the General Administration Department does not sell. There is no paid priority queue in the Sewa Setu workflow. Never hand your Aadhaar OTP to an agent; no Circle Office needs it to issue this certificate.
Grievance and helpline route
- Portal: sewasetu.assam.gov.in, for tracking, downloads and the status of a pending file
- Circle level: the Circle Officer, who does the age and residence verification
- District level: the Deputy Commissioner's office, where the service is sanctioned and where a delayed file is escalated
- Appeal: the appellate authority notified for the service under Assam's Right to Public Services framework, if the 15-day limit passes without a decision
- National: Elderline 14567, the toll-free national helpline for senior citizens run under the Ministry of Social Justice and Empowerment, for advice on elder rights and welfare entitlements
Carry your Sewa Setu reference number to any of these. Without it, no office can trace the file.

Frequently asked questions
What is the Senior Citizen Certificate in Assam and who issues it?
The Senior Citizen Certificate in Assam is issued by the General Administration Department through the Sewa Setu portal, and it certifies that you are 60 years or above and a permanent resident of Assam. The application is processed at the Deputy Commissioner's office or the Circle Office of the area you live in.
What is the age limit for a senior citizen certificate in Assam?
Sixty years completed is the age condition, as stated on the Sewa Setu service page for Issuance of Senior Citizen Certificate. You must also be an Indian citizen and a permanent resident of Assam.
How much does the Assam senior citizen certificate cost?
Sewa Setu lists the statutory charge as nil, so the certificate itself is free. If you apply through an intermediary such as a CSC or Public Facilitation Centre, the listed charges are Rs 30 as service charge, Rs 10 per page for printing, Rs 5 per page for scanning and Rs 10 as convenience fee.
How long does it take to get the certificate?
Sewa Setu records a stipulated time limit of 15 days for the service. In practice, offices deliver after the Circle Officer completes the age and residence verification, so keep your phone reachable during that window.
Can I apply offline in Assam instead of online?
Yes, you can apply at the Circle Office or Tehsildar office of your area, or through a Common Service Centre that files the same Sewa Setu application on your behalf. The offline route ends in the same workflow and produces the same digitally signed certificate.
What is the difference between the Senior Citizen Certificate and Registration of Senior Citizens?
Sewa Setu lists two separate services — "Issuance of Senior Citizen Certificate", which is the age-and-residence certificate, and "Registration of Senior Citizens", which enrols you in the state's senior citizen register. Apply for the certificate if what you need is documentary proof of age.
How do I check my Sewa Setu application status?
Log in at sewasetu.assam.gov.in and open the application status tracker using the reference number printed on your acknowledgement. The tracker shows whether the file is pending with the Circle Office or ready to download.
Does the Assam senior citizen certificate expire?
No, the certificate does not carry an expiry date, because age and residence do not lapse. Some departments still ask for a recently issued copy, in which case apply again on Sewa Setu rather than argue at the counter.
