SHREYAS — Higher Education for Young Achievers (in Assam)
Assam state government scheme
SHREYAS is the Ministry of Social Justice and Empowerment's umbrella for higher education support to Scheduled Caste and OBC students, listed with a scheme period of 2021-22 to 2025-26. SHREYAS bundles 4 components, Top Class Education, Free Coaching, National Overseas Scholarship and the National Fellowship. Assam students apply online.
What is SHREYAS?
SHREYAS, "Higher Education for Young Achievers", is an umbrella scheme of the Ministry of Social Justice and Empowerment, Government of India. The Ministry's scheme index lists SHREYAS among its educational schemes with a scheme period of 2021-22 to 2025-26.
SHREYAS is not a single benefit with one form. SHREYAS is an administrative grouping that brings the Ministry's higher-education support for Scheduled Caste and Other Backward Class students under one heading, so that funding, monitoring and reporting are unified. A student never applies to "SHREYAS" as such; a student applies to one of its components.
The components, as they appear on the Ministry's own scheme list, are:
- Top Class Education, support for students admitted to notified premier institutions. The Ministry lists a Top Class Education scheme for OBC, EBC and DNT students alongside its Scheduled Caste stream.
- Free Coaching for SCs and OBCs: coaching for competitive examinations through empanelled institutes. The Ministry's listing covers SCs, OBCs and PM CARES children.
- National Overseas Scholarship (NOS); support for study abroad, applied
for at
nosmsje.gov.in. - National Fellowship for Scheduled Caste students (NFSC); research fellowships for MPhil and PhD scholars, administered through NSFDC.
Assam students use the same components as students anywhere else in India. There
is no separate state SHREYAS scheme run by the Government of Assam, which is why
searching for one on assam.gov.in returns nothing.
Which department handles SHREYAS for an Assam student?
Three layers are involved for an applicant in Assam:
- The Ministry of Social Justice and Empowerment owns the scheme, sets the guidelines and releases the funds.
- The institution the student is enrolled in verifies the application on the portal. This is the step most applications fail at.
- The state welfare machinery in Assam. The Department of Tribal Affairs (Plain) and the district welfare offices, which handle Scheduled Caste, Scheduled Tribe and OBC welfare — carries out state-level verification of caste and residence records where required.
The Assam department's own list of socio-economic upliftment programmes already includes post-matric scholarships, book banks for medical and engineering students, merit grants and coaching for civil service examinations. These state programmes sit alongside the central SHREYAS components rather than replacing them, and a student is normally expected to draw one benefit for the same purpose, not two.
Who is eligible for SHREYAS?
You can be considered if:
- You are a Scheduled Caste student, for the Top Class Education (SC stream), Free Coaching, National Overseas Scholarship and National Fellowship components.
- You are an OBC, EBC or DNT student, for the Top Class Education stream the Ministry lists for those categories and for the OBC stream of Free Coaching.
- You hold a valid caste certificate issued by a competent authority, in Assam, the Circle Officer or Sub-Divisional Officer.
- Your family income is within the component's ceiling. Every SHREYAS component is income-linked, and the ceiling is fixed component-wise by the Ministry.
- You are enrolled or admitted to the level of study the component covers. A notified institution for Top Class Education, a recognised university for the fellowship, an approved foreign university for the overseas scholarship.
You cannot apply, or are not eligible, in these situations:
- General-category students are not eligible for any SHREYAS component.
- Students whose family income exceeds the component ceiling cannot apply, and an income certificate showing a higher figure is a straightforward rejection.
- Students already drawing another central scholarship for the same course cannot draw a second one; duplicate benefit is a standard bar across Ministry schemes.
- Applicants without institutional verification cannot be processed. An application the college has not verified on the portal is treated as incomplete, not as pending.
- Students at institutions outside the notified list cannot claim Top Class Education, which is limited to institutions the Ministry has notified.
How to apply for SHREYAS from Assam
- Identify the right component first. Decide whether you need Top Class Education (premier institution admission), Free Coaching (competitive exam preparation), the National Overseas Scholarship (study abroad) or the National Fellowship (MPhil or PhD research). Applying to the wrong one wastes a cycle.
- Obtain your documents in Assam. Get your Scheduled Caste or OBC certificate, income certificate and permanent residence certificate from the Circle Officer or Sub-Divisional Officer of your revenue circle. Allow several weeks; these are the slowest step for most Assam applicants.
- Complete One Time Registration on the National Scholarship Portal. Go to scholarships.gov.in, register with your Aadhaar number and mobile number, and complete OTR. Scholarship components of SHREYAS are routed through this portal.
- Fill the component application in the open window, attach scanned caste, income, admission and mark sheet documents, and give an Aadhaar-seeded bank account in your own name. For the National Overseas Scholarship, apply separately at nosmsje.gov.in.
- Get your institution to verify. Submit the printed application and documents to your college or university nodal officer and confirm on the portal that the institute-level verification has been recorded.
- Track the application using your application ID on the portal until the status shows sanction and disbursal.
How to check your SHREYAS application status
- Scholarship components, log in to
scholarships.gov.inwith your application ID and check the status ladder: applied, institute verified, state or ministry verified, sanctioned, disbursed. - National Overseas Scholarship; check
nosmsje.gov.in, which publishes its own selection lists. - National Fellowship: check the NSFDC portal for the fellowship award list.
- Locally in Assam, the district welfare office can confirm whether a state-level verification step is holding up your record.
If the status has been stuck at "institute verification pending" for weeks, the problem is at your college, not at the Ministry. That is the single most useful diagnostic on the portal.
Why SHREYAS applications get rejected
- Institute did not verify the application before the portal window closed.
- Caste certificate issued by the wrong authority or not in the format the portal accepts.
- Income certificate above the component ceiling, or issued too long ago.
- Bank account not in the student's own name, or not Aadhaar-seeded, so Direct Benefit Transfer fails even after sanction.
- Duplicate application. The same student applying under two components or two portals for the same course.
- Institution not on the notified list for Top Class Education.
- Documents uploaded illegibly, a common and entirely avoidable failure.
What Assam students should check before relying on SHREYAS
SHREYAS carries a published scheme period of 2021-22 to 2025-26. Before planning a course or a research programme around a SHREYAS component, check the Ministry of Social Justice and Empowerment's scheme page for whether the umbrella and the specific component have been continued, and whether the component portal is accepting applications for the current academic year. Component guidelines, income ceilings and slot numbers are revised from time to time, and the Ministry publishes them component-wise rather than for the umbrella as a whole.
Where to raise a grievance
- National Scholarship Portal grievance module at
scholarships.gov.in, for application, verification and disbursal problems. - Your institution's scholarship nodal officer, the first stop for any verification failure.
- District Welfare Officer in your district of Assam, for caste and income certificate issues and for state-level verification.
- Department of Tribal Affairs (Plain), Janata Bhawan, Dispur, Guwahati-781006, phone 0361-2237006, for state welfare matters.
- Ministry of Social Justice and Empowerment, through the contact route on
socialjustice.gov.in, for component guideline questions.
No application under any SHREYAS component carries a fee, and no coaching institute, agent or consultant is entitled to charge a student for securing a scholarship, a fellowship or a free-coaching seat.
