What is the Assam Social Security Pension Scheme?

Assam Social Security Pension Scheme is the collective name for the monthly pensions the Government of Assam pays to three groups of poor residents: elderly people aged 60 and above, widows, and persons living with a certified disability. Assam runs these pensions through the Directorate of Social Welfare and the Panchayat and Rural Development Department, with the Gaon Panchayat in rural areas and the Municipal Corporation, Municipal Board or Town Committee in urban areas acting as the point where a citizen actually applies.

Assam Social Security Pension is not a single scheme with one rate. It is a stack of two funding layers sitting on top of each other:

  • The central layer comes from the National Social Assistance Programme (NSAP) of the Ministry of Rural Development. NSAP pays Rs 200 a month for an old-age beneficiary aged 60 to 79, rising to Rs 500 a month from age 80. For widows the central share is Rs 300 a month from age 40 to 79 and Rs 500 a month from 80. For persons with severe disability the central share is Rs 300 a month, again rising at 80.
  • The state layer is Assam's own top-up, added to the central share before a single combined amount is credited to the pensioner. Assam's own old-age pension for rural residents runs under the Kushal Konwar Briddha Pension Scheme, launched on 2 October 2018 by the Panchayat and Rural Development Department with a stated target of about 13 lakh beneficiaries, and paid into the beneficiary's bank account on the first day of every month.

The consolidated monthly figure most often quoted for Assam social security pensions is Rs 250 to Rs 600 a month, varying by pension head and age slab. Assam's own state portal does not publish one consolidated rate covering every head, so treat that band as an indication and confirm the exact figure for your category at the office that holds your pension record. A guide that names a single rate for all three heads is guessing.

Who is eligible for the Assam social security pension?

You can apply if:

  • You are a resident of Assam and apply through the Gaon Panchayat or urban local body in whose area you live.
  • You are 60 years of age or above for the old-age head. Assam's rural old-age pension uses the same 60-year floor as NSAP.
  • You are a widow for the widow pension head. NSAP's central share for widows starts at age 40.
  • You hold a disability certificate from the competent medical authority for the disability head. State schemes usually work from a benchmark disability of 40 per cent or more, while the central NSAP share is limited to severe disability of 80 per cent or more.
  • Your household is poor or below the poverty line. The NSAP share is restricted to BPL households, which is why the ration card is asked for.
  • You have a bank account in your own name, seeded with Aadhaar, so the pension can be credited by direct benefit transfer.

You cannot apply, or are not eligible, if:

  • You already draw a government pension, a service pension, a family pension, or another social security pension for the same head. The application form carries an explicit declaration on this.
  • You are an income tax payer or your household income places you above the ceiling set for the scheme. The Kushal Konwar Briddha Pension Scheme excludes taxpayers earning above Rs 2.5 lakh a year.
  • You are below the age floor for the head you are applying under, below 60 for old-age pension, or below 40 for the central widow pension share.
  • You are not a resident of Assam, or you have moved permanently out of the panchayat or municipal area that sanctioned your pension without transferring the record.
  • You cannot produce a disability certificate but are applying under the disability head. Self-declared disability is not accepted.

How to apply for the Assam social security pension

  1. Decide which head you are applying under, old-age, widow or disability, because the extra document differs for each one.
  2. Collect the common documents: age proof, Aadhaar, bank passbook, residence proof, ration card and two photographs, plus the death certificate or disability certificate if your head needs it.
  3. Go to your Gaon Panchayat office if you live in a rural area, or your Municipal Corporation, Municipal Board or Town Committee if you live in a town, and ask for the social security pension application form.
  4. Fill the form with your personal details, bank name, branch, IFSC code and account number, and sign the declaration that you do not draw any other government pension.
  5. Submit the form with self-attested copies of the documents and collect a dated acknowledgement. Do not leave without one, it is the only proof of the date you applied.
  6. Allow the panchayat secretary or ward officer to complete field verification, which usually involves a visit or a call to confirm your age, residence and household status.
  7. Track the file at the Development Block or the urban local body after about a month, quoting the acknowledgement number.
  8. Use sewasetu.assam.gov.in for the supporting certificates you may be missing β€” income certificate, residence certificate and death certificate are all delivered as online services on Sewa Setu.

Applying is free at every one of these counters. Sewa Setu services can also be filed at a Public Facilitation Centre or a Citizen Service Centre if you do not have internet access at home.

How is the pension paid and how do I check it?

Assam pays social security pensions by direct benefit transfer into the pensioner's own bank account. Under the Kushal Konwar Briddha Pension Scheme the credit is made on the first day of every month, and other heads are also monthly. There is no cash counter and no post-office order for the current process, which is why an Aadhaar-seeded account in the pensioner's own name is treated as a hard requirement rather than a convenience.

To check whether a pension has been sanctioned or credited:

  1. Check the bank passbook or the SMS alert from the bank first. A credit labelled as a state DBT transfer is the fastest confirmation.
  2. Ask the Gaon Panchayat secretary or ward officer to show your name on the current pension list held at the office.
  3. Take the acknowledgement number to the Development Block or urban local body if the panchayat cannot find the file.

Why Assam pension applications get rejected or payments stop

  • Bank account not Aadhaar-seeded, so the direct benefit transfer bounces back. This is the single most common reason a sanctioned pension shows no credit.
  • Name mismatch between the Aadhaar record and the bank account record, even by a middle name or a spelling.
  • Joint account used instead of a single account in the pensioner's own name.
  • Another pension already being drawn, discovered during verification. This cancels the new sanction and can trigger recovery of anything already paid.
  • Age proof rejected because the document produced does not carry a date of birth the verifying officer can accept.
  • Disability certificate below the required percentage, or issued by a doctor who is not the notified competent authority.
  • Annual verification or life certificate pending. A pension that ran fine for two years can stop simply because the yearly confirmation was not done.
  • Applicant moved out of the sanctioning panchayat or ward without getting the pension record transferred.

Most of these are fixable at the same counter that took the application. A seeding or name-mismatch problem is fixed at the bank branch first, then reported back to the panchayat so the payment file can be re-submitted.

Which related Assam pensions should I also check?

Assam runs several named pensions that sit alongside the general social security pension, and a person rejected under one head is sometimes eligible under another:

  • Kushal Konwar Briddha Pension Scheme, the rural old-age pension of the Panchayat and Rural Development Department, for residents above 60.
  • Swahid Kushal Konwar Pension Achoni, a separate named pension listed by the state.
  • Silpi Pension Scheme, for artists, run by the Cultural Affairs Department, for people who would not qualify on income grounds alone.
  • Assam BOCW Welfare Board pensions, a general pension and a disability pension for registered construction workers, funded by the Board's cess rather than by the social welfare budget.

Drawing one of these usually rules out drawing a second for the same purpose, so check before applying twice.

Where do I complain about an Assam pension problem?

  • Sewa Setu helpline: 1800-345-3574, the state citizen-services helpline for applications filed through sewasetu.assam.gov.in.
  • Sewa Setu email: sewasetu.queries@gmail.com for written queries about an online application.
  • Gaon Panchayat secretary or ward officer for a file that has not moved.
  • Block Development Officer or the Executive Officer of the urban local body as the next step up.
  • Deputy Commissioner's public grievance cell at the district headquarters if the block level does not resolve it.

Keep the acknowledgement slip, the bank passbook page showing the account number and IFSC, and a copy of every document you submitted. Almost every pension grievance in Assam is settled faster when the applicant can produce the dated acknowledgement.

Frequently asked questions

How much is the Assam social security pension per month?

The monthly rate is commonly reported at Rs 250 to Rs 600, depending on which pension head you fall under and your age slab. The Assam state portal does not publish a single consolidated rate for all heads, so confirm the figure that applies to you at your Gaon Panchayat or urban local body before you assume an amount.

Who is eligible for the Assam Social Security Pension Scheme?

Poor residents of Assam who are aged 60 or above, widows, or persons with a certified disability are eligible, subject to the household being below the poverty line for the National Social Assistance Programme share. The applicant must be a resident of Assam and must not already draw another government pension for the same head.

How do I apply for social security pension in Assam?

Apply free of cost at your Gaon Panchayat office if you live in a rural area, or at the Municipal Corporation, Municipal Board or Town Committee if you live in a town. Many related certificates and several welfare services are also available online through Sewa Setu at sewasetu.assam.gov.in.

Is the Assam pension the same as the central NSAP pension?

No, they are two layers of the same payment. The National Social Assistance Programme pays a central share of Rs 200 a month for old-age beneficiaries aged 60 to 79 and Rs 500 a month from age 80, and Rs 300 a month for widows aged 40 to 79, and Assam adds a state contribution on top before crediting one combined amount.

When is the Assam pension credited each month?

Assam credits its rural old-age pension on the first day of every month under the Kushal Konwar Briddha Pension Scheme, and other pension heads are also paid monthly by direct benefit transfer. A credit can be delayed if your bank account is not Aadhaar-seeded or your annual life certificate is pending.

Can a person already getting a government pension also get this one?

No. An applicant who already draws a service pension, a family pension or another government social security pension for the same head is not eligible, and the application form carries a declaration to that effect. Drawing two pensions for the same head leads to recovery of the excess.

What stops an Assam pension payment after it has started?

The three most common causes are a bank account that is not seeded with Aadhaar, a name mismatch between the Aadhaar record and the bank record, and a pending annual verification or life certificate. All three are fixed at the Gaon Panchayat or urban local body that holds your pension record.

Is there any fee or agent charge to get an Assam pension sanctioned?

No. Applying for a social security pension in Assam is free at the Gaon Panchayat, Development Block and urban local body. No official or agent can charge you for having your name added to the pension list, and no one from the department will ask for your OTP or bank password.
