What is the Swanirbhar Naari scheme?

Swanirbhar Naari is a direct-procurement scheme of the Government of Assam under which the state buys traditional hand-woven textile products straight from indigenous women weavers, at prices the government itself fixes, and pays the weaver into her bank account without any trader, agent or middleman in between. Chief Minister Dr Himanta Biswa Sarma launched Swanirbhar Naari on 13 January 2022 as part of the wider "Atmanirbhar Assam" push, which is why the scheme is often written and searched as Swanirbhar Nari, Atmanirbhar Assam.

The Directorate of Handloom & Textiles, under the Handloom, Textiles and Sericulture Department, runs the scheme and owns the dedicated portal at swanirbharnaari.assam.gov.in. The department describes the objective plainly: to empower the indigenous weavers of the state and to provide financial support to weaver families.

The problem Swanirbhar Naari is built to solve is an old one in Assam's handloom economy. A weaver in a village produces a mekhela sador or a gamosa on her own loom, but has no reliable buyer. A trader buys it far below its worth, sells it in a town market at several times the price, and the weaver absorbs both the price risk and the delay in payment. Swanirbhar Naari replaces that trader with a government procurement centre that pays a published rate.

Who is eligible for Swanirbhar Naari and who is not?

Indigenous women weavers of Assam who genuinely weave traditional handloom textile products are the intended beneficiaries. The practical eligibility conditions are:

  • The weaver must be a resident of Assam and must actually operate a handloom.
  • The products offered must fall within the benchmarked traditional hand-woven categories the Directorate has approved for that procurement year.
  • The weaver must have an active savings bank account in her own name, since payment is made by direct transfer.
  • The weaver must register on the Swanirbhar Naari portal and must clear physical field verification by departmental officials.

Who cannot apply or is not eligible: traders and middlemen buying finished cloth from others and reselling it as their own are not eligible under the weaver track. The portal maintains separate trader and entrepreneur roles precisely so that resellers do not enter the weaver procurement stream. Producers of power-loom or mill-made textiles are not eligible, because the scheme is confined to hand-woven items. Anyone whose loom cannot be verified in the field is not eligible, however complete their online form may be. Weavers offering products outside the approved benchmark categories will not have those items procured, even if their registration is otherwise valid.

Registration is genuinely open, the Directorate has received 6,00,924 applications and approved 5,64,811 after verification. But registration and procurement are two different stages, and being approved on the portal does not create a legal right to have a fixed quantity bought in any particular cycle.

How much does Swanirbhar Naari pay?

Swanirbhar Naari does not pay a monthly pension or a flat grant. It pays a fixed benchmark rate per product, published by the Directorate for the procurement year, and the weaver's total earning depends on how many qualifying items she sells.

Three features define the money side of the scheme:

  1. Fixed prices. The Chief Minister's Office describes the scheme as arranging the purchase of textile products at fixed prices through outlets set up in different districts, so a weaver knows the rate before she weaves.
  2. Payment within about four days. Money is deposited into the weaver's bank account within roughly four days of the sale.
  3. Around 31 product categories. The scheme was designed around the direct purchase of a defined set of handloom-produced textile products, commonly cited as 31 items, rather than open-ended buying.

On cumulative performance, the department reports Rs 19,24,06,252 disbursed against 5,54,892 items procured from 19,845 weavers. Divide those figures and the average realisation works out to roughly Rs 347 per item, which gives a realistic sense of scale: this is supplementary household income for a rural weaving family, not a large one-time payout.

Alongside procurement, the Government of Assam has reported supporting the handloom ecosystem with 94 training centres benefiting about 1,640 trainees a year and 240 demonstration circles for skill development.

What documents are required for Swanirbhar Naari?

Keep the following ready before registering:

  • Aadhaar card: identity at registration and again at the procurement centre.
  • Bank passbook. An active savings account in the weaver's own name; this is where the money lands.
  • Mobile number, for the registration OTP and for SMS alerts on verification and payment.
  • Residence proof, voter ID, ration card or a Gaon Panchayat or ward certificate, checked during field verification.
  • Passport-size photograph, for the weaver profile.

There is no application fee. If anyone asks for money to register you or to "get your name added", that is not part of the scheme.

How to apply for Swanirbhar Naari

  1. Open the official portal. Go to swanirbharnaari.assam.gov.in, which is owned by the Directorate of Handloom & Textiles. Before filling anything, download the scheme guidelines — the Directorate publishes them in both Assamese and English, and the user manual for weaver registration.
  2. Check the benchmark and centre lists. Open the "Benchmark Details" document for the current procurement year to confirm your product category is covered, and the "Approved Center List" and "Approved Sell Center List" to find the procurement centre nearest to you.
  3. Register as a weaver. Choose the weaver registration option, enter your mobile number, verify the OTP, and fill in your name, address, district, block or ward, Aadhaar number and bank account details exactly as they appear on your passbook. Upload your photograph and submit.
  4. Note your weaver user ID. The portal issues login credentials. Save them, the site has a "Forgot Weaver User ID/Password" recovery option, but it is far easier to keep the ID written down.
  5. Wait for physical field verification. The department states clearly that registration is accepted subject to physical field verification by departmental officials. An official will visit to confirm that you exist at the stated address and that a working loom is present. Keep the loom accessible and stay reachable on the registered mobile number.
  6. Take your finished products to the approved procurement centre. Once approved, carry the items and your Aadhaar to the listed centre in your district on the announced procurement dates.
  7. Hand over the items and collect the acknowledgement. Centre staff inspect the goods against the benchmark specification, record the quantity, and generate a receipt. Keep it, it is your proof if payment is delayed.
  8. Check your bank account after four days. Payment is credited by direct transfer to the account you registered.

If you cannot fill the form yourself, the district or sub-divisional Handloom & Textiles office and the local Gaon Panchayat office are the correct places to ask for help, not a private agent.

How do you check your Swanirbhar Naari status and payment?

Log in to swanirbharnaari.assam.gov.in with your weaver user ID to see whether your registration is pending verification, approved or rejected. The portal also carries a public "Report" dashboard section with procurement and performance data.

For payment, the simpler check is your bank passbook or SMS alerts, since money arrives by direct transfer within about four days of the sale. If the credit has not appeared after a week, take your procurement acknowledgement receipt to the same centre and then, if needed, to the district Handloom & Textiles office.

Why do Swanirbhar Naari registrations and payments fail?

The recurring failure points are practical rather than legal:

  • Field verification not completed. The single largest cause. The official visited and the weaver was unavailable, or the loom was not present at the declared address.
  • Bank account mismatch. The account number or IFSC was typed wrong, the account is dormant, or it is held jointly in a way that blocks direct credit. Every payment failure traces back here more often than anywhere else.
  • Name mismatch between Aadhaar, the bank record and the registration form.
  • Wrong mobile number, so verification and procurement date alerts never arrive.
  • Products outside the benchmark list, or items that fail the quality and specification check at the centre, hand-woven authenticity, dimensions and finish are all checked.
  • Registering but never selling. Approval on the portal is not payment; procurement happens in cycles at specific centres on specific dates.

Each of these is fixable. Update the bank and mobile details in your portal profile, then follow up with the district Handloom & Textiles office rather than re-registering from scratch, which creates duplicate records.

Where do you raise a Swanirbhar Naari complaint?

Escalate in this order:

  1. The approved procurement centre where you sold the items, for disputes about quantity recorded, rate applied or a missing receipt.
  2. The district or sub-divisional office of the Directorate of Handloom & Textiles, for verification not being conducted, registration stuck, or payment not credited after a week.
  3. The Directorate of Handloom & Textiles, Government of Assam through the contact details published on dht.assam.gov.in, for unresolved district-level matters.

Because Swanirbhar Naari is delivered through a notified state department, a service-delivery complaint can also be routed through the Assam Right to Public Service framework and the Sewa Setu grievance section at sewasetu.assam.gov.in, whose toll-free helpline is 1800-345-3574. That helpline is for Sewa Setu service delivery generally, not a dedicated Swanirbhar Naari line, the Directorate does not publish a separate scheme helpline number on its portal.

Documents required

Aadhaar card
Used to establish the weaver's identity at registration and again at the procurement centre when items are handed over.
Bank account passbook

Proof of residence in Assam
Voter ID, ration card or a certificate from the Gaon Panchayat or ward is normally accepted during field verification.
Passport-size photographoptional

Loom ownership or weaving evidenceoptional
Departmental officials verify the loom physically during field verification, so keeping the loom accessible matters more than any paper.

Frequently asked questions

Who can register under Swanirbhar Naari?

Indigenous women weavers of Assam who actually weave traditional handloom textile products can register under Swanirbhar Naari. The Directorate of Handloom & Textiles accepts registration on the portal, but approval is granted only after departmental officials physically verify the weaver and her loom in the field.

How much does Swanirbhar Naari pay per item?

Swanirbhar Naari pays a government-fixed benchmark rate for each approved product category, not a flat cash grant. The Directorate publishes a "Benchmark Details" document for each procurement year on swanirbharnaari.assam.gov.in, and the rate for a mekhela sador differs from the rate for a gamosa or a chadar.

How quickly is the money paid after selling?

Swanirbhar Naari pays the weaver by direct bank transfer within about four days of the sale, according to the Chief Minister's Office description of the scheme. The money goes into the weaver's own bank account, which is why an active Aadhaar-linked savings account is a registration requirement.

Is there any middleman or commission under Swanirbhar Naari?

No. Removing the middleman is the entire point of Swanirbhar Naari — the state buys directly from the weaver at a fixed benchmark rate through departmental procurement centres. Weavers should not pay any agent, broker or facilitator to register or to sell; registration on the portal is free.

Can men register as weavers under Swanirbhar Naari?

Swanirbhar Naari is designed around indigenous women weavers, and the overwhelming majority of registered beneficiaries are women. The portal also carries separate login roles for traders, entrepreneurs, artisans and passed-out trainees, which are different tracks from the women weaver procurement track.

What happens if my registration is rejected?

Rejection almost always follows a failed field verification — the loom was not found, the weaver was not available, or the bank and Aadhaar details did not match. Correct the specific defect and approach the district Handloom & Textiles office; the department has approved 5,64,811 of the 6,00,924 applications it received, so most defects are fixable.

How many weavers have actually been paid so far?

The Directorate of Handloom & Textiles reports that Rs 19,24,06,252 has been paid for 5,54,892 items procured from 19,845 weavers. Registration is far larger than procurement, so registering does not by itself guarantee that your items will be bought in a given cycle.

Where do I physically sell my products?

Sell at an approved procurement centre in your district; the Directorate publishes an "Approved Center List" and an "Approved Sell Center List" on swanirbharnaari.assam.gov.in for each procurement year. Procurement centres have been set up across all districts of Assam.
