Swami Vivekananda Assam Youth Empowerment Scheme (SVAYEM)
Assam state government scheme
SVAYEM is a seed capital scheme of the Government of Assam that gives Rs 50,000 per person to youth below 40 years to start or expand a small income-generating venture, with groups of up to 20 members drawing Rs 50,000 per head. The re-designed round launched on 20 January 2021 carried a Rs 1,000 crore outlay.
What is the SVAYEM scheme in Assam?
Swami Vivekananda Assam Youth Empowerment Scheme, commonly written as SVAYEM and sometimes referred to locally as the Swami Vivekananda Achani, is a seed capital programme of the Government of Assam. SVAYEM was announced by the Assam Finance Minister in the state budget speech of 7 February 2017 and was implemented through the Industries and Commerce Department, with District Industries and Commerce Centres acting as the district-level delivery arm.
SVAYEM exists because the biggest obstacle for a first-time entrepreneur in Assam is rarely the idea. It is the first Rs 40,000 to Rs 50,000 needed to buy a sewing machine, a set of weaving accessories, a food-processing grinder, a small stock of goods for a village shop or the down payment on an e-rickshaw. Formal lenders are reluctant to finance a borrower with no track record and no collateral. SVAYEM closes that first gap with an outright grant instead of a loan.
A re-designed version, publicised as Re-SVAYEM, was launched on 20 January 2021. According to the Assam State Portal, the re-designed round carried a total outlay of Rs 1,000 crore, funded entirely by the state government, and was aimed at roughly 2 lakh young people across Assam. That round paid Rs 50,000 per individual, and extended the same per-head amount to organised groups.
How much money does SVAYEM give?
SVAYEM assistance is calculated per person, not per project:
| Applicant | Seed capital |
|---|---|
| Individual | Rs 50,000 |
| Group of 5 members | Rs 2.5 lakh (Rs 50,000 per head) |
| Group of 10 members | Rs 5 lakh (Rs 50,000 per head) |
| Group of 20 members (maximum) | Rs 10 lakh (Rs 50,000 per head) |
The group ceiling is 20 members. A group larger than 20 has to split before applying, because the per-group entitlement is capped by the member count.
SVAYEM money is a grant, not a term loan. There is no interest, no equated monthly instalment and no repayment schedule, which is the single most important difference between SVAYEM and bank-linked schemes such as PMEGP or the Margin Money Grant Scheme. In exchange, the beneficiary is expected to actually put the money into the declared activity, and the district administration can verify utilisation.
Funds are released by Direct Benefit Transfer into the beneficiary's own bank account. No cash is handed over, and no intermediary holds the money on the beneficiary's behalf.
Who is eligible for SVAYEM in Assam?
You can apply if:
- You are a permanent resident of Assam.
- You are below 40 years of age on the date of application.
- You have passed matriculation, that is Class 10 or its recognised equivalent.
- You intend to start or strengthen an income-generating activity in manufacturing, processing, services, trading, rural transport, tourism or handicrafts.
- For the group route, you are a member of an organised body such as a Self Help Group or a Joint Liability Group. The re-designed 2021 round specified that the group should have been formed before 1 September 2020.
You are not eligible and cannot apply if:
- You are 40 years or above on the date of application.
- You have not passed matriculation.
- You are not a permanent resident of Assam, even if you currently work in the state.
- Your proposed activity falls on the negative list, production of intoxicants, retail outlets selling liquor, and manufacture of sub-standard plastic carry bags are specifically excluded.
- You have already drawn SVAYEM seed capital in an earlier round. The scheme is designed as a one-time push, not a recurring subsidy.
More than one member of the same household applying separately will attract scrutiny during district verification, so a family planning two ventures should be able to show that the two activities are genuinely distinct.
What documents are required for SVAYEM?
| Document | Mandatory | Notes |
|---|---|---|
| Permanent Residence Certificate or equivalent | Yes | Establishes Assam residence |
| Matriculation certificate or marksheet | Yes | Proves the Class 10 pass requirement |
| Age proof | Yes | Must show the applicant is below 40 |
| Aadhaar card | Yes | Identity and DBT seeding |
| Bank passbook | Yes | Account must be active and in the applicant's name |
| Project or activity proposal | Yes | Short note on the activity and indicative cost |
| SHG or JLG membership proof | No | Needed for the group route |
| Passport-size photograph | No | Usually attached to the form |
Keep both the original and a photocopy set. District Industries and Commerce Centres normally verify originals at the counter and retain the copies.
How to apply for SVAYEM
- Check that a round is open. SVAYEM does not accept applications continuously. Confirm on the Commissionerate of Industries and Commerce website at industriescom.assam.gov.in, or at your District Industries and Commerce Centre, that a fresh application window has been notified.
- Register on the SVAYEM application portal with your mobile number and create a login. The re-designed round used a dedicated Re-SVAYEM portal linked from the Industries and Commerce Department site.
- Fill the application form with your personal details, permanent address in Assam, educational qualification, Aadhaar number, bank account number and IFSC code, and the activity you propose to take up.
- Enter your group details if you are applying through a Self Help Group or Joint Liability Group, including the group's formation date and the list of members with their individual details.
- Upload scanned copies of your residence proof, matriculation certificate, age proof, Aadhaar and bank passbook front page. Keep each file legible and within the size limit shown on the upload screen.
- Submit the form and save the application or reference number displayed on the acknowledgement screen. Without it you cannot track your case later.
- Attend district verification if you are called. The District Industries and Commerce Centre and the district administration screen applications and place the shortlist before the district-level selection committee.
- Check your bank account once selection is published. Approved seed capital is credited by DBT, so no separate collection visit is needed.
How to apply for SVAYEM offline
- Visit the District Industries and Commerce Centre in your district and ask for the SVAYEM application form and current guidelines.
- Fill the form in full and attach self-attested copies of your residence proof, matriculation certificate, age proof, Aadhaar card and bank passbook.
- Submit the completed set at the same office and take a dated receipt or acknowledgement.
- Follow up with the District Industries and Commerce Centre after the selection committee meets.
In practice the district office also helps applicants who have no smartphone or internet access complete the online form, so the offline route usually ends in an online entry anyway.
How do I check my SVAYEM application status?
Log in to the SVAYEM or Re-SVAYEM portal with the credentials you created and open the application status or dashboard screen using your application number. The Commissionerate of Industries and Commerce site also carries a Know Your Status link and a Beneficiaries list under its scheme services, which is useful once a round's selection list has been published.
If the portal shows nothing, contact the District Industries and Commerce Centre where your case is being processed. District staff can see the verification stage your file is at, which the public portal often does not display in detail.
Why do SVAYEM applications get rejected?
- Age above 40 on the date of application, which is a hard cut-off.
- No matriculation certificate, or a certificate the applicant cannot produce in original at verification.
- Residence proof not accepted โ a ration card alone is often insufficient where a Permanent Residence Certificate is asked for.
- Bank account not in the applicant's own name, or an inactive or frozen account, which makes DBT credit fail.
- Aadhaar not seeded to the bank account, so the transfer bounces even after approval.
- Negative-list activity proposed, such as a liquor outlet.
- Duplicate application by the same person, or two applications from the same household for effectively the same activity.
- Incomplete uploads, an unreadable scan is treated as a missing document.
Most of these are fixable. A failed DBT credit caused by an unseeded account is the most common late-stage problem, and it is repaired at the bank branch by completing Aadhaar seeding, not by re-applying.
Which activities can SVAYEM money be used for?
According to the Assam State Portal, SVAYEM covers manufacturing, processing, services, trading, rural transport including auto-rickshaws and e-rickshaws, tourism and handicrafts. In practice district lists have included village grocery shops, tailoring units, handloom and weaving, bamboo and cane craft, poultry and piggery, small food-processing units, mobile repair, beauty parlours, photocopy and printing shops, and small transport ventures.
Excluded are production of intoxicants, retail liquor outlets and manufacture of sub-standard plastic carry bags.

Frequently asked questions
How much money does SVAYEM give?
SVAYEM gives Rs 50,000 as seed capital to each individual beneficiary. For the group route the same Rs 50,000 per head applies, so a five-member group draws Rs 2.5 lakh, a ten-member group draws Rs 5 lakh, and the largest permitted group of 20 members draws Rs 10 lakh. The re-designed round announced on 20 January 2021 carried a total outlay of Rs 1,000 crore.
Do I have to repay the SVAYEM seed capital?
No. SVAYEM seed capital is a government grant, not a bank loan, and the re-designed round was funded entirely from state government funds rather than from bank credit. Because it is a grant, the money is meant to be put into the declared activity and utilisation can be verified by the district administration.
What is the age limit for SVAYEM?
The applicant must be below 40 years of age. The scheme is aimed at youth taking up their first income-generating venture, so there is no relaxation published above the 40-year ceiling.
What kind of business can I start with SVAYEM money?
SVAYEM covers manufacturing, processing, services, trading, rural transport such as auto-rickshaws and e-rickshaws, tourism and handicrafts. Production of intoxicants, liquor retail outlets and sub-standard plastic carry bags are on the negative list and cannot be funded.
Can a group apply for SVAYEM together?
Yes. Groups such as Self Help Groups and Joint Liability Groups can apply, with each member counted at Rs 50,000 and a maximum of 20 members per group. The re-designed round asked that the group should already have been formed before 1 September 2020.
Is SVAYEM run by the Industries Department or the Finance Department?
SVAYEM began in 2017 under the Industries and Commerce Department, and the re-designed round announced in 2020-21 was steered by the Finance Department with the Industries and Commerce Department and district administrations as implementing agencies. District Industries and Commerce Centres remain the local point of contact.
Is SVAYEM open for applications right now?
SVAYEM runs in notified rounds rather than continuously, so applications open when the Government of Assam announces a fresh window. Check the Commissionerate of Industries and Commerce website and your District Industries and Commerce Centre before assuming the portal is accepting forms.
Is there any fee to apply for SVAYEM?
No. SVAYEM applications are free. No official or agent is authorised to charge a commission for getting a name included in the beneficiary list, and the seed capital reaches the beneficiary only by bank transfer.
