Swahid Kushal Konwar Sarbajanin Briddha Pension Achoni
Assam state government scheme
Swahid Kushal Konwar Sarbajanin Briddha Pension Achoni is Assam's universal old-age pension, paying Rs 250 a month by Direct Benefit Transfer on the first day of every month to residents aged 60 and above. Launched on 2 October 2018, it covers about 13 lakh elderly people. Apply free at your Gaon Panchayat, block, municipal board or town committee.
What is the Swahid Kushal Konwar Sarbajanin Briddha Pension Achoni?
Swahid Kushal Konwar Sarbajanin Briddha Pension Achoni is the Government of Assam's universal old-age pension, run by the Panchayat & Rural Development Department. The scheme was launched on 2 October 2018, the 149th birth anniversary of Mahatma Gandhi, and is named after Swahid Kushal Konwar, the Assamese freedom fighter hanged in 1943 for his part in the Quit India movement. Readers who search for it in Assamese transliteration will find it as Sahid Kushal Konwar Sarbajanin Briddha Pension Achoni. The word sarbajanin means "universal", which is the point of the scheme.
According to the Assam State Portal, the pension is Rs 250 per month, paid through Direct Benefit Transfer, and the beneficiary receives the amount on the first day of every month into their own bank account. There is no cash counter and no cheque; if there is no bank account in the applicant's name, the pension cannot be released.
The scheme's design point is coverage rather than size of payment. India's older old-age pension programme in Assam, the Indira Gandhi National Old Age Pension Scheme (IGNOAPS), is restricted to people from BPL households holding a valid BPL identity card. Large numbers of elderly people in Assam are poor but not formally BPL, and they got nothing. Swahid Kushal Konwar Sarbajanin Briddha Pension Achoni was created to fill that gap: any resident of Assam aged 60 or above, subject to three exclusions, can claim it. The State Cabinet has approved streamlined pension payment for roughly 13 lakh beneficiaries under the scheme, and at launch it was projected to reach 15,000 to 20,000 senior citizens in every assembly constituency of the state.
Main features
- State-funded scheme, 100% financed by the Government of Assam.
- Administered by the Panchayat & Rural Development Department through Gaon Panchayats, VCDCs/VDCs and Development Blocks in rural areas, and through Municipal Corporations, Municipal Boards and Town Committees in urban areas.
- Rs 250 per month per beneficiary, credited by DBT on the first of the month.
- Individual benefit, not a household benefit. A husband and wife who both qualify can each hold a pension.
- No fixed application window; applications are received all year.
Who is eligible for the Swahid Kushal Konwar Briddha Pension?
You can get the pension if:
- You are a resident of the State of Assam.
- You are 60 years of age or above on the date of application.
- Your annual income is below Rs 2.5 lakh, the same threshold as the basic income tax exemption limit.
- You are not currently drawing a benefit under any other existing government pension scheme.
- You have a bank account in your own name that can receive DBT.
You cannot apply, or are not eligible, if:
- You are already a beneficiary of an existing government scheme, including IGNOAPS, the Indira Gandhi National Widow Pension Scheme, the Indira Gandhi National Disability Pension Scheme, or a service pension.
- You are a parent of a child employed with the government. The state treats a government-employed son or daughter as a source of family support.
- You are an income tax payer or have annual income above Rs 2.5 lakh.
- You are below 60 years of age, however poor your circumstances. There is no relaxation of the age bar in this scheme; a widow under 60 should look at the widow pension route instead.
- You are not a resident of Assam, even if you were born in the state.
Note the practical consequence of the first exclusion. If you are a BPL cardholder already receiving IGNOAPS, you should not apply here — the two are alternatives, not additions. If your IGNOAPS pension has stopped permanently and been struck off the roll, you can then be considered under this scheme.

| Passport-size photograph | Yes | Pasted on the application form |

How to apply for the Swahid Kushal Konwar Briddha Pension
- Collect the application form from your Gaon Panchayat office, VCDC/VDC or Development Block office if you live in a rural area, or from your Municipal Corporation, Municipal Board or Town Committee office if you live in a town. The form is free.
- Fill in the form completely: name, parent's or spouse's name, gender, date of birth, caste category, address, mobile number, and bank account number with IFSC code and branch name. Paste a passport-size photograph and sign or put your thumb impression.
- Attach the supporting documents listed above: age proof, residence proof, Aadhaar, bank passbook first page, and income declaration.
- Submit the completed form at the same office you collected it from and ask for an acknowledgement or note the receipt entry in the office register. Keep a photocopy of everything you handed in.
- Wait for local verification. The Gaon Panchayat Secretary or the ward officer verifies age, residence and income, and the case is placed before the Gaon Panchayat or the local body for approval before it goes up to the block and district level.
- Follow up after four to six weeks with the same office to check whether your name has been included in the sanctioned beneficiary list for your panchayat or ward.
- Check your bank passbook from the first of the month after sanction. Once the name is on the roll, Rs 250 is credited automatically each month with no need to reapply.
The Assam State Portal also lists an online mode for the scheme, routed through the Panchayat & Rural Development Department. In practice, most first-time applicants in rural Assam are enrolled by the Gaon Panchayat, and going in person is the more reliable route because the verification happens there anyway.
How do I check my Assam old-age pension status?
Assam does not publish a public per-applicant status tracker for this scheme in the way that central DBT schemes do. The reliable checks are:
- Ask your Gaon Panchayat Secretary or ward officer to show you the current sanctioned beneficiary list for your panchayat or ward. Pension rolls are maintained locally and this is the authoritative record.
- Check your bank passbook or SMS alerts on and after the first of each month. A credit of Rs 250 confirms you are on the live roll.
- Escalate to the Block Development Officer (BDO) if the panchayat says your name was forwarded but no credit has arrived for two months or more.
- Escalate to the District Panchayat & Rural Development officer or the Deputy Commissioner's office if the block cannot resolve it.
Why do Assam old-age pension applications get rejected or payments stop?
- Age not proved. A form submitted without a document that clearly shows date of birth is the single most common rejection. Aadhaar with a full date of birth is usually accepted; an Aadhaar showing only a year of birth often is not.
- Already receiving another government pension. The exclusion catches many applicants who forgot they were enrolled in IGNOAPS years ago.
- Child in government service. Declared or discovered during verification, this makes the application ineligible.
- Income above Rs 2.5 lakh or an income tax return on record.
- Wrong bank details. A digit wrong in the account number or IFSC means the DBT transaction fails and bounces back. Payments then show as released at the department end but never reach the pensioner.
- Joint account or account in a relative's name. The account must belong to the pensioner.
- Dormant account. Banks freeze accounts with no transaction for long periods, and DBT credits into a dormant account fail. Do a small deposit or withdrawal once a year to keep the account active.
- Death of the beneficiary not reported. The pension stops and any excess paid is recoverable, so families should inform the Gaon Panchayat.
The fixes are almost always documentary. Take the corrected document or a bank passbook photocopy to the same office that received the original application and ask for the record to be updated rather than filing a fresh application, which restarts the queue.
Where do I complain about the Assam old-age pension?
The escalation ladder runs Gaon Panchayat Secretary or ward officer, then the Block Development Officer, then the District Panchayat & Rural Development office and the Deputy Commissioner. Assam also notifies citizen services under the Assam Right to Public Services Act, and the Sewa Setu state portal at sewasetu.assam.gov.in is the common gateway for notified services and grievances; Public Facilitation Centres and Common Service Centres accept walk-in help requests.
Two practical warnings. First, no fee is payable at any stage, the form, the verification and the sanction are all free, and any demand for money is corruption you should report to the BDO in writing. Second, no officer will ever ask for your bank OTP, ATM PIN or internet banking password; the department pays into your account, it never needs to take anything out.

Frequently asked questions
How much pension does the Swahid Kushal Konwar Sarbajanin Briddha Pension Achoni pay?
Rs 250 per month is the pension under the scheme, paid through Direct Benefit Transfer. The Assam State Portal states the beneficiary gets the amount on the first day of every month directly into the bank account, which works out to Rs 3,000 across a full year.
What is the age limit for the Swahid Kushal Konwar Briddha Pension?
The applicant must be 60 years of age or above. There is no separate lower age for women, unlike some other north-eastern state pensions, and there is no upper age limit — once sanctioned, the pension continues for life.
Who is not eligible for the Swahid Kushal Konwar Briddha Pension?
Three groups are excluded: people already drawing a pension or benefit under another existing government scheme, parents whose children are employed with the government, and anyone whose annual income is above Rs 2.5 lakh. People who are not residents of Assam are also not eligible.
Can I get this pension along with the Indira Gandhi National Old Age Pension?
No. Swahid Kushal Konwar Sarbajanin Briddha Pension Achoni excludes beneficiaries of existing government schemes, and IGNOAPS is a government scheme run by the same department. The Assam scheme was designed as a universal top-up for elderly people who fall outside IGNOAPS, which is limited to BPL households.
How do I apply for the Swahid Kushal Konwar Briddha Pension?
Apply at your Gaon Panchayat, VCDC/VDC or Development Block office in rural areas, or at the Municipal Corporation, Municipal Board or Town Committee in urban areas. The Assam State Portal confirms the scheme accepts both online and offline applications and there is no fee.
Is there any fee to apply for the Assam old-age pension?
No. Application is free at the Gaon Panchayat, block or municipal office. No official or agent may charge you for adding your name to the pension list, and nobody from the department will ask for an OTP or your bank password.
When was the scheme launched and how many people does it cover?
The scheme was launched on 2 October 2018, the 149th birth anniversary of Mahatma Gandhi, by the then Chief Minister of Assam. The State Cabinet has since streamlined payment for about 13 lakh beneficiaries, and the scheme was designed to reach roughly 15,000 to 20,000 senior citizens in every assembly constituency.
Why has my Assam old-age pension not been credited this month?
The commonest reasons are an inactive or wrongly recorded bank account, a bank account not seeded with Aadhaar, a name mismatch between the pension record and the bank record, or the beneficiary list for your Gaon Panchayat not yet being released for that month. Check first with your Gaon Panchayat Secretary, who holds the payment roll.
