Silpi Sambardhana Scheme
Assam state government scheme
Silpi Sambardhana is a Cultural Affairs Department scheme of Assam that pays a one-time grant of Rs 50,000 to 2,000 artistes and technicians who have served the state's art and culture. Applicants must be at least 35 years old with annual income below Rs 5 lakh. Application forms are submitted to the Directorate of Cultural Affairs, Guwahati.
What is the Silpi Sambardhana scheme?
Silpi Sambardhana is a welfare scheme of the Directorate of Cultural Affairs under the Cultural Affairs Department, Government of Assam. The name translates roughly as "felicitation of the artiste", and that is what the scheme does. It recognises artistes who have spent their lives sustaining Assam's art forms and gives them a substantial one-time cash grant.
The Government of Assam announced Silpi Sambardhana with an amount of Rs 50,000 each as a one-time grant to 2,000 artistes and technicians of the state. The scheme was first announced in December 2019, alongside a companion measure providing support to artists and technicians of Assam's mobile theatre industry, and the Directorate has since published lists of selected beneficiaries covering both.
Silpi Sambardhana exists because traditional performance in Assam is overwhelmingly an unorganised occupation. A Nagaranam singer, an Ojapali performer or a mobile theatre light technician typically has no employer, no provident fund and no retirement benefit, and earns irregularly across a seasonal calendar. The scheme is the state's acknowledgement that people who carried these forms forward deserve direct financial recognition rather than only a certificate.
Main features of Silpi Sambardhana
- A one-time grant of Rs 50,000, not a recurring payment.
- Announced coverage of 2,000 artistes and technicians.
- Administered by the Directorate of Cultural Affairs, Rabindra Bhawan, Guwahati.
- Targeted at Nagaranam and Ojapali artistes and folk artistes of the indigenous art forms of the state's various communities and tribes.
- Run in announced rounds with a published beneficiary list, not as a permanently open application window.
Who is eligible for Silpi Sambardhana?
You can be considered if:
- You are an artiste or technician of Assam working in the state's art, culture or theatre field.
- You are at least 35 years of age. This is the stated minimum age limit for the artiste.
- Your annual income is below Rs 5 lakh.
- You practise one of the target art forms: Nagaranam, Ojapali, or a folk art form of one of Assam's indigenous communities and tribes. Technicians of the mobile theatre sector are covered under the linked support component.
Applicants who hold district, state or national level performance certificates from a competent authority are expressly preferred in selection. Attaching those certificates is optional but materially improves an application.
You are not eligible if:
- You are under 35 years old on the date of application.
- Your annual income is Rs 5 lakh or more.
- You are not an artiste or technician of Assam's cultural sector, the scheme is occupation-specific and there is no general public category.
- You have already received the Silpi Sambardhana grant. The benefit is one-time, so a past beneficiary cannot draw it again.
Selection is not automatic on meeting the criteria. The number of grants is capped, so the Directorate shortlists from among eligible applicants and publishes the final list.
What documents are required for Silpi Sambardhana?
| Document | Mandatory | Notes |
|---|---|---|
| Silpi Sambardhana application form | Yes | Issued by the Directorate of Cultural Affairs when a round opens |
| Age proof | Yes | Voter ID, PAN card, school leaving certificate or other government document showing age 35+ |
| Income certificate | Yes | Must establish annual income below Rs 5 lakh |
| PAN card | Yes | Named in the Directorate's required document list |
| Bank account details | Yes | Passbook copy with account number and IFSC, in the artiste's own name |
| Performance certificates | No | District, state or national level certificates are preferred in selection |
| Passport-size photograph | No | Normally affixed to the form |
For age proof the Directorate accepts Voter ID, PAN card, school leaving certificate or any other relevant government document, which matters because many senior folk artistes have no birth certificate.
How to apply for Silpi Sambardhana
- Confirm a round is open. Check the Latest and Notices sections of directorculture.assam.gov.in, or ask your District Cultural Officer. Silpi Sambardhana runs in announced rounds, so preparing a form when no round is open achieves nothing.
- Collect the application form from the Directorate of Cultural Affairs or from the District Cultural Officer's office in your district headquarters.
- Fill in the form with your full name, address, date of birth, art form or technical trade, years of practice, annual income and bank details.
- Attach the mandatory documents — age proof, income certificate, PAN card and a bank passbook copy, plus any performance certificates you hold from a competent authority.
- Submit the completed form to the Directorate of Cultural Affairs, Rabindra Bhawan, Ambari, Guwahati 781001, or through your District Cultural Officer where that route is announced.
- Keep the acknowledgement issued at submission. It is the only record you hold until the beneficiary list is published.
- Watch for the selected beneficiary list published as a PDF in the Latest section of the Directorate's website, then check your bank account for the Rs 50,000 credit.
There is no online application route. The Directorate's website is used to publish notices and beneficiary lists, not to receive forms.
How much does Silpi Sambardhana pay and when?
Silpi Sambardhana pays Rs 50,000 as a single lump sum. It is not staggered into instalments and it is not repeated in later years. Payment is made into the bank account named on the application form after the artiste's name appears in the Directorate's selected beneficiary list.
Artistes should not confuse Silpi Sambardhana with the Silpi Pension scheme, which is a separate Cultural Affairs Department measure paying a recurring monthly pension to eligible artistes of Assam. The two run on different criteria and different application cycles. An artiste who wants ongoing monthly support should look at the pension scheme, and treat Silpi Sambardhana as one-off recognition money.
How to check your Silpi Sambardhana application status
- Open directorculture.assam.gov.in and go to the Latest section.
- Look for the notice titled Selected beneficiaries of Silpi Sambardhana and Support for Artists and Technicians of Mobile Theatre, and download the PDF attached to it.
- Search the PDF for your name and district. These lists run to thousands of entries and are published as scanned or long-form documents.
- If your name appears but no money has arrived, check the bank account you declared on the form, then contact the Directorate on 0361-2547731.
Why Silpi Sambardhana applications get rejected
- Age below 35 on the date of application.
- Income certificate showing Rs 5 lakh or more, or an income certificate from an authority the Directorate does not accept.
- Income certificate missing or expired. Revenue authorities issue these with a validity period, and a stale certificate is a common failure.
- Bank details mismatched, the account is not in the applicant's own name, or the IFSC is wrong.
- No evidence of practice in a covered art form. Where the application does not make the applicant's art form and years of practice clear, it is hard to place against the scheme's target groups.
- Already a beneficiary. The grant is one-time, so a repeat application is set aside.
- Form submitted outside an announced round, in which case it is simply not taken up.
The practical fix for most rejections is a fresh income certificate and a clear statement of art form and performance history, backed by whatever certificates the artiste holds.
