What is Beti Bachao Beti Padhao?

Beti Bachao Beti Padhao (BBBP) is a scheme of the Ministry of Women and Child Development launched on 22 January 2015 to address the decline in the Child Sex Ratio and the wider issues of helping girls and women across the life cycle. In the Fifteenth Finance Commission period, BBBP is implemented as a component of the Sambal sub-scheme of Mission Shakti.

According to the BBBP Operational Manual, the scheme was earlier operational in 405 districts and has since been expanded to all districts of the country through multi-sectoral interventions requiring convergent action with concerned ministries, departments and other stakeholders.

The most important thing to understand about BBBP is what it is not. The Operational Manual states that there is no provision for Direct Benefit Transfer or creation of capital assets under Beti Bachao Beti Padhao. The scheme is focused on behavioural and social change in how the girl child is perceived, and on convergent action that produces ground impact; not on paying money to families.

Who is eligible for Beti Bachao Beti Padhao?

BBBP is a district programme, not a personal entitlement, so eligibility works at the level of districts and institutions rather than individuals.

Covered under BBBP:

  • All districts of India receive a BBBP allocation, with the amount determined by the district's Sex Ratio at Birth.
  • Girls and women in every district are the intended audience of BBBP awareness, education, skilling and menstrual hygiene activities.
  • Government departments and institutions: health, education, panchayati raj, police, legal services: participate through the convergence component.

You cannot apply if:

  • You are an individual or family seeking cash assistance for a girl child. BBBP has no DBT component and no beneficiary list. For cash and savings benefits for a girl child, look instead at the Sukanya Samriddhi Yojana or your state's own girl-child incentive scheme.
  • You are an NGO or agency expecting a direct central grant. The Operational Manual routes partnerships through the district, which may enter strategic partnerships for interventions; there is no central application window for individuals.
  • You want BBBP to build an asset. A building, a hostel, equipment. Creation of capital assets is explicitly excluded.

How much money does a district get under Beti Bachao Beti Padhao?

Funds are allocated to districts based on their Sex Ratio at Birth bracket, and released in a single instalment in a year.

How to apply for Beti Bachao Beti Padhao

Individuals cannot apply for Beti Bachao Beti Padhao and receive a personal benefit, the scheme has no application form, no beneficiary registration and no Direct Benefit Transfer. What citizens, institutions and civil society can do is participate in the district's BBBP activities and use the entitlements BBBP promotes.

  1. Identify your district's BBBP nodal officer. The District Probation or Programme Officer (DPO) is the nodal officer for implementation and execution of BBBP under the overall supervision of the District Magistrate.
  2. Approach the District Hub for Empowerment of Women (DHEW) in your district. The DHEW and the district Mission Shakti PMU support the state and district BBBP machinery and are the practical entry point for a school, NGO, Anganwadi or citizen group that wants to run or join an activity.
  3. Propose your activity for the District Action Plan. The district Mission Shakti Committee headed by the District Magistrate prepares the plan, and any partnership for strategic interventions is done by the district.
  4. Use the linked entitlements directly. BBBP promotes institutional delivery, first-trimester antenatal registration, girls' school enrolment, retention and skilling. These are claimed from the health department, the school, or the skilling scheme concerned — not from BBBP.
  5. Report a violation. For sex-selective practices, call the Women Helpline on 181 or the Childline on 1098, or approach the district appropriate authority under the PCPNDT Act.
