Pan Vikas Yojana (Betel Leaf Development Scheme)
Bihar state government scheme
Pan Vikas Yojana is Bihar's betel leaf development scheme, paying a 50 percent subsidy on a notified unit cost of Rs 70,500 for 300 square metres of betel vine, so growers receive between Rs 11,750 and Rs 35,250 depending on area. Magahi and desi paan growers in seven notified districts apply at horticulture.bihar.gov.in.
What is Pan Vikas Yojana?
Pan Vikas Yojana, the betel leaf development scheme, is run by the Directorate of Horticulture under the Agriculture Department, Government of Bihar. The scheme pays half the cost of establishing a betel vine plot. The baroja, the low thatched shade house that betel is grown inside, together with the vine cuttings and inputs a first-season plot needs.
According to the Directorate of Horticulture, Pan Vikas Yojana works on a notified unit cost of Rs 70,500 for 300 square metres of betel cultivation, subsidised at 50 percent. A grower taking the full unit receives Rs 35,250; growers taking smaller areas receive a proportionate share, with reported sanctions beginning around Rs 11,750. The scheme has been approved for the years 2025-26 and 2026-27, with an outlay reported at close to Rs 5 crore, and applications for 2026-27 were invited between 20 March and 20 April 2026.
Betel leaf is one of Bihar's most distinctive small-farm crops. Magahi paan, grown in the old Magadh belt around Nawada, Nalanda, Gaya and Aurangabad, holds a Geographical Indication tag and commands a premium in markets as far as Delhi and Kolkata. Growing it is capital-intensive and physically demanding: the baroja has to be rebuilt after storms, the vines need constant shade management, and a single bad flood can wipe out a family's investment. Pan Vikas Yojana exists because that risk profile had been driving traditional grower families: largely from the Chaurasia community; out of the crop.
Who is eligible for the betel leaf subsidy?
You can apply if:
- You cultivate or intend to cultivate betel leaf in a notified district. The scheme has been approved for seven districts, with the Magahi belt of Nawada, Nalanda, Gaya and Aurangabad at its core.
- You hold a 13-digit DBT Agriculture registration number.
- You have land records in your own name, or a registered lease for the plot where the baroja will stand.
- You have an Aadhaar-seeded bank account in your own name.
- You can fund the 50 percent beneficiary share up front, since payment follows verification.
You cannot apply if:
- Your plot lies outside the notified districts for the current year.
- You farm on a verbal arrangement with no registered lease and no land record in your name. This is not eligible.
- You have already received the subsidy for the same plot in an earlier year. The same 300 square metres cannot be funded twice.
- Your bank account is not Aadhaar-seeded, which makes DBT release impossible.
- You want the money before constructing the baroja. Advance payment is not available and applications on that basis are not eligible.
How to apply for Pan Vikas Yojana
- Register at dbtagriculture.bihar.gov.in and note your 13-digit DBT Agriculture registration number. Registration is free and takes a few minutes at a Vasudha Kendra.
- Confirm your land record is attached to the DBT profile, with the correct khata, khesra and district.
- Open horticulture.bihar.gov.in and go to the Scheme Dashboard. Look for the Pan Vikas Yojana link for the current financial year, it appears only when the window is open.
- Enter your DBT registration number so the form loads your verified details.
- Enter the area of betel cultivation you are applying for, in square metres, up to the 300 square metre unit.
- Upload Aadhaar, land records or registered lease, bank passbook, photograph and caste certificate if you are claiming a reserved seat.
- Submit and save the application number on the confirmation screen.
- Wait for the lottery result and sanction letter, then build the baroja and plant the vines during the season.
- Request physical verification by the district horticulture office. The Rs 35,250 or proportionate amount is released by DBT after the officer certifies the work.
How to apply with assistance
- Visit the Assistant Director (Horticulture) at your district agriculture office, or your block agriculture coordinator.
- Carry Aadhaar, land papers, bank passbook and DBT registration number.
- Ask the office to file the online application on your behalf — there is no separate offline form, only assisted online filing.
- Collect the printed acknowledgement with the application number.
What the unit cost covers
| Item | Purpose |
|---|---|
| Baroja structure | Bamboo frame, thatch or net shade covering, boundary and support poles |
| Planting material | Betel vine cuttings of Magahi or desi varieties |
| Growing medium and manure | Farmyard manure, compost and mulch for the raised beds |
| Plant protection | Fungicide and pest control inputs for the first season |
| Labour | Bed preparation, structure erection and planting |
The Rs 70,500 is a notified unit cost, not a bill of quantities you must match rupee for rupee. Subsidy is calculated on the notified figure, so building a costlier structure does not increase the sanction.
How to check your application and payment status
- Return to horticulture.bihar.gov.in and open the scheme dashboard.
- Use the application status or lottery result link for the betel component.
- Enter your DBT registration number or application number.
- The status will read submitted, selected in lottery, sanctioned, verified or paid.
If the status reads verified but no credit has arrived after a few weeks, check the bank account on your DBT Agriculture profile. A closed account, a non-seeded account or a name mismatch between Aadhaar and the passbook is the usual reason a DBT payment bounces.
Why betel applications get rejected
- Not selected in the lottery. In an over-subscribed district this is the commonest outcome and is not a defect in the application.
- Land record missing or mismatched between the DBT profile and the plot claimed.
- No registered lease where the applicant does not own the land.
- Duplicate application for a plot already funded.
- Baroja not built within the sanctioned season, or built on a different plot than the one sanctioned.
- Verification shortfall. The measured area is smaller than claimed, in which case the sanction is reduced proportionately rather than cancelled.
- Bank account problems, which delay rather than defeat the claim.
Key dates
Pan Vikas Yojana does not accept applications all year. The Directorate of Horticulture opens a window, publicises it through the Scheme Dashboard and the Bihar Krishi mobile app, and closes it on a fixed date. The 2026-27 window ran from 20 March to 20 April 2026. That timing is deliberate. It lets a selected grower build the baroja and plant before the monsoon, so verification can be completed inside the same financial year. Growers who miss a window must wait for the next one; there is no rolling application facility.

Applying under Pan Vikas Yojana is free. No one can sell you a place in the lottery, and any person claiming to "arrange" a sanction for a fee is running a fraud. Keep your sanction letter and your verification report, both are needed if a payment has to be chased later.

Frequently asked questions
How much subsidy does Pan Vikas Yojana give?
Pan Vikas Yojana pays 50 percent of the notified unit cost. The unit cost for 300 square metres of betel vine is Rs 70,500, so a grower taking the full unit receives Rs 35,250. Growers taking smaller areas receive a proportionate amount, with reported sanctions starting around Rs 11,750.
Which betel varieties are covered?
Both Magahi paan and desi paan are covered. Magahi paan, grown mainly in the Nawada, Nalanda, Gaya and Aurangabad belt, carries a Geographical Indication tag and is the variety the scheme is best known for supporting.
What exactly does the subsidy pay for?
The unit cost covers construction of the baroja — the thatched, bamboo-framed shade structure that betel vines are grown inside — along with vine cuttings, manure, mulch and the plant protection inputs a new betel plot needs in its first season.
When can I apply for Pan Vikas Yojana?
Applications open in a notified window each financial year. For 2026-27 the window ran from 20 March to 20 April 2026 on horticulture.bihar.gov.in, with selection by online lottery where applications exceeded the district target.
How are beneficiaries selected if there are too many applications?
Selection is by online lottery against the district target when applications exceed the number of units sanctioned. Applying early does not guarantee selection in a lottery year, but an incomplete or wrongly filled application is excluded before the lottery is even run.
Can a landless betel grower apply?
A grower without land in their own name can apply only by uploading a registered lease or sharecropping agreement for the plot. A purely verbal arrangement with a landowner is not eligible, because the baroja is a fixed structure that must be verified on identified land.
Is the money paid before or after building the baroja?
The subsidy is paid after the work is done and physically verified. The grower builds the baroja and plants the vines, the district horticulture office inspects the plot, and the 50 percent share is then released by DBT into the Aadhaar-seeded bank account.
