Sabzi Vikas Yojana (Vegetable Development Scheme)
Bihar state government scheme
Sabzi Vikas Yojana is Bihar's vegetable development scheme, paying up to 75 percent subsidy on hybrid vegetable seed and seedlings for crops such as tomato, capsicum, broccoli, brinjal and chilli. Registered farmers holding a 13-digit DBT Agriculture number apply free at horticulture.bihar.gov.in and receive the subsidy by Direct Benefit Transfer.
What is Sabzi Vikas Yojana?
Sabzi Vikas Yojana, the vegetable development scheme, is run by the Directorate of Horticulture under the Agriculture Department, Government of Bihar. The scheme subsidises the single most expensive input in commercial vegetable growing, hybrid seed and quality seedlings, so that small farmers can move from low-value open-pollinated varieties to high-yielding hybrids without carrying the whole cost.
According to the Directorate of Horticulture, Sabzi Vikas Yojana pays up to 75 percent of the notified unit cost on selected vegetable crops. The crops supported have included tomato, capsicum, broccoli, brinjal, chilli, cauliflower, cabbage, okra and gourds, with the exact list and the districts each crop runs in notified afresh each financial year.
The rationale is straightforward. Bihar is among India's largest vegetable producers, and vegetables are what actually keeps a smallholding in the state solvent. A bigha of tomato or capsicum returns several times what the same land returns under paddy. But hybrid seed of capsicum or broccoli can cost thousands of rupees for a small packet, which puts it out of reach for a farmer working on a season-to-season cash cycle. Subsidising the seed is the cheapest way for the department to lift both yield and income.
What the scheme funds
- Hybrid vegetable seed of notified varieties.
- Nursery-raised seedlings, in the components run as seedling supply.
- Associated cultivation inputs; manure, micronutrients, plant protection and staking material; where the component notice includes them.
- In some years, vegetable seed production by farmers, which is a distinct component from vegetable cultivation.
Who is eligible for the vegetable development subsidy?
You can apply if:
- You are a farmer cultivating in Bihar, including a small, marginal or non-ryot cultivator.
- You hold a 13-digit DBT Agriculture registration number from dbtagriculture.bihar.gov.in.
- You have land records in your own name, or a registered lease or sharecropping agreement.
- You hold an Aadhaar-seeded bank account in your own name.
- Your district is notified for the crop you are applying under in the current year.
You cannot apply if:
- You have no DBT Agriculture registration number. The form does not open without it, and this alone stops most first-time applicants.
- You have no land record and no registered lease โ a verbal arrangement with a landowner is not eligible.
- Your district is not notified for the crop component in that year.
- You have already claimed the same crop on the same plot in the same season.
- Your bank account is not Aadhaar-seeded, since the subsidy is paid only by DBT.
- You are claiming an area above the ceiling notified per beneficiary for that component.
How to apply for Sabzi Vikas Yojana
- Register at dbtagriculture.bihar.gov.in and note the 13-digit DBT Agriculture registration number sent to your mobile. Registration is free and takes minutes at a Vasudha Kendra.
- Check that the land record in your DBT profile shows the correct khata, khesra, village, district and area. Correct it there, not on the horticulture portal.
- Open horticulture.bihar.gov.in and go to the Scheme Dashboard.
- Find the Sabzi Vikas Yojana entry for the current financial year and the crop you want, and click Apply.
- Enter your DBT registration number; the form loads your verified name, address, land and bank details.
- Select the crop and the area you are applying for, within the notified ceiling.
- Upload Aadhaar, land records or registered lease, bank passbook, photograph and caste certificate if claiming a reserved seat.
- Submit and save the application number from the confirmation screen. Print or screenshot it.
- Sow the crop after sanction, keep the seed bills, and request physical verification. The subsidy is released by DBT after the officer certifies the crop on the ground.
How to apply offline or with assistance
- Visit the Assistant Director (Horticulture) at your district agriculture office, or speak to your block agriculture coordinator or kisan salahkar.
- Carry Aadhaar, land papers, bank passbook and your DBT registration number.
- Ask for the online application to be filed for you. There is no parallel paper application under the horticulture portal.
- Collect the printed acknowledgement carrying the application number.
A Vasudha Kendra (Common Service Centre) can create the DBT registration and file the horticulture application in the same visit.
How the subsidy reaches the farmer
Two routes exist and the component notice says which one applies:
| Route | How it works | What the farmer pays |
|---|---|---|
| Supply route | The department or an empanelled agency supplies seed or seedlings at the subsidised price | Only the beneficiary share, at the point of collection |
| Reimbursement route | The farmer buys notified seed against a bill, sows, and is verified | The full cost up front, with 75 percent returned by DBT |
Under either route, subsidy is calculated on the notified unit cost, not on what you actually paid. Buying costlier seed than the notified rate does not increase the sanction.
How to check your application and payment status
- Return to horticulture.bihar.gov.in and open the scheme dashboard.
- Use the application status link for the vegetable component.
- Enter your DBT registration number or the application number.
- The status reads submitted, forwarded to district, sanctioned, verified or paid.
If the status reads paid but nothing has reached your account, check the bank details on your DBT Agriculture profile. A non-seeded account, a closed account or a name mismatch between Aadhaar and the passbook is the standard cause of a failed DBT credit.
Why vegetable subsidy applications get rejected
- No DBT Agriculture registration, or a registration in a different name from the Aadhaar.
- Land record not linked in the DBT profile, or the khesra claimed does not appear there.
- No registered lease for a non-ryot applicant.
- District not notified for that crop in that financial year.
- Duplicate application for the same crop, plot and season.
- Crop not found at verification, or a different crop sown than the one sanctioned. This is treated as a false claim.
- Area overstated, the sanction is then cut to the measured area rather than cancelled outright.
- District target exhausted, which leaves an otherwise good application unfunded for that year.
Key dates and how the windows run
Sabzi Vikas Yojana does not have one annual deadline. The Directorate of Horticulture opens crop-wise windows through the year, aligned to the sowing calendar, kharif vegetables around June and July, rabi vegetables around September and October, summer vegetables around January and February. Each window runs for a limited period and closes when the target is met. Watch the Scheme Dashboard on horticulture.bihar.gov.in and the Bihar Krishi mobile app, because the announcement usually comes only a few days before a window opens and popular crops fill fast.

Applying under Sabzi Vikas Yojana is free. No agent can add your name to the beneficiary list for a fee, and no officer will ask for your OTP. If you take the reimbursement route, insist on a proper bill in your own name from the seed dealer, without it, the district office cannot release your subsidy however good your crop looks.

Frequently asked questions
How much subsidy does Sabzi Vikas Yojana give?
Sabzi Vikas Yojana pays up to 75 percent of the notified unit cost of hybrid vegetable seed, seedlings and cultivation inputs. The rupee value depends on the crop and the area sanctioned, so read the crop-wise table on the current-year component notice at horticulture.bihar.gov.in.
Which vegetables are covered by the scheme?
The scheme has covered high-value hybrid vegetables including tomato, capsicum, broccoli, brinjal, chilli, cauliflower, cabbage, okra and gourds. The exact crop list and the districts each crop is notified for change each financial year.
Who can apply for the Bihar vegetable subsidy?
Any farmer in Bihar holding a 13-digit DBT Agriculture registration number and a land record or registered lease can apply, including small, marginal and non-ryot cultivators. Registration at dbtagriculture.bihar.gov.in is free.
Does the department supply the seed directly?
In some components the department supplies seed or seedlings through an empanelled agency at the subsidised price, and in others the farmer buys against bills and is reimbursed by DBT. The component notice states which route applies for that crop and year.
How is the subsidy paid?
The subsidy is released by Direct Benefit Transfer into the farmer's Aadhaar-seeded bank account after the district horticulture office verifies that the crop has been sown on the sanctioned plot.
Can I apply more than once in a year?
A farmer can generally apply under separate crop components in different seasons, but not twice for the same crop on the same plot in the same year. Duplicate applications for the same area are rejected at scrutiny.
What is the maximum area I can claim for?
An area ceiling per beneficiary is fixed component by component, typically a fraction of a hectare for high-value hybrid vegetables so the target spreads across more farmers. Check the current-year notice, since the ceiling is not the same for every crop.
