Ration Card in Bihar (Jan Vitran Ann)
Bihar state government scheme
Ration Card in Bihar is issued by the Department of Food and Consumer Protection through the Jan Vitran Ann portal at rconline.bihar.gov.in, where login runs on the Government of India's JanParichay Meri Pehchaan single sign-on. The application has six steps, must be finally submitted within 30 days of starting, and the same service is listed under RTPS at serviceonline.bihar.gov.in.
What is a ration card in Bihar and who issues it?
A ration card in Bihar is issued by the Department of Food and Consumer Protection, Government of Bihar through the Ration Card Management System, which the department also calls Jan Vitran Ann (JVA). As the department describes it on epds.bihar.gov.in, the RCMS is an online, role-based software built to generate ration cards for families eligible under the National Food Security Act, 2013, and to handle modifications, surrender, splitting of a card, change of card type and change of the head of the family.
Three official web addresses matter, and each does a different job:
| Portal | What it is for |
|---|---|
| rconline.bihar.gov.in | The Jan Vitran Ann application portal, new cards, splits and corrections |
| epds.bihar.gov.in | Ration card details, RCMS reports, RC search by card number, FPS management |
| serviceonline.bihar.gov.in | The RTPS / e-District counter, where "राशन कार्ड हेतु आवेदन" is listed under the Food and Consumer Protection Department |
Bihar's distinctive feature is its login route. The RCMS portal does not run its own account system any more. Login is redirected to the Government of India's JanParichay Meri Pehchaan single sign-on, so an applicant registers on Meri Pehchaan first, verifies a mobile number by OTP, and then enters RCONLINE. The portal carries an express warning for people who already had an RCMS login: do not use Sign Up on Meri Pehchaan at the first stage; download the "Migrate Existing User" manual instead, follow the steps, and use Forgot Password if the old password is lost. Register on Meri Pehchaan with the same mobile number that was used on RCMS.
Who is eligible for a ration card in Bihar?
A family can apply if:
- It resides in Bihar and can support the claim with residence proof. The applicant chooses rural or urban once, from the New Apply menu on the dashboard, and that choice governs the rest of the form.
- Every member has a valid Aadhaar number, and the name entered matches the name on Aadhaar. The user manual is specific on this point.
- The family is eligible under the National Food Security Act. The RCMS exists, in the department's own words, to generate ration cards for eligible families who come under the NFSA.
- The head of the household holds a bank account, whose passbook front page is uploaded.
Who cannot apply, or will not succeed:
- Families where a member already appears on an existing ration card. Bihar runs the card system with split, surrender and head-of-family change facilities precisely so that a member moves between cards rather than being added to a second one.
- Applicants who cannot produce an income certificate, which is a required upload in its own right.
- Applicants outside the general caste category who have no caste certificate, since the manual makes it mandatory for them.
- Applicants who start the application but do not final-submit within 30 days; the portal warns that the family details will then have to be entered again.
- Anyone whose Aadhaar-linked name and details do not match what is typed into the member table.
What documents are required for a Bihar ration card?
The document upload screen on rconline.bihar.gov.in has exactly five upload controls, and knowing this in advance saves a wasted sitting at the cyber cafe:
| Upload slot | Contents |
|---|---|
| 1 | Family photograph |
| 2 | Applicant's signature image |
| 3 | One merged, self-attested PDF, bank passbook front page, residence proof, and the Aadhaar of every member |
| 4 | Income certificate, as a separate file |
| 5 | Caste certificate, as a separate file, mandatory for non-general categories |
The manual is emphatic that all documents must be self-attested by the applicant and members, and that the applicant must tick the checkbox indicating which documents are being supplied. Income and caste certificates must not be merged into the main PDF.
If you do not yet hold an income certificate or a caste certificate, both are themselves RTPS services on serviceonline.bihar.gov.in under the General Administration Department, issuable at circle (anchal), sub-divisional or district level, so the sensible order is to obtain those first, then start the ration card application and use the 30-day window without pressure.
How to apply for a ration card in Bihar online
- Register on JanParichay Meri Pehchaan with a valid mobile number, generate and verify the OTP, and complete the registration form. Use the same mobile number as any earlier RCMS registration.
- Register on rconline.bihar.gov.in, entering your name in both English and Hindi, mobile number and captcha, verifying the OTP, then entering your Aadhaar number, your district in Bihar, PIN code and a password. A login ID is generated and also sent by SMS.
- Log in and open the dashboard, read the instructions, then use the New Apply menu to select rural or urban, a one-time choice.
- Fill the applicant form with the head of household's details.
- Add each family member with their Aadhaar number and name as on Aadhaar. Members appear in a table below the form and can be edited or deleted from there until submission.
- Click "Go for Upload Document" and complete the five uploads described above, all self-attested.
- Final Submit, review the summary, answer the annexure questions yes or no, tick the declaration and confirm. You receive an application ID by SMS on the registered mobile number.
- Complete e-KYC at your ration dealer. The department's current notice on the AAHAR-style e-KYC drive in Bihar's neighbouring states has a Bihar parallel: keep the acknowledgement number safe, and respond promptly to any verification call from the block or circle office.
After Final Submit you cannot change, add or delete anything. Corrections to an issued card go through the separate Praptra-KHA correction process on the same portal, for which the department publishes its own user manual.
How to apply offline or through RTPS in Bihar
- Go to your block office, circle office or a Common Service Centre and ask for the Food and Consumer Protection Department's ration card service.
- Use serviceonline.bihar.gov.in, Bihar's e-District and Right to Public Services platform run by the Department of Information Technology through NIC's ServicePlus software, and select लोक सेवाएँ → खाद्य एवं उपभोक्ता संरक्षण विभाग → राशन काड हेतु आवेदन.
- Attach the same documents — Aadhaar of all members, residence proof, bank passbook, income certificate and, where applicable, caste certificate.
- Take a dated receipt with the submission ID, which is what the portal's status pages and any later appeal will work from.
What does a ration card cost in Bihar?
The Department of Food and Consumer Protection does not publish an application fee for a new ration card, and the Jan Vitran Ann user manual contains no payment step anywhere in its six-step flow; registration, login, applicant details, member details, document upload and final submission. Filing yourself on rconline.bihar.gov.in therefore costs nothing beyond internet and scanning. A Common Service Centre or cyber cafe may charge only its own notified service charge for typing and scanning; ask for that rate in advance. No official and no agent is entitled to charge for issuing the card, for a category upgrade, or for "getting your name added" to the NFSA list.
How do I check status and get the card?
- rconline.bihar.gov.in dashboard, the application ID sent by SMS is your reference; the portal also has a Check Application Status route.
- epds.bihar.gov.in, "RC Details" and "Search by RCID" to see the issued card, plus district-wise ration card details and RCMS reports.
- rcms.bihar.gov.in, the RC Issue System and RC Print paths used by the department to generate and print the card.
- epos.bihar.gov.in, the Aadhaar-enabled PDS transaction portal, useful to confirm that the card is live at the fair price shop.
Why Bihar ration card applications fail
- The 30-day window lapsed before Final Submit, wiping the family details.
- Aadhaar name mismatch between what is typed and what UIDAI holds.
- A member is already on another ration card, which duplicate checking catches.
- Documents merged wrongly; income or caste certificate bundled into the main PDF instead of uploaded separately.
- Documents not self-attested, which the manual expressly requires.
- No caste certificate for an applicant outside the general category.
- Meri Pehchaan mobile number differs from the one registered on RCMS, which breaks the migration of an existing login.
Most of these are curable by refiling. Registration does not have to be repeated if the 30-day window lapsed; only the family details are re-entered.
Where to complain about a ration card in Bihar
- Block Supply Officer or Marketing Officer at the block, and the Sub- Divisional Officer of your sub-division, who handle ration card scrutiny and approval in Bihar's administrative structure.
- District Supply Officer and the District Magistrate's supply branch for a case pending beyond a reasonable period.
- Department of Food and Consumer Protection, whose grievance route is published on epds.bihar.gov.in and state.bihar.gov.in/fcp.
- Toll-free 1800-3456-194, the Bihar PDS and grievance line listed against Bihar on the national NFSA portal, and the national PDS helpline 1967.
- State Food Commission, for NFSA entitlement grievances that the district administration has not settled.
Keep the application ID from the SMS and the dated RTPS receipt. In Bihar those two numbers are what every one of the offices above will ask for first.

Frequently asked questions
Which portal is used to apply for a ration card in Bihar?
Apply at rconline.bihar.gov.in, the Jan Vitran Ann online ration card portal built by NIC Bihar for the Food and Consumer Protection Department. Login runs through the Government of India's JanParichay Meri Pehchaan single sign-on, so a citizen signs up on Meri Pehchaan first and then logs into the RCMS portal. The same service is also listed as an RTPS service at serviceonline.bihar.gov.in under the Food and Consumer Protection Department.
How long do I have to complete a Bihar ration card application?
30 days. The RCMS portal carries an explicit notice that the applicant must make the Final Submit within 30 days of beginning the application, otherwise the family details must be entered again in RCONLINE — though the applicant does not have to register a second time.
What are the six steps of the Bihar online application?
Registration, login, adding applicant details, adding member details, uploading documents and final submission. The Jan Vitran Ann user manual sets out exactly these six steps, and notes that all uploaded documents must be self-attested.
How should documents be uploaded on rconline.bihar.gov.in?
As five separate uploads. The document upload screen has one control for the family photograph, one for the applicant's signature, one for a single merged self-attested PDF containing the bank passbook front page, residence proof and each member's Aadhaar, one for the income certificate and one for the caste certificate. The income and caste certificates must each be a separate file and cannot be merged into the main PDF.
Can I change my Bihar application after final submission?
No. The user manual states that after final submission the applicant cannot change, add or delete any information given. An SMS with the application ID and the final submission confirmation goes to the registered mobile number, and corrections to an issued card are made later through the separate Praptra-KHA correction process on the same portal.
Do I need a caste certificate for a Bihar ration card?
Only if you are not in the general category. The Jan Vitran Ann user manual states that the caste certificate is mandatory for applicants who do not fall in the general caste category, and that it must be uploaded as a separate file rather than merged with the other documents.
How do I check my Bihar ration card status or download the card?
Check ration card details and RCMS reports at epds.bihar.gov.in, the official portal of the Department of Food and Consumer Protection, using the "RC Details" and "Search by RCID" pages. Card printing and the RC issue system run on rcms.bihar.gov.in, and the application itself is tracked from the applicant dashboard on rconline.bihar.gov.in.
I already had a login on the old RCMS portal — do I sign up again?
No. The portal notice tells existing RCMS login holders not to use Sign Up on JanParichay Meri Pehchaan in the first stage; instead download the "Migrate Existing User" manual and follow the migration steps, and use Forgot Password if the old password is lost. When signing up on Meri Pehchaan, use the same mobile number that was registered on RCMS.
