What is Saat Nishchay Yojana 2.0?

Saat Nishchay Yojana 2.0, written in Hindi as Saat Nishchay Part 2 and often called the Seven Resolves-2, is the Government of Bihar's second seven-point development programme. Saat Nishchay 2.0 was launched on 15 December 2020, at the start of the 2020 to 2025 government term, as the successor to the first Saat Nishchay programme of 2015 to 2020.

Saat Nishchay 2.0 is a policy framework, not a single benefit scheme. This distinction matters for readers, because the most common mistake is searching for a "Saat Nishchay 2.0 application form". No such form exists. The programme sets seven resolves; each resolve is delivered through departmental schemes that have their own portals, eligibility rules and application windows.

Implementation is coordinated by the Planning and Development Department and monitored by Bihar Vikas Mission (bvm.bihar.gov.in) at the state level. At the district level a District Programme Implementation Committee, chaired by the minister in charge of that district, reviews progress.

What are the seven resolves in Saat Nishchay 2?

The seven resolves of Saat Nishchay 2.0, as described in the state's programme documents, cover:

  1. Youth power, the state's progress: skilling, self-employment support and higher-education finance for young people.
  2. supported women, capable women, support for women entrepreneurs and women's self-help groups, with dedicated funding for new women-run units.
  3. Irrigation water for every field, extending assured irrigation to cultivable land across the state.
  4. Clean village, prosperous village: solid and liquid waste management, village-level sanitation and drainage.
  5. Clean town, developed town: urban sanitation, waste handling, and civic infrastructure in Bihar's towns.
  6. Accessible connectivity: road links, bypasses and improved travel time between districts and blocks.
  7. Facilities for all, health for all, strengthening health institutions and expanding access to medical services, together with technology-led delivery of government services.

Saat Nishchay 1, for reference, ran from 2015 to 2020 and concentrated on household basics: piped drinking water to every house, an electricity connection for every household, toilets in every home, pucca lanes and drains, the Student Credit Card, the self-help allowance and reservation for women in government jobs. Saat Nishchay 2 assumes that base and moves to livelihoods, irrigation and services.

Who is eligible under Saat Nishchay 2.0?

Residents of Bihar can benefit from the programme, but only through its component schemes. Eligibility is decided scheme by scheme. As examples:

  • The Bihar Student Credit Card is for a Bihar resident who has passed Class 12 and secured admission to an approved higher-education course.
  • The Mukhyamantri Nishchay Swayam Sahayata Bhatta self-help allowance is for an unemployed Bihar resident aged 20 to 25 who has passed Class 12 and is not studying further.
  • The Kushal Yuva Programme is for a Bihar resident aged 15 to 25 with at least a Class 10 pass.
  • The Mukhyamantri Udyami schemes on udyami.bihar.gov.in are for Bihar residents setting up a new manufacturing or service unit, with separate streams for Scheduled Castes and Scheduled Tribes, Extremely Backward Classes, women, youth and minorities.

You cannot apply to Saat Nishchay 2.0 itself, and no one is a "Saat Nishchay beneficiary" in the abstract. Anyone offering to register you for the programme for a fee is running a fraud. Likewise, residents of other states are not eligible for any of the component schemes, and infrastructure resolves such as roads, irrigation and urban sanitation are not individual benefits at all — they are public works delivered by departments, with no citizen application and no personal payout.

What documents are required under Saat Nishchay schemes?

Document Mandatory Notes
Bihar residence certificate Yes Every component scheme is limited to residents of Bihar
Aadhaar card Yes Identity verification and DBT seeding across schemes
Bank passbook Yes All cash and loan components route through the beneficiary's account
Educational certificates Depends Required for the youth and entrepreneurship components
Caste certificate Depends Required only for the category-specific Udyami streams
Project report Depends Required for the Udyami entrepreneurship schemes

How to apply under Saat Nishchay Yojana 2.0

Because there is no umbrella form, applying means identifying the right component scheme and going to its own portal.

  1. Identify which resolve covers your need. Higher education finance, unemployment allowance and skills training fall under the youth resolve; starting a business falls under the self-employment and women's entrepreneurship resolves.
  2. For the youth schemes, go to 7nishchay-yuvaupmission.bihar.gov.in. Register once on this common portal and then select the Bihar Student Credit Card, the Mukhyamantri Nishchay Swayam Sahayata Bhatta or the Kushal Yuva Programme.
  3. Complete the online form and print the acknowledgement, then visit your District Registration and Counselling Centre (DRCC) within 60 days with the original documents, on a working day between 10 am and 5 pm.
  4. For the entrepreneurship schemes, go to udyami.bihar.gov.in during the application window that the Industries Department notifies each financial year, and file with your project report and category certificate.
  5. Track the application on the same portal using the login you created, and respond promptly to any query raised at verification.

What benefits are available under Saat Nishchay 2.0?

The programme's citizen-facing benefits are concentrated in the youth and entrepreneurship resolves.

  • Bihar Student Credit Card, an education loan of up to Rs 4 lakh for higher studies after Class 12, covering tuition, books, a laptop and related costs. The Government of Bihar has made these loans interest-free; before that revision, the loan carried a low simple rate, with a further concessional rate for women, transgender and differently-abled applicants. Repayment starts after the course ends, and the repayment period has been extended.
  • Mukhyamantri Nishchay Swayam Sahayata Bhatta, Rs 1,000 a month for up to 24 months for unemployed Class 12 pass youth aged 20 to 25.
  • Kushal Yuva Programme. A 240-hour course in communication, basic computing and behavioural skills for youth aged 15 to 25.
  • Mukhyamantri Udyami schemes, capital support for new manufacturing and service units under category-specific streams, applied for on udyami.bihar.gov.in.

The remaining resolves; irrigation, village and town cleanliness, connectivity and health: are delivered as departmental works and services. A citizen benefits from them as a resident, not as a registered beneficiary.

How to check the status of a Saat Nishchay application

  1. Log in to the same portal on which you applied, using the user ID and password issued at registration.
  2. Open the application status page and enter your application number from the printed acknowledgement.
  3. For the youth schemes, the status moves through online submission, DRCC verification, approval and disbursement.
  4. If the status has not moved for a long period, visit the DRCC in your district with the acknowledgement, since almost all delays in the youth schemes sit at the verification stage.

Why Saat Nishchay applications get rejected

  • Applying to the wrong scheme for your situation, most often applying for the self-help allowance while enrolled in a college course.
  • Missing the 60-day DRCC visit after an online application, which lapses the file.
  • Residence certificate not produced, or produced for a different address.
  • Name mismatch between Aadhaar, educational certificates and bank records.
  • Bank account in joint names where the scheme requires a single-name account.
  • Incomplete project report or missing category certificate in the Udyami streams.
  • Applying outside the notified window for schemes such as the Udyami schemes that open only for a limited period each year.
