What is Jhopdi Mein Mushroom Utpadan Yojana?

Jhopdi Mein Mushroom Utpadan Yojana, the hut mushroom production scheme, is run by the Directorate of Horticulture under the Agriculture Department, Government of Bihar, with funding routed through the Rashtriya Krishi Vikas Yojana (RKVY). The scheme pays half the cost of building a low-cost thatched growing house. The jhopdi, in which a farmer can raise mushrooms commercially.

According to the Directorate of Horticulture, the notified unit cost of one mushroom hut is Rs 1,79,500, subsidised at 50 percent. The government share is therefore Rs 89,750 and the beneficiary bears the matching Rs 89,750. The notified structure is 1,500 square feet, laid out as 50 feet by 30 feet. Support is limited to one unit per applicant, and selection is first-come-first-served against the district target.

The choice of a thatched hut rather than a concrete building is deliberate. Oyster and button mushrooms need darkness, a stable temperature and high humidity. A bamboo-framed structure with a thick straw or paddy-husk thatch, mud-plastered walls and controlled ventilation delivers those conditions in Bihar's climate for a fraction of what an insulated, air-conditioned room costs. Bihar has become one of India's larger button mushroom producers largely on the back of these low-cost units, run by families rather than companies.

What the unit covers

  • The bamboo or wooden frame and the thatched roof and walls of the hut.
  • Racks or shelving on which the mushroom bags or beds are stacked.
  • Ventilation and humidity control arrangements: vents, sprayers, doors.
  • Associated items needed to make the structure usable as a growing house.

Spawn, straw, polythene bags and the recurring inputs of each cropping cycle are the grower's own running cost, not part of the unit.

Who is eligible for the mushroom hut subsidy?

You can apply if:

  • You are a resident of Bihar: farmers, self-help group members, rural youth and small entrepreneurs all qualify.
  • You have completed mushroom cultivation training at an authorised institution and can upload the certificate.
  • You hold a 13-digit DBT Agriculture registration number from dbtagriculture.bihar.gov.in.
  • You have land or a registered lease for the site where the 1,500 square foot hut will stand.
  • You hold an Aadhaar-seeded bank account in your own name.
  • You can fund the Rs 89,750 beneficiary share up front.

You cannot apply if:

  • You have no training certificate. This is the single most common disqualification and cannot be waived at the district office.
  • You have already been sanctioned a unit under the scheme. One unit per applicant is the rule and a second application is not eligible.
  • You have no site papers, neither ownership nor a registered lease for the land the hut will occupy.
  • You cannot bring the matching share. The department reimburses, it does not build.
  • Your bank account is not Aadhaar-seeded, since release is by DBT only.
  • The district target is already exhausted for the year, in which case you are not eligible in that cycle and must apply in the next window.

How to apply for the mushroom hut scheme

  1. Complete mushroom cultivation training at a Krishi Vigyan Kendra, an agricultural university such as Bihar Agricultural University Sabour or Dr Rajendra Prasad Central Agricultural University Pusa, or the state horticulture training centre. Collect the signed certificate.
  2. Register at dbtagriculture.bihar.gov.in and note the 13-digit DBT Agriculture registration number. Registration is free.
  3. Open horticulture.bihar.gov.in and go to the Scheme Dashboard. Select the mushroom production in huts component for the current financial year.
  4. Enter your DBT registration number so the form loads your verified name, address, land and bank details.
  5. Upload Aadhaar, the training certificate, site papers, bank passbook, photograph and caste certificate if claiming a reserved seat.
  6. Submit and save the application number shown on the confirmation screen. Print the acknowledgement.
  7. On sanction, build the hut to the notified 50 by 30 foot specification, keeping every bill and material receipt.
  8. Request physical verification by the district horticulture office. The Rs 89,750 government share is released by DBT once the officer certifies the completed hut.

How to apply with help

  1. Visit the Assistant Director (Horticulture) at your district agriculture office, or your block agriculture coordinator.
  2. Carry Aadhaar, the training certificate, site papers, bank passbook and your DBT registration number.
  3. Ask the office to file the online application for you. There is no separate paper application under this portal.
  4. Collect the printed acknowledgement carrying your application number.

A Vasudha Kendra (CSC) can also create the DBT registration and file the application in one sitting.

What the money looks like in practice

Item Amount
Notified unit cost of one hut Rs 1,79,500
Government share at 50 percent Rs 89,750
Beneficiary share Rs 89,750
Notified hut size 1,500 sq ft (50 ft x 30 ft)
Units per applicant One

The beneficiary share is real money that has to be spent before any subsidy arrives. Growers commonly fund it through a Kisan Credit Card limit or a term loan against the sanction letter. A grower who cannot raise Rs 89,750 before the verification should not apply, because an incomplete hut earns nothing.

How to check application and payment status

  1. Open horticulture.bihar.gov.in and go to the scheme dashboard.
  2. Use the application status link for the mushroom component.
  3. Enter your DBT registration number or application number.
  4. The status reads submitted, sanctioned, verified, or subsidy released.

If payment shows released but has not reached your account, the problem lies in the bank details on your DBT Agriculture profile — a non-seeded account, a dormant account or a name mismatch. Correct it there.

Why mushroom hut applications get rejected

  • No training certificate, or one from a body the department does not treat as authorised.
  • Second application from an applicant who already has a unit.
  • Site papers missing or the hut built on land other than the sanctioned plot.
  • Hut built before sanction: pre-sanction construction is not reimbursable.
  • Hut smaller than 1,500 square feet at measurement, which cuts the sanction.
  • Structure not fit for purpose; no racks, no ventilation, thatch too thin; recorded at inspection.
  • Bank account not Aadhaar-seeded, which delays rather than defeats the claim.
  • District target exhausted before your application was scrutinised, since selection is first-come-first-served.

Key dates and the seasonal reality

The component opens in a notified window each financial year, announced on the Scheme Dashboard, the Bihar Krishi mobile app and the Directorate's social media handles. Because selection is first-come-first-served, the practical deadline is not the closing date but the day the district target fills, often within days of opening.

Season matters too. Button mushroom in Bihar is a winter crop, roughly October to March, while oyster mushroom can be grown across a longer part of the year. A hut completed and verified before the winter cycle lets a grower start earning in the same season; one finished in April sits idle for months.

Grievance and contact route

  • Directorate of Horticulture, Bihar: 0612-2521772
  • Email: dir-bhds-bih@nic.in
  • District level: Assistant Director (Horticulture), district agriculture office
  • Kisan Call Centre: 1800-180-1551

Applying is free. Two practical warnings. First, buy spawn only from a recognised laboratory; poor spawn is the leading cause of first-year failure among new Bihar growers, and no subsidy covers a contaminated crop. Second, no agent can secure a first-come-first-served slot for you, and anyone charging for that is running a fraud.

Frequently asked questions

How much subsidy does the Bihar mushroom hut scheme give?

Jhopdi Mein Mushroom Utpadan Yojana works on a notified unit cost of Rs 1,79,500 for one mushroom hut, subsidised at 50 percent. The government share is Rs 89,750 and the beneficiary bears the remaining Rs 89,750.

How big does the mushroom hut have to be?

The notified hut is 1,500 square feet, built to a 50 foot by 30 foot layout. The unit cost of Rs 1,79,500 is calculated for that size, and a smaller structure will not attract the full sanction.

Is training compulsory for the mushroom scheme?

Yes. Applicants must have completed mushroom cultivation training from an authorised institution, and the certificate is uploaded with the application. The department applies this strictly because an untrained grower loses the crop to contamination within the first cycle.

How are beneficiaries selected?

Selection is on a first-come-first-served basis against the district target, and each applicant is eligible for support for only one unit. Applying in the opening days of the window therefore matters a great deal.

When is the subsidy paid?

The subsidy is released by Direct Benefit Transfer after the hut has been built and the district horticulture office has physically verified it. The applicant funds the construction first and is reimbursed the government share afterwards.

Why a thatched hut rather than a pucca building?

A thatched jhopdi holds the cool, humid, dark conditions oyster and button mushrooms need at a fraction of the cost of an air-conditioned room. The scheme deliberately funds the low-cost model so that a small farmer can enter mushroom growing without a large capital outlay.

Can I get more than one hut?

No. Each applicant is eligible for support for only one unit under the scheme, so a grower wanting to expand beyond 1,500 square feet must fund the additional huts entirely from their own resources.
