What is a labour card in Bihar?

A labour card in Bihar is the worker registration issued by the Bihar Building and Other Construction Workers Welfare Board (BBOCWWB), the board constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. The board runs its own portal at bocwboard.bihar.gov.in, and the parent department is the Labour Resources and Migrant Workers Welfare Department, Government of Bihar, whose site sits at state.bihar.gov.in/labour.

The department has two wings, the Labour wing and the ESI wing, and the construction workers' board is a distinct body within the labour side, funded by the cess collected from construction projects under the Building and Other Construction Workers Welfare Cess Act, 1996. The same portal that registers workers also carries the cess machinery; Form I under Rule 7 and Form II under Rule 9(1), a cess calculator, and lists of due and delayed cess payments by establishments. That connection matters to a worker: the cess your employer's project pays is the money the board later spends on your scheme.

Who can and who cannot apply?

You can register with the Bihar board if you are a construction worker in the 18 to 60 age group. The registration screen is headed "valid for construction workers age group of 18 to 60 yrs", and you can name the employers under whom you worked over the last 12 months. The board asks for the employer or contractor's name, the employer's licence number, the nature of the work, details of the workplace, the dates worked from and to, the total period of work and the certifying authority, and it accepts either a work experience certificate or a self-declaration certificate as proof.

You cannot register with a date of birth putting you under 18 or at 60 and above. You are not eligible to complete the form without an Aadhaar number, the board uses Aadhaar specifically to restrict duplication of worker profiles, and you cannot register a second profile on the same Aadhaar. The form also asks in the bank section whether the applicant is registered under any other labour welfare board, so an existing membership elsewhere has to be declared honestly.

What documents are required?

  • Aadhaar card, uploaded and used to fetch your details. The portal warns that Aadhaar-fetched details cannot be changed afterwards.
  • Work experience certificate from the employer or contractor, or the self-declaration certificate the board publishes for download.
  • Bank passbook, with the account number entered and confirmed twice, and the account seeded with Aadhaar.
  • Passport-size photograph, uploaded on the general information screen. Each file uploaded is capped at 5 MB.
  • Ration card, accepted as a supporting document.
  • Caste certificate, where a caste category (GEN, BC, EBC, SC or ST) and caste number are entered.
  • Mobile number and a different alternate mobile number, the portal rejects the same number in both fields, and rejects a number already used by another worker.

How to apply for a labour card in Bihar

  1. Open bocwboard.bihar.gov.in and choose the new worker registration option, headed "New Worker Registration".
  2. Complete section 1, General Information. Enter the applicant's name, application date, district, whether the area is urban or rural, the municipal corporation, council or nagar panchayat and ward number, or the block and gram panchayat, the permanent address, the present address (there is a "same as permanent address" option), the father's or husband's name, the Aadhaar number and the nature of work, and upload your photograph.
  3. Complete section 2, Other Information; date of birth, from which the portal computes your age in years and months, mobile number and alternate mobile number, caste category and caste number, ESI number if any, educational qualification, gender and marital status.
  4. Complete section 3, Previous Employment. Add each employer under whom you worked in the last 12 months, with the licence number, nature of work, employer address, workplace details, the from and to dates, the total period of work and the certifying authority. Upload the work experience certificate or the self-declaration certificate here.
  5. Complete section 4, Bank Details. Enter and confirm the account number of an Aadhaar-linked account. The board's note is explicit: workers get benefits from the BOCW board only in their Aadhaar-linked account.
  6. Complete sections 5 and 6 — Family Members and Dependents, and Nominee, with the name, address and relationship of each person. The nominee section is what protects the family if the worker dies.
  7. Submit the declaration and note the application number. The form ends with a declaration that all the information provided is true to the best of the applicant's knowledge and that no part of it is false.

How to apply with help, offline

Not every construction worker can scan documents or handle a six-section form. Two practical routes exist: the district labour office of the Labour Resources and Migrant Workers Welfare Department, which is where verification happens anyway, and a common service centre operator who files the same online application on your behalf. Neither route creates a separate paper file: both end in the same application on bocwboard.bihar.gov.in, so insist on getting the application number and the acknowledgement before you leave.

How do you check the status and raise a grievance?

The board's portal carries a worker profile and update flow, a scheme sanction list and a scheme disbursement list, so a registered worker can see both the registration and the money. The grievance module accepts a complaint category and sub-category, the worker's name and mobile number and the complaint details, with an optional additional document, and returns a reference number against which the status can be tracked. One restriction is stated plainly on the portal: only a registered labour can raise a grievance, so an applicant whose registration is still pending should chase the district labour office instead.

Renewal. A registration, not a certificate

Bihar treats the labour card as a live membership. The portal carries a full renewal flow that repeats the general information, other information, previous employment and bank sections and updates the worker's details. A card left un-renewed is the commonest reason a scheme application fails at the last step, and renewing is far quicker than registering afresh, because the Aadhaar-fetched details are already in the system.

Why are Bihar registrations rejected?

  • The date of birth falls outside the 18 to 60 band.
  • No work experience certificate or self-declaration is attached in the previous employment section.
  • The bank account is not linked to Aadhaar, so no benefit can ever be transferred.
  • The same mobile number is entered as both primary and alternate, or the number is already registered against another worker.
  • The Aadhaar record itself is wrong, and because Aadhaar-fetched details cannot be edited on the portal, the Aadhaar has to be corrected first.
  • A second profile is attempted on an Aadhaar that already has one.

What does it cost, and what about agents?

File the registration yourself on bocwboard.bihar.gov.in, or at the district labour office, and pay only the government charge that the portal displays at the payment step. Bihar's board publishes its forms, its self-declaration format and its grievance route in the open, precisely so that no intermediary is needed. Anyone promising a labour card "within a week" for a few thousand rupees is charging for a free online form; the file still waits for the same officer. Keep every receipt, and use the board's grievance module if money is demanded.

Where do you complain about the department?

The Labour Resources and Migrant Workers Welfare Department, Government of Bihar can be reached on 0612-2533855 and 0612-2535559, and by email at lcbihar@bihar.gov.in and seclab-bih@nic.in. The board publishes a district-wise directory of officers with names, designations, mobile numbers, email IDs, division and district on its own portal; start with the officer for your district before escalating to Patna.

Frequently asked questions

Who can register with the Bihar BOCW Welfare Board?

Construction workers in the age group of 18 to 60 years can register, which the board's own registration screen states in its heading. The worker must also give details of the employers under whom work was done in the last 12 months.

Which portal is used for the Bihar labour card?

Registration is filed on the Bihar Building and Other Construction Workers Welfare Board's portal at bocwboard.bihar.gov.in, which the Labour Resources and Migrant Workers Welfare Department links from its own site.

What does the Bihar registration form ask for?

The form runs in six sections — General Info, Other Info, Previous Employment, Bank Details, Family Members and Dependents, and Nominee. The worker enters address, father's or husband's name, Aadhaar number, nature of work, date of birth, caste category, education, gender and marital status along the way.

Will the board pay benefits into any bank account?

No. The board's note on the registration form states that workers will get benefits from the BOCW board only in their Aadhaar-linked account. An account that is not seeded with Aadhaar will block the payment even after a scheme is sanctioned.

Can I change details fetched from Aadhaar?

No — the portal states that Aadhaar-fetched details cannot be changed. Get the Aadhaar record corrected first if the name, date of birth or address is wrong, then register.

Can I raise a grievance about my Bihar labour card online?

Yes, the board runs a grievance module with complaint categories and sub-categories and a reference number for tracking, but the portal notes that only a registered labour can raise a grievance.

Does the Bihar labour card need renewal?

Yes. The board's portal carries a renewal flow that repeats the general, other, previous employment and bank sections, so a registration is a continuing membership rather than a one-time document.

Which department is responsible in Bihar?

The Labour Resources and Migrant Workers Welfare Department, Government of Bihar is responsible; its office can be reached on 0612-2533855 or 0612-2535559 and at lcbihar@bihar.gov.in.
