Domicile / Residence Certificate in Bihar (Awasiya Praman Patra)
Bihar state government scheme
Bihar issues its domicile document as the Awasiya Praman Patra, or residential certificate, under the General Administration Department. Applications are filed on the RTPS portal serviceonline.bihar.gov.in at three levels, Circle, Sub-division and District, with a Tatkal route for urgent cases, and the certificate is a notified Right to Public Service deliverable.
Bihar's domicile document is the Awasiya Praman Patra (आवासीय प्रमाण-पत्र). The residential certificate. On the state's service portal it appears by its formal name, आवासीय प्रमाण-पत्र का निर्गमन, "Issuance of Residential Certificate", filed under the General Administration Department (सामान्य प्रशासन विभाग). It certifies that you reside in Bihar, and it is what the Bihar Public Service Commission, the Bihar Staff Selection Commission, state-quota admissions in Bihar's universities and medical colleges, state scholarships and most Bihar welfare schemes ask for when they screen for residence.
This is a civic document, not a benefit. What makes Bihar's version distinctive is the legal frame around it: the certificate is a notified service under the Bihar Right to Public Service Act, delivered through the system Bihar brands RTPS.
Which department issues the residential certificate in Bihar?
The General Administration Department owns the service, and it is delivered through the revenue field structure. At the level most citizens use, the Circle Officer (Anchal Adhikari) is the issuing authority for the Circle; above that sit the Sub-Divisional Officer and the District Magistrate's office.
Bihar runs delivery on two linked sites:
serviceonline.bihar.gov.in. The RTPS Service Plus portal, where applications are actually filed, tracked and downloaded. Its stated aim is that "citizens need not visit government offices", and it accepts applications online, at RTPS counters through executive assistants, at kiosks and at Common Service Centres.rtps.bihar.gov.in. The Right to Public Service front page, which confirms that "The Services of Caste, Income and Residence Certificates for all Districts is now available at serviceonline.bihar.gov.in" and carries links for status tracking, verification, download and the Tatkal process.
The portal's published contact route is the email helpdesk serviceonline.bihar@gov.in.
What are the three levels, and which one should you choose?
This is the fork that confuses first-time applicants, and it is genuinely specific to Bihar. The RTPS portal offers issuance of the residential certificate at three levels:
- Circle level (अंचल स्तर), the ordinary route for an individual, decided by the Circle Officer of the Anchal in which you live.
- Sub-division level (अनुमंडल स्तर): used where the Sub-Divisional Officer is the competent authority for the purpose you need it for.
- District level (जिला स्तर); used where the certificate must issue from the district administration.
For almost every school admission, scholarship, state-quota seat or state recruitment, the Circle-level application is what you want. Choosing the wrong level is one of the quiet reasons an application takes longer than it should, because the file has to travel to the right desk before anything can happen. Read the advertisement or admission notice you are applying against; if it names an issuing authority, match your level to it.
Who can and cannot apply for a Bihar residential certificate?
You can apply if you reside in Bihar at the address you are claiming and can support it with a document tying you to that Circle. A voter ID from a Bihar constituency, a ration card, an electricity bill, or a similar address proof. Adults apply in their own name. For a school or college student, the application is made in the student's name resting on the family's Bihar address, which is why a mismatch between the student's name and the name on the address proof stalls so many files.
Bihar residents living outside the state are not shut out. The RTPS system lists Bihar Bhawan in Delhi as an access point for applicants based there, alongside online self-service and offline application, a route worth knowing if you have moved for work but your permanent home remains in Bihar.
You cannot apply if your residence in Bihar is temporary and your permanent home is in another state; the certificate speaks to residence, and field verification is aimed at testing that claim. You also cannot hold a Bihar residential certificate and another state's domicile certificate for the same recruitment or admission: commissions treat that as a false declaration and cancel candidature. And an application whose address does not fall inside the Circle you selected will be rejected regardless of how good the documents are.
What documents does Bihar ask for?
Keep these ready in digital form before you open the form:
- Aadhaar, for identity and authentication on the portal
- address proof for the Bihar address; voter ID, ration card or electricity bill
- a passport-size photograph
- your self-declaration of residence, generated by the application form
- a working mobile number, because the application number and every status message go there
- supporting justification, only if you are using the Tatkal route
Bihar's residential certificate deliberately asks for less than a caste or income certificate does, because it is certifying one fact. That also means each document you do submit carries more weight — a blurred voter ID scan is enough to bounce the file.
What does it cost?
Bihar delivers the residential certificate as a notified Right to Public Service, and any fee payable is the amount shown on the RTPS portal at the payment step or on the counter receipt at an RTPS counter, kiosk or Common Service Centre. Pay that and nothing else, and always take the receipt, the application number printed on it is your only handle on the file.
Because this is a right-to-service deliverable rather than a discretionary favour, no one needs to be paid to "get it passed". If an agent quotes hundreds of rupees to obtain an awasiya praman patra, or a counter operator asks for cash without a receipt, you are being overcharged for a service the state already guarantees. Apply on serviceonline.bihar.gov.in yourself and the question does not arise.
How to apply online for a Bihar residential certificate on RTPS
- Open serviceonline.bihar.gov.in and register as a citizen with your name, mobile number and email, or log in if you already have an account. Bihar's Service Plus login is what allows you to return later and download the certificate.
- Go to "Apply Online" (ऑनलाइन आवेदन) in the left sidebar and choose RTPS Services.
- Select the General Administration Department (सामान्य प्रशासन विभाग), then "Issuance of Residential Certificate" (आवासीय प्रमाण-पत्र का निर्गमन).
- Choose your level, Circle level (अंचल स्तर) for an ordinary individual application, or Sub-division or District level if the purpose requires it.
- Fill the application form: applicant name, father's or husband's name, complete address with district, sub-division, Circle (Anchal), block and village or ward, and the purpose. The Circle and village fields determine which officer's queue you land in, so match them to your ration card or voter record exactly.
- Upload the documents and photograph, complete any payment shown, and submit.
- Save the acknowledgement receipt and application number. Every later action, status check, Tatkal follow-up, download, grievance; runs on that number.
How to apply offline through an RTPS counter
- Visit the RTPS counter at your Block or Circle office, a kiosk, or a Common Service Centre, with originals and photocopies of your Aadhaar, address proof and photographs.
- Ask the executive assistant to file the residential certificate application at the Circle level on the Service Plus portal on your behalf.
- Pay whatever the receipt shows and collect the acknowledgement slip carrying the application number. Do not leave the counter without it.
- Cooperate with the field enquiry if the Circle Office sends someone to verify the address.
- Collect or download the certificate once the status shows it issued.
Applicants living in Delhi can use the Bihar Bhawan route that the RTPS system lists, instead of travelling home to file.
What is the Tatkal route, and when should you use it?
The Bihar RTPS portal offers a Tatkal (expedited) process for the residential certificate alongside the ordinary application. It exists for genuinely time-bound needs, an admission window closing, a recruitment document deadline, and it asks you to support the urgency rather than simply pay for speed. If your deadline is weeks away, use the ordinary route; the Tatkal channel is narrow by design and an unsupported Tatkal request wastes the days you were trying to save.
How do I check status and download the certificate?
Use the application status option on serviceonline.bihar.gov.in with your application number. The portal also carries certificate verification and download options, so the digitally issued certificate is downloaded as a PDF carrying a number that any receiving office can verify online. That downloaded copy is the valid document. You do not need it attested again, and you do not need to collect a paper original from the Circle Office.
How long is a Bihar residential certificate valid?
Bihar does not print a routine expiry on the awasiya praman patra, and there is no renewal procedure. In practice the receiving institution decides: BPSC and BSSC advertisements, university admission notices and scholarship portals commonly ask for a certificate issued within a stated recency window, often six months to three years. Read the notice. If your copy falls outside the window, file a fresh application rather than trying to have the old one revalidated. Apply afresh too if you have moved to a different Circle, because the old certificate certifies an address you have left.
Why do Bihar applications get rejected, and where do I complain?
The recurring reasons are the wrong level selected, a Circle or village entered that does not match the address proof, illegible uploads, a student application with no document connecting the applicant to the person named on the address proof, and an address that field enquiry cannot confirm. Each rejection is recorded against the application number with a reason; correct that single point and re-file rather than opening a second parallel application.
For a delayed file, write to the RTPS helpdesk at serviceonline.bihar.gov.in using the email helpdesk listed on the portal's contact section, quoting your application number. Where the file is stuck in the field rather than in the portal, escalate in person to the Circle Officer, then to the Sub-Divisional Officer. Because the residential certificate is a notified service under the Bihar Right to Public Service Act, delay is not merely an inconvenience. It triggers a statutory appeal route to the designated appellate authority above the officer who is sitting on your file, and your application number is what lets you invoke it.
Who is eligible
You are eligible to apply if:
- You actually reside at the Bihar address you are claiming, and that address falls inside a specific Circle (Anchal), Sub-division and District you can name on the form.
- You hold at least one document tying you to that Circle: a Bihar voter ID, ration card, or an electricity bill in your or a family member's name at that address.
- You are applying for a purpose the certificate is meant to cover: a BPSC or BSSC recruitment, a state-quota college or university seat, a state scholarship, or a Bihar welfare scheme that screens for residence.
- You are a student applying on the strength of your family's Bihar address, provided your name is clearly linked to the person named on the address proof (as a son, daughter, or dependant).
- You are a Bihar resident currently based outside the state for work but retain a permanent home in Bihar; you can apply through Bihar Bhawan, Delhi, or the online portal instead of travelling back.
You are not eligible, or your application will be rejected, if:
- Your stay in Bihar is temporary and your permanent home is registered in another state; field verification is designed to catch exactly this.
- You already hold, or are simultaneously applying for, a domicile or residential certificate from another state for the same recruitment or admission; commissions treat this as a false declaration.
- The address you enter does not fall within the Circle you have selected on the form; the application is tied to that Circle's Anchal Adhikari and cannot be processed if the address sits elsewhere.
- You cannot produce any document connecting you to the claimed address; a self-declaration alone, without a voter ID, ration card or utility bill behind it, is not sufficient.
- You are applying at the wrong level (Circle, Sub-division or District) for the purpose stated in the recruitment or admission notice; the receiving authority may not accept a certificate issued at the wrong level even if everything else is in order.
