EWS Income and Asset Certificate in Bihar

Bihar state government scheme

Quick answer

EWS Certificate in Bihar is issued as the "आय एवं परिसंपत्ति प्रमाण-पत्र" by the General Administration Department through the RTPS portal at serviceonline.bihar.gov.in. Bihar uniquely offers it at three levels, anchal, sub-division and district. Gross annual family income must be below Rs 8 lakh and the family must clear four asset tests.

Benefit
An Income and Asset Certificate certifying EWS status, used to claim the 10 per cent EWS quota in central and Bihar government recruitment and college admissions
How to apply
Both — online on the RTPS ServicePlus portal, or through an RTPS counter, CSC or Vasudha Kendra

EWS Certificate in Bihar is issued as the आय एवं परिसंपत्ति प्रमाण-पत्र, the Income and Asset Certificate for Economically Weaker Sections, and it is the document a general-category family must hold before it can claim the 10 per cent EWS reservation created by the 103rd Constitutional Amendment. Bihar delivers it through RTPS, the state's Right to Public Service platform at serviceonline.bihar.gov.in, with the General Administration Department (सामान्य प्रशासन विभाग) as the owning department.

What is the EWS certificate and how does Bihar issue it?

The EWS certificate is a combined income and property declaration certified by the state. It says two things at once: that gross annual family income for the relevant financial year is below Rs 8 lakh, and that the family does not own any of four listed categories of property. It is not a caste certificate, and a plain income certificate will not substitute for it, because the plain income certificate says nothing about land or flats.

Bihar's implementation has one feature most states do not share. On the RTPS portal the EWS income and asset certificate is listed at three separate administrative levels; अंचल स्तर (anchal or circle level), अनुमंडल स्तर (anumandal or sub-divisional level) and जिला स्तर (district level). You pick the level when you start the application, and the deciding officer sits at that level. Applicants who file at the wrong level sometimes find a recruiting body will not accept the certificate, so read the notification you are applying against before you choose.

The rank rule behind this comes from the centre, not from Patna. The prescribed national certificate format states plainly that the income and assets of the family must be certified by an officer not below the rank of Tehsildar in the states and union territories. Bihar's anchal-level officer, the Circle Officer, sits at that level, which is why anchal is offered at all.

Who can and cannot apply for an EWS certificate in Bihar?

You can apply if you are a Bihar resident, your caste does not appear in the Scheduled Caste, Scheduled Tribe or central Other Backward Classes lists, your family's gross annual income is below Rs 8 lakh, and your family clears every one of the four asset tests.

The asset tests are strict and cumulative. A family owning 5 acres of agricultural land or more cannot apply. A family owning a residential flat of 1,000 sq ft or more cannot apply. A family owning a residential plot of 100 sq yards or more inside a notified municipality cannot apply, and the ceiling is 200 sq yards in areas outside notified municipalities. Property held in different villages, towns or cities is clubbed together before these tests run, so an ancestral plot in the home block plus a flat in Patna are assessed as one holding.

You cannot apply if you already hold SC, ST or central-list OBC status, no matter how low your income; EWS reservation exists specifically for those outside the three reserved categories, and the certificate format itself carries a clause certifying that the applicant's caste is not in any of them. You cannot apply as a resident of another state; the certificate must come from where the family actually resides.

Note carefully what "family" means. It covers the applicant, their parents, their unmarried siblings below the age of 18, their spouse, and their children below the age of 18. An elder brother earning Rs 12 lakh does not disqualify you if he is over 18. A parent's pension does count.

What documents are required for the Bihar EWS certificate?

Bihar's RTPS flow is document-light on paper and verification-heavy in practice. The core set is Aadhaar, a Bihar residence proof, a signed self-declaration of gross annual family income for the relevant financial year, and a declaration of the family's agricultural land, residential flat and residential plot holdings. Add a salary certificate, Form 16 or an income tax return for any earning member. Add khatiyan, jamabandi or rent-receipt copies where the family holds agricultural land, since that is what the circle office checks the 5-acre test against. A recent passport-size photograph is required because the prescribed format carries an attested photograph.

One portal-level detail is worth knowing: where a kiosk or CSC files the application for you, the Bihar portal states plainly that the application process is only complete once all annexures have been uploaded. A half-uploaded file sits and does nothing.

How to apply for an EWS certificate in Bihar online

  1. Open serviceonline.bihar.gov.in and register as a citizen with your mobile number, or log in if you already have an account.
  2. From the Citizen Section on the home page, choose Apply for Services and then Online Application.
  3. Find the service "आय एवं परिसंपत्ति प्रमाण-पत्र का निर्गमन" for the Economically Weaker Section and pick the level you need — anchal, anumandal or jila.
  4. Fill in the applicant's details, family details, gross annual income for the relevant financial year, and each of the four asset declarations.
  5. Upload the scanned documents; Aadhaar, residence proof, income proof, land records where applicable and the photograph. Make sure every annexure is attached before submitting.
  6. Submit the application and save the application number printed on the acknowledgement. You will need it for every status check and every complaint.
  7. Wait for the deciding officer's verification, then download the digitally signed certificate from the portal, your ServicePlus inbox, DigiLocker or the SMS link.

How to apply offline through an RTPS counter or CSC

  1. Take Aadhaar, residence proof, your income and asset declaration and your income documents to an RTPS counter at the block or sub-divisional office, or to a CSC or Vasudha Kendra.
  2. Ask for the EWS income and asset certificate and tell the operator which level you need it at.
  3. The executive assistant files the same online application on your behalf and uploads the annexures.
  4. Collect the printed acknowledgement carrying the application number, and check that the fee charged matches the notified rate.

How do I check my Bihar EWS application status?

Use the status-tracking option in the Citizen Section of serviceonline.bihar.gov.in with your application number. The same query can be run at any RTPS counter or CSC. Where a file has been pending with a verifying officer past the notified RTPS timeline, that delay is itself a service-delivery failure under Bihar's Right to Public Service Act and can be raised as such, rather than being treated as a normal wait.

How is the certificate delivered and how long is it valid?

Bihar's ServicePlus platform issues digitally signed certificates. Delivery routes listed on the portal include a download link sent by SMS, an email attachment, DigiLocker, the ServicePlus inbox, the download-certificate link on the portal itself, and collection through a kiosk, CSC or public service centre. The digitally signed PDF is the certificate, you do not need a separately stamped paper original, and any verification done through the portal remains subject to final confirmation by the issuing authority.

On validity, plan for a single financial year. The national format states the certificate must have been issued on or after 1 April of the relevant year, and BPSC, BSSC, railway and NEET counselling notifications apply that requirement literally. There is no renewal process; you file a fresh RTPS application each year with updated income figures.

Why do EWS applications get rejected in Bihar?

The largest single category is an asset declaration that the circle office cannot reconcile with the land record. Applicants often declare only the land they farm and forget clubbed family holdings elsewhere. The second is an income figure unsupported by documents, a salaried parent with no salary certificate attached, or a business declared with no return. After that come portal-level defects: annexures not uploaded, illegible scans, an application filed at a level the recruiting body will not accept, and name spellings that differ between Aadhaar and the application. Holding a valid SC, ST or OBC certificate is a straight bar rather than a curable defect.

Where do I complain if my Bihar EWS certificate is delayed?

Bihar's Right to Public Service Act gives the applicant an appeal route rather than only a request. Raise the delay first through the grievance option on serviceonline.bihar.gov.in with your application number, then appeal to the first appellate authority for the service: normally the officer one level above the deciding officer, so the Sub-Divisional Officer for an anchal-level application and the District Magistrate above that. Overcharging by a CSC or Vasudha Kendra is a separate complaint and worth making, because the notified charge is fixed and printed. Keep the acknowledgement in every case; the application number is the first thing every appeal asks for.

Frequently asked questions

What is the EWS certificate called in Bihar?

Bihar calls it the "आय एवं परिसंपत्ति प्रमाण-पत्र" — the Income and Asset Certificate for the Economically Weaker Section — and lists it on the RTPS ServicePlus portal under the General Administration Department. Searching for "EWS" alone on the portal can miss it, so look for the income-and-asset name.

Which department issues the EWS certificate in Bihar?

The General Administration Department (सामान्य प्रशासन विभाग) owns the service on Bihar's RTPS portal. Applications are decided by revenue officers at anchal, sub-divisional or district level depending on which level you choose while applying.

What are the three levels I can apply at in Bihar?

Bihar offers the EWS income and asset certificate at anchal (circle) level, anumandal (sub-division) level and jila (district) level. Choose the level your recruiting body or college asks for; where nothing is specified, the sub-divisional certificate is the most widely accepted.

How do I apply for a Bihar EWS certificate online?

Open serviceonline.bihar.gov.in, go to the Citizen Section, click Apply for Services and then Online Application, choose the income and asset certificate for the EWS at your chosen level, fill the form, upload the documents and submit. Save the application number that appears on the acknowledgement.

What is the income limit for a Bihar EWS certificate?

Gross annual family income must be below Rs 8 lakh for the relevant financial year, counting salary, agriculture, business and profession together. Family means the applicant, their parents, siblings below 18, spouse and children below 18.

How do I get my Bihar EWS certificate after approval?

Bihar's ServicePlus platform delivers certificates through a download link sent by SMS, an email attachment, DigiLocker, your ServicePlus inbox, the download-certificate link on the portal, or a CSC, Vasudha Kendra or RTPS counter. The digitally signed copy is the certificate; no separate paper original is issued.

How long is a Bihar EWS certificate valid?

Treat it as good for one financial year. The prescribed national format requires the certificate to have been issued on or after 1 April of the relevant year, and BPSC, BSSC and NEET counselling authorities apply that literally, so most applicants file a fresh application each year.

Should I pay an agent to get an EWS certificate in Bihar?

No. Bihar delivers the service under the Right to Public Service Act through RTPS counters, CSCs and Vasudha Kendras at the notified rate. Ask for a printed receipt showing what you paid, and file a complaint if a centre demands more than the notified charge.
