Caste Certificate (Jati Praman Patra) in Bihar

Bihar state government scheme

Quick answer

A caste certificate in Bihar is issued by the General Administration Department under the Bihar Right to Public Services Act, 2011, and applied for free on the RTPS portal at serviceonline.bihar.gov.in. Bihar uniquely lets you choose the issuing level; block (anchal), sub-division or district, and the certificate is delivered digitally by SMS link, email, DigiLocker or the ServicePlus inbox.

Benefit
An official Jati Praman Patra recognised across Bihar government departments, universities and recruitment boards as proof of SC, ST, EBC or BC status
How to apply
Both — online free on serviceonline.bihar.gov.in, or at an RTPS counter, Vasudha Kendra or CSC

Bihar was one of the first states in India to put a legal deadline behind a caste certificate rather than an office queue. The Bihar Right to Public Services Act, 2011 converted the Jati Praman Patra from a favour into an entitlement with a notified time limit, and the RTPS portal; built on the national ServicePlus platform and reachable at serviceonline.bihar.gov.in, is where that entitlement is exercised. For a state where reserved-category recruitment and admissions touch a very large share of households, this is one of the highest-volume citizen services in the country.

What is a caste certificate in Bihar and which department issues it?

A caste certificate in Bihar certifies that you belong to a caste notified in the state's Scheduled Caste, Scheduled Tribe, Extremely Backward Class or Backward Class lists. It is what a BPSC or BSSC application, a state university admission, a scholarship claim and most departmental welfare schemes will ask for.

The General Administration Department, Samanya Prashasan Vibhag: is the issuing department. On the RTPS portal the service appears as "जाति प्रमाण-पत्र का निर्गमन" under that department, and the same department also issues the linked income, residential, non-creamy-layer (state and central) and Economically Weaker Section certificates. Because the four documents often travel together for a single admission or job application, most applicants file them in one sitting on the same portal.

Why does Bihar offer three issuing levels?

This is the feature that distinguishes Bihar from most other states, and the one applicants most often get wrong. The RTPS portal lists caste certificate issuance three times:

  • Block level (अंचल स्तर पर): signed by the Circle Officer, the Anchal Adhikari
  • Sub-division level (अनुमंडल स्तर पर): signed by the Sub-Divisional Officer
  • District level (जिला स्तर पर), signed at the district office

All three are genuine caste certificates. The block-level certificate is the routine one and normally the quickest, because the Circle Officer's office already holds the revenue and residence records for your area. You need a sub-division or district-level certificate only when the body asking for it has specified that level: some central recruitment and some scholarship formats do. Filing at the wrong level does not get corrected in transit; the file is disposed of at that level and you apply again.

Who can and cannot apply for a caste certificate in Bihar?

You can apply if you are a resident of Bihar and your caste appears in Bihar's notified SC, ST, EBC or BC lists. A parent or guardian applies for a minor. There is no fee and no income condition for a plain caste certificate.

You cannot apply, or will not have the certificate issued, in the following cases. Someone who is not resident in Bihar is not eligible, because the Circle Officer certifies residence within a revenue circle as part of the process. A caste that is notified in another state but not in Bihar's own list does not qualify; Bihar's EBC list in particular has no equivalent in many other states, so a caste's classification does not travel. A person who cannot produce any caste proof from the paternal line will stall at verification, since caste is traced through the father. And a non-creamy-layer certificate. A separate service on the same portal — is not issued to a family above the creamy-layer threshold, even though a plain caste certificate for the same person may well be.

Which documents does Bihar ask for?

Keep ready: Aadhaar, a residential proof in Bihar such as a voter ID, ration card or electricity bill, a self-declaration of caste on the form, a caste proof of the father or paternal grandfather, and a passport-size photograph. A land or revenue receipt is often accepted at the anchal level as evidence of long-standing residence in the circle. Income details are needed only if you are simultaneously applying for the non-creamy-layer or EWS certificate.

Scan documents legibly. The ServicePlus form applies file-size limits, and a compressed, unreadable scan is a common cause of a file being returned.

What does a caste certificate cost in Bihar?

Nothing. Applying online for a caste certificate through serviceonline.bihar.gov.in carries no application fee, it is a notified public service under the Right to Public Services Act, delivered free. If you file at a Vasudha Kendra, RTPS counter or CSC, the operator may charge only the notified counter service charge for the typing and upload, and that rate is displayed at the centre.

Any other payment is a middleman's charge, not a government one. Because the portal is free and open to any citizen with a phone, an agent asking for a few hundred rupees to "process" a Bihar caste certificate is selling you something the state already gives away. Insist on the acknowledgement receipt with the application reference number, that receipt, not a promise, is what proves your application exists.

How to apply for a caste certificate in Bihar online

  1. Open serviceonline.bihar.gov.in and register, or log in with MeriPehchaan / your ServicePlus credentials.
  2. In the left sidebar choose "Online Application" (ऑनलाइन आवेदन करें), then "RTPS Services", then "General Administration Department".
  3. Select the caste certificate service at the level you need: block, sub-division or district. Read the level carefully before clicking.
  4. Fill the application form: applicant name, father's name, address down to the panchayat and ward, caste and sub-caste exactly as notified, and the purpose of the certificate.
  5. Upload the supporting documents and photograph within the file sizes shown, then submit the form.
  6. Download and keep the acknowledgement receipt. It carries your application reference number and the notified time limit for the service, that printed limit is the number to rely on.
  7. When the issuing officer approves it, collect the certificate through the SMS download link, your email, DigiLocker or your ServicePlus inbox.

How to apply offline in Bihar

  1. Go to the RTPS counter at your block (anchal) office, or to a Vasudha Kendra or CSC.
  2. Give the operator your Aadhaar, residence proof, paternal caste proof and photograph, and tell them the level at which you need the certificate.
  3. The operator files the same online application and hands you the printed acknowledgement receipt with the reference number.
  4. Track that number online and download the digitally signed certificate when it is issued, you do not have to return to the counter to collect it.

How do you check the status of a Bihar caste certificate application?

Use the status-tracking link on serviceonline.bihar.gov.in with the application reference number from your acknowledgement receipt. The portal shows the current stage and which officer's desk the file sits on. The same reference number is what you quote in a helpline call or an RTPS appeal, so photograph the receipt the day you get it.

How long is a Bihar caste certificate valid?

A caste certificate records a fact about lineage that does not change, so a Bihar caste certificate does not carry an annual expiry. What genuinely expires is the non-creamy-layer certificate and the income certificate that often accompany it, because those rest on a financial-year income figure. Recruitment boards and admission bodies routinely require a non-creamy-layer certificate issued in the current financial year, so plan to refile that one annually even though the caste certificate itself stands.

Why do Bihar caste certificate applications get rejected?

Rejections cluster around a few avoidable errors. A caste or sub-caste spelling that does not match Bihar's notified list is treated as a different caste. A mismatch between the father's name on Aadhaar and on the school record stops verification. An address that does not fall within the revenue circle of the office you applied to gets the file rejected rather than transferred. Choosing the wrong issuing level: block when the recruiter wanted district, produces a valid certificate that is useless for the purpose you needed it for. Illegible uploads and a missing paternal caste proof account for much of the rest.

Where do you complain if the certificate is delayed?

The Bihar Right to Public Services Act, 2011 is the remedy, and it is a real one. Every notified service has a designated public servant, a stated time limit and an appellate authority. If your certificate is not issued within the limit printed on your acknowledgement receipt, file a first appeal with the designated appellate authority quoting the application reference number, and a second appeal above that if the first goes unanswered. The Act carries penalty provisions against officers who fail to deliver within the notified period.

For portal problems, a login failure, an upload that will not go through, a certificate that shows as issued but does not download, use the helpdesk contact published on serviceonline.bihar.gov.in and the RTPS counter at your block office. Keep the application reference number in every communication; without it nothing can be traced.

Frequently asked questions

Who issues the caste certificate in Bihar?

The General Administration Department of Bihar issues caste certificates, and the RTPS portal lists the service at three separate levels — block (anchal star par), sub-division (anumandal star par) and district (jila star par). The Circle Officer signs at block level, the Sub-Divisional Officer at sub-division level and the district authority at district level.

Is the Bihar caste certificate free?

Yes, applying online for a caste certificate on serviceonline.bihar.gov.in carries no application fee. It is delivered as a public service under the Bihar Right to Public Services Act, 2011. A Vasudha Kendra or CSC operator may charge only the notified counter service charge for filing on your behalf.

Which level should I choose — block, sub-division or district?

Choose the block (anchal) level for ordinary use, because that is where the Circle Officer already holds your revenue and residence records and it is normally the fastest route. Choose sub-division or district level only when a recruiting or admitting body has specifically asked for a certificate issued at that level.

How long does a Bihar caste certificate take?

Bihar delivers the caste certificate within the time limit notified for it under the Right to Public Services Act, 2011, and that limit is printed on the acknowledgement receipt the portal generates when you submit. Treat the number on your own receipt as authoritative rather than any figure quoted on a private website.

How do I download my Bihar caste certificate?

Once the issuing officer approves it, the certificate reaches you as an SMS download link, by email, in DigiLocker and in your ServicePlus inbox. Nothing has to be collected in person from the office.

How do I check my RTPS Bihar application status?

Use the application reference number printed on the acknowledgement receipt and the status-tracking link on serviceonline.bihar.gov.in. The portal shows which officer holds the file.

Can I apply for a Bihar caste certificate without visiting an office?

Yes. The RTPS portal is designed so citizens can apply from home on a computer or phone, and Bihar states plainly that citizens can apply online without visiting government offices. Field verification by the Circle Officer's staff happens without you needing to attend.

What if the RTPS deadline passes and my certificate is not issued?

File a first appeal under the Bihar Right to Public Services Act, 2011 with the designated appellate authority, quoting your application reference number. The Act builds appeal and penalty provisions in precisely for services delivered past their notified limit.
