Bihar Startup Policy
Bihar state government scheme
Bihar Startup Policy is the Department of Industries programme that gives a recognised Bihar startup a seed grant of up to Rs 10 lakh as an interest-free loan repayable over 10 years, with 5 percent extra for women founders, 5 percent extra for SC and ST founders and 15 percent extra for founders with a disability. Founders register free at startup.bihar.gov.in.
What is the Bihar Startup Policy?
Bihar Startup Policy is the state's flagship entrepreneurship programme, run by the Department of Industries, Government of Bihar, from the second floor of Vikash Bhawan in Patna. The policy replaced the earlier 2017 version and now operates through a dedicated portal, startup.bihar.gov.in, commonly called the Startup Bihar portal.
According to the Department of Industries, the central financial instrument is a seed grant of up to Rs 10 lakh per startup, given as an interest-free loan repayable over 10 years. The policy deliberately avoids taking equity. A founder who accepts the Bihar seed fund keeps 100 percent of the cap table and repays only the principal, spread across a decade.
Bihar Startup Policy was designed around three problems the state's founders kept reporting: no early capital before revenue exists, no structured mentoring, and too much compliance load on a two-person team. The policy answers each of those with a separate instrument, the seed fund, mandatory attachment to a recognised incubator, and a five-year exemption from a long list of state licensing, registration and inspection requirements.
Main features
- Seed grant ceiling of Rs 10 lakh, interest free, 10-year repayment.
- 5 percent additional grant for women founders, taking the ceiling to about Rs 10.50 lakh.
- 5 percent additional grant for SC and ST founders, and 15 percent additional for differently-abled founders, taking that ceiling to about Rs 11.50 lakh.
- Up to Rs 3 lakh per startup for enrolling in a nationally or internationally recognised acceleration programme.
- Exemption from licensing and registration under various state Acts for 5 years.
- Exemption from routine regulatory inspections for 5 years, safety-related inspections excepted.
- Reimbursement of domestic patent filing costs.
- A 2 percent success fee on capital raised from angel investors registered with the state.
- Preference for recognised startups in Bihar government procurement.
Who is eligible for the Bihar Startup Policy?
You can be recognised and funded if:
- Your venture is incorporated as a private limited company, a limited liability partnership or a registered partnership firm. A sole proprietorship or an unregistered idea is not an eligible entity.
- The entity is early stage. The policy targets ventures within the first few years of incorporation, before large revenue or institutional funding.
- The venture is based in Bihar, with a registered or operational address in the state, and at least one founder is a Bihar resident.
- The product or service is innovative and scalable, a technology, process or business-model improvement rather than a trading or reselling operation.
- The startup registers with the nodal agency and attaches to a recognised incubation centre, which the portal helps arrange.
You are not eligible and cannot apply if:
- The venture is a sole proprietorship or an unregistered firm. Incorporate first, then apply.
- The business is formed by splitting or reconstructing an existing business. This exclusion mirrors the standard national startup definition and is checked during evaluation.
- The venture has no operations or presence in Bihar and is merely applying from another state.
- The startup is a plain trading, retail, commission or reselling business with no innovation element. The evaluation committee scores on innovation, and a pure buy-and-sell model scores near zero.
- The founders or the entity are defaulters to a bank or financial institution, or have an unresolved recovery case.
- The startup has already drawn the Bihar seed fund once. The grant is a one-time benefit per entity.
Age, income and educational qualifications are not eligibility bars under this policy. A first-generation founder without a degree and an IIT graduate are scored on the same parameters: innovation, feasibility, team and market.
How much money does the Bihar Startup Policy give?
| Founder category | Seed fund ceiling |
|---|---|
| General | Rs 10 lakh |
| Women founders | About Rs 10.50 lakh (5 percent extra) |
| SC and ST founders | About Rs 10.50 lakh (5 percent extra) |
| Differently-abled founders | About Rs 11.50 lakh (15 percent extra) |
The seed fund is never paid as one cheque. The Department of Industries releases it in tranches against milestones and performance parameters fixed in a rating system at the time of sanction, for example prototype completion, first paying customer, or a defined revenue mark. Missing a milestone stalls the next tranche until the committee reviews the position.
Separately, the policy allows financial assistance for idea validation and prototype development, travel support to relevant events, and up to Rs 3 lakh per startup to enrol in a recognised accelerator. These are distinct from the seed fund and are applied for on their own merits.

| PAN of the entity | Yes | Seed fund goes to the entity account |
| Detailed project report | Yes | Must contain milestones and a use-of-funds table |
| Founder Aadhaar and residence proof | Yes | Establishes the Bihar residence condition |
| Company bank account details | Yes | Cancelled cheque or bank statement |
| Caste or disability certificate | No | Only for the extra 5 or 15 percent grant |

How to apply for the Bihar Startup Policy
- Open the Startup Bihar portal at startup.bihar.gov.in and create a founder account using your mobile number and email, then verify the OTP.
- Complete the startup registration form โ entity type, date of incorporation, sector, founder details, Bihar address and a short description of the innovation.
- Upload the incorporation certificate, entity PAN, founder Aadhaar and residence proof, and the caste or disability certificate if you are claiming the enhanced grant.
- Upload the detailed project report with the milestone table. This is the document the evaluation committee reads most closely, so make the milestones specific and dated.
- Submit the application and note the application reference number shown on screen. All later correspondence uses this number.
- Wait for initial screening by the Department of Industries, which checks entity type, Bihar linkage and completeness of documents.
- Appear for the evaluation and presentation before the expert committee when called. Take a working demonstration or prototype if you have one.
- On selection, sign the seed fund agreement, get attached to a recognised incubation centre, and receive the first tranche in the company bank account.
How do I check my Startup Bihar application status?
- Log in to startup.bihar.gov.in with the mobile number and password used at registration.
- Open the dashboard, which shows the stage of your file: submitted, under screening, called for presentation, selected, or rejected.
- Where a document has been objected to, the dashboard lists the objection. Re-upload the corrected file from the same screen rather than starting a new application.
- For a file that has been stuck for a long period, call the Department of Industries helpline 1800-345-6214 with your application reference number.
Why do Bihar startup applications get rejected?
- Wrong entity type. A proprietorship or an unregistered venture fails at the first screen. This is the most common rejection.
- No innovation. A trading, distribution or franchise business scores poorly on the innovation parameter even if the revenue projection looks good.
- No Bihar linkage. Neither a Bihar address nor a resident founder means the file cannot proceed.
- Weak or generic project report, a template downloaded from the internet, with no milestones and no use-of-funds table, is easy for the committee to spot.
- Mismatched details between the incorporation certificate, PAN and the form, company name spelled differently, or a different date of incorporation.
- Category claim without a certificate. Claiming the differently-abled or SC/ST enhancement without uploading a valid certificate gets the enhancement removed even if the base application survives.
Fixing most of these does not require a fresh application. Log in, read the objection on the dashboard, and re-upload within the window given.
Where do I get help with the Bihar Startup Policy?
- Helpline: 1800-345-6214, the Department of Industries toll-free number, working days between about 10 am and 5 pm.
- Email: startup-bihar@gov.in
- Nodal agency office: Department of Industries, 2nd floor, Vikash Bhawan, Patna.
- Incubation centres: once attached, your incubator manager is usually the fastest route to resolve a milestone or tranche question.
Registration under the Bihar Startup Policy is free. No consultant, agent or "startup facilitator" can charge a fee to get an application approved, and no official from the Department of Industries will ask for a payment or an OTP.

Frequently asked questions
How much seed money does the Bihar Startup Policy give?
Bihar Startup Policy gives a seed grant of up to Rs 10 lakh per startup as an interest-free loan repayable over 10 years. Women founders get 5 percent more, taking the ceiling to Rs 10.50 lakh, and SC, ST and differently-abled founders get 15 percent more, taking the ceiling to Rs 11.50 lakh. The money is released in tranches against milestones, not as one lump sum.
Do I have to repay the Bihar startup seed fund?
Yes, the seed fund is a loan and must be repaid, but it carries zero interest and the repayment period runs to 10 years. That makes it far cheaper than a bank term loan, and unlike equity funding it does not dilute the founders' shareholding.
Who can apply under the Bihar Startup Policy?
Founders of a private limited company, LLP or registered partnership incorporated within the last few years, with an innovative and scalable product or service and an operating base in Bihar, can apply. At least one founder must be a Bihar resident, and the entity must register with the nodal agency and attach to a recognised incubation centre.
Is a DPIIT recognition certificate compulsory for the Bihar seed fund?
No, DPIIT recognition is not compulsory for the Bihar state seed fund. The Department of Industries runs its own recognition process through the Startup Bihar portal. Most founders apply for both because DPIIT recognition brings separate central tax and procurement benefits.
What non-money benefits does the Bihar Startup Policy give?
Bihar Startup Policy exempts a recognised startup from licensing and registration requirements under various state Acts for 5 years, exempts it from routine regulatory inspections for the same period except on safety grounds, gives preference in state government procurement, reimburses domestic patent filing costs, and pays a 2 percent success fee on funds raised from state-registered angel investors.
Is there a fee to apply on the Startup Bihar portal?
No, registration and application on startup.bihar.gov.in are free. The Department of Industries does not charge for recognition, seed fund screening or incubation matching, and no consultant can charge you for "getting your file passed".
How long does the Bihar seed fund process take?
Applications go through portal screening, then evaluation by an expert committee and a presentation, so founders should plan for several months between submission and the first tranche. Timelines depend on the batch cycle in which your file is placed, so track the portal dashboard rather than assuming a fixed date.
Can a startup registered outside Bihar apply?
A startup whose entire operations sit outside Bihar is not eligible. The policy is built for enterprises based in Bihar, so the entity must have a registered or operational address in the state and at least one founder who is a Bihar resident.
