Mukhyamantri Mahila Udyami Yojana
Bihar state government scheme
Mukhyamantri Mahila Udyami Yojana is the Bihar Department of Industries scheme that gives a woman or transgender entrepreneur up to Rs 10 lakh for a new unit, Rs 5 lakh as a grant that is never repaid and Rs 5 lakh as an interest-free loan. Applicants aged 18 to 50 apply free at udyami.bihar.gov.in.
What is Mukhyamantri Mahila Udyami Yojana?
Mukhyamantri Mahila Udyami Yojana is the Department of Industries scheme of the Government of Bihar that funds a new business set up by a woman or transgender entrepreneur with up to Rs 10,00,000. It is administered from the udyami.bihar.gov.in portal, with applicant login at udyamiuser.bihar.gov.in, and locally it is known simply as Mahila Udyami Yojana or MMUY (Mahila).
The structure is what makes the scheme unusual among Indian state entrepreneurship programmes:
- 50 percent, up to Rs 5,00,000, is an outright grant. A subsidy that is never repaid.
- 50 percent, up to Rs 5,00,000, is an interest-free loan. Women and transgender applicants pay no interest at all on the loan half, where general-category male applicants under the parent Mukhyamantri Udyami Yojana pay 1 percent simple interest.
In practice that means half the project cost is free money and the other half costs nothing to borrow. No other Bihar scheme puts that much capital into a first-time entrepreneur's hands, which is why the annual window is heavily oversubscribed and selection runs through a computerised randomised draw.
Main features
- One unit per applicant, and in practice one benefit per family.
- Funds released in instalments against the setting up of the unit, never in advance.
- Money credited to a current account in the firm's name, not a personal savings account.
- Mandatory entrepreneurship training before the first disbursement, with a maximum of two training opportunities offered.
- A utilisation certificate required for each instalment before the next is released.
Who is eligible for Mukhyamantri Mahila Udyami Yojana?
You qualify if:
- You are a woman or a transgender person and a permanent resident of Bihar, evidenced by a residence certificate from the Circle Officer or RTPS.
- You are between 18 and 50 years of age, verified from the date of birth printed on your matriculation certificate.
- You have passed 10+2 or Intermediate, or hold an ITI certificate, a polytechnic diploma, a degree or a higher qualification.
- You are setting up a new manufacturing or service unit in Bihar, chosen from the department's approved project list.
- You have registered, or will register, the unit as a proprietorship or partnership firm and hold a current account in the firm's name.
You are not eligible and cannot apply if:
- You are male. Men apply under the general Mukhyamantri Udyami Yojana components instead.
- You are under 18 or over 50 on the reference date of the cycle.
- Your highest qualification is matriculation or below. This bar is absolute and is the commonest first-stage disqualification.
- You are a resident of another state, even if the proposed unit is in Bihar.
- You are a defaulter to any bank or financial institution, or have an unsettled recovery case.
- You or a family member have already received assistance under Mukhyamantri Udyami Yojana or Bihar Laghu Udyami Yojana. The benefit is one-time.
- You are seeking to expand an existing running unit. The scheme funds new units only.
- Your proposed project is not on the approved list published with the cycle notification.
How much assistance and how is it paid?
| Component | Amount | Repayment |
|---|---|---|
| Grant (anudan) | Up to Rs 5,00,000 | Never repaid |
| Loan | Up to Rs 5,00,000 | Repaid in monthly instalments |
| Interest for women and transgender applicants | Nil | Interest-free |
| Total per unit | Up to Rs 10,00,000 | ; |
The Rs 10 lakh is not credited at once. The Department of Industries releases it in tranches: a first tranche after training and the signing of the agreement, a further tranche against machinery purchase, and a final tranche against commissioning of the unit. Each tranche requires a utilisation certificate showing that the previous tranche actually went into the business. The portal has repeatedly issued notices requiring beneficiaries of earlier years to upload pending utilisation certificates by a stated date, and a pending certificate blocks every further release.

How to apply for Mukhyamantri Mahila Udyami Yojana
- Watch udyami.bihar.gov.in for the cycle notification. The Department of Industries opens the window for a few weeks each financial year. The 2025-26 window closed on 23 March 2026 after an extension.
- Read the guidelines and the approved project list first, and pick a project that is actually on the list. A project outside the list cannot be sanctioned however good the report is.
- Register on the portal with your Aadhaar number, name, date of birth, mobile number and email, verify the OTP, and save the user ID and password.
- Log in at udyamiuser.bihar.gov.in and complete the application form — personal details, category, qualification, proposed project, unit location and estimated project cost.
- Upload the scanned documents in the exact sizes and formats specified. Confirm each upload registers as accepted; oversized files fail without an error message.
- Submit before the closing date and download the acknowledgement carrying your application number.
- Wait for the computerised randomised draw. Selection is randomised within category, so a stronger project report does not improve your odds of being drawn, but a weak document set removes you afterwards.
- Upload the post-selection documents within the deadline given. Selected 2025-26 applicants had until 24 June 2026, 5 pm, and candidacy was cancelled for anyone who missed it.
- Attend document verification and the mandatory entrepreneurship training, sign the agreement, and receive the first instalment in the firm's current account.
How do I check my application status?
- Log in to udyamiuser.bihar.gov.in with the credentials created at registration. The dashboard shows the current stage, submitted, selected in the draw, documents under scrutiny, verified, training completed, or instalment released.
- Search the published selection and waiting lists on udyami.bihar.gov.in after each draw. Search by your application number, not your name, since names repeat.
- Check the notices section for utilisation-certificate and document-upload deadlines, which are announced there and nowhere else.
- Call the Department of Industries toll-free helpline 1800-345-6214 with your application number for a stuck file.
Why do applications get rejected?
- Qualification below Intermediate. No exception is made.
- Age outside 18 to 50 on the reference date of the cycle.
- Post-selection documents not uploaded by the deadline, which cancels candidacy outright even after a successful draw.
- Illegible scans. Blurred photographs of documents are rejected at scrutiny.
- Personal savings account submitted where a current account in the firm's name is required.
- Name or date-of-birth mismatch across Aadhaar, matriculation certificate and bank records.
- Project not on the approved list, or a project report that does not match the project selected in the form.
- Existing business presented as a new unit.
- A family member already benefited under Mukhyamantri Udyami Yojana or Bihar Laghu Udyami Yojana.
- Both training slots missed. The portal allows a maximum of two training opportunities, after which the sanction is at risk.
- Pending utilisation certificate from an earlier instalment, which blocks the remaining money rather than the application.
Where do I get help?
- Department of Industries toll-free helpline: 1800-345-6214, working days roughly 10 am to 5 pm.
- Email: dir-msme.ind-bih@gov.in
- Micro, Small and Medium Enterprise Directorate, Industry Department, Vikas Bhawan, 2nd Floor, New Secretariat, Nehru Path, Patna 800015.
- District Industries Centre (DIC) in your district, for document verification, project report guidance and instalment queries. The DIC General Manager is the field-level officer for this scheme.
- Portal notices on udyami.bihar.gov.in carry every deadline, extension and selection list.
Applying is free. No agent, consultant or middleman can place your name in the randomised draw, and anyone promising selection for a fee is running a fraud.

Frequently asked questions
How much money does Mukhyamantri Mahila Udyami Yojana give?
Mukhyamantri Mahila Udyami Yojana gives up to Rs 10,00,000 per unit. Fifty percent of it, up to Rs 5,00,000, is a non-repayable grant, and the remaining fifty percent, up to Rs 5,00,000, is an interest-free loan. The money is released in instalments after mandatory entrepreneurship training, not in a single credit.
Do I have to repay any of the Rs 10 lakh?
You repay only the loan half of up to Rs 5,00,000, and you pay no interest on it. The grant half of up to Rs 5,00,000 is never repaid, provided the unit is genuinely established and the utilisation certificates for each instalment are uploaded on time.
Can transgender applicants apply?
Yes. Mukhyamantri Mahila Udyami Yojana explicitly covers women and transgender applicants, and both draw the same up-to-Rs-10-lakh package on the same terms.
What is the age and qualification requirement?
Applicants must be between 18 and 50 years of age and must have passed 10+2 or Intermediate, or hold an ITI certificate, a polytechnic diploma or an equivalent or higher qualification. Age is checked from the date of birth on the matriculation certificate, so that is the document that governs.
Can I apply as a company, or must it be a proprietorship?
The unit must be registered as a proprietorship or a partnership firm. What matters at disbursement is that the firm holds a current account in its own name — assistance is never released into a personal savings account.
Who is not eligible for Mukhyamantri Mahila Udyami Yojana?
Men are not eligible under this component, and neither is anyone under 18 or over 50, anyone whose highest qualification is matriculation or below, residents of other states, bank defaulters, or applicants seeking to expand an existing running unit rather than set up a new one. A family member who has already drawn assistance under the Udyami Yojana family of schemes also blocks a fresh claim.
When is the application window open?
The Department of Industries opens the window for a few weeks each financial year and announces the dates on udyami.bihar.gov.in — the 2025-26 cycle closed on 23 March 2026 after an extension, and selected candidates had to upload documents by 24 June 2026. There is no rolling application.
Is training compulsory before I get the money?
Yes. Entrepreneurship training is mandatory and disbursement follows it. The portal allows a maximum of two training opportunities, so missing both scheduled slots puts the sanction at risk.
