Mukhyamantri Kanya Utthan Yojana
Bihar state government scheme
Mukhyamantri Kanya Utthan Yojana is Bihar's girl-child incentive scheme that supports a daughter from birth to graduation, paying Rs 2,000 at birth, Rs 10,000 on passing Class 10 unmarried, Rs 25,000 on passing Class 12 unmarried and Rs 50,000 on completing graduation. Students apply free online at medhasoft.bih.nic.in.
What is Mukhyamantri Kanya Utthan Yojana?
Mukhyamantri Kanya Utthan Yojana is Bihar's flagship girl-child scheme, implemented jointly by the Education Department for the school and college stages and the Social Welfare Department through ICDS and Anganwadi centres for the early-childhood stages. Locally it is known as Mukhyamantri Kanya Utthan Yojana or simply Kanya Utthan.
The scheme's design is unusual: instead of one lump grant, it attaches a small cash incentive to each milestone in a girl's life, birth, immunisation, school stages, matriculation, intermediate and graduation. According to the Education Department's MedhaSoft portal, the cumulative value across all stages comes to roughly Rs 94,000 where a girl qualifies at every point, and the single largest instalment is the Rs 50,000 paid after graduation.
Bihar's stated objectives are to reduce sex-selective practices by attaching money to a daughter's birth, raise immunisation coverage, keep girls in school past Class 8, delay marriage past 18 by making the Class 10 and Class 12 instalments conditional on being unmarried, and push girls through to a degree.
How much does Mukhyamantri Kanya Utthan Yojana pay at each stage?
| Stage | Amount |
|---|---|
| At birth | Rs 2,000 |
| Completion of 1 year with immunisation | Rs 1,000 |
| Completion of 2 years with immunisation | Rs 2,000 |
| Classes 1 to 2 | Rs 600 |
| Classes 3 to 5 | Rs 700 |
| Classes 6 to 8 | Rs 800 |
| Classes 9 to 12 | Rs 1,500 |
| Passing Class 10, unmarried | Rs 10,000 |
| Passing Class 12, unmarried | Rs 25,000 |
| Completing graduation | Rs 50,000 |
Two things about this table matter more than the numbers themselves. First, the Rs 50,000 graduation instalment is paid regardless of division. A pass division graduate receives the same amount as a first division graduate. Second, the Class 10 and Class 12 instalments carry an unmarried condition, which is the scheme's main policy lever against early marriage and the point on which claims are most often disallowed.
Bihar has revised individual components more than once since the scheme began. Always read the notification for the specific cycle you are applying in rather than relying on a figure a senior told you two years ago.
Who is eligible for Mukhyamantri Kanya Utthan Yojana?
A girl or her family can claim if:
- The girl was born in Bihar and the family is resident in the state.
- For the birth and immunisation stages, the family has registered the birth and completed the immunisation schedule at the Anganwadi centre.
- For the Class 10 instalment, the girl has passed matriculation from a recognised board and is unmarried at the time of the claim.
- For the Class 12 instalment, the girl has passed intermediate from a recognised board and is unmarried at the time of the claim.
- For the graduation instalment, the girl has completed a graduation degree: BA, BSc, BCom or an equivalent: from a university recognised for the scheme, in any division.
- The girl holds a bank account in her own name that is Aadhaar-seeded and DBT-enabled.
A claim is not eligible and cannot be filed if:
- The girl was married at the time of the Class 10 or Class 12 claim.
- The degree is from a university not on the scheme's recognised list, or the result has not yet been declared. A student awaiting results cannot claim early.
- The bank account is in a parent's name, is a joint account, or is not Aadhaar-seeded. Payment will fail even if the application is approved.
- The same stage has already been claimed and paid for the same girl. Duplicate claims are matched on Aadhaar and rejected.
- The family exceeds the two-daughter limit applicable to the early-childhood component.
- The application window for that cycle has closed. MedhaSoft runs cycle-based windows, and there is no offline late route.
The Education Department has kept the graduation component broad. Check the current cycle notification for any income or family-service condition attached to a particular component before assuming exclusion, because these conditions have differed across components and across years.

How to apply for Mukhyamantri Kanya Utthan Yojana online
- Open the Education Department portal at medhasoft.bih.nic.in and choose the correct link for your stage โ Class 10, Class 12 (intermediate) or graduation. Each has its own separate application link, and using the wrong one is a common mistake.
- Click Student Registration and enter your Aadhaar number, name exactly as printed on Aadhaar, date of birth, mobile number and email if you have one.
- Verify the OTP sent to your mobile number, then note the registration number and password generated by the portal. Save these. You will need them for status checks and for correcting objections.
- Log in with the registration number and complete the application form, selecting your university or board, your roll number and roll code, and your year of passing.
- Enter your bank account number, IFSC and bank name, confirming the account is in your own name and Aadhaar-seeded.
- Upload the marksheet or certificate for the stage you are claiming, along with your Aadhaar.
- Submit the form and take a printout of the filled application and the acknowledgement.
- Submit the printout with self-attested copies to your college or school, which verifies the claim on the portal and forwards it to the district. The claim does not move forward until the institution verifies it.
How to apply for the birth and early childhood stages
- Register the girl's birth with the local municipal body or panchayat and obtain the birth certificate.
- Take the birth certificate, the mother's Aadhaar and the family's bank details to the local Anganwadi centre.
- Ask the Anganwadi Sevika to enrol the child under Mukhyamantri Kanya Utthan Yojana in the ICDS system, and complete the immunisation schedule at the centre so the one-year and two-year instalments become due.
- Keep the immunisation card updated, since the Rs 1,000 and Rs 2,000 instalments at one and two years are released against a completed schedule.
How do I check my Kanya Utthan application status?
- Open medhasoft.bih.nic.in and select the application status or payment status link for your stage.
- Enter your registration number, Aadhaar number or account number, then submit.
- The screen shows three checkpoints: institution verification, district approval and payment released. A file stuck at the first checkpoint is waiting on your college, not on the government.
- Follow up in person with your college nodal officer if institution verification is pending near the end of a cycle.
Why do Kanya Utthan payments fail or get rejected?
- Bank account not in the girl's own name. The most frequent single cause of a failed payment on an approved file.
- Bank account not Aadhaar-seeded or not DBT-enabled. Ask your branch to complete NPCI seeding, which is different from simply linking Aadhaar as KYC.
- Name mismatch between Aadhaar, the marksheet and the bank record. A surname added or dropped is enough to fail the transfer.
- Institution did not verify the claim before the cycle closed.
- Wrong stage link used on MedhaSoft, so the claim sits under a category the verifier is not reviewing.
- Marital status condition not met for the Class 10 or Class 12 instalment.
- University not on the recognised list for the graduation claim.
- Dormant account. An account with no transaction for a long period may be frozen by the bank and the DBT credit bounces back.
Most of these are fixable. The portal allows correction of bank details in the window before final approval, and a bounced payment can usually be re-released after the account is corrected and the college re-verifies.
Where do I get help?
- Education Department helpline for MedhaSoft: 0612-2230059.
- College or school nodal officer for verification delays, the fastest route for a file stuck at the institution stage.
- District Education Officer (DEO) for district-level approval delays.
- Anganwadi Sevika and the Child Development Project Officer (CDPO) for the birth and immunisation stages.
Applying is free. No agent, cyber cafe or college staff member can charge a fee to add your name to the list or to release your payment, and no official will ask for your OTP or your bank password.

Frequently asked questions
How much does Mukhyamantri Kanya Utthan Yojana pay in total?
Mukhyamantri Kanya Utthan Yojana pays a cumulative amount of roughly Rs 94,000 across a girl's life if she qualifies at every stage, with the four largest single instalments being Rs 2,000 at birth, Rs 10,000 after Class 10, Rs 25,000 after Class 12 and Rs 50,000 after graduation. Smaller amounts are paid for immunisation and for school stages.
Is the Rs 50,000 graduation amount available to every division?
Yes, the Rs 50,000 graduation incentive is paid on completing a graduation degree from a recognised university, irrespective of division. A pass division graduate qualifies on the same terms as a first division graduate.
Do married girls get the Class 10 and Class 12 instalments?
No. The Class 10 and Class 12 incentives under Mukhyamantri Kanya Utthan Yojana are conditional on the girl being unmarried at the time of the claim. The scheme's stated purpose is to delay marriage and keep girls in school, so marital status is checked at the school and district level.
Which portal do I apply on?
Apply on medhasoft.bih.nic.in for the Class 10, Class 12 and graduation stages. The birth, immunisation and early childhood instalments are handled by the Social Welfare Department through your local Anganwadi centre and ICDS system, not on MedhaSoft.
Can the money go into my father's bank account?
No. The payment must go into a bank account in the girl student's own name that is Aadhaar-seeded and DBT-enabled. A parent's account, a joint account or an account without DBT seeding is the single most common reason an otherwise approved application does not get paid.
How many daughters in one family can benefit?
The early-childhood component is limited to two daughters per family. The education instalments after Class 10 are tied to the individual student's own achievement, so check the current notification for the stage you are claiming before assuming a family limit applies.
How do I check the status of my Kanya Utthan application?
Use the application status option on medhasoft.bih.nic.in with your registration number or Aadhaar number. The screen shows whether your college or school has verified the claim, whether the district has approved it, and whether payment has been released.
Is there any fee or agent involved?
No, applying on medhasoft.bih.nic.in is completely free. A cyber cafe may charge for typing help, but no agent, college clerk or "scheme consultant" can charge you to get your name added or your payment released.
