Mukhyamantri Bagwani Mission: Papita Vikas Yojana
Bihar state government scheme
Papita Vikas Yojana is the papaya component of Bihar's Mukhyamantri Bagwani Mission, paying a 75 percent subsidy on a notified unit cost of Rs 60,000 per hectare, that is Rs 45,000 per hectare, released as Rs 33,750 in year one and Rs 11,250 in year two. Farmers with 0.1 to 4 hectares apply free at horticulture.bihar.gov.in.
What is the Papita Vikas Yojana in Bihar?
Papita Vikas Yojana. The Papaya Development Scheme: is the papaya component of the Mukhyamantri Bagwani Mission, Bihar's umbrella horticulture programme run by the Directorate of Horticulture under the Agriculture Department, Government of Bihar. It pays a large share of the cost of establishing a papaya plantation, aimed at pulling small holders into commercial fruit cultivation.
Papaya is the fastest-return fruit crop Bihar promotes. A papaya plantation begins fruiting within roughly nine to eleven months of planting and stays productive for two to three years, so a farmer sees income in the same financial year in which the plantation goes in. Compared to mango, where an orchard takes years to earn, papaya is a crop a marginal farmer can realistically risk.
That is why the subsidy rate under this component is the highest in the mission's main fruit set, 75 percent: against 50 percent for mango and 40 percent for fig.
How much subsidy does Papita Vikas Yojana give?
The scheme is built on a notified unit cost of Rs 60,000 per hectare, with the state paying 75 percent, that is Rs 45,000 per hectare. The release is split over two years:
| Year | Assistance per hectare |
|---|---|
| Year 1 (planting year) | Rs 33,750 |
| Year 2 | Rs 11,250 |
| Total | Rs 45,000 per hectare |
A farmer planting the maximum 4 hectares could draw up to Rs 1,80,000 across the two years, though the typical application under this component is a fraction of a hectare.
Note the two-year structure, not three. Papaya's productive life is short, so unlike mango and banana there is no third-year instalment.
All payments go by Direct Benefit Transfer into the Aadhaar-seeded bank account attached to your DBT Agriculture registration.
Who is eligible for Papita Vikas Yojana?
You can apply if:
- You are a farmer of Bihar with cultivable land in a district notified for papaya in the current financial year.
- You hold a valid 13-digit DBT Agriculture registration number from dbtagriculture.bihar.gov.in.
- Your proposed papaya area is between 0.25 acre (0.1 hectare) and 10 acres (4 hectares).
- You are a tenant farmer with land documents, or a non-tenant farmer with a lease agreement — both routes are accepted under this component.
- Your bank account is in your own name and Aadhaar-seeded.
You are not eligible / cannot apply if:
- Your land lies in a district not notified for papaya in that year.

- Your area is below 0.1 hectare or above 4 hectares.
- You cannot produce a land document or a documented lease for the plot.
- Your bank account is not Aadhaar-seeded or is not in your own name, so DBT cannot reach you.
- You have already claimed assistance for the same plot under the same component within the guideline gap period.
- The district physical target is exhausted: selection is against a fixed hectare target, so an eligible farmer can still be waitlisted.
Beneficiary selection reserves approximately 78.56 percent for the general category, 20 percent for Scheduled Castes and 1.44 percent for Scheduled Tribes, with 30 percent participation by women within each category.

How to apply for Papita Vikas Yojana
- Complete farmer registration at dbtagriculture.bihar.gov.in and note the 13-digit DBT registration number. Do this first, the horticulture form is locked without it.
- Go to horticulture.bihar.gov.in and open Schemes → Fruit-related Scheme from the Scheme Dashboard.
- Click Apply for the Papaya Development Scheme (Papita Vikas Yojana).
- Enter your 13-digit DBT registration number. The portal fills in your name, address and bank details from the DBT database; verify each one rather than assuming it is current.
- Complete the plot details: district, block, panchayat, village, khata, khesra and the exact area in hectares.
- Upload the land document or lease agreement, your photograph, and a caste certificate if you are claiming a reserved seat.
- Submit the application and save the application number and acknowledgement print for every later enquiry.
The Bihar Krishi app on Google Play carries the same form. A farmer who cannot apply online can have the Block Horticulture Officer or a Vasudha Kendra submit it, but the application still enters the same online system.
How the papaya subsidy is released
- Block horticulture staff verify your application and you are selected against the district papaya target.
- Planting material is arranged through the department, for papaya, sources named include the Centre of Excellence at Desari in Vaishali district and nurseries in Katihar and Bhojpur. Using departmental material matters because papaya seed quality drives sex ratio and yield more than almost any other input.
- You plant at the density prescribed in the component guideline.
- Staff carry out a physical verification of the plantation and the Rs 33,750 per hectare first instalment is credited by DBT.
- In year two, a survival and standing-crop verification releases the remaining Rs 11,250 per hectare.
No amount is paid on submission of the application. Under Papita Vikas Yojana, money follows the crop.
How to check your application and payment status
- Go back to horticulture.bihar.gov.in and open the Papita Vikas Yojana page.
- Use the application status / print application option with your application number or DBT registration number.
- For the payment, check the Aadhaar-seeded passbook, or ask the Block Horticulture Officer for the release status against your application number.
Why papaya subsidy applications get rejected
- District not notified for papaya in that financial year.
- Area below 0.1 hectare or above the 4 hectare ceiling.
- Missing DBT registration, or a name on it that differs from Aadhaar.
- Khesra mismatch between the uploaded land record and the form.
- Bank account not Aadhaar-seeded, so the DBT credit fails and reverses.
- No documented tenancy where the applicant does not own the land.
- Plantation not found at physical verification, or a standing crop far below the declared area.
- District target exhausted, which waitlists rather than rejects.
Corrections to name, Aadhaar or bank details must be made in the DBT Agriculture profile, because the horticulture portal only mirrors that record and cannot be edited independently.
Key dates, help and grievance route
Papita Vikas Yojana opens financial-year-wise once the Agriculture Department's annual action plan is approved, generally ahead of the planting window, and closes when the announced window ends or the district target is filled. No year-round permanent window has been announced.
For help and complaints, start with the Block Horticulture Officer, escalate to the District Horticulture Officer whose contact details are published on horticulture.bihar.gov.in, and then use the Bihar Lok Shikayat Nivaran public grievance route at the block or district level. Applying is free, and no official or agent may charge a farmer for selection under the Mukhyamantri Bagwani Mission.

Frequently asked questions
How much subsidy does Bihar give for papaya cultivation?
Papita Vikas Yojana pays a 75 percent subsidy on a notified unit cost of Rs 60,000 per hectare, which is Rs 45,000 per hectare. It is released as Rs 33,750 per hectare in the first year and Rs 11,250 per hectare in the second year, after physical verification of the plantation.
Which districts can apply for the papaya scheme in Bihar?
The papaya component has been reported as available across the districts of Bihar, with planting material sourced from the Centre of Excellence at Desari in Vaishali and from nurseries in Katihar and Bhojpur districts. District coverage is revised each financial year, so confirm on horticulture.bihar.gov.in.
What is the minimum land needed for Papita Vikas Yojana?
The minimum is 0.25 acre, which is 0.1 hectare, and the maximum is 10 acres or 4 hectares per applicant. Applications below the minimum area are rejected at block verification.
Can tenant farmers apply for the papaya subsidy?
Yes. Both tenant farmers with land documents and non-tenant farmers with lease agreements can apply, so a farmer cultivating someone else's land is not shut out provided the tenancy is documented.
Why is the papaya subsidy rate higher than for mango?
Papaya carries 75 percent support against 50 percent for mango because it is a short-duration crop with a heavy first-year input cost and a much shorter payback window. The state is buying quick horticultural income for small holders rather than long-term orchard assets.
How is the money paid?
Payment is by Direct Benefit Transfer into the Aadhaar-seeded bank account linked to your DBT Agriculture registration, released only after block horticulture staff verify the plantation on the ground.
Is there a fee to apply for Papita Vikas Yojana?
No. Both the DBT Agriculture registration and the horticulture application are free. A Vasudha Kendra or CSC may charge only the small notified fee for typing assistance.
