Mukhyamantri Bagwani Mission (Bihar)
Bihar state government scheme
Mukhyamantri Bagwani Mission is Bihar's umbrella horticulture scheme run by the Directorate of Horticulture, paying subsidies of roughly 40 to 75 percent of a notified unit cost on fruit, vegetable, spice and flower crops. Farmers holding 0.1 to 4 hectares apply free at horticulture.bihar.gov.in using a 13-digit DBT Agriculture registration number.
What is the Mukhyamantri Bagwani Mission?
Mukhyamantri Bagwani Mission, often written in Bihar as Mukhyamantri Bagwani Mission Yojana, is the state's umbrella horticulture development programme, implemented by the Directorate of Horticulture under the Agriculture Department, Government of Bihar. Rather than being one single benefit, the mission is a wrapper over dozens of crop-specific components, each of which pays a farmer part of the cost of establishing and maintaining a horticultural crop.
The Directorate of Horticulture runs the mission alongside centrally sponsored horticulture funding, and both streams are applied for on the same state portal, horticulture.bihar.gov.in. On that portal the components appear under a Scheme Dashboard grouped as fruit schemes, vegetable schemes, flower schemes, spice schemes and protected-cultivation schemes.
The reason Bihar built the mission this way is practical. Bihar is already a major producer of mango, litchi, banana, makhana and vegetables, but a large part of that production sits with small holders who cannot fund a three-year orchard establishment out of pocket. The mission pays part of that establishment cost up front so that land moves from low-value cereal into higher-value horticulture.
Which schemes come under the Bihar Bagwani Mission?
The mission is best understood as a family of components. The best-known fruit components include:
- Kela Vikas Yojana; banana, using tissue-cultured planting material, with assistance of Rs 46,875 per hectare in the first year and Rs 15,625 per hectare in each of the second and third years.
- Aam Vikas Yojana; mango orchard establishment at 50 percent of a notified unit cost of Rs 60,000 per hectare.
- Papita Vikas Yojana: papaya at 75 percent of a Rs 60,000 per hectare unit cost, that is Rs 45,000 per hectare, split across two years.
- Anjeer Vikas Yojana; fig, a newer component launched on 30 August 2025, with the Agriculture Department fixing the unit cost at Rs 1.25 lakh per hectare and a 40 percent subsidy of Rs 50,000 per hectare.
- Other fruit components covering litchi, guava, dragon fruit, strawberry and amrud, plus vegetable, spice, floriculture and beekeeping components.
Each component has its own district list, its own unit cost and its own year-wise release pattern, so the subsidy a farmer in Muzaffarpur can claim for litchi is not the same as what a farmer in Buxar can claim for banana.
Who is eligible for the Mukhyamantri Bagwani Mission?
You can apply if:
- You are a resident farmer of Bihar holding cultivable land in the district where the component is being implemented that year.
- You hold a valid 13-digit DBT Agriculture registration number from dbtagriculture.bihar.gov.in.
- Your proposed area falls inside the component's limits, most fruit components accept 0.1 hectare (0.25 acre) minimum and 4 hectares (10 acres) maximum.
- You are a ryot farmer with land in your own name, or a non-ryot (tenant) farmer able to produce a registered lease or sharecropping agreement.
- Your bank account is in your own name and is Aadhaar-seeded, because the subsidy is paid only through DBT.
You are not eligible / cannot apply if:
- Your land lies outside the districts notified for that component in the current financial year. This is the single most common reason a Bihar horticulture application fails, because component district lists change.
- You have no DBT Agriculture registration, or the name on it does not match Aadhaar.
- You are applying for less than the minimum area or more than the ceiling.
- You have already drawn subsidy for the same plot under the same component and the mandated gap period has not passed.
- You cannot produce a land document, and you are not a tenant farmer with a registered agreement either.
- The target for your district is already exhausted. Selection is first-come-first-served within a fixed physical target, so a fully eligible application can still be waitlisted.
Component guidelines carry a reservation pattern for beneficiary selection: roughly 78.56 percent general, 20 percent Scheduled Castes and 1.44 percent Scheduled Tribes, with 30 percent participation by women within each category.

How to apply for the Mukhyamantri Bagwani Mission online
- Open dbtagriculture.bihar.gov.in and complete farmer registration first, using Aadhaar-based verification. Note down the 13-digit registration number, without it the horticulture form will not open.
- Go to horticulture.bihar.gov.in and open the Scheme Dashboard ("योजनाओं में लाभ लेने हेतु आवेदन करें") on the home page.
- Choose the crop family; fruit, vegetable, spice, flower, and then the exact component you want, for example Kela Vikas Yojana or Papita Vikas Yojana.
- Enter your 13-digit DBT registration number. The portal pulls your name, father's name, address and bank details from the DBT database automatically.
- Fill in the plot details — district, block, panchayat, khata, khesra and the exact area in hectares you intend to plant.
- Upload the land document, photograph and, if applicable, the caste certificate and lease deed.
- Submit and save the application number and the acknowledgement print. Use it for every follow-up.
Bihar also runs the Bihar Krishi mobile app on the Play Store, which carries the same horticulture application flow and is often easier than the desktop site on a rural connection.
How to apply offline through your block office
- Visit your Block Horticulture Officer or the Agriculture Coordinator at the block agriculture office with Aadhaar, land papers and a bank passbook.
- Ask them to complete your DBT Agriculture registration if you do not have the 13-digit number.
- Have the horticulture application filled and submitted online at the block office or at a nearby Vasudha Kendra / CSC, and collect the printed acknowledgement.
There is no purely paper route, every application ends up in the same online system, but block staff will do the data entry for a farmer who cannot.
How is the subsidy paid?
Subsidy under the mission is not paid in advance. The sequence is:
- Application is verified by block horticulture staff and the applicant is selected against the district target.
- Planting material is supplied, in several fruit components from the state's Centres of Excellence, for example the Centre of Excellence at Desari in Vaishali: or from departmental and registered private nurseries.
- The farmer plants the notified number of plants per hectare.
- Block staff carry out a physical verification, and the first-year instalment is released to the Aadhaar-seeded bank account by DBT.
- In multi-year components such as banana and mango, the second and third instalments are released only after an annual survival verification: typically the plantation must show a minimum survival percentage.
This matters because farmers frequently expect money on submission. Under the Bihar Bagwani Mission, money follows the plants, not the form.
How to check your application status
- Return to horticulture.bihar.gov.in and open the same component page.
- Use the application status / print application option and enter your application number or DBT registration number.
- For payment, check whether the amount has been credited to the DBT-linked account, or ask the Block Horticulture Officer for the release status against your application number.
Why Bihar horticulture applications get rejected
- District not notified for that component in that financial year.
- Area below the 0.1 hectare minimum or above the 4 hectare ceiling.
- Name mismatch between Aadhaar, DBT registration and the bank account.
- Bank account not Aadhaar-seeded, so the DBT credit fails.
- Land document unreadable or of the wrong plot, the khesra on the paper must match the khesra on the form.
- Plantation not found at verification, or survival below the required percentage at the second-year check.
- Target exhausted for the district, which puts an otherwise valid application on a waiting list.
Most of these are fixable. A name mismatch is corrected in the DBT Agriculture profile, not in the horticulture form. A failed DBT credit is corrected by seeding Aadhaar to the bank account at the branch and informing the block office.
Key dates and grievance route
Component windows open financial-year-wise and each has its own closing date announced on horticulture.bihar.gov.in, so there is no single annual deadline for the mission as a whole. Applications generally open after the department's annual action plan is approved, and fruit components tend to open ahead of the monsoon planting season.
For grievances, the escalation ladder is the Block Horticulture Officer, then the District Horticulture Officer. The district-wise contact list is published on the Directorate of Horticulture site, and then the Bihar public grievance redressal (Lok Shikayat Nivaran) mechanism at the block or district level. Applying is free, and no one can charge a farmer to be "selected" under the Mukhyamantri Bagwani Mission.

Frequently asked questions
What is the Mukhyamantri Bagwani Mission in Bihar?
Mukhyamantri Bagwani Mission is the Bihar Agriculture Department's umbrella horticulture scheme, run through the Directorate of Horticulture, which pays farmers a subsidy on the cost of planting and maintaining fruit, vegetable, spice, medicinal and flower crops. It works through crop-specific components such as Kela Vikas Yojana, Aam Vikas Yojana, Papita Vikas Yojana and Anjeer Vikas Yojana, each with its own notified unit cost and subsidy rate.
How much subsidy does Mukhyamantri Bagwani Mission give?
Subsidy depends on the component and typically ranges from about 40 percent to 75 percent of a notified unit cost per hectare. Papaya carries 75 percent of a Rs 60,000 per hectare unit cost, mango 50 percent of Rs 60,000, and fig 40 percent of Rs 1.25 lakh. Always read the current-year component page before assuming an amount.
Do I need a DBT registration number to apply?
Yes. Every Mukhyamantri Bagwani Mission application requires the 13-digit farmer registration number issued free at dbtagriculture.bihar.gov.in. Get the DBT number first, because the horticulture form will not open without it.
Can a tenant farmer apply under Mukhyamantri Bagwani Mission?
Yes, non-ryot (tenant) farmers can apply in most components if they upload a registered lease or sharecropping agreement covering the plot. Owner (ryot) farmers use their LPC or jamabandi instead.
What is the minimum and maximum area allowed?
Most fruit components accept between 0.1 hectare (0.25 acre) and 4 hectares (10 acres) per applicant. Applying for less than the minimum area gets the application rejected at block verification.
Is there any fee to apply for Bihar horticulture subsidy?
No. Applying on horticulture.bihar.gov.in is free, and DBT Agriculture registration is free. Only a Vasudha Kendra or CSC may charge a small notified service fee for assisted typing. No official or agent can charge you for selection.
When does the subsidy money reach my account?
Subsidy is released by DBT after the block horticulture staff physically verify that the plantation has actually been done and has survived. The first instalment usually follows verification of planting; later instalments follow annual survival verification.
Where do I complain if my application is stuck?
Raise it first with the Block Horticulture Officer, then the District Horticulture Officer whose contact list is published on horticulture.bihar.gov.in, and finally through the Bihar Lok Shikayat Nivaran (public grievance redressal) route at your block or district office.
