What is Mukhyamantri Kanya Vivah Yojana?

Mukhyamantri Kanya Vivah Yojana is a Social Welfare Department grant that pays a poor Bihar family Rs 5,000 on the marriage of a daughter. Bihar attaches two conditions that define the whole scheme: the bride must be at least 18 years old, and the marriage must be formally registered. The grant is claimed after the wedding, through the block RTPS counter or the state service portal at serviceonline.bihar.gov.in, and it reaches a bank account rather than being handed over in cash.

The scheme is not primarily a welfare transfer. It is an instrument aimed at two specific social problems; child marriage and dowry. Registration forces a documentary record of the bride's age, which is what makes an under-18 marriage difficult to pass off; and the application carries a dowry-free declaration, tying the state's money to a family's statement that no dowry changed hands. The Rs 5,000 is modest by design; the conditions attached to it are the policy.

Key features

  • Rs 5,000 one-time grant per eligible daughter's marriage.
  • Annual family income up to Rs 60,000, proved by an RTPS income certificate.
  • Bride 18 or above on the date of marriage.
  • Marriage registration certificate is mandatory.
  • Claimed after the marriage, not before.
  • Applied for at the block RTPS counter or online on serviceonline.bihar.gov.in.
  • Paid by bank transfer, not in cash.

Who is eligible for the Bihar marriage grant?

A family can claim if:

  • The family is resident in Bihar.
  • The family's annual income is up to Rs 60,000, evidenced by a valid income certificate.
  • The bride was 18 years or older on the date of marriage.
  • The marriage has been registered and a registration certificate is in hand.
  • The family can give the dowry-free declaration required with the application.
  • A bank account is available in the bride's or the applicant's name for the transfer.

A family cannot apply, or will be rejected, if:

  • The annual income exceeds Rs 60,000. This is the commonest reason a claim fails, and an income certificate is not something the block office can overlook.
  • The bride was under 18 at the time of marriage. No relaxation exists. The scheme's purpose is to prevent exactly this.
  • The marriage has not been registered. An unregistered marriage, however genuine, cannot be brought into the scheme.
  • The family is not resident in Bihar.
  • Dowry was given or taken, which the applicant is required to declare against.
  • The application is filed before the marriage, since the registration certificate cannot then exist.
  • The claim exceeds the number of daughters the block permits per family under current instructions.

What documents are required?

Document Mandatory Notes
Marriage registration certificate Yes The core document of the claim
Age proof of the bride Yes Matric certificate, birth certificate or Aadhaar; must show 18+
Income certificate Yes Annual income up to Rs 60,000, via RTPS
Residence certificate Yes Issued through RTPS
BPL or ration card No Helpful; the income certificate is the operative test
Aadhaar of bride and applicant Yes Identity and account seeding
Bank passbook first page Yes For the transfer
Dowry-free declaration Yes Signed with the application
Photograph of the couple Conditional Some block offices ask for it as marriage evidence

The income and residence certificates are themselves RTPS services. If you do not hold them, get them first, trying to file the marriage grant application without them simply produces a rejection you then have to redo.

How to apply for Mukhyamantri Kanya Vivah Yojana

  1. Register the marriage first, under Bihar's marriage registration rules, and collect the registration certificate. Nothing else in this process works without it.
  2. Obtain the income and residence certificates through the RTPS counter at your block office, if you do not already hold current ones. The income certificate must show annual family income of up to Rs 60,000.
  3. Collect the rest of the file, the bride's age proof, Aadhaar of the bride and the applicant, the bank passbook first page, and the signed dowry-free declaration.
  4. Submit the application at the RTPS counter of your block office, or online through serviceonline.bihar.gov.in by selecting the Social Welfare Department's Kanya Vivah service and uploading the same documents.
  5. Collect the acknowledgement receipt carrying the application reference number. Keep it safely — every follow-up and every grievance runs off this number.
  6. Attend verification. Block welfare staff verify the marriage, the bride's age and the family's income, and may make a field enquiry.
  7. Receive the sanction and the transfer to the bank account given in the application, after approval at block or district level.

Both routes lead to the same file. In practice the block RTPS counter is the more reliable channel for most rural applicants, because a clerk checks the attachments across the counter before the file is opened, while an online submission with a missing certificate is simply rejected later.

How to check your application status

  1. Open serviceonline.bihar.gov.in and choose the application status option.
  2. Enter the application reference number printed on your acknowledgement receipt.
  3. Read the stage shown; submitted, under verification, sanctioned or rejected, with the reason where one is recorded.
  4. For a file that has not moved, go to the block welfare office with the acknowledgement, and then to the District Social Welfare Office if the block cannot resolve it.

Also check the bank passbook itself. Where a sanction is shown but no credit has arrived, the problem is usually a wrong account number or a dormant account, and the bank branch is the first place to go.

Why claims are rejected, and how to fix them

  • Income certificate above Rs 60,000. The file cannot be sanctioned. A fresh certificate can only be obtained if the earlier one was factually wrong.
  • Marriage not registered, or registered with details that do not match the application. Register first, then apply.
  • Bride's age below 18 on the date of marriage, a permanent bar.
  • Expired income or residence certificate. Both have validity periods; an out-of-date certificate is treated as missing.
  • Name mismatch between the marriage certificate, Aadhaar and the bank record.
  • Wrong account number or a dormant account, so the sanctioned amount cannot be credited.
  • Incomplete file submitted online without the attachments the block office needs to verify.

Key timing points

Apply as soon as the marriage is registered. The scheme has no published annual deadline, but block-level verification is much easier when the marriage is recent, witnesses are available and the certificates are current. A claim brought years later is far more likely to stall at enquiry, even though it is not barred outright.

Where to raise a grievance

  • The block RTPS counter and the Block Development Officer, for submission, verification and sanction at block level.
  • The District Social Welfare Office, where the block does not act or a rejection appears wrong.
  • The Social Welfare Department, Government of Bihar, at state.bihar.gov.in/socialwelfare, for unresolved cases and policy questions.

Applying is free apart from the small statutory fee for RTPS certificates. No agent, dalal or official may charge a commission on the grant, and the money is credited to a bank account, never handed over in cash by an intermediary.

Documents required

Marriage registration certificate
The defining document. The marriage must be registered under the Bihar marriage registration rules; an unregistered marriage cannot be claimed.
Age proof of the bride
Matric certificate, birth certificate or Aadhaar. The bride must be 18 or above on the date of marriage.
Income certificate
Annual family income up to Rs 60,000. Issued through RTPS by the Circle Officer.
Residence certificate
Establishes that the family is resident in Bihar; also issued through RTPS.
BPL or poverty status proofoptional
BPL card or ration card where the family holds one. The income certificate is the operative test.
Aadhaar of bride and applicant
Identity, and for seeding the bank account used for the transfer.
Bank passbook first page
Account details for the transfer. Give the bride's own account where the block office accepts it.
Dowry-free declaration
A declaration that no dowry was given or taken. The scheme is an anti-dowry measure and this declaration is central to it.

Frequently asked questions

How much does Bihar's Mukhyamantri Kanya Vivah Yojana pay?

The scheme pays a one-time marriage grant of Rs 5,000 per daughter to a qualifying poor family. It is a grant, not a loan, and is transferred to a bank account rather than paid in cash. Some districts also publicise a small additional amount linked to marriage registration, so confirm the current figure at your own block office.

What is the income limit for Kanya Vivah Yojana in Bihar?

The family's annual income must be up to Rs 60,000. This is proved by an income certificate issued through the RTPS system by the Circle Officer, and it is the single condition on which most claims turn. An income certificate showing more than Rs 60,000 a year makes the family ineligible.

Is marriage registration compulsory?

Yes. Bihar pays the grant only where the marriage has been formally registered, and the registration certificate is the core document of the application. This is deliberate — registration creates a legal record of the bride's age, which is how the scheme works against child marriage.

Who cannot claim the marriage grant?

Families whose annual income exceeds Rs 60,000, families where the bride was under 18 at the time of marriage, families who have not registered the marriage, and non-residents of Bihar are all not eligible. A claim for a marriage in which dowry was given or taken is also outside the scheme.

How do I apply for Kanya Vivah Yojana?

Apply at the RTPS counter in your block office, or online through serviceonline.bihar.gov.in, attaching the marriage registration certificate, the bride's age proof, the income and residence certificates and bank details. Applications are verified by the block welfare machinery and sanctioned at block or district level.

Can I apply before the marriage takes place?

No. The grant is claimed after the marriage, because the marriage registration certificate is required with the application. Get the marriage registered first, then apply — and apply promptly, because long-delayed claims are harder to verify at the block office.

Is there a limit on how many daughters can be covered?

Bihar's district instructions have generally limited the grant to a defined number of daughters per family rather than paying it without limit, so a family marrying a second or third daughter should confirm the current position at the block welfare office before assuming a repeat claim will be sanctioned.
