What is Bihar Parvarish Yojana?

Parvarish Yojana is a child-protection scheme of the Social Welfare Department, Government of Bihar, run through the Integrated Child Protection framework and the ICDS anganwadi network. Parvarish Yojana provides a monthly maintenance grant of Rs 1,000 for the upbringing of children who have lost parental support, so that those children can grow up inside a family instead of an institution. The scheme name is often written locally as "Parwarish Yojana", the word meaning upbringing.

The core idea behind Parvarish Yojana is non-institutional care. When a child is orphaned or a parent becomes incapable of caring for the child, the default outcome is often placement in a children's home. Parvarish Yojana puts a modest, predictable cash grant into the hands of the surviving parent, grandparent or relative who is already looking after the child, making family-based care financially viable.

Key features

  • Monthly grant of Rs 1,000 per eligible child.
  • Age band covered is 0 to 18 years.
  • Money is paid by RTGS into a joint savings account of the child and the parent or guardian, not in cash.
  • Sanction is for one year at a time, renewed automatically each year until the child turns 18 unless an adverse report is received.
  • Delivered at ward level through the anganwadi Sevika and sanctioned by the Child Development Project Officer (CDPO) of the block.

Who is eligible for Bihar Parvarish Yojana?

A child qualifies if all of the following hold:

  • The child is aged 0 to 18 years and lives in Bihar.
  • The child falls in one of the covered categories: - orphaned children, where both parents have died;
  • destitute children, where the mother or father has died or has become incapable of raising the child due to mental disability, imprisonment, or another judicial order;
  • children living with kin or relatives after losing parental care;
  • children affected by HIV/AIDS, or by leprosy with Grade II visible deformity;
  • children whose parent suffers from HIV/AIDS or such leprosy.
  • The family is below the poverty line, or has an annual income below Rs 60,000 from all sources.
  • A joint bank account can be opened in the name of the child together with the parent or guardian.

A child is not eligible if:

  • The child is 18 years or older. Parvarish Yojana closes at the 18th birthday.
  • The family's annual income is Rs 60,000 or more and the household is not in the BPL list.
  • The child does not fall in any of the covered categories; ordinary financial hardship alone, with both parents alive and able, does not qualify.
  • No guardian is willing to hold the joint account. The scheme is built around family-based care and cannot be paid to an institution in the child's place.

How to apply for Bihar Parvarish Yojana

  1. Collect the application form from the anganwadi Sevika of your ward. For an HIV/AIDS or leprosy-related claim, collect it from the Child Development Project Officer's office at the block instead. The form is free.
  2. Open a joint savings account in the name of the child and the parent or guardian at any bank or post office, and keep the passbook copy ready. RTGS payment cannot start without this account.
  3. Assemble the supporting papers — death certificate or the alternative Mukhiya or Ward Councillor certificate, income certificate if you are not in the BPL list, Aadhaar copies, residence proof and photographs.
  4. Fill the form completely with the child's name, date of birth, category claimed, guardian's relationship to the child, and the joint account number with IFSC code.
  5. Submit the form and documents to the anganwadi Sevika, who forwards the case to the Lady Supervisor and then to the CDPO for the block.
  6. Follow the field verification. The Sevika or Supervisor visits the home to confirm that the child is living with the stated guardian in the stated circumstances. Be available for that visit.
  7. Collect the sanction intimation once the CDPO approves the case, and check the joint account after the first payment cycle.

How to check your Parvarish Yojana payment status

Parvarish Yojana has no public self-service status tracker. The practical route is to ask the anganwadi Sevika for the case number and the date on which the file went to the CDPO, and then to check the joint bank account passbook after the next monthly cycle. Sanctioned cases are entered in the Social Welfare Department's child protection management information system maintained for Bihar, and the District Child Protection Unit can retrieve the entry for a named child. Bank passbook updating at the branch or at a Bank Mitra point remains the fastest confirmation that the RTGS credit has landed.

Why Parvarish Yojana applications get rejected or payments stop

  • Income certificate above Rs 60,000 where the family is not in the BPL list.
  • No death certificate and no substitute certificate from the Mukhiya or Ward Councillor for an orphan claim.
  • Single-name account instead of a joint account. The guardian's own account is not accepted in place of a joint child-guardian account.
  • Dormant or KYC-incomplete bank account, so the RTGS credit bounces back.
  • Child has crossed 18, ending the entitlement automatically.
  • Adverse verification report, for example the child is found not to be living with the claimed guardian.
  • Annual renewal not processed because the field report for the year was not submitted by the anganwadi centre.

Most stoppages are account problems rather than eligibility problems. Get the joint account KYC updated at the branch, hand a fresh passbook copy to the anganwadi Sevika, and ask the CDPO office to re-push the payment.

Frequently asked questions

How much does Bihar Parvarish Yojana pay?

Parvarish Yojana pays Rs 1,000 per month per eligible child, transferred by RTGS to a savings account held jointly by the child and the parent or guardian. The grant is sanctioned for one year at a time and renewed automatically each year until the child turns 18, provided no adverse report is received.

Who is eligible for Bihar Parvarish Yojana?

Children aged 0 to 18 years who are orphaned or destitute, or who are themselves affected by HIV/AIDS or Grade II visible-deformity leprosy, or whose parent suffers from these conditions, are eligible. The family must be below the poverty line, or have an annual income of less than Rs 60,000.

Does the child have to be living in an orphanage?

No. Parvarish Yojana is designed for children living in a family setting, with a surviving parent, grandparent, relative or other kin. The scheme's purpose is to keep the child within the extended family instead of in institutional care.

Where do I submit the Parvarish Yojana application?

Submit the completed form and documents to the anganwadi worker (Sevika) of your ward, who forwards it to the Child Development Project Officer for the block. HIV/AIDS and leprosy-related applications are submitted directly at the CDPO office.

Is there an online application for Bihar Parvarish Yojana?

No online self-application form is published for Parvarish Yojana. The route is offline through the anganwadi centre and the CDPO office; sanctioned cases are recorded in the department's child protection MIS.

What happens when the child turns 18?

Payment stops when the child completes 18 years of age. The scheme is defined for the 0 to 18 age band, and the annual renewal simply stops in the year the child crosses that limit.

What counts as a destitute child if the parents are alive?

A child is treated as orphaned and destitute if the mother or father has died, or has become incapable of raising the child because of mental disability, imprisonment, or any other judicial order. Documentation of that circumstance replaces the death certificate.

Who do I contact if the monthly payment stops?

Contact the Child Development Project Officer of your block first, then the District Child Protection Unit under the District Programme Officer (ICDS). Payment failures are most often caused by a dormant or unseeded joint bank account.
