What is Rashtriya Parivar Labh Yojana in Bihar?

Rashtriya Parivar Labh Yojana, often written locally as Bihar Parivarik Labh Yojana, is the Bihar implementation of the National Family Benefit Scheme (NFBS), one of the components of the central National Social Assistance Programme. Rashtriya Parivar Labh Yojana is administered in Bihar by the Directorate of Social Security under the Social Welfare Department, and case records and payments are maintained on the department's e-Suvidha portal at esuvidha.bihar.gov.in.

The scheme answers a narrow but severe problem. When the person whose earnings kept a poor household running dies, the family loses its entire income at the same moment it faces funeral and medical expenses. Rashtriya Parivar Labh Yojana provides a single lump-sum grant of Rs 20,000, the amount prescribed under the National Family Benefit Scheme, to a below-poverty-line family in that situation.

Key features

  • One-time payment, not a monthly pension. The family receives the grant once for one death of the primary earner.
  • Paid to the surviving head of the family by Direct Benefit Transfer into an Aadhaar-seeded bank account.
  • Restricted to BPL households, verified against a government-approved poverty list at the block level.
  • Applied for at the block, with the file moving to the district for sanction and then to payment through PFMS.

The e-Suvidha portal lists Rashtriya Parivar Labh Yojna alongside the state's own Mukhyamantri Parivar Labh Yojna, the Kabir Antyeshti Anudan Yojana, the Bihar Shatabdi Kusht Kalyan Yojna and the two marriage-incentive grants. All of these are handled by the same Directorate of Social Security, which is why a single block office and a single portal deal with them together.

Who is eligible for Rashtriya Parivar Labh Yojana?

A family can claim if:

  • The family is a resident of Bihar.
  • The family is on a government-approved below-poverty-line list, a BPL ration card or an equivalent entry accepted by the block.
  • The primary earning member of the household has died, whether from natural causes or in an accident.
  • The deceased was within the age band prescribed for the National Family Benefit Scheme. NSAP guidelines set a minimum age of 18 and an upper limit linked to normal working age; because state circulars have cited different upper limits over the years, confirm the band currently applied at your block office before filing.
  • The applicant is the surviving head of the family and has a bank account in their own name.

Who cannot apply / is not eligible:

  • A family above the poverty line, however difficult its circumstances. The BPL condition is the hard gate on this scheme.
  • A family where the deceased was not the main earning member, the death of a dependent, a child or a non-earning elderly member does not qualify.
  • A family that has already received the family benefit for the same death. The grant is paid once per household per qualifying death.
  • A claim filed long after the death, beyond the time limit the block applies. File as soon as the death certificate is available rather than waiting.
  • A family outside Bihar, which must claim from its own state's NFBS implementing department.

How to apply for Rashtriya Parivar Labh Yojana

  1. Obtain the death certificate of the deceased breadwinner from the panchayat secretary, the municipal body or the hospital that registered the death. Nothing else can start until this is in hand.
  2. Collect the supporting certificates. The residence certificate and, where the block asks for it, the certificate that the deceased was the family's primary earner, both from the Circle Officer or through the RTPS counter.
  3. Get the application form from the block office, the RTPS counter or the office of the Block Development Officer, and fill it in with the applicant's details as the surviving head of the family.
  4. Attach the document set — death certificate, BPL proof, age proof, residence certificate, Aadhaar and bank passbook copy, and submit the form at the block.
  5. Collect the receipt or acknowledgement with the application reference and keep it safe.
  6. Follow up on verification. The block verifies the case and locks it on the e-Suvidha portal, after which the district sanctions the grant.
  7. Watch for the DBT credit in the applicant's bank account and check the entry on e-Suvidha.

Applications through serviceonline.bihar.gov.in are not yet live for this scheme. The Social Welfare Department's entry for "Application for Rashtriya Parivar Labh Yojna" on that portal is currently marked Coming Soon. Use the block route.

How to check your Parivar Labh status online

  1. Open esuvidha.bihar.gov.in, the Social Welfare Department's e-Suvidha portal.
  2. Under the Reports menu, select RPLY check Ben Status to check the beneficiary record for Rashtriya Parivar Labh Yojana.
  3. Enter the district, block and the identifying details the page asks for, then view the current stage of the case.
  4. For payment confirmation, use the Financial Year Wise Payment Report and Scheme Wise Progress Report on the same portal.

If the record does not appear at all, the block has probably not yet entered the case on the portal. That is the point to press with the Block Development Officer or the Additional District Social Security Officer.

Why a Parivar Labh claim gets rejected or delayed

  • Family not on the BPL list, the most common outright rejection.
  • Death certificate missing or in a different spelling from the ration card and Aadhaar.
  • No proof that the deceased was the primary earner, which the block must record before forwarding the case.
  • Age of the deceased outside the prescribed band for the National Family Benefit Scheme.
  • Bank account not seeded with Aadhaar, or an account not in the applicant's own name, causing the DBT credit to fail after sanction.
  • Case entered but not verified and locked by the block on e-Suvidha, which stalls payment even though the file looks complete on paper.
  • Delay in filing after the death, beyond the window the block applies.

For a failed payment, the fix is usually at the bank rather than the block: get the account Aadhaar-seeded and ask the block to re-trigger the payment on e-Suvidha.

BPL ration card, the BPL list entry, or an SECC-based certificate accepted by the block. The family must appear on a government-approved poverty list.
Age proof of the deceased
Aadhaar, voter ID, matriculation certificate or a medical age certificate. Used to confirm that the deceased fell within the age band the scheme prescribes.

Frequently asked questions

How much money does Rashtriya Parivar Labh Yojana give in Bihar?

The scheme pays a one-time grant of Rs 20,000, the amount prescribed for the National Family Benefit Scheme under the National Social Assistance Programme, which Bihar implements as Rashtriya Parivar Labh Yojana. The money is paid once per bereaved family, not as a monthly pension, and is credited by DBT.

Who is the "breadwinner" for this scheme?

The breadwinner is the member whose earnings substantially supported the household — the person the family depended on for its income. The block office establishes this through a certificate from the Circle Officer, ward member or panchayat, and a household can claim only for the primary earner, not for any deceased member.

Is Rashtriya Parivar Labh Yojana only for BPL families?

Yes. The household must be on a government-approved below-poverty-line list. A family above the poverty line is not eligible, and the BPL ration card or the equivalent list entry is checked at the block before the case is forwarded for sanction.

Can I apply for Rashtriya Parivar Labh Yojana online?

Not at present. The Social Welfare Department's services on serviceonline.bihar.gov.in list the application for Rashtriya Parivar Labh Yojna as "Coming Soon", so the working route is the block office or RTPS counter. The e-Suvidha portal is used to check beneficiary and payment status once the case is entered.

How do I check the status of my Parivar Labh application?

Use the "RPLY check Ben Status" option on the Social Welfare Department's e-Suvidha portal at esuvidha.bihar.gov.in. The same portal publishes scheme-wise and financial-year-wise payment reports, and the Block Development Officer can show you where the file has reached.

How long does the payment take?

Payment follows verification by the block and sanction by the district, after which the amount is released by DBT through PFMS. Families are commonly told to expect a few weeks to a few months; the main variable is how quickly the block verifies and locks the case on e-Suvidha.

Is this the same as the Kabir Antyeshti Anudan Yojana?

No, they are different schemes on the same portal. Kabir Antyeshti Anudan Yojana is a small immediate grant for last rites, while Rashtriya Parivar Labh Yojana is the larger one-time family benefit paid after the death of the household's primary earner. A family may be eligible for both.

What is the Bihar Social Welfare Department helpline for this scheme?

The toll-free helpdesk number published on the e-Suvidha contact page is 1800-345-6262, run by the State Society for Ultra Poor and Social Welfare (SSUPSW), Patna. The same number covers e-Suvidha, the DBT cell and SSPMIS technical support.
