Bihar Rajya Pravasi Majdoor Durghatna Anudan Yojana
Bihar state government scheme
Bihar Rajya Pravasi Majdoor Durghatna Anudan Yojana is a Labour Resources Department grant for Bihar workers who suffer an accident while working outside the state, reported at Rs 2,00,000 on death, Rs 1,00,000 on permanent disability and Rs 50,000 on partial disability. Applications are filed online on serviceonline.bihar.gov.in or at an RTPS counter.
What is Bihar Rajya Pravasi Majdoor Durghatna Anudan Yojana?
Bihar Rajya Pravasi Majdoor Durghatna Anudan Yojana is an accident grant scheme of the Labour Resources Department (Shram Sansadhan Vibhag), Government of Bihar, for workers from Bihar who are injured or killed in an accident while working outside the state. The scheme is listed on the state's official services portal, serviceonline.bihar.gov.in, under the Labour Resources Department, where the application link; बिहार राज्य प्रवासी मजदूर दुर्घटना अनुदान योजना के लिए आवेदन, is live for citizens.
Bihar sends a very large number of workers to other states for construction, factory, mining, transport and agricultural work. Those workers are overwhelmingly in the unorganised sector, so an accident at the workplace usually attracts no employer compensation and no insurance. Bihar Rajya Pravasi Majdoor Durghatna Anudan Yojana is the state's answer: a one-time grant paid by the worker's home state, regardless of where the accident happened.
The grant scale
As published by the Labour Resources Department for the scheme:
- Rs 2,00,000 where the accident causes the worker's death.
- Rs 1,00,000 for permanent disability.
- Rs 50,000 for partial disability.
The scale has been revised more than once since the scheme was introduced, and older material still quotes lower figures. Confirm the amount in force with your block RTPS counter or the District Labour Superintendent before you file.
What kind of accident counts
Covered causes include railway and road accidents, electrocution, animal attacks, building collapse, and criminal or terrorist attacks. Excluded are self-inflicted injury, suicide, injury sustained while intoxicated, and injury sustained while committing a crime.
Who is eligible for the migrant worker accident grant?
A worker or the worker's dependants can claim if:
- The worker is a permanent resident of Bihar, evidenced by a residence certificate from the Circle Officer.
- The worker was a migrant labourer working outside Bihar, in another Indian state or in a foreign country, at the time of the accident.
- The worker was within the department's prescribed age band, commonly stated as 18 to 65 years.
- The worker works in the unorganised sector, that is, without formal employer-provided accident cover.
- The accident falls in one of the covered categories above, and death or disability resulted from it.
Who cannot apply / is not eligible:
- A worker who suffered the accident inside Bihar. That case belongs to the Bihar Building and Other Construction Workers Welfare Board's own accident and death benefits, or to another welfare board, not to this scheme.
- A resident of another state, even if the accident happened while working alongside Bihar workers.
- A claim arising from suicide, self-inflicted injury, intoxication or the commission of a crime, all of which the guidelines exclude.
- A claim where the worker was outside the prescribed age band.
- A family that has already received the grant for the same accident — the benefit is one-time.
- A claim with no proof of employment outside Bihar, which is the condition that defines the scheme.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Age proof of the worker | Yes | Voter ID, Aadhaar or driving licence |
| Residence certificate | Yes | From the Circle Officer, proving Bihar residence |
| Proof of employment outside Bihar | Yes | Employer letter, ID card, wage slip or workplace certificate |
| Death certificate | For death claims | From the Registrar of Births and Deaths or the hospital |
| Disability certificate | For disability claims | From a government medical officer or board |
| Post-mortem report or FIR | Usually for death claims | Establishes that the cause was an accident |
| Bank passbook of the claimant | Yes | Aadhaar-seeded account in the claimant's own name for DBT |
| Witness names and signatures | Yes | On the declaration in the application form |
For a death claim, the applicant is the dependant, normally the spouse, parent or adult child, and the bank account must be that person's own account, not the deceased worker's.

How to apply offline
- Visit the RTPS counter at your block office, sub-division or district office, or the office of the District Labour Superintendent.
- Ask for the application form for the Bihar Rajya Pravasi Majdoor Durghatna Anudan Yojana and fill it in with the witness declaration completed.
- Attach photocopies of every document listed above and submit the form at the counter.
- Collect the receipt carrying the application reference number, and use it for all follow-up.
A Vasudha Kendra or Common Service Centre operator can also complete the online application on your behalf if the family cannot use the portal directly.
How to check your application status
- Open serviceonline.bihar.gov.in and use the Track Application Status option on the home page.
- Enter the application reference number printed on the acknowledgement, along with the applicant's details.
- Read the stage shown: submitted, under verification, forwarded, sanctioned, or paid.
- If the case sits at verification for a long period, follow up with the District Labour Superintendent, since verification of employment outside the state is the step that usually stalls.
Why a migrant accident claim gets rejected
- No proof of employment outside Bihar. This is the defining condition of the scheme and the most common reason a claim fails.
- Accident occurred inside Bihar, which routes the case to a different welfare board.
- Cause of death recorded as illness rather than accident, with no post-mortem report or FIR to support an accidental cause.
- Disability certificate not issued by a government medical officer or board.
- Residence certificate missing, so Bihar residence is not established.
- Bank account not in the claimant's name or not Aadhaar-seeded, so the DBT credit fails after sanction.
- Claim filed long after the accident, beyond the time limit the department applies.
- Name mismatch between the death certificate, Aadhaar and the residence certificate.
Most of these are fixable. A rejected claim can be re-filed with the missing document, and the block or District Labour Superintendent's office will tell you which specific paper caused the rejection.
Help and grievance redressal
- District Labour Superintendent in your district, the sanctioning authority for the grant and the first point of escalation.
- Block RTPS counter, which accepts the offline claim and can show where the file has reached.
- Track Application Status on serviceonline.bihar.gov.in, which gives the official record of the case.
- Bihar Labour Resources Department offices, which also run the Bihar Shatabdi Aahar Anudan and the construction workers' welfare board schemes that a migrant family may separately qualify for.
Filing the claim is free at both the RTPS counter and on the portal. A Common Service Centre may charge a small notified service fee for assisted filing, but no one may charge a commission on the grant itself.

Frequently asked questions
How much grant does Bihar give a migrant worker after an accident?
The Labour Resources Department's published grant scale for the scheme is Rs 2,00,000 for accidental death, Rs 1,00,000 for permanent disability and Rs 50,000 for partial disability. Confirm the current figure at your block RTPS counter, because the scale has been revised more than once since the scheme began.
Who is covered by Bihar Rajya Pravasi Majdoor Durghatna Anudan Yojana?
Unorganised-sector workers who are permanent residents of Bihar and were working outside Bihar — in another Indian state or abroad — at the time of the accident. Their dependants claim on their behalf in the case of death.
Which accidents are covered?
Railway and road accidents, electrocution, animal attacks, building collapse, and criminal or terrorist attacks are covered. Self-inflicted injury, suicide, injury under the influence of intoxicants, and injury sustained while committing a crime are excluded.
How do I apply for the migrant worker accident grant?
Apply online through serviceonline.bihar.gov.in, where the Labour Resources Department's link for the Bihar Rajya Pravasi Majdoor Durghatna Anudan Yojana application is live. You can also apply at an RTPS counter at the block or district office if you cannot apply yourself.
Can the family claim if the worker died inside Bihar?
No. This particular scheme is for Bihar workers who suffered the accident while working outside the state. A worker registered with the Bihar Building and Other Construction Workers Welfare Board who dies within Bihar should claim under the Board's own accident and death benefits instead.
How long does it take to receive the money?
The claim is verified by the block and district labour machinery and then paid by Direct Benefit Transfer into the claimant's bank account. Families commonly wait several weeks; the main delay is verification of the employment and accident proof from outside the state.
Is there a deadline to file the claim?
No fixed last date is advertised, but the department applies a time limit counted from the date of the accident, so the claim should be filed as soon as the death or disability certificate is obtained. Ask your block RTPS counter for the limit currently in force before you delay.
How do I track the application?
Use the "Track Application Status" facility on serviceonline.bihar.gov.in with the application reference number printed on the acknowledgement receipt. The same reference is quoted when following up with the block or the District Labour Superintendent.
