Bihar Nishulk Coaching Yojana (Prak Pariksha Prashikshan Kendra)
Bihar state government scheme
Bihar Nishulk Coaching Yojana is the BC and EBC Welfare Department's free coaching programme, run through Prak Pariksha Prashikshan Kendras across the state. Students from BC and EBC families with annual income under Rs 3 lakh get free coaching for UPSC, BPSC, SSC, railway and banking exams, plus a Rs 3,000 book grant per session.
What is Bihar Nishulk Coaching Yojana?
Bihar Nishulk Coaching Yojana is the free competitive-examination coaching programme of the Backward Classes and Extremely Backward Classes Welfare Department, Government of Bihar. The programme is delivered through departmental centres known as Prak Pariksha Prashikshan Kendra; literally Pre-Examination Training Centres, and is often referred to locally as the Bihar free coaching yojana or the Prak Pariksha Prashikshan Yojana.
The problem the scheme addresses is a simple one. A serious attempt at BPSC or UPSC in Patna costs a candidate lakhs of rupees in coaching fees, hostel rent and test-series subscriptions. A capable student from a BC or EBC household in a district town usually cannot fund that, and drops the attempt entirely. Bihar Nishulk Coaching Yojana removes the fee barrier by running the coaching itself at state cost, and adds a small cash grant so that the candidate can buy books.
Key features
- Coaching is completely free: no tuition fee at any stage.
- A grant of Rs 3,000 per session for competitive examination books, linked to at least 75 per cent attendance.
- Seats reserved in the ratio 40 per cent for BC and 60 per cent for EBC candidates.
- Admission is by entrance examination, not first-come-first-served.
- Delivered through Pre-Exam Training Centres across the state's districts, with the Jannayak Library and State Digital Study Centre at Patna offering a twelve-month UPSC and BPSC course.
Who is eligible for Bihar Nishulk Coaching Yojana?
You can be admitted if:
- You are a permanent resident of Bihar.
- You belong to a Backward Class (BC) or Extremely Backward Class (EBC) community as certified by the competent revenue authority.
- Your annual family income from all sources is below Rs 3,00,000.
- You meet the age and educational qualification prescribed for the examination you want to prepare for, for instance a bachelor's degree for UPSC Civil Services and BPSC.
- You clear the entrance examination conducted by the department for the batch.
You are not eligible if:
- You belong to the general category, or to a category outside BC and EBC. Scheduled Caste, Scheduled Tribe and minority students are served by parallel coaching schemes of the SC/ST Welfare Department and the Minority Welfare Department respectively.
- Your family income is Rs 3,00,000 or more a year.
- You are not a permanent resident of Bihar.
- You do not meet the minimum qualification for the target examination.
- You fail the entrance test. Admission is merit-based within the reserved seat proportions, because seats at each centre are limited.

How to apply for Bihar Nishulk Coaching Yojana
- Watch the department portal for the batch notification. The BC and EBC Welfare Department publishes each session's advertisement, the list of centres, the exam streams offered and the entrance test date on state.bihar.gov.in/bcebcwelfare.
- Download the application form from the notification, or collect a printed copy from the Pre-Exam Training Centre nearest to you.
- Fill the form completely: name as printed on your certificates, category claimed (BC or EBC), annual family income, the examination stream you are applying for, and the centre of your choice.
- Attach self-attested copies of the caste certificate, income certificate, residence certificate, educational marksheets, Aadhaar and bank passbook, with photographs affixed where marked.
- Submit the form in person at the Pre-Exam Training Centre, or send it by speed post or registered post to the Director of that centre, so that it reaches before the closing date in the notification.
- Appear for the entrance examination on the notified date with your admit card and a photo identity document.
- Complete admission formalities at the centre if you are selected — the merit list is published centre-wise against the BC and EBC seat shares.
- Maintain at least 75 per cent attendance through the session so that the Rs 3,000 incentive is released to your Aadhaar-seeded account.
How to check your application and selection status
Selection results for the Prak Pariksha Prashikshan Kendra batches are published as centre-wise merit lists in the same place as the notification, the BC and EBC Welfare Department portal, and are also displayed on the notice board at each Pre-Exam Training Centre. Because submission is offline, keep the postal receipt or the counter acknowledgement of your application; that is the only proof that your form reached the centre before the closing date. For the Rs 3,000 incentive, the attendance register at the centre is the source record, and the credit itself should be checked in the Aadhaar-seeded bank passbook.
Why applications get rejected
- Income certificate showing Rs 3,00,000 or more in annual family income.
- Caste certificate not in the BC or EBC list, or issued by an authority not competent to issue it in Bihar.
- Residence certificate missing, so Bihar domicile is not established.
- Qualification short of the target exam's requirement, for instance applying for a graduate-level stream without a degree.
- Form reaching the centre after the closing date, which is a common failure with postal submission.
- Entrance examination not cleared, or the candidate absent on the test date.
- Incomplete attachments, unsigned form, unattested copies or missing photographs.
The two avoidable ones are the deadline and the attachments. Post the form well before the last date and keep the receipt, and check every self-attestation before sealing the envelope.
Help and grievance redressal
- Centre level: the Director of the Prak Pariksha Prashikshan Kendra where you applied, named in the batch notification
- District level: the District Backward Classes Welfare Officer at the collectorate
- Department: Backward Classes and Extremely Backward Classes Welfare Department, Government of Bihar, state.bihar.gov.in/bcebcwelfare
- Notifications and forms: published on the same departmental portal for each session
Coaching under this scheme is free, and the entrance examination carries no tuition fee. Any person demanding money for a seat at a Pre-Exam Training Centre is running a scam, and should be reported to the district welfare officer.

Frequently asked questions
Who can get free coaching under Bihar Nishulk Coaching Yojana?
Permanent residents of Bihar belonging to Backward Class or Extremely Backward Class communities, whose annual family income from all sources is below Rs 3,00,000, and who meet the age and educational qualification of the target examination, can apply. Seats are split with 40 per cent for BC and 60 per cent for EBC candidates.
How much money does a student get?
A student receives Rs 3,000 per session as a grant for competitive exam books, paid in addition to the coaching itself being completely free. The incentive is linked to maintaining at least 75 per cent attendance in the coaching classes.
Which exams does the coaching cover?
The Pre-Exam Training Centres prepare candidates for UPSC Civil Services, BPSC, SSC, railway and banking recruitment examinations. The exact exam streams offered vary by centre and by session, and the department's notification for each batch lists them.
How are students selected?
Selection is through an entrance examination conducted by the department. Only candidates who clear the entrance test are admitted, since seats at each centre are limited.
How many training centres are there?
The scheme operates through Pre-Exam Training Centres spread across Bihar's districts, with additional specialised capacity at Patna including the Jannayak Library and State Digital Study Centre for UPSC and BPSC coaching.
Can a general-category student apply?
No. This particular scheme of the BC and EBC Welfare Department is restricted to Backward Class and Extremely Backward Class candidates. Other departments of the Bihar government run parallel coaching schemes for Scheduled Caste, Scheduled Tribe and minority students.
Is there an online application form?
The department publishes the notification and the downloadable application form on its portal, but the completed form is submitted offline — in person at the Pre-Exam Training Centre, or by speed post or registered post to the centre's director.
What happens if attendance falls?
The Rs 3,000 incentive is tied to attendance of at least 75 per cent in the coaching classes. A candidate who falls below that threshold can lose the incentive and, in a repeated case, the seat itself.
