What is Mukhyamantri Vyavsayik Pathyakram Margdarshan Evam Protsahan Yojana?

Mukhyamantri Vyavsayik Pathyakram Margdarshan Evam Protsahan Yojana is the Backward Classes and Extremely Backward Classes Welfare Department scheme of the Government of Bihar that provides free pre-examination coaching to BC and EBC students preparing for competitive and professional entrance examinations; among them the National Eligibility Test (NET), Junior Research Fellowship (JRF) and the Graduate Aptitude Test in Engineering (GATE).

The scheme is also written as Mukhyamantri Vyavsayik Pathyakram Margdarshan Evam Utpreran Yojana in departmental notifications, and readers searching the transliterated Hindi name will find it under either spelling. Both refer to the same programme.

The problem it addresses is specific. A BC or EBC graduate in Bihar who wants to sit NET or GATE faces coaching fees in the tens of thousands of rupees at private institutes concentrated in Patna. The department's answer is to run the coaching itself, free, through six Vocational Course Guidance Centres attached to state universities.

The six guidance centres are located at universities in Patna, Darbhanga, Bhagalpur and Muzaffarpur, the four university towns that between them cover central, north-eastern and northern Bihar. Each centre publishes its own advertisement with its course list, seat count, application deadline and postal address, so the operative document for an applicant is the centre's advertisement, not a state-wide notification.

Who is eligible for the guidance and coaching scheme?

You qualify if:

  • You are a permanent resident of Bihar, evidenced by a residence certificate.
  • You belong to the Backward Class (BC) or Extremely Backward Class (EBC) category, evidenced by a caste certificate from the competent authority.
  • Your annual family income does not exceed Rs 3,00,000, evidenced by a current income certificate.
  • You meet the minimum educational qualification prescribed for the examination you want coaching for, a master's degree or final-year enrolment for NET and JRF, an engineering or equivalent degree for GATE, and so on for each course the centre offers.
  • You are within the age condition, where the chosen examination or the centre's advertisement prescribes one.

You are not eligible and cannot apply if:

  • You belong to a category other than BC or EBC. Scheduled Caste and Scheduled Tribe students are covered by the SC/ST Welfare Department's own coaching arrangements, and general-category students are outside this scheme entirely.
  • Your annual family income exceeds Rs 3,00,000.
  • You are a resident of another state, even if you studied in Bihar.
  • You do not hold the minimum qualification for the examination you have chosen, for example, applying for NET coaching without a master's degree or final-year enrolment.
  • You already have a pending application at another centre. One application per person to one centre at a time is the rule.
  • You applied less than 30 days ago and are reapplying before the 30-day interval has passed.

Reservation within the scheme. Seats carry 30 percent reservation for women and 3 percent reservation for persons with disabilities, applied within the BC and EBC pool.

What documents are required?

Document Mandatory Notes
Caste certificate Yes BC or EBC, from the competent authority
Income certificate Yes Family income up to Rs 3,00,000, current year
Residence certificate Yes Permanent residence in Bihar
Aadhaar card Yes Identity proof
Birth certificate or matriculation certificate Yes Date-of-birth proof
Degree and marksheets Yes Minimum qualification for the chosen examination
Passport-size photographs Yes As many as the centre's advertisement asks for

Every copy must be self-attested. The centres accept a document set sent by post, so an unsigned or unattested copy cannot be corrected at a counter โ€” it simply fails at scrutiny.

How to apply for Mukhyamantri Vyavsayik Pathyakram Margdarshan Evam Protsahan Yojana

  1. Find the current advertisement for the Vocational Course Guidance Centre nearest you, published by the centre and by the BC and EBC Welfare Department. The advertisement carries the course list, seat count, closing date and the exact postal address to send the form to.
  2. Choose one centre and one course. Only one application per person to one centre is permitted at a time, so choose the centre you can actually travel to daily, no accommodation is provided.
  3. Fill the application form in full, in the format given with the advertisement, and affix the passport-size photograph.
  4. Attach self-attested copies of the caste certificate, income certificate, residence certificate, Aadhaar card, date-of-birth proof and all degree certificates and marksheets.
  5. Send the completed application by registered post or speed post to the guidance centre's address before the closing date. Keep the postal receipt and the tracking number, that receipt is your only proof of submission.
  6. Appear for the selection test, a multiple-choice written examination set on the syllabus of the course you applied for.
  7. Check the selected list published by the centre, and report for admission with the original documents on the date given. Admission is confirmed only after the originals are verified against the copies you posted.

How do I check my application and selection status?

  1. Track the speed post or registered post consignment first. A large share of "no response" cases are applications that never reached the centre before the closing date.
  2. Contact the guidance centre directly. The centre, not the department headquarters, maintains the applicant register, the test call list and the selection list.
  3. Watch the centre's notice board and the department portal at state.bihar.gov.in/bcebcwelfare for the test date and the selected list.
  4. Reapply after 30 days if you were not selected. The 30-day interval is part of the scheme's own rules and a fresh application before it lapses will not be entertained.

Why do applications get rejected?

  • Income certificate from an earlier financial year. Centres want a current certificate, and a stale one is the single commonest scrutiny failure.
  • Caste certificate in the wrong category, an OBC certificate where the centre requires the state BC or EBC list classification.
  • Minimum qualification not met for the examination applied for.
  • Application posted after the closing date, or sent by ordinary post with no proof of despatch.
  • Unattested photocopies, which cannot be cured once the envelope is opened.
  • Two applications from the same person to different centres in the same cycle.
  • Absence from the selection test. Eligibility does not create a seat; the written test does.
  • Originals not produced at admission, or a mismatch between the originals and the copies posted.

Where do I get help?

  • The Vocational Course Guidance Centre you applied to. The correct first contact for the form, the test and the selection list.
  • District Backward Classes Welfare Officer in your district, for caste and income certificate guidance and for the current advertisement.
  • Backward Classes and Extremely Backward Classes Welfare Department, newly constructed building, Block-4, Old Secretariat, Patna 800015. Department office 0612-2215261.
  • Department portals: state.bihar.gov.in/bcebcwelfare for notices, and bcebconline.bihar.gov.in for the department's other online scholarship services.

Applying is free. The coaching itself is free, no security deposit is charged for it, and anyone asking you for money to secure a seat at a guidance centre is running a fraud.

Frequently asked questions

What does Mukhyamantri Vyavsayik Pathyakram Margdarshan Evam Protsahan Yojana give?

The scheme gives free pre-examination coaching to Backward Class and Extremely Backward Class students of Bihar preparing for competitive and professional entrance examinations such as NET, JRF and GATE. The department bears the coaching cost; the student pays nothing for the course.

Who runs this scheme and where is the coaching held?

The Backward Classes and Extremely Backward Classes Welfare Department of the Government of Bihar runs the scheme, and the coaching is delivered at six Vocational Course Guidance Centres attached to universities in Patna, Darbhanga, Bhagalpur and Muzaffarpur. You apply to one centre, not to the department directly.

What is the income limit?

Annual family income must not exceed Rs 3,00,000. The income certificate must be from the competent authority and current, because a certificate from an earlier financial year is a routine ground for rejection at scrutiny.

How is selection done?

Selection is by a multiple-choice written test set on the syllabus of the examination you have applied to prepare for. Meeting the eligibility conditions gets you into the test; it does not by itself get you a seat, because seats at each centre are limited.

Can I apply online?

No. The application is offline only. You fill the printed form and send it by registered post or speed post to the guidance centre you have chosen. Hand delivery and email submission are not the prescribed route.

Can I apply to more than one centre at a time?

No. Only one application per person to a single centre is allowed at a time. If your application is unsuccessful you may reapply after 30 days.

Is hostel accommodation provided?

No. The scheme covers coaching only and does not provide accommodation, so applicants should choose a centre they can realistically travel to. Students needing residential support should look at the department's separate OBC Welfare Hostel Scheme and the Jannayak Karpuri Thakur EBC Welfare Hostel Scheme.

Who is not eligible for this scheme?

Students from outside the Backward Class and Extremely Backward Class categories are not eligible, and neither are students whose annual family income exceeds Rs 3,00,000, residents of other states, or applicants who do not meet the minimum educational qualification prescribed for the examination they want coaching for.
