What is Nirman Shramik Jeevan va Bhavishya Suraksha Yojana in Bihar?

Nirman Shramik Jeevan va Bhavishya Suraksha Yojana is the phrase used across states for a construction worker's life-and-future security cover, and in Bihar it is important to know how that cover is actually organised. The Bihar Building & Other Construction Workers Welfare Board (BBOCWWB) does not publish a single scheme under this name. As of August 2026 the board lists 17 active schemes on bocwboard.bihar.gov.in, and the life-and-future security function is split across five of them:

  • Death Benefit, Rs 2,00,000 natural, Rs 4,00,000 accidental
  • Funeral Assistance: Rs 5,000
  • Disability Pension, Rs 75,000 or Rs 50,000 one-time plus Rs 1,000 a month
  • Pension, Rs 1,100 a month after age 60
  • Family Pension to 50 per cent of the pension, or Rs 100, whichever is greater

Each is claimed separately, with its own form and its own time limit. A family that assumes one application covers everything usually leaves money unclaimed, so this guide sets out all five together.

The board is a statutory body under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, working under the Labour Resources and Migrant Workers Welfare Department, Government of Bihar. All these benefits are funded from the cess on construction projects collected under the Building and Other Construction Workers' Welfare Cess Act, 1996 to no premium is charged to the worker.

What does the death and disability cover pay?

Benefit Amount Membership condition Time limit to claim
Death Benefit; natural death Rs 2,00,000 Membership 2 years from death
Death Benefit; accidental death Rs 4,00,000 Membership 2 years from death
Accidental death in a disaster, where disaster compensation already received Rs 1,00,000 Membership 2 years from death
Funeral Assistance Rs 5,000 to dependant or nominee Membership 2 years from death
Disability Pension — permanent total disability Rs 75,000 one-time + Rs 1,000 a month 1 year of membership 2 years from certificate date
Disability Pension, permanent partial disability Rs 50,000 one-time + Rs 1,000 a month 1 year of membership 2 years from certificate date
Pension Rs 1,100 a month 5 years of membership, age 60 From 6 months before 60 to 2 years after
Family Pension 50 per cent of pension, or Rs 100, whichever is greater Spouse of deceased pensioner 2 years from pensioner's death

These figures come from the scheme details published by the board itself. The sharp difference between Rs 2,00,000 and Rs 4,00,000 is why an accidental death should be documented properly at the time, with an FIR and a post-mortem report: rather than reconstructed years later.

Who is eligible for the life and future security benefits?

Your family can claim if:

  • The worker was registered with the Bihar BOCW Board and the labour card was live on the date of death or of the disability. Membership is the single gateway to every one of these benefits.
  • For the disability pension, the worker had at least one year of membership and holds a disability certificate showing permanent total or permanent partial disability.
  • For the pension, the worker had at least five years of membership and had completed 60 years of age, and was not drawing a pension under any other social security scheme.
  • For family pension, the claimant is the spouse of a deceased pensioner.
  • The claimant has a bank account in their own name that is Aadhaar-seeded, since payment is by Direct Benefit Transfer.

You are not eligible and cannot claim if:

  • The worker was not registered with the board, or the card had lapsed before the event. Registration cannot be done after the death to support a claim.
  • The claim is filed beyond the two-year limit from the death, or from the date of the disability certificate.
  • The claimant is not the recorded nominee or a dependant, and cannot produce legal heirship where nomination is absent.
  • The worker was an employer, contractor or supervisor, since the Act covers those who do construction work.
  • The pension is claimed while another social security pension is already being drawn, the board attaches that condition explicitly to the Rs 1,100 monthly pension.

What documents are required?

Document Mandatory Notes
Worker's Bihar labour card Yes Must have been live at the time of the event
Death certificate Yes, for death claims From the panchayat or urban local body
FIR and post-mortem report For accidental death Supports the Rs 4,00,000 rate
Disability certificate For disability pension The two-year clock runs from its date
Nomination record or heirship proof Yes The board keeps nominee details in the worker profile
Aadhaar of the claimant Yes Linked to mobile and bank account
Bank passbook of the claimant Yes Own name, Aadhaar-seeded
Passport-size photograph Yes Uploaded with the claim

Update the nominee details in the worker profile while the worker is alive. The portal has a nominee and dependant section precisely for this, and a missing nomination is what turns a straightforward Rs 2,00,000 claim into a months-long heirship exercise.

How to apply for the death, disability and pension benefits

  1. Locate the worker's registration number on the labour card, and confirm at bocwboard.bihar.gov.in that the registration was live on the date of the death or disability.
  2. Collect the event documents. The death certificate from the panchayat or urban local body, or the disability certificate from the competent medical authority. For an accidental death, add the FIR and post-mortem report.
  3. Log in to the worker portal on bocwboard.bihar.gov.in using the registration number and the OTP, or take the papers to the office of the Labour Enforcement Officer and ask for the claim to be filed.
  4. Select the correct scheme from the list: Death Benefit, Funeral Assistance, Disability Pension, Pension or Family Pension. File each one you qualify for; they are separate applications, and funeral assistance is claimed in addition to death benefit.
  5. Fill each claim form with the claimant's Aadhaar number and bank details, and upload the event documents and nomination proof.
  6. Submit and save the application reference number for each claim.
  7. The Labour Enforcement Officer verifies the membership and the documents, after which the board sanctions the amount and it is credited by DBT to the claimant's account.

How to check the status of a claim

  1. Log in to bocwboard.bihar.gov.in with the worker's registration number and the OTP sent to the registered mobile number.
  2. Open the scheme application status section and check each reference number separately, since a family will usually have two or three claims running.
  3. Follow up with the Labour Enforcement Officer where a file has been at verification for several weeks.
  4. Call the board's toll-free number 1800-296-5656 with the registration number if nothing moves.
  5. Check the claimant's bank passbook for the credit after sanction.

Why life and future security claims get rejected

  • Lapsed labour card on the date of death or disability. The board pays from a members' fund, and lapsed membership ends the entitlement.
  • Claim filed after two years from the death or from the disability certificate date.
  • Accidental death claimed without an FIR or post-mortem report, which leads the office to settle at the natural-death rate of Rs 2,00,000 instead of Rs 4,00,000.
  • No nomination recorded, so the board cannot identify the rightful claimant without a heirship certificate.
  • Bank account of the claimant not Aadhaar-seeded, or held jointly, so the DBT credit fails after sanction.
  • Name mismatch between the death certificate, the labour card and Aadhaar.
  • Pension claimed while another social security pension is drawn, which the board's own condition rules out.
  • Only one claim filed where two or three were due. This is not a rejection, but it is the commonest way families lose money: funeral assistance and family pension are separate from death benefit and must be applied for separately.

Frequently asked questions

Does Bihar have a scheme called Nirman Shramik Jeevan va Bhavishya Suraksha Yojana?

Bihar does not list a scheme under that exact name among the 17 active schemes of its Building & Other Construction Workers Welfare Board as of August 2026. The same protection is delivered through separate benefits — Death Benefit, Funeral Assistance, Disability Pension, Pension and Family Pension — each with its own claim form on bocwboard.bihar.gov.in.

How much does the family get if a registered construction worker dies?

The family gets Rs 2,00,000 for natural death and Rs 4,00,000 for accidental death, plus Rs 5,000 funeral assistance to the dependant or nominee. Where an accidental death happens in a disaster and compensation has already been received from disaster management, the board pays Rs 1,00,000.

What is the disability benefit for a Bihar construction worker?

Permanent total disability carries Rs 75,000 as a one-time payment plus Rs 1,000 a month, and permanent partial disability carries Rs 50,000 plus Rs 1,000 a month. One year of board membership is the eligibility condition.

How long does a family have to file a death claim?

Two years from the date of death. The board states this window for death benefit, funeral assistance and family pension alike, so a claim filed in the third year is out of time.

What does the widow of a pensioner get?

The spouse of a deceased pensioner receives family pension at 50 per cent of the pension or Rs 100, whichever is greater, on an application filed within two years of the pensioner's death.

Is any insurance premium payable by the worker?

No premium is charged for these board benefits. They are funded from the construction cess and are unlocked by keeping the labour card live, which costs only the small annual worker contribution.

Who files the claim when the worker has died?

The nominee or dependant recorded with the board files the claim, using the worker's registration number along with the death certificate and their own Aadhaar and bank details. Where no nomination exists the district office will ask for proof of legal heirship.
