What is Mukhyamantri Vidyarthi Protsahan Yojana?

Mukhyamantri Vidyarthi Protsahan Yojana is the Minority Welfare Department scheme of the Government of Bihar that pays a one-time cash incentive to students from the state's minority communities who clear a board examination in first division. The Minority Welfare Department was set up in 1991 for the financial, social and academic development of Bihar's Muslim, Sikh, Christian, Jain, Buddhist and Parsi communities, and this scheme is one of its academic-incentive programmes, listed on the department's own portal alongside the Bihar State Minority Residential Schools and the Muslim Parityakta and Talakshuda Mahila Sahayata Yojana.

The reasoning behind the scheme is narrow and deliberate. Bihar's minority communities, and Muslim girls in particular, drop out heavily at the two points where a board examination is cleared and the next stage costs money, Matriculation to Intermediate, and Intermediate to college. Mukhyamantri Vidyarthi Protsahan Yojana puts a lump sum in the student's hands at exactly those two transitions.

What makes this scheme distinctive

  • The incentive is tied to a first-division result, not to family income, so a strong result is the qualification.
  • The scheme recognises madrasa examinations; Fauquania and Maulvi: on the same footing as school examinations.
  • The higher Rs 15,000 slab is reserved for Muslim girl students at the Intermediate and Maulvi stage.
  • Payment is one-time per stage, made by Direct Benefit Transfer.

How much does Mukhyamantri Vidyarthi Protsahan Yojana pay?

Who Qualifying examination Amount
Minority-community student Matriculation or Fauquania, first division Rs 10,000
Muslim girl student Intermediate or Maulvi, first division Rs 15,000
Bengali-speaking student Matriculation, first division Rs 10,000

The amount is credited by Direct Benefit Transfer into the student's own bank account. There is no instalment structure and no annual renewal, it is a single payment against a single qualifying result. A student who receives Rs 10,000 at the Matriculation stage may apply again at the Intermediate stage if she meets the conditions for that slab.

Who is eligible for Mukhyamantri Vidyarthi Protsahan Yojana?

You qualify if:

  • You are a permanent resident of Bihar.
  • You belong to one of the notified minority communities: Muslim, Sikh, Christian, Jain, Buddhist or Parsi — or, for the Rs 10,000 Matriculation slab, you are a Bengali-speaking student.
  • You have passed the qualifying examination in first division from the Bihar School Examination Board or the Bihar State Madrasa Education Board.
  • You are a currently enrolled student, able to produce an admission or bonafide certificate from your institution.
  • You hold a bank account in your own name, seeded with Aadhaar.
  • For the Rs 15,000 Intermediate or Maulvi slab, you are a Muslim girl student.

You are not eligible and cannot apply if:

  • You do not belong to a notified minority community, and are not covered by the Bengali-speaking category.
  • You passed in second or third division. The scheme has no partial slab.
  • Your qualifying examination was from a board other than BSEB or the Bihar State Madrasa Education Board.
  • You are a resident of another state studying in Bihar.
  • You are a male student claiming the Rs 15,000 Intermediate or Maulvi slab, which is reserved for Muslim girl students.
  • You have already drawn the incentive for the same qualifying examination. The benefit is one-time per stage.

How to apply for Mukhyamantri Vidyarthi Protsahan Yojana

  1. Collect the application form from the office of the District Minority Welfare Officer in your district. The form is issued free; there is no online application for this scheme.
  2. Fill the form completely: student name, father's name, community, board, roll number and roll code of the qualifying examination, division obtained, institution name and bank account details with IFSC.
  3. Attach the documents; Aadhaar copy, marksheet showing first division, admission or bonafide certificate, caste or community certificate, residence proof, bank passbook copy and a passport-size photograph. Self-attest each copy.
  4. Get the form attested by the principal, headmaster or madrasa head of the institution you studied at. An unattested form is returned at the counter.
  5. Submit the completed form at the District Minority Welfare Office and obtain a dated receipt or diary number.
  6. Wait for scrutiny and sanction. The district office verifies the marksheet against board records and the community certificate, then forwards the sanctioned list for payment.
  7. Check your bank account for the DBT credit of Rs 10,000 or Rs 15,000, and follow up at the district office with your diary number if the credit does not appear after sanction.

How do I check my application status?

  1. Return to the District Minority Welfare Office with your diary number. Because the scheme is offline, the district office register is the authoritative status record.
  2. Ask specifically which stage the file is at: scrutiny, sanction list, or payment advice sent to the treasury. The three stages fail for different reasons and the fix differs.
  3. Verify your bank details on the file if the sanction is done but no credit has arrived. A wrong IFSC or an account not seeded with Aadhaar is the usual cause of a failed DBT.
  4. Escalate to the Directorate of Minority Welfare in Patna if the district office cannot account for a file that has been pending across an academic session.

Why do applications get rejected?

  • Second division result. The single largest cause. First division is a hard threshold.
  • Community certificate missing or issued in a form the district office does not accept.
  • Name mismatch between the Aadhaar card, the board marksheet and the bank passbook.
  • Bank account in a parent's name, so the DBT cannot be made to the student.
  • Form not attested by the head of the institution.
  • Application filed after the district office's cut-off for the academic session, since sanctions are processed session-wise.
  • Wrong slab claimed, for example, a male student applying for the Rs 15,000 Intermediate incentive reserved for Muslim girl students.
  • Board outside the scheme's scope, such as CBSE or ICSE, where the qualifying examination is not BSEB or the Bihar State Madrasa Education Board.

Where do I get help?

  • District Minority Welfare Officer in your district. The office that issues the form, receives it and sanctions the payment. This is the correct first contact for every query.
  • Minority Welfare Department, Government of Bihar, First Floor, Annexe Building Block-4, Main (Old) Secretariat, Patna 800015.
  • Department office: 0612-2217745. Email: min-welfare-bih@nic.in
  • Directorate of Minority Welfare: 0612-2236742.
  • Department portal: state.bihar.gov.in/minoritywelfare for scheme notices and district office listings.

The application is free at every stage. No agent can add your name to the sanction list, and the money reaches your own bank account by DBT, never through a middleman.

Frequently asked questions

How much money does Mukhyamantri Vidyarthi Protsahan Yojana pay?

Mukhyamantri Vidyarthi Protsahan Yojana pays Rs 10,000 to a minority student who passes Matriculation or Fauquania in first division, and Rs 15,000 to a Muslim girl student who passes Intermediate or Maulvi in first division. Bengali-speaking students who pass Matriculation in first division also receive Rs 10,000. The amount is a one-time incentive paid by Direct Benefit Transfer.

Which department runs this scheme?

The Minority Welfare Department of the Government of Bihar runs Mukhyamantri Vidyarthi Protsahan Yojana, not the Education Department. That matters practically, because the application goes to the District Minority Welfare Officer and not to your school's education office or to the medhasoft scholarship portal.

Can I apply online for Mukhyamantri Vidyarthi Protsahan Yojana?

No. The scheme runs on an offline application. You collect the form from the District Minority Welfare Officer's office, get it attested by your principal or headmaster, and submit it back to the same office with the supporting documents.

Is second division enough to qualify?

No. First division in the qualifying examination is the threshold, and a second-division result does not qualify under this scheme. Students below the first-division mark should look instead at the Minority Welfare Department's other assistance and at the state's post-matric scholarship schemes.

Who is not eligible for this scheme?

Students who do not belong to a notified minority community are not eligible, and neither are students who passed in second or third division, students of other states, or students whose qualifying board is not the Bihar School Examination Board or the Bihar State Madrasa Education Board. The Rs 15,000 Intermediate and Maulvi incentive is limited to Muslim girl students.

Which examination boards are covered?

The qualifying examination must be from the Bihar School Examination Board or the Bihar State Madrasa Education Board — which is why Fauquania (the madrasa equivalent of Matriculation) and Maulvi (the madrasa equivalent of Intermediate) are named alongside the school examinations.

Does the bank account have to be in the student's own name?

Yes. The incentive is paid by Direct Benefit Transfer into the student's own Aadhaar-seeded account. A parent's account or a joint account without the student as first holder is a routine reason for a payment failing after the application has already been approved.

Is there any fee to apply?

No. The form and the application are free at the District Minority Welfare Office, and no officer, agent or cyber cafe may charge you for getting the incentive sanctioned.
