What is Mukhyamantri Prakhand Parivahan Yojana?

Mukhyamantri Prakhand Parivahan Yojana is a Transport Department, Government of Bihar scheme with a specific transport-planning problem behind it: many blocks and remote panchayats in Bihar have no reliable bus service to their district headquarters. Rather than run state buses on thin routes, Bihar chose to subsidise private individuals from those blocks to buy and operate a bus.

According to the Transport Department, an approved beneficiary receives a subsidy of Rs 5 lakh per bus, capped at 50 percent of the vehicle cost, whichever is lower. The department has planned around 3,600 buses in a phased manner at an estimated outlay of about Rs 180 crore. Phase 1 opened for applications from 6 December to 27 December 2023, with the final selection list announced on 6 January 2024 and subsidy disbursement beginning from 8 January 2024.

The scheme is locally called Prakhand Parivahan Yojana, prakhand being the Hindi word for block, and it sits alongside the department's other self-employment transport schemes for smaller vehicles.

Main features

  • Rs 5 lakh subsidy per bus, or 50 percent of the vehicle cost, whichever is lower.
  • A maximum of 7 beneficiaries per block, across Bihar's 496 blocks.
  • Category reservation within those 7 seats, weighted towards SC, ST, EBC, BC and minority applicants.
  • Subsidy released by the District Transport Officer through CFMS, the state treasury payment system, reported to be within about 7 days of the application reaching the disbursement stage.
  • Joint applications by more than one eligible person for a single bus are allowed.

How are the 7 seats in each block divided?

Category Seats per block
Scheduled Castes and Scheduled Tribes 2
Extremely Backward Classes 2
Backward Classes 1
Minority communities 1
General category 1
Total 7

This split is the single most important thing to understand before applying. Competition is not across the whole district, and it is not open, you are competing only against other applicants from your own block and in your own category, for a very small number of seats. A general category applicant is competing for one seat in the block; an EBC applicant is competing for two.

Applicants who choose the wrong block, or who apply without the caste certificate that supports the reserved seat they are claiming, effectively remove themselves from the count.

Who is eligible for Mukhyamantri Prakhand Parivahan Yojana?

You can apply if:

  • You are a resident of the block whose seat you are applying against. Residence in the district is not enough; the residence must be in that block.
  • You are 18 years of age or above.
  • You hold a valid driving licence.
  • You are a native of Bihar and have passed at least the Class 10 examination.
  • You are not in government service.
  • You hold a bank account capable of receiving a CFMS transfer.

Joint applications are permitted. Two or more people who each independently meet these conditions may apply together for a single bus, which is a practical route where the balance cost after the Rs 5 lakh subsidy is beyond one applicant.

You are not eligible and cannot apply if:

  • You are employed in government service at the centre, the state, a PSU or an autonomous body.
  • You do not hold a driving licence. This is a hard bar, and it is the condition most often missed because applicants assume they can hire a driver.
  • You have not passed Class 10.
  • You are under 18.
  • You are not a resident of the block you are applying from. Applying against a neighbouring block with fewer applicants is not permitted and is checked at the residence-certificate stage.
  • You are not a native of Bihar.
  • You are claiming a reserved category seat without a valid caste certificate.

How to apply for Mukhyamantri Prakhand Parivahan Yojana

  1. Watch for the phase notification from the Transport Department. The scheme runs in phases with a defined application window: Phase 1 ran from 6 to 27 December 2023, and applications outside a notified window are not accepted.
  2. Assemble the documents before the window opens, particularly the driving licence, the block residence certificate and the caste certificate. A residence certificate from the Circle Officer or an RTPS counter can itself take days, and the window is short.
  3. Fill the application form for the notified phase, selecting your block and your category correctly. The block you select decides which pool of 7 seats you are competing for.
  4. Upload the scanned documents — Aadhaar, driving licence, matriculation certificate, block residence certificate, caste certificate where claimed, and bank details, and submit the application.
  5. Save the acknowledgement and application number. Every later query at the District Transport Office is tracked on this number.
  6. Wait for the district-level scrutiny and selection, which produces the block-wise, category-wise final selection list. Phase 1's list was published on 6 January 2024.
  7. If selected, complete the bus purchase formalities as directed by the District Transport Officer and submit the purchase and registration documents.
  8. The DTO releases the Rs 5 lakh subsidy through CFMS into your bank account at the disbursement stage.

How do I check my application and selection status?

  1. Check the block-wise selection list published by the Transport Department and your district website after the phase's scrutiny is complete. The lists are published as PDF notices and are searchable by application number.
  2. Visit or call the District Transport Office (DTO) of your district with your application number for the current stage of your file. The DTO is the operating authority for this scheme, not a state-level call centre.
  3. After selection, track the subsidy release through the DTO, since the payment is initiated by that office through CFMS.

Why do applications get rejected?

  • No driving licence. The commonest disqualification.
  • Residence certificate for the wrong block, or a district-level certificate where a block-level one was needed.
  • Class 10 not passed, or a certificate that does not match the name on Aadhaar.
  • Reserved seat claimed without a caste certificate, which moves the application into the general category pool where only one seat exists.
  • Applied after the window closed. There is no late window for a phase.
  • Government employment disclosed or detected at scrutiny.
  • Not selected despite being eligible. With only 7 seats per block, most eligible applicants in a crowded block simply do not make the list. This is not a defect in your file, and you can apply again in the next phase.

Where do I get help?

  • District Transport Office (DTO) of your district. The operating office for application scrutiny, selection and subsidy release.
  • District Magistrate's office, which oversees the district-level selection committee.
  • Transport Department, Government of Bihar, through the citizen pages on state.bihar.gov.in, for phase notifications and scheme circulars.
  • Block office for the block residence certificate and the caste certificate that the application depends on.

Applying is free. No bus dealer, agent or middleman can place your name in a block selection list, and any promise of guaranteed selection for a fee is a fraud. Verify every phase date from the Transport Department notification itself rather than from a forwarded message.
