What is Mukhyamantri Vridhjan Pension Yojana?

Mukhyamantri Vridhjan Pension Yojana, shortened to MVPY and often written as Mukhyamantri Vriddhjan Samman Pension Yojana, is Bihar's own old-age pension. It is run by the Social Welfare Department, Government of Bihar, through the Directorate of Social Security, and administered on the Social Security Pension Management Information System (SSPMIS) at sspmis.bihar.gov.in. There is only one state old-age pension in Bihar; the "Samman" spelling is a variant of the same scheme name and not a separate benefit.

According to the SSPMIS portal, MVPY is "a state run old age pension scheme in which the beneficiary would get a monthly pension of Rs 1,100". The portal sets out the eligibility in four lines: the minimum age to register is 60 years, an EPIC card is mandatory, an Aadhaar card is mandatory, and Aadhaar consent and bank account details with consent for DBT are mandatory.

What defines the scheme is universality. Unlike the centrally sponsored Indira Gandhi National Old Age Pension Scheme (IGNOAPS), which is limited to below-poverty-line households, MVPY has no income limit, no BPL condition, no caste condition and no land ceiling. A retired shopkeeper, a landless labourer and a small farmer with two acres are all equally eligible at 60.

SSPMIS runs six pensions side by side: MVPY, IGNOAPS, the Indira Gandhi National Widow Pension, the Indira Gandhi National Disability Pension, the Laxmi Bai Social Security Pension for widows above 18 with family income below Rs 60,000 a year, and the Bihar State Disability Pension. Because they share one database, the system de-duplicates across all six, which is exactly how a person drawing one pension is caught when applying for another.

Main features

  • Rs 1,100 a month, credited by Direct Benefit Transfer.
  • Universal for Bihar residents aged 60 and above.
  • Aadhaar and voter ID (EPIC) both mandatory at registration.
  • Free application, online or through an RTPS counter.
  • Paid through PFMS into the beneficiary's own bank account.

Who is eligible for the Bihar old-age pension?

You can apply if:

  • You are 60 years of age or above, as recorded on Aadhaar.
  • You are a resident of Bihar, and your name appears on the voter list of the district, block and ward you apply from.
  • You hold an Aadhaar card and a voter ID (EPIC). Both are mandatory and the online form cannot be completed without either.
  • You have a bank account in your own name that is Aadhaar-seeded and active, and you consent to its use for DBT.
  • You are not drawing a pension under any other government scheme.

Income does not matter. Caste does not matter. Land ownership does not matter.

You are not eligible and cannot apply if:

  • You are below 60 years of age.
  • You already draw a pension under another central or state government scheme; IGNOAPS, the widow pension, the disability pension or the Laxmi Bai Social Security Pension. One person may draw only one social security pension.
  • You are a retired government employee drawing a service pension or a family pension from a government post.
  • You are not a resident of Bihar.
  • Your Aadhaar shows a date of birth under 60. The system reads Aadhaar, so the remedy is an Aadhaar correction, not a request to the block office.
  • Your name is not on the voter list for the ward you are applying from, since registration begins by picking the applicant from that list.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes Identity, age and authentication
Voter ID (EPIC) Yes Name selected from the voter list at registration
Bank account details with DBT consent Yes Own name, Aadhaar-seeded
Aadhaar consent Yes Recorded on the portal
Mobile number Yes Receives the authentication OTP
Passport-size photograph Usually Asked for on the form and at the RTPS counter

No income certificate is needed for MVPY. If anyone asks for one, they are applying the rules of a different pension: Laxmi Bai Social Security Pension has an income condition, MVPY does not.

How to apply for Mukhyamantri Vridhjan Pension Yojana online

  1. Open sspmis.bihar.gov.in and select Register for MVPY from the home page.
  2. Choose your district, block and voter ward, then enter your EPIC number and pick your name from the list the portal returns.
  3. Enter your Aadhaar number and name exactly as printed on Aadhaar and complete Aadhaar authentication with the OTP sent to your mobile. The portal verifies age at this step, so an application will not proceed if Aadhaar shows an age below 60.
  4. Fill the application form — address, mobile number, and bank details including account number, IFSC and branch, with consent for DBT.
  5. Upload the photograph and the scanned documents in the formats the portal specifies.
  6. Submit and note the acknowledgement or beneficiary ID shown on screen. You need it for every status check.
  7. Wait for block-level verification by the Block Development Officer or block welfare officer, followed by sanction by the Sub-Divisional Officer.
  8. After sanction, the pension is credited monthly through PFMS to your bank account.

How to apply offline through the RTPS counter

  1. Visit the RTPS counter at your block office or gram panchayat and ask for the Mukhyamantri Vridhjan Pension Yojana application form. The form is free.
  2. Fill it in and attach self-attested copies of Aadhaar, voter ID and the first page of your bank passbook, with a passport-size photograph.
  3. Submit the form and collect the receipt. The counter staff enter the details into SSPMIS on your behalf.
  4. Follow up with the block welfare officer after a few weeks using the receipt number if the status has not moved.

This route exists for a reason. Many applicants in their seventies have no smartphone, and the RTPS counter: not a paid cyber cafe, is the intended channel for them.

How do I check my pension status and payments?

  1. Open sspmis.bihar.gov.in and select Search Beneficiary Status.
  2. Search with your beneficiary ID, Aadhaar number, bank account number or sanction number; any one works.
  3. Read the sanction status and the month-wise payment history shown.
  4. For payment-level detail, open the e-Labharthi beneficiary payment status page linked from the SSPMIS home page.
  5. If the status shows sanctioned but no credit has arrived, check with your bank branch first. A dormant or non-seeded account is the usual cause.

Why Bihar old-age pension applications get rejected or stop

  • Age below 60 on Aadhaar. Correct Aadhaar first; the block office cannot override the record.
  • Name not on the voter list for the ward selected, which blocks the very first step of registration.
  • Another government pension already drawn. SSPMIS de-duplicates across all six pensions it runs.
  • Bank account not Aadhaar-seeded. The file can be sanctioned while the payment keeps failing. NPCI seeding at the branch is a separate step from giving Aadhaar as KYC.
  • Name mismatch between Aadhaar, the voter ID and the bank record.
  • Account in a son's or spouse's name. It must be the beneficiary's own account.
  • Dormant account, frozen by the bank for long inactivity, so the DBT credit bounces. A small deposit and a KYC update revive it.
  • Verification pending at block level: not a rejection, but the commonest reason a file sits still. Follow up rather than filing a second application, which only slows things further.
  • Death of the beneficiary, on which the pension must stop and the family must report it.

Where do I get help?

  • Toll-free helpline: 1800-345-6262, working 10:00 am to 5:00 pm
  • Alternate number: 0612-2545002 (call charges apply)
  • Email: feedbacksspmis@gmail.com
  • Block Development Officer or block welfare officer, for verification delays and document corrections
  • Sub-Divisional Officer, for sanction-stage delays
  • District Grievance link on sspmis.bihar.gov.in, and the District Social Welfare Office, for unresolved complaints

Applying is free at every stage. No agent can speed up a sanction, and no official of the Social Welfare Department will ask for money, an OTP or your bank password.

Frequently asked questions

How much is the Bihar Mukhyamantri Vridhjan Pension?

The pension is Rs 1,100 a month, as stated on the SSPMIS portal of the Social Welfare Department. It is credited by Direct Benefit Transfer into the beneficiary's own Aadhaar-seeded bank account.

Is Mukhyamantri Vriddhjan Samman Pension Yojana a different scheme?

No. Bihar runs one state old-age pension, officially Mukhyamantri Vridhjan Pension Yojana, and the Vriddhjan Samman form of the name is a common variant. There is no separate "Samman" pension on the SSPMIS scheme list, which carries six pensions in all.

Is there an income limit for the Bihar old-age pension?

No. The scheme is universal for Bihar residents aged 60 and above — there is no income test, no BPL requirement, no caste condition and no land ceiling. That is what separates it from the centrally sponsored IGNOAPS.

What is the minimum age to register?

The minimum age is 60 years, and the SSPMIS portal states this along with the condition that an EPIC card and an Aadhaar card are mandatory. Age is taken from Aadhaar, so a wrong date of birth must be corrected at an Aadhaar centre first.

Who cannot get this pension?

A person already drawing a pension under another government scheme is not eligible, including a retired government employee on a service pension, and neither is anyone below 60 or not resident in Bihar.

How do I check whether the pension has been credited?

Use Search Beneficiary Status on sspmis.bihar.gov.in, or the e-Labharthi beneficiary payment status page linked from it, entering your beneficiary ID, Aadhaar number or account number. The screen shows sanction status and month-wise payments.

Can husband and wife both draw the pension?

Yes. Eligibility is individual rather than per family, so a husband and wife who are both 60 or above and not drawing any other government pension can each receive Rs 1,100 a month.

Is any fee or agent needed?

No. Self-registration at sspmis.bihar.gov.in and the RTPS form at the block office are both free. No official will ask for money, an OTP or a bank password to sanction a pension.
