Bihar state government scheme
Mukhyamantri Samekit Chaur Vikas Yojana is the Bihar Directorate of Fisheries scheme that converts waterlogged chaur land into fish ponds, paying a 50 percent subsidy to general applicants and 70 percent to SC, ST and MBC applicants on a unit cost of Rs 29.65 lakh per hectare. Apply online at misfisheries.bihar.gov.in.
What is Mukhyamantri Samekit Chaur Vikas Yojana?
Mukhyamantri Samekit Chaur Vikas Yojana is the Bihar state fisheries scheme that turns waterlogged chaur land into productive fish ponds. It is run by the Directorate of Fisheries under the Animal and Fisheries Resources Department, Government of Bihar, from Vikas Bhawan in the New Secretariat, Patna, and it appears in the department's state scheme list as the Chief Minister Integrated Chaur Development Scheme.
Chaur is the local term for the saucer-shaped depressions that dot north and central Bihar. These parcels hold water through much of the year, give a poor kharif crop or none at all, and are close to worthless as farmland. According to the Directorate of Fisheries state schemes list, the scheme's answer is integrated development: excavate ponds within the chaur, raise embankments with the excavated soil, and use the raised land for allied activities while the water body carries carp culture.
What the scheme funds
- Excavation of ponds within the chaur parcel, at one, two or four ponds per hectare depending on the layout approved.
- Embankment raising and the associated earthwork.
- The inputs and structures that make the converted land a working fish farm.
According to the myScheme listing for the scheme, the programme was framed with a budget of Rs 2,972.79 lakh and a target of 600 hectares of chaur land, and its stated objectives are higher fish production, improved groundwater levels, rural employment and a stronger local economy.
How much subsidy does the scheme provide?
| Applicant category | Subsidy rate | Basis |
|---|---|---|
| General category, individual, family or group | 50 percent | Unit cost of Rs 29.65 lakh per hectare |
| SC, ST and MBC, individual, family or group | 70 percent | Unit cost of Rs 29.65 lakh per hectare |
| Entrepreneurs | 40 percent grant | Capped at Rs 1 crore |
The Rs 29.65 lakh per hectare unit cost published in the Directorate of Fisheries state scheme list applies whether the approved layout is one pond per hectare, two ponds per hectare or four ponds per hectare, the pond count changes the engineering, not the unit cost. The department's list also carries a supplementary chaur development component at Rs 20.94 lakh per hectare, on the same 50 percent and 70 percent subsidy pattern, for parcels where a lighter intervention is enough.
Area limits
- Individual or family applicant: up to 5 hectares.
- Group applicant: up to 20 hectares.
The subsidy is a reimbursement, not an advance. The applicant executes the work and the Directorate of Fisheries releases the subsidy in instalments against physical verification by the District Fisheries Officer.
Who is eligible for Mukhyamantri Samekit Chaur Vikas Yojana?
You qualify if:
- You are a resident of Bihar and the chaur parcel lies in one of the chaur-dominated districts covered by the scheme.
- You are the owner of private chaur land, evidenced by the jamabandi and a land possession certificate, or a lessee holding a registered lease over the parcel.
- You are applying as an individual, a family, a group or an entrepreneur; all four categories are recognised, with different area limits and subsidy rates.
- You have an active bank account capable of receiving DBT.
- You can fund the work up front, since subsidy follows verified progress.
You are not eligible and cannot apply if:
- The parcel is government land, common land or land under litigation. Clear private title or a registered lease is the threshold test.
- You hold only an oral or unregistered lease, or a lease shorter than the project period.
- The land is ordinary agricultural land rather than chaur, or lies outside the notified chaur-dominated districts.
- You are claiming the 70 percent rate without a caste certificate to support the SC, ST or MBC claim.
- You have already drawn subsidy for the same physical work under another state or central fisheries scheme, including Pradhan Mantri Matsya Sampada Yojana.
- You are proposing an area beyond the ceiling for your category; more than 5 hectares as an individual or family, or more than 20 hectares as a group.

How to apply for Mukhyamantri Samekit Chaur Vikas Yojana
- Watch fisheries.bihar.gov.in for the annual notice. The Directorate of Fisheries invites applications for all its schemes for each financial year and posts the notice on its home page β the current cycle notice covers financial year 2026-27.
- Register on the MIS portal at misfisheries.bihar.gov.in using the fisheries registration link, and save the user ID and password created.
- Log in and open the Mukhyamantri Samekit Chaur Vikas Yojana application form, then enter your personal details, category, district, block, and the khata, khesra and area of the chaur parcel.
- Enter the proposed layout, the number of ponds per hectare and the area you intend to develop, keeping within 5 hectares as an individual or family and 20 hectares as a group.
- Upload the documents: Aadhaar, jamabandi or registered lease, land possession certificate, caste certificate if claiming the 70 percent rate, bank passbook, photograph and the pond layout estimate.
- Submit the application and download the acknowledgement carrying your application number. Keep it: every later query is tracked by that number.
- Attend the site inspection. The District Fisheries Officer and the field team verify the parcel, the title and the feasibility of the proposed layout.
- Receive the sanction letter, execute the work, and claim subsidy in instalments against physical verification of each completed stage.
How do I apply offline or get help with the form?
- Visit the District Fisheries Office in your district with your land papers and Aadhaar. The District Fisheries Officer is the designated field authority for this scheme and will guide the online submission.
- Ask for the scheme guidelines and unit cost sheet so you know exactly what items the Rs 29.65 lakh per hectare estimate covers before you commit money.
- Call the Directorate of Fisheries at 0612-2215175 for portal or policy queries, or write to the Directorate at Vikas Bhawan, New Secretariat, Patna.
The application itself is filed online; there is no purely paper route, so the District Fisheries Office assists with the online form rather than replacing it.
How do I check my application and subsidy status?
- Log in to misfisheries.bihar.gov.in with the credentials created at registration. The dashboard shows the stage, submitted, under verification, sanctioned, work in progress or subsidy released.
- Match the stage against the physical progress you have reported. Subsidy instalments are released only after the District Fisheries Officer certifies the corresponding stage, so a file sitting at "work in progress" usually means the verification visit is pending, not that the money is lost.
- Follow up at the District Fisheries Office with your application number for verification and release delays.
- Confirm the credit in your bank passbook, since release is by DBT into the account you registered.
Why do chaur development applications get rejected?
- Title not clear. A jamabandi in a joint or ancestral name without consent from co-sharers, or a mismatch between the Aadhaar name and the land record.
- Unregistered lease. Oral tenancy over chaur land is common in Bihar and is not accepted for subsidy.
- Land not classified as chaur, or located outside the chaur-dominated districts covered by the scheme.
- Area beyond the ceiling for the applicant category.
- Duplicate subsidy already drawn for the same pond under another scheme.
- Caste certificate missing where the 70 percent rate is claimed, which results in the claim being processed at 50 percent rather than rejected.
- Work started before sanction, so the pre-work site condition cannot be verified.
- Physical progress not matching the sanctioned layout, which stalls the instalment rather than the application.
Where do I complain?
- District Fisheries Officer of your district; first point for verification, sanction and subsidy release.
- Directorate of Fisheries, Bihar, Vikas Bhawan, New Secretariat, Patna. Telephone 0612-2215175.
- Animal and Fisheries Resources Department at state.bihar.gov.in/ahd for departmental grievances.
- Portal notices on fisheries.bihar.gov.in carry every application window, extension and tender.
Applying is free. No agent can secure a sanction under this scheme, and the subsidy reaches your registered bank account by DBT, never through an intermediary.

Frequently asked questions
What is chaur land and why does this scheme exist?
Chaur land is low-lying, saucer-shaped land in north and central Bihar that stays waterlogged for much of the year and gives a poor or no crop. Mukhyamantri Samekit Chaur Vikas Yojana exists because that land is unproductive for agriculture but well suited to fish farming, so the Directorate of Fisheries subsidises converting it into ponds with raised embankments.
How much subsidy does Mukhyamantri Samekit Chaur Vikas Yojana pay?
The scheme pays 50 percent of the approved unit cost to general-category applicants and 70 percent to SC, ST and MBC applicants, on a unit cost of Rs 29.65 lakh per hectare for the main component. Entrepreneurs applying at scale receive 40 percent grant support, capped at Rs 1 crore.
How much land can one applicant develop under the scheme?
An individual or family may develop up to 5 hectares of chaur land, and a group may develop up to 20 hectares. Larger consolidated proposals are handled under the entrepreneur category with its own 40 percent grant rate.
Do I have to own the chaur land, or can I lease it?
Either works, but the paperwork must be clean. Owners apply on the strength of the jamabandi and a land possession certificate; lessees must produce a registered lease covering the full period of the project, because an unregistered or short lease is a standard ground for rejection.
Is the subsidy paid before or after the work?
After. The Directorate of Fisheries releases subsidy against verified physical progress, so the applicant funds the excavation and embankment work first and is reimbursed in instalments once the District Fisheries Officer certifies the stage completed. Plan your working capital on that basis.
Who is not eligible for Mukhyamantri Samekit Chaur Vikas Yojana?
Applicants without a clear title or a registered lease over the chaur parcel are not eligible, and neither is anyone applying over government or disputed land. The scheme covers private chaur land in the chaur-dominated districts only, so a proposal for ordinary agricultural land or for land outside the notified districts cannot be taken up.
How do I apply and where do I check status?
Register and apply online at misfisheries.bihar.gov.in when the annual window opens, then track your application through the same login. The District Fisheries Officer is the field-level authority for verification, sanction and subsidy release queries.
Can I combine this with a central fisheries scheme?
Not for the same physical work. Pradhan Mantri Matsya Sampada Yojana runs in parallel in Bihar through the same directorate, but the same pond cannot draw subsidy twice, and the application form asks you to declare assistance received under any other scheme for the same unit.
