Mukhyamantri Shramshakti Yojana
Bihar state government scheme
Mukhyamantri Shramshakti Yojana is the Bihar Minority Welfare Department scheme that gives free skill training of up to 2 years to minority-community youth aged 18 to 45 with family income below Rs 4,50,000, with free tool kits and a Rs 1,500 monthly stipend where no hostel is provided. Apply online at bsmfc.org.
What is Mukhyamantri Shramshakti Yojana?
Mukhyamantri Shramshakti Yojana is the Minority Welfare Department scheme of the Government of Bihar that trains minority-community youth in an employable trade, free of cost, and then routes them towards either a job or self-employment finance. Implementation sits with the Bihar State Minorities Financial Corporation (BSMFC), which works, in its own words on bsmfc.org, for communities defined under the National Commission for Minorities Act, 1992, Muslims, Christians, Sikhs, Buddhists, Parsis and Jains.
The scheme is often referred to in Bihar simply as Shramshakti Yojana, and the corporation's site lists it under vibhinn kaushal vikas prashikshan karyakram, the various skill development training programmes.
What the scheme actually delivers
- Free vocational training of up to 2 years at government-recognised institutions.
- Free study material and a free tool kit, so the trainee does not fund the equipment for the trade.
- A stipend of Rs 1,500 per month where the institute does not provide residential facilities, this is the scheme's answer to the travel and living cost that otherwise makes a distant course impossible.
- A certificate on completion, from the training institute.
- Access to self-employment credit through the Mukhyamantri Alpsankhyak Rozgar Rin Yojana, the corporation's concessional loan scheme for the same target group.
Training partners. The courses run through established government-recognised institutes rather than through ad hoc private centres; among them C-DAC Gaya for information technology, NIELIT Patna for electronics and IT, and CIPET Hajipur for plastics engineering, alongside trades such as driving and manufacturing skills. Because the course list is set cycle by cycle, the current notice on bsmfc.org is the only reliable source for what is on offer this year.
Who is eligible for Mukhyamantri Shramshakti Yojana?
You qualify if:
- You are a permanent resident of Bihar.
- You belong to a minority community notified under the National Commission for Minorities Act, 1992 to Muslim, Christian, Sikh, Buddhist, Parsi or Jain.
- You are between 18 and 45 years of age.
- Your annual family income is below Rs 4,50,000.
- You meet the minimum educational qualification for the course you choose; generally Class 8 or Class 10 pass, varying by trade.
- You can pay the refundable security deposit of Rs 1,000 at enrolment.
You are not eligible and cannot apply if:
- You do not belong to a notified minority community.
- You are under 18 or over 45 years of age.
- Your annual family income is Rs 4,50,000 or more.
- You are a resident of another state.
- You do not hold the minimum qualification prescribed for the trade you have applied for — the commonest mismatch is applying for a Class 10 trade with a Class 8 certificate.
- You have already completed a funded course under this scheme. The training benefit is not meant to be repeated.
Reservation within the scheme. Thirty percent of seats are reserved for women and 3 percent for persons with disabilities, applied within the minority-community pool.

How to apply for Mukhyamantri Shramshakti Yojana
- Check the current training notice on bsmfc.org. The Bihar State Minorities Financial Corporation announces each cycle with the trade list, institute list, seat count and closing date. Applications are taken batch-wise, not continuously.
- Pick a trade you actually qualify for; match the minimum educational qualification of the course against your own certificate before you start the form, since this is where most applications fail.
- Register on bsmfc.org with your name, mobile number and Aadhaar details, and save the credentials created.
- Complete the online application form, personal details, community, district, educational qualification, chosen trade, chosen institute and bank account details.
- Upload the scanned documents; Aadhaar, residence certificate, minority community certificate, income certificate, qualification certificate, age proof, bank passbook, photograph, and a disability certificate if claiming the PwD quota.
- Submit the application and save the acknowledgement with your application number.
- Check the district-wise selected trainee list published on bsmfc.org after the cycle closes.
- Report to the allotted institute on the date given, produce the original documents, and pay the refundable Rs 1,000 security deposit to complete enrolment.
- Complete the course to receive the certificate and the refund of the deposit, and to become eligible to apply for the Mukhyamantri Alpsankhyak Rozgar Rin Yojana loan.
How do I check selection and stipend status?
- Open the district-wise list of selected trainees on bsmfc.org after the cycle closes. The corporation publishes selection lists district by district rather than as a single state list.
- Search by your application number rather than by name.
- Follow the stipend with the training institute first. The Rs 1,500 monthly stipend is payable where no residential facility is provided, and the institute's attendance record is what triggers it. A stipend that has stopped is usually an attendance or bank-detail issue, not a sanction issue.
- Call the BSMFC toll-free number 1800-345-6123 with your application number if the institute cannot resolve it.
Why do applications get rejected?
- Income certificate stale or above Rs 4,50,000. The single most common ground.
- Minority community certificate missing or issued in a form the corporation does not accept.
- Age outside 18 to 45 on the reference date of the cycle.
- Qualification below the trade's minimum, for example Class 8 for a Class 10 course.
- Application submitted after the batch closing date. Cycles are batch-specific and there is no rolling intake.
- Illegible uploads, particularly of the community and income certificates.
- Bank account not active or not in the applicant's name, which does not block selection but does block the stipend and the deposit refund.
- Failure to report to the allotted institute on the enrolment date, which forfeits the seat to the waiting list.

Frequently asked questions
What does Mukhyamantri Shramshakti Yojana give?
Mukhyamantri Shramshakti Yojana gives free vocational skill training of up to 2 years at government-recognised institutes, free study material and a free tool kit, a certificate on completion, and a stipend of Rs 1,500 a month where residential facilities are not provided at the training institute.
Who runs the scheme and where do I apply?
The Minority Welfare Department of the Government of Bihar runs Mukhyamantri Shramshakti Yojana, and the Bihar State Minorities Financial Corporation implements it. Applications are made online at bsmfc.org, which also publishes the district-wise list of selected trainees.
What are the age and income limits?
Applicants must be between 18 and 45 years of age and annual family income must be below Rs 4,50,000. Both are hard conditions and both are verified from certificates, so a stale income certificate is a routine rejection reason.
What is the Rs 1,000 security deposit for?
A refundable security deposit of Rs 1,000 is taken at enrolment to discourage drop-outs, and it is returned. Treat it as a deposit, not a fee — no institute may keep it from a trainee who completes the course.
What courses and institutes are covered?
Courses span information technology, manufacturing, driving, plastics engineering and other skilled trades, delivered through government-recognised institutes including C-DAC Gaya, NIELIT Patna and CIPET Hajipur. The available course list changes with each training cycle, so check the current notice on bsmfc.org rather than an older list.
Who is not eligible for Mukhyamantri Shramshakti Yojana?
Applicants outside the notified minority communities are not eligible, and neither is anyone under 18 or over 45, anyone whose annual family income is Rs 4,50,000 or more, residents of other states, or applicants who do not meet the minimum educational qualification for the course chosen.
Is there any reservation within the scheme?
Yes. Thirty percent of seats are reserved for women and 3 percent for persons with disabilities, applied within the minority-community pool.
Can I get a loan after training?
Yes. Trainees can access self-employment finance through the Mukhyamantri Alpsankhyak Rozgar Rin Yojana, the Bihar State Minorities Financial Corporation's concessional loan scheme, which is a separate application on the same portal and is not automatic on completing training.
