Nirman Shramik Pension Yojana (BBOCWWB Pension Scheme)
Bihar state government scheme
Nirman Shramik Pension Yojana of the Bihar Building & Other Construction Workers Welfare Board pays Rs 1,100 a month for life to a registered construction worker who has completed 60 years of age and at least 5 years of board membership. Applications open 6 months before the 60th birthday and are filed online on bocwboard.bihar.gov.in.
What is Nirman Shramik Pension Yojana in Bihar?
Nirman Shramik Pension Yojana is the old-age pension run by the Bihar Building & Other Construction Workers Welfare Board (BBOCWWB), a statutory board set up under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and working under the Labour Resources and Migrant Workers Welfare Department, Government of Bihar. On the board's own scheme list the benefit is titled simply Pension, and in Hindi it appears as पेंशन; workers and field officials commonly call it Nirman Shramik Pension Yojana.
According to the scheme details published on bocwboard.bihar.gov.in, the board pays Rs 1,100 per month, "provided no other pension is availed under any social security scheme". The pension is credited by Direct Benefit Transfer into the worker's own bank account and continues for life.
The money does not come from general taxation. Every welfare benefit of this board is funded from the cess collected on construction projects in Bihar under the Building and Other Construction Workers' Welfare Cess Act, 1996. That is why membership, not occupation, is what creates the entitlement, the fund belongs to a defined pool of registered workers.
Main features
- Rs 1,100 a month, paid monthly by DBT for life.
- Requires 5 years of board membership and completion of 60 years of age.
- Conditional on not drawing any other social security pension.
- Application window: 6 months before turning 60 to 2 years after turning 60.
- Converts into a Family Pension for the spouse after the pensioner's death.
Who is eligible for the Bihar construction worker pension?
You can claim the pension if:
- You are registered with the Bihar Building & Other Construction Workers Welfare Board and hold a live labour card.
- Your membership of the board is at least 5 years old, counted from the date of registration, with the annual worker contribution paid so that the card has never lapsed.
- You have completed 60 years of age. The board reads the date of birth from the record created at registration and from Aadhaar.
- You are not availing a pension under any other social security scheme, this is stated as a condition of the benefit itself, not merely a preference.
- You hold a bank account in your own name that is Aadhaar-seeded, because payment is monthly DBT.
You are not eligible and cannot apply if:
- You are below 60 years of age. There is no early-pension route, though you may file the application from six months before the birthday.
- Your membership is under 5 years. A worker who registered at 57 and turns 60 with three years of membership does not qualify, and there is no provision to buy back missing years.
- Your labour card has lapsed for non-payment of contribution. Renewal restores membership going forward, but a broken record is the commonest reason the five-year test fails at verification.
- You already draw a pension under another social security scheme, including the Social Welfare Department's Mukhyamantri Vridhjan Pension Yojana, the Indira Gandhi national pensions, EPS-95 or a government service pension.
- You are an employer, contractor or supervisor rather than a worker engaged in building or other construction work. The Act covers those who do the work, not those who engage them.
- You applied more than 2 years after turning 60, which puts the claim outside the window the board publishes for this scheme.
How much is the pension and how is it paid?
The pension is Rs 1,100 per month. It is a flat rate, it does not vary with the number of years of membership beyond the five-year minimum, with the trade practised, or with the wages last earned. Payment is made monthly by Direct Benefit Transfer to the pensioner's own Aadhaar-seeded bank account.
Over a year that is Rs 13,200, and over a ten-year retirement roughly Rs 1.32 lakh. For a construction worker whose earnings stop the day the body can no longer climb scaffolding, a fixed monthly credit matters more than the size of the figure: it is money that arrives whether or not there is work in the village that month.
The pension is designed to sit alongside the board's other post-retirement benefits rather than replace them. A registered worker's household is also covered by Death Benefit of Rs 2,00,000 for natural death and Rs 4,00,000 for accidental death, Funeral Assistance of Rs 5,000, Annual Medical Assistance of Rs 3,000, Annual Cloth Assistance of Rs 5,000, and, after the pensioner's death, Family Pension for the spouse.

How to apply for Nirman Shramik Pension Yojana
- Open bocwboard.bihar.gov.in and log in through the worker login using your registration number and the OTP sent to your registered mobile number.
- Confirm from your profile that your membership is complete for 5 years and that the contribution is paid up to date. If it has lapsed, renew it on the linked Bihar Workers Management System at bocwscheme.bihar.gov.in before going further.
- Open the Schemes list and select Pension. Read the eligibility and note text shown on the scheme page, which states the five-year membership condition and the age condition.
- Fill the pension application form — personal details, date of birth, bank account number and IFSC, and the declaration that you are not drawing any other social security pension.
- Upload your Aadhaar, bank passbook page, age proof and photograph in the formats the portal specifies.
- Submit the application and save the application reference number shown on screen. Every later status check uses it.
- Your file goes to the Labour Enforcement Officer of your area for verification of membership and age, after which the board sanctions the pension and the monthly credit begins.
If you cannot file online, take your labour card, Aadhaar and passbook to the District Labour Office or the office of the Labour Enforcement Officer and ask the staff to file the pension application on the portal for you. Many workers use a Common Service Centre or Vasudha Kendra for the same purpose; those are private operators and any charge they levy is their own service fee, not a government fee.
When should I apply. The six-month and two-year rule
The board's note against this scheme is specific: the application must be submitted online starting 6 months before turning 60 and up to 2 years thereafter. Two practical consequences follow.
First, do not wait for the birthday. Filing at 59 years and 6 months lets verification of the five-year membership finish before the pension is due, so the first credit follows sooner.
Second, a delayed claim is a lost claim. A worker who discovers the scheme at 63 is outside the window. If you are close to the limit, file the application even with incomplete uploads and add documents when the office asks, rather than letting the deadline pass while collecting papers.
How to check your pension application and payment status
- Log in to bocwboard.bihar.gov.in with your registration number and OTP.
- Open the scheme application status section and read the stage shown against your reference number; pending, sanctioned or rejected.
- Once sanctioned, check the monthly credit in your bank passbook. The pension arrives as a DBT entry.
- Call the board's toll-free number 1800-296-5656 if the status has not moved for several weeks, keeping your registration number ready.
The worker portal also carries a pension certificate section, which is where a periodic life certificate for existing pensioners is handled. A pensioner who ignores that step can find payments paused, so respond when the portal or the labour office asks for it.
Why BOCW pension applications get rejected
- Membership short of 5 years, usually because the card lapsed for a year in between and the board counts only paid-up membership.
- Age below 60 on the record, or a date of birth on Aadhaar that does not match the one given at registration.
- Another pension already being drawn, which the declaration and the verification catch. This is the single condition written into the benefit.
- Application filed after the two-year window past the 60th birthday.
- Bank account not Aadhaar-seeded, or a joint account instead of one in the worker's own name, so the DBT credit bounces.
- Name mismatch between the labour card, Aadhaar and the bank record.
- Registered mobile number changed and not updated, which makes the OTP login impossible and stalls the file.
Where to get help and raise a grievance
- Toll-free helpline of the Bihar BOCW Board: 1800-296-5656
- Email: bocw.bihar@gov.in
- Board office: C Wing, Fourth Floor, Niyojan Bhawan, near Income Tax Golambar, Patna 800001
- Labour Enforcement Officer of your area, the verifying authority and the first place to take a stalled pension file
- District Labour Office, for escalation
- Grievance link on bocwboard.bihar.gov.in, for written complaints logged against your registration number
Renew your labour card every year even in the years you claim nothing. The five-year membership test for this pension is the reason a lapsed card costs a construction worker far more than the contribution he saved.

Frequently asked questions
How much pension does the Bihar BOCW Board pay to construction workers?
The Bihar Building & Other Construction Workers Welfare Board pays Rs 1,100 per month under its Pension scheme, provided the worker is not drawing a pension under any other social security scheme. The amount is credited by Direct Benefit Transfer to the worker's own bank account.
How many years of membership are needed for the construction worker pension?
A minimum of 5 years of membership with the Bihar BOCW Board is required, along with completion of 60 years of age. A worker who registers at 58 will not qualify at 60; the five-year clock is counted from the date of registration and lapsed years do not count.
When can I apply for the Nirman Shramik Pension Yojana?
Applications may be submitted online starting 6 months before you turn 60 and up to 2 years after turning 60. The board states this window explicitly in the scheme notes, and an application filed after two years past the 60th birthday is liable to be rejected on time-bar grounds.
Can I draw this pension along with the old-age pension from the Social Welfare Department?
No. The board's condition is that the Rs 1,100 monthly pension is paid only if no other pension is being availed under any social security scheme. A worker already drawing Mukhyamantri Vridhjan Pension Yojana or a national old-age pension has to choose one.
What happens to the pension after the pensioner dies?
The spouse of a deceased pensioner can claim Family Pension from the same board, which is 50 per cent of the pension or Rs 100, whichever is greater. The application must be filed online within 2 years of the pensioner's death.
Where do I apply for the Bihar construction worker pension?
Apply through the worker login on bocwboard.bihar.gov.in, the official site of the Bihar Building & Other Construction Workers Welfare Board, choosing the Pension scheme from the scheme list. Registration and renewal are handled on the linked Bihar Workers Management System at bocwscheme.bihar.gov.in.
Is there any fee to apply for the construction worker pension?
No. Applying for the pension is free. The only official money involved is the labour card registration and contribution amount, which is a token figure of about Rs 50 covering the registration fee and three years of worker contribution.
Who do I contact if my pension is sanctioned but not credited?
Call the board's toll-free number 1800-296-5656, or approach the Labour Enforcement Officer of your area. A sanctioned pension that does not reach the account is almost always a bank problem — a non-seeded Aadhaar, a dormant account or a name mismatch — not a sanction problem.
