Bihar State Disability Pension Scheme (BSDP)
Bihar state government scheme
Bihar State Disability Pension Scheme is the Social Welfare Department's pension for persons with a disability certificate of at least 40 per cent who are not covered by the Indira Gandhi National Disability Pension Scheme. There is no age limit and no income limit, and applications go through the RTPS counter at the block office, with status tracked on sspmis.bihar.gov.in.
What is the Bihar State Disability Pension Scheme?
Bihar State Disability Pension Scheme, usually written as BSDP, is a state social security pension run by the Social Welfare Department, Government of Bihar, through the Directorate of Social Security and administered on the Social Security Pension Management Information System (SSPMIS).
According to the SSPMIS portal, the scheme was "initiated by the State Government to cover only those persons with disabilities who are not covered under the Indira Gandhi National Disability Pension Scheme (IGNDPS)". That sentence is the whole design. IGNDPS is a centrally funded pension under the National Social Assistance Programme, introduced in Bihar in 2009-10, and it is restricted, it does not reach every person with a disability. BSDP is the state's way of closing that gap so that a person with a valid disability certificate is not left without a pension merely because the central criteria exclude them.
The portal lists four eligibility conditions for BSDP:
- The applicant must be physically disabled and possess a certificate of a minimum of 40 per cent disability.
- There is no minimum or maximum age limit for availing the benefits.
- There is no upper limit of annual income defined for availing the pension.
- The applicant should be a resident of the State, or should have been residing in the State for at least the past 10 years from the date of submission of the application.
Read together, these make BSDP one of the most open pensions Bihar runs. Age does not matter, income does not matter, and the BPL list does not matter. Only the certificate, residence, and the absence of an overlapping pension do.
How much does the Bihar disability pension pay?
Payment is monthly, by Direct Benefit Transfer through PFMS into the beneficiary's own Aadhaar-seeded bank account.
On the amount, be careful with figures found online. The SSPMIS portal states that under IGNDPS "an amount of Rs 1,100 per month is paid to applicant", and it states the same Rs 1,100 rate for the state old-age pension, Mukhyamantri Vridhjan Pension Yojana. The portal does not print a separate rate against BSDP. The safe course for a beneficiary is to read the credited amount on the beneficiary status page or in the bank passbook, which is the only figure that governs a particular case, rather than relying on a rate quoted on a news page.
Whatever the rate, the money is small against the cost of disability. Its value is that it arrives every month without a fresh application, and that it is unconditional on income. The household does not lose it by earning.
Who is eligible for the Bihar State Disability Pension?
You can apply if:
- You hold a disability certificate showing 40 per cent disability or more, issued by the competent medical authority. A UDID card, where issued, is the cleanest supporting document.
- You are a resident of Bihar, or have been residing in Bihar for at least the past 10 years counted from the date of the application.
- You are not covered under IGNDPS, the centrally funded disability pension. BSDP exists precisely for those outside it.
- You have a bank account in your own name that is Aadhaar-seeded and active, since the pension is paid by DBT.
There is no age bar in either direction and no income ceiling. A child with a 60 per cent disability certificate and a 70-year-old with the same certificate are both within the scheme's terms.
You are not eligible and cannot apply if:
- Your disability certificate is below 40 per cent, or you hold no certificate at all. Getting the certificate from the district's medical board is the first step, not an afterthought.
- You already receive IGNDPS. The portal is explicit that a person receiving the state social security pension is ineligible for the central one, and the two do not stack.
- You already draw another social security pension. The old-age pension, the widow pension or the Laxmi Bai Social Security Pension. SSPMIS holds all six pensions in one database and de-duplicates across them.
- You are not a resident of Bihar and cannot show ten years of residence in the state.
- Your bank account is not in your own name, so the DBT credit cannot be made to you.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Disability certificate (40 per cent or more) | Yes | From the competent medical authority |
| UDID card | If issued | Speeds up verification |
| Aadhaar card | Yes | Identity and bank seeding |
| Residence proof | Yes | Bihar residence, or 10 years of residence in the state |
| Bank passbook in own name | Yes | Aadhaar-seeded, for DBT |
| Certificate of not drawing another pension | Yes | Prevents overlap with IGNDPS and the other SSPMIS pensions |
| Passport-size photograph | Yes | Attached to the form |
No income certificate is needed, because the scheme has no income ceiling. If a counter asks for one, it is applying the rules of a different pension.
How to apply for the Bihar disability pension
- Get the disability certificate first. Attend the assessment at the district hospital or the Divyangjan medical board and obtain a certificate showing your percentage of disability. Apply for a UDID card at the same time where the district is issuing them.
- Open a bank account in your own name if you do not have one, and get it Aadhaar-seeded at the branch. Seeding for DBT is a separate step from giving Aadhaar as KYC, and skipping it is the commonest reason a sanctioned pension never arrives.
- Visit the RTPS counter at your block office, or the district Divyangjan cell of the Social Welfare Department, and ask for the Bihar State Disability Pension application form. The form is free.
- Fill the form and attach self-attested copies of the disability certificate, Aadhaar, residence proof, bank passbook first page and a photograph, along with the declaration that you draw no other social security pension.
- Submit the form and collect the receipt. Counter staff enter the details into SSPMIS on your behalf.
- Follow the file through block-level verification by the Block Development Officer or block welfare officer and sanction by the Sub-Divisional Officer.
- Once sanctioned, the pension is credited monthly through PFMS to your bank account, and appears on the SSPMIS beneficiary status page.
Online self-registration on sspmis.bihar.gov.in is offered only for the old-age pension โ the home page carries a Register for MVPY link and no equivalent link for BSDP, so the block route is the way in for a disability pension.
How to check your disability pension status and payments
- Open sspmis.bihar.gov.in and select Search Beneficiary Status.
- Enter your beneficiary ID, Aadhaar number, bank account number or sanction number; any one of these works.
- Read the sanction status and the month-wise payment history on screen.
- Open the e-Labharthi beneficiary payment status page linked from SSPMIS for payment-level detail, since e-Labharthi is Bihar's payment tracking system for social security pensions.
- If the status shows sanctioned but nothing has reached the account, go to your bank branch before going back to the block office. A dormant or non-seeded account is the usual cause.
The portal also publishes a Bihar State Disability Pension progress report by district, which is useful for seeing whether sanctions in your district are moving at all.
Why disability pension applications get rejected or stop
- Disability certificate below 40 per cent, or an expired certificate where the assessment was made for a limited period.
- Already drawing IGNDPS or another SSPMIS pension, which the shared database detects.
- Residence condition not met, where the applicant cannot show Bihar residence or ten years of residence in the state.
- Bank account not Aadhaar-seeded, so the file is sanctioned but the payment keeps failing month after month.
- Account in a parent's or guardian's name instead of the beneficiary's own, which the DBT system will not accept.
- Name or date-of-birth mismatch between the disability certificate, Aadhaar and the bank record.
- Dormant account frozen by the bank for inactivity; a small deposit and a KYC update revive it.
- Verification pending at block level, not a rejection, but the reason most files sit still. Follow up on the receipt number instead of filing a second application, which slows matters further.
- Death of the beneficiary, on which the pension must stop and the family must report it rather than allowing credits to continue.
Where do I get help?
- Toll-free helpline: 1800-345-6262, working 10:00 am to 5:00 pm
- Alternate number: 0612-2545002 (call charges apply)

- District Divyangjan cell and District Social Welfare Office, for certificate and eligibility questions
- District Grievance link on sspmis.bihar.gov.in, for a formal complaint
Applying is free at every stage, the certificate, the form and the sanction. No agent can obtain a disability pension faster, and no official of the Social Welfare Department will ask for money, an OTP or your bank password.

Frequently asked questions
What is the minimum disability percentage for the Bihar disability pension?
A certificate showing a minimum of 40 per cent disability is required, as stated on the SSPMIS portal of the Social Welfare Department. A certificate below 40 per cent does not qualify, whatever the condition.
Is there an age limit for the Bihar State Disability Pension?
No. The SSPMIS portal states there is no minimum or maximum age limit for availing the benefits of this scheme, which is why children and very elderly persons with disability are both covered.
Is there an income limit?
No. The portal states there is no upper limit of annual income defined for availing this pension, so a family's earnings do not disqualify an applicant with a valid 40 per cent disability certificate.
Who is this scheme meant for if IGNDPS already exists?
Bihar State Disability Pension was created by the state government to cover only those persons with disabilities who are not covered under the Indira Gandhi National Disability Pension Scheme. A person already drawing IGNDPS cannot also draw the state pension.
What is the residence condition?
The applicant should be a resident of Bihar, or should have been residing in the state for at least the past 10 years counted from the date of submitting the application.
How much money is credited each month?
The SSPMIS portal records Rs 1,100 a month for the national disability pension paid in Bihar, and the state's social security pensions have been aligned at that level. Because the state pension rate is not separately printed on the portal, check your own credited amount on the beneficiary status page or your bank passbook.
How do I check whether the pension has been credited?
Use Search Beneficiary Status on sspmis.bihar.gov.in, or the e-Labharthi beneficiary payment status page, entering your beneficiary ID, Aadhaar number or bank account number. The screen shows the sanction status and month-wise payments.
Where do I apply for the Bihar disability pension?
Apply at the RTPS counter of your block office, or through the district Divyangjan cell of the Social Welfare Department. Online self-registration on SSPMIS is offered only for the old-age pension, so the disability pension goes through the block route.
