Talaab Matsyiki Vishesh Sahayata Yojana (Pond Fisheries Special Assistance Scheme)
Bihar state government scheme
Talaab Matsyiki Vishesh Sahayata Yojana is Bihar's pond fisheries scheme for Scheduled Caste, Scheduled Tribe and Extremely Backward Class families, paying a 70 percent subsidy on a notified unit cost of about Rs 10.10 lakh per acre for pond construction, tube well, pump set, shed and inputs. Apply online at fisheries.bihar.gov.in.
What is Talaab Matsyiki Vishesh Sahayata Yojana?
Talaab Matsyiki Vishesh Sahayata Yojana, the pond fisheries special assistance scheme, is run by the Directorate of Fisheries under the Animal and Fisheries Resources Department, Government of Bihar. The scheme funds a complete aquaculture unit, pond, boring, pump set, shed and first-cycle inputs, for families from Scheduled Castes, Scheduled Tribes and Extremely Backward Classes.
According to the scheme documentation, assistance is given at 70 percent of the notified unit cost, reported at about Rs 10.10 lakh per acre, for a pond of between 0.4 and 1 acre per beneficiary. A beneficiary taking the full acre therefore receives roughly Rs 7.07 lakh. The subsidy is released in two instalments to 60 percent after pond construction and 40 percent after the allied units and inputs are in place. The scheme has carried a total outlay reported at Rs 2,994.60 lakh.
The reasoning behind restricting the scheme by category is deliberate. Bihar produces a very large volume of freshwater fish and consumes more than it produces, so demand is not the constraint. What has historically kept SC, ST and EBC families out of pond aquaculture is capital: digging a pond and stocking it costs several lakh rupees before a single fish is sold, and a family without land collateral cannot raise that. A 70 percent grant closes that gap. Objectives stated for the scheme include livelihood creation, food and protein security and employment among these communities.
What the unit typically includes
- Pond construction, excavation, embankment and inlet-outlet work.
- Tube well and boring to fill and top up the pond.
- Pump set for water management.
- Farmer's shed at the pond site.
- First-cycle inputs, fish seed, feed, lime and manure.
Who is eligible for the pond fisheries special assistance scheme?
You can apply if:
- You belong to a Scheduled Caste, Scheduled Tribe or Extremely Backward Class and hold a valid caste certificate from the competent Bihar authority.
- You are a resident of Bihar.
- You have private land in your own name, or leased land with a registered agreement of adequate tenure, reported at a minimum of about nine years.
- The pond area proposed is between 0.4 acre and 1 acre.
- You hold an Aadhaar-seeded bank account in your own name.
- You can bear the 30 percent beneficiary share.
You cannot apply if:
- You are a general-category applicant. This component is confined to SC, ST and EBC families, and other categories are not eligible here, the department runs separate components for them.
- You have already benefited from another pond construction scheme of the department. Duplicate funding of the same land is barred.
- Your land is held on a verbal or unregistered lease.
- Your proposed pond is below the minimum area or you cannot identify the plot.
- Your bank account is not Aadhaar-seeded, since payment is by DBT.
- The land is unsuitable for a pond, for instance highly porous soil that will not hold water — which the technical inspection will record.

How the money reaches the beneficiary
| Stage | What must be complete | Share released |
|---|---|---|
| Sanction | Application scrutinised, site inspected, order issued | Nil |
| First instalment | Pond constructed to sanctioned dimensions and verified | 60 percent of the subsidy |
| Second instalment | Boring, pump set, shed installed and inputs purchased, verified | 40 percent of the subsidy |
The beneficiary's own 30 percent share has to be spent alongside, not afterwards. Beneficiaries commonly meet it through a Kisan Credit Card for fisheries or a bank term loan against the sanction letter, and the district fisheries office can issue the documentation a bank will ask for.
How to check your application status
- Log in to fisheries.bihar.gov.in with the ID and password created at registration.
- Open the application status or dashboard section for your submitted application.
- The screen shows submitted, under scrutiny, inspected, sanctioned, or the instalment stage reached.
- For payment queries, contact the District Fisheries Officer in your district, who holds the physical verification report.
Why pond fisheries applications get rejected
- Caste certificate missing or invalid, this component turns on category, and a certificate from an authority other than the competent Bihar authority is not accepted.
- Land papers not in the applicant's name and no registered lease.
- Lease tenure too short for a permanent excavation.
- Applicant already benefited under another pond scheme.
- Site technically unsuitable: soil that will not retain water, land in a flood spill channel, or a plot with no access for machinery.
- Pond dimensions smaller than sanctioned at verification, which reduces the instalment.
- Work started before sanction, which is not reimbursable.
- District target exhausted for the year.
Key dates
Applications are invited in a notified window each financial year rather than continuously. The 2024-25 window ran from 5 August to 30 August 2024, and subsequent years have followed a similar late-monsoon timing, which lets excavation start once the fields dry and finish before the next season. Watch fisheries.bihar.gov.in for the current notice; the department also publicises windows through district fisheries offices and local newspapers.
Related components run on the same portal with different eligibility. The Mukhyamantri Samekit Chaur Vikas Yojana for waterlogged chaur land, for example, pays 70 percent to EBC, SC and ST applicants, 50 percent to general-category farmers and 40 percent to entrepreneurs. If you are outside the SC, ST or EBC categories, that is the component to read next.
Grievance and contact route

Frequently asked questions
Who can apply for Talaab Matsyiki Vishesh Sahayata Yojana?
Only fish farmers belonging to Scheduled Castes, Scheduled Tribes or Extremely Backward Classes in Bihar can apply. The scheme was created specifically to bring these communities into commercial aquaculture and general-category applicants are not eligible under this component.
How much subsidy does the pond fisheries scheme give?
The scheme pays a 70 percent subsidy on the notified unit cost, which has been reported at about Rs 10.10 lakh per acre. A beneficiary taking the full one-acre unit therefore receives roughly Rs 7.07 lakh, with the balance borne by the applicant.
How is the subsidy released?
The subsidy is released in two instalments — 60 percent after the pond has been constructed and 40 percent after the allied units are installed and the inputs purchased. Each stage is physically verified by the district fisheries office before payment.
What pond size is allowed?
The pond area supported runs from a minimum of about 0.4 acre to a maximum of 1 acre per beneficiary. Applications for a larger area are considered only up to the ceiling, and anything smaller than the minimum does not qualify.
Can I apply if I have already taken another pond scheme?
No. An applicant who has already benefited from another pond construction scheme of the department is not eligible for a fresh sanction under this component, because the same land cannot be funded twice.
Can leased land be used?
Yes, leased land is accepted if you upload a registered lease agreement or a non-judicial stamp deed with adequate tenure, reported at a minimum of about nine years. A verbal or unregistered arrangement is not accepted, since a dug pond is a permanent alteration to the land.
What does the unit cost cover besides digging the pond?
The unit covers pond construction along with allied items — tube well and boring, a pump set, a farmer's shed, and the first cycle of inputs such as fish seed, feed and lime. That bundle is what allows a first-time farmer to reach a harvest rather than stop at an empty pond.
