What is the Bihar e-Kalyan Scholarship?

Bihar e-Kalyan Scholarship is the umbrella name Bihar students use for the state government's online scholarship delivery system. In practice it covers two related things that are often confused, and knowing which one you need saves a wasted application.

The first is the e-Kalyan portal itself, run under the Education Department, Government of Bihar, which carries schemes such as Mukhyamantri Kanya Utthan Yojana and graduation incentives for girl students, along with pre-matric scholarships.

The second, and the one most people mean when they say "e-Kalyan scholarship", is the Post-Matric Scholarship (PMS) for Backward Class, Extremely Backward Class, Scheduled Caste and Scheduled Tribe students studying at Class 11 level and above: school, ITI, polytechnic, graduation, post-graduation and research courses. This runs on a dedicated portal.

Post-matric applications are split by category:

  • BC and EBC students apply at pmsonline.bihar.gov.in
  • SC and ST students apply at scstpmsonline.bihar.gov.in
  • Institutions verify applications at instpmsonline.bihar.gov.in

That third portal matters more than students realise: your application is not complete when you submit it, it is complete when your college verifies it on the institute portal.

What does the scholarship pay?

The post-matric scholarship has two parts.

Fee reimbursement. The admitted course fee payable to the institution is reimbursed as per the rates notified for your course category. This is normally the larger component for professional courses.

Maintenance allowance. A yearly allowance towards living costs. Published summaries report the ceiling at up to about Rs 15,000 a year for BC and EBC students and up to about Rs 13,500 a year for SC and ST students, with the amount varying by course level and by whether the student is a hosteller or a day scholar. SC/ST rates have also been described as including a monthly maintenance element paid for ten months of the academic year.

Alongside these, the scheme heads include support for study tours, thesis typing and printing for research students, and book grants or book bank access.

Because these rates are revised and are course-specific, treat the figures above as an indication of scale, not as a promise. The rate table published with the current year's notification on the portal is the only authority on what you will actually receive.

Payment is made by Direct Benefit Transfer into the student's own Aadhaar-seeded bank account.

Who is eligible for the Bihar post-matric scholarship?

You can apply if:

  • You are a domiciled resident of Bihar belonging to the BC, EBC, SC or ST category, with a caste certificate from the competent authority.
  • You are studying at Class 11 level or above: including Class 11 and 12, ITI, polytechnic, graduation, post-graduation, professional courses and research programmes.
  • You have passed the previous class or examination. A student who has failed and is repeating the same year is not eligible for a fresh award for that year.
  • Your family income is within the prescribed ceiling, reported as Rs 2,50,000 a year for SC, ST and BC and Rs 3,00,000 a year for EBC.
  • You hold a valid Aadhaar seeded to a DBT-enabled bank account in your own name.
  • Your institution is recognised and registered on the Bihar post-matric portal so that it can verify your application.

You are not eligible / cannot apply if:

  • You are below Class 11: pre-matric students have a separate scheme and a separate portal, and applying on the post-matric portal will simply fail.
  • Your family income exceeds the ceiling for your category.
  • You are not from BC, EBC, SC or ST, or cannot produce a valid caste certificate from a Bihar competent authority.
  • You are a repeat candidate for the same class after failing.
  • Your bank account is not Aadhaar-DBT seeded, or is a joint or parent's account rather than your own.
  • Your institution is not registered on the portal, since there is then no one to verify and forward your application.
  • You are already drawing another scholarship for the same course and year where the guidelines bar double benefit.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes Must be DBT-seeded to a bank account before finalising
Caste certificate Yes From the competent Bihar authority
Income certificate Yes Current certificate through Bihar RTPS
Residence / domicile certificate Yes Bihar domicile, through RTPS
Previous examination marksheet Yes Of the last qualifying exam passed
Admission and fee receipt Yes Proof of current admission and fee paid
Bank passbook Yes Student's own Aadhaar-DBT seeded account
Passport-size photograph Yes Uploaded at profile creation
College or institution ID No Useful where admission proof is thin

Get the income, caste and residence certificates through RTPS first. Students routinely lose the window because an RTPS certificate takes days to issue and they started the application on the last week.

How to apply for the Bihar e-Kalyan post-matric scholarship

  1. Seed your Aadhaar to a DBT-enabled bank account in your own name at your bank branch. The portal explicitly warns that this must be done before the application is finalised, and it is the single most common reason a sanctioned scholarship never arrives.
  2. Open pmsonline.bihar.gov.in if you are BC or EBC, or scstpmsonline.bihar.gov.in if you are SC or ST.
  3. Click New Registration / Create Profile for the current session, for 2026-27 the registration link is published on the portal home page — and register with a working mobile number and email ID.
  4. Verify by OTP, then log in with the user ID and password generated.
  5. Fill the application form: personal details, category, domicile, family income, institution, course, year and fee details. Choose your institution from the portal's registered list rather than typing it free-form.
  6. Upload the caste, income and residence certificates, previous marksheet, admission and fee receipt, bank passbook and photograph.
  7. Finalise and submit the application, then take a printout.
  8. Submit the printout with attested copies to your institution, whose nodal officer verifies and forwards it on instpmsonline.bihar.gov.in. An application your college has not verified goes nowhere.

What are the key dates?

For the 2026-27 session, the Bihar post-matric portal notifies registration from 15 July 2026 to 15 September 2026.

For context, the previous cycle covering 2024-25 and 2025-26 ran from 25 August 2025 to 15 November 2025. The dates move every year and are sometimes extended by departmental notice, so the notice board on pmsonline.bihar.gov.in is the only reliable source. Do not plan around last year's dates.

How to check your application and payment status

  1. Log in to pmsonline.bihar.gov.in or scstpmsonline.bihar.gov.in with your registered user ID and check the application status on your dashboard.
  2. Look at which stage it is stuck at, student-level, institute verification, district approval, or payment. The stage tells you whom to chase.
  3. Check the DBT credit at dbtbharat.gov.in using your Aadhaar or bank details, which shows whether a payment was pushed to your account and whether it failed.

Sanction and credit are not instant. Even after approval, disbursement runs on departmental payment cycles.

Why Bihar scholarship applications get rejected

  • Aadhaar not DBT-seeded with the bank account, so the credit fails. This is the dominant reason across all Bihar DBT scholarships.
  • Bank account not in the student's own name, a parent's or joint account is not accepted.
  • Name mismatch between Aadhaar, the marksheet, the caste certificate and the bank record. Even a middle name difference stops a payment.
  • Income certificate expired or issued for the wrong year.
  • Institution not registered on the portal, so verification cannot happen.
  • Printout never submitted to the college, leaving the application pending at institute verification while the student assumes it is done.
  • Applying on the wrong portal, SC/ST students on the BC/EBC portal or the reverse.
  • Applying after the window closed, which no amount of follow-up can fix.

Fixing a name mismatch usually means correcting the Aadhaar record or the bank record so the two agree, then informing your institution's nodal officer.

Where to get help and file a grievance

Start with your institution's scholarship nodal officer, since institutes hold the verification stage. The portal then directs applicants to the District Scholarship Committee for support, approach it through the District Welfare Office (Backward Classes and EBC Welfare, or SC/ST Welfare, depending on your category).

Beyond that, the Bihar Lok Shikayat Nivaran public grievance route accepts scholarship complaints at the block and district level.

Two warnings worth taking seriously. The application is free, no agent can charge you for "getting your scholarship passed". And no official will ever ask for your OTP or portal password; fake sites imitating the e-Kalyan and PMS portals appear every application season, so type the address yourself rather than following a forwarded link.

Frequently asked questions

What is the Bihar e-Kalyan scholarship?

Bihar e-Kalyan Scholarship is the state's online scholarship system for students, of which the largest element is the Post-Matric Scholarship for BC, EBC, SC and ST students studying at Class 11 level and above. BC and EBC students apply at pmsonline.bihar.gov.in and SC and ST students at scstpmsonline.bihar.gov.in.

What is the last date to apply for Bihar post-matric scholarship 2026-27?

The registration window for the 2026-27 session runs from 15 July 2026 to 15 September 2026 as notified on pmsonline.bihar.gov.in. The previous cycle ran from 25 August 2025 to 15 November 2025, so dates shift year to year and the portal notice is the authority.

What is the income limit for Bihar post-matric scholarship?

Published summaries put the family income ceiling at Rs 2,50,000 a year for SC, ST and BC students and Rs 3,00,000 a year for EBC students. Confirm the figure applicable to your category against the current-year notification before paying for an income certificate.

How much money does the Bihar post-matric scholarship give?

The scholarship reimburses admitted course fees and adds a maintenance allowance, reported at up to about Rs 15,000 a year for BC and EBC students and up to about Rs 13,500 a year for SC and ST students, varying by course and by whether the student is a hosteller or day scholar.

Is Aadhaar seeding compulsory?

Yes. The Bihar post-matric portal states that Aadhaar must be seeded with a DBT-enabled bank account before the application is finalised, because the scholarship is paid by Direct Benefit Transfer. An account that is merely linked to Aadhaar for KYC is not the same as DBT seeding.

Do I have to apply again every year?

Yes. The post-matric scholarship is applied for afresh each academic session, with renewal requiring that you have passed the previous year and are enrolled in the next class or year of your course.

Can a student studying outside Bihar apply?

Yes, a Bihar-domiciled BC, EBC, SC or ST student studying in an institution outside the state can generally apply, provided the institution is recognised and registered on the portal. Check the institute list on the portal before applying, because an unregistered institution blocks verification.

Where do I complain if my scholarship is not credited?

Raise it first with your institution's nodal officer, who verifies applications on instpmsonline.bihar.gov.in, and then with the District Scholarship Committee — the portal directs applicants to that committee for support. You can also check the DBT credit status at dbtbharat.gov.in.
