What is the Kushal Yuva Program?

Kushal Yuva Program (KYP), commonly written as Kushal Yuva Karyakram in Hindi, is a free skill training scheme of the Government of Bihar delivered by the Bihar Skill Development Mission under the Labour Resources Department. Kushal Yuva Program is one of the three schemes grouped under the state's "Aarthik Hal, Yuvaon ko Bal" banner, alongside the Bihar Student Credit Card and the Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana, and all three are applied for through the same portal at 7nishchay-yuvaupmission.bihar.gov.in.

According to the MNSSBY portal, Kushal Yuva Program trains youth aged 15 to 25 who have passed matriculation in Hindi and English language and communication skills and basic computer knowledge. The course runs to 240 hours and is delivered in three modules at skill centres empanelled by the Bihar Skill Development Mission, usually at the block level so that a trainee does not have to travel to the district headquarters every day.

Why the scheme exists

  • A large share of Bihar's job-seekers stop studying at Class 10 or Class 12 and have no computer or spoken-English exposure at all.
  • Entry-level jobs in retail, banking correspondence, data entry, hospitality and logistics screen candidates on exactly those two skills.
  • Kushal Yuva Program is also the compulsory training component attached to the Rs 1,000-a-month Swayam Sahayata Bhatta, so an unemployed youth drawing the allowance is simultaneously being made employable.

What the trainee gets

  • 240 hours of classroom training at no course cost to the trainee.
  • Three modules covering IT and computer literacy, language and communication, and behavioural or soft skills.
  • A government-recognised completion certificate that can be attached to job applications and used at state employment camps.

Who is eligible for Kushal Yuva Program?

The eligibility conditions below are taken directly from the FAQ published on the Government of Bihar's MNSSBY portal.

You can take KYP training if:

  • Your age is between 15 and 25 years on the date of application.
  • You have passed matriculation (Class 10) from a government-recognised educational institution located in Bihar and have not taken any higher education, or you have passed at most Intermediate (Class 12) from such an institution and have not taken any higher education.
  • You are a permanent resident of Bihar.
  • You have no employment and no self-employment.
  • You are not receiving any allowance, scholarship, skill-development facility, credit card or any other form of government assistance from any government source.

You cannot apply / are not eligible if:

  • You are below 15 or above 25 on the application date.
  • You have studied beyond Class 12. A graduate, a diploma holder pursuing higher study, or anyone currently enrolled in a degree course is not eligible.
  • You passed Class 10 or Class 12 from an institution outside Bihar. The portal FAQ is explicit that the qualifying examination must be from an institution in Bihar.
  • You are already employed or running your own business.
  • You are already drawing a scholarship, stipend, skill-training benefit or student credit card from another government source.
  • You have already completed KYP once, the training is a one-time benefit.

One important exception: a beneficiary of the Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana must take KYP training even though the portal otherwise restricts an applicant to one scheme at a time.

  1. Open the official portal 7nishchay-yuvaupmission.bihar.gov.in and keep your email ID and mobile number ready before you start.
  2. Click New Application Registration on the home page and register with your name, email ID and mobile number.
  3. Enter the one-time password (OTP) sent to your mobile and email to complete registration.
  4. Log in with the user ID and password created during registration.
  5. Select Kushal Yuva Program (KYP) from the list of three schemes on the application screen. You may choose only one scheme.
  6. Fill in the Common Information Page with your personal, educational, address and bank details, then submit the form.
  7. Log in again and print the PDF of the submitted application for your own record.
  8. Visit your District Registration and Counselling Centre (DRCC) within 60 days with all original documents, on any working day between 10:00 am and 5:00 pm, for verification.
  9. After DRCC approval, collect your allotted training centre details and begin the 240-hour course.

How to apply for Kushal Yuva Program offline

  1. Visit your district's DRCC directly and ask the counsellor for help with registration. The MNSSBY FAQ confirms that an applicant who needs assistance in filling the online application can go to the Suvidha Kendra for help.
  2. Alternatively, ask a Common Service Centre or Vasudha Kendra operator to complete the online registration on your behalf.
  3. Carry all original documents and one photocopy set to the DRCC so that registration and verification can be done in the same visit if possible.

How to check your KYP application status

  1. Open 7nishchay-yuvaupmission.bihar.gov.in and select Application Status from the top menu.
  2. Enter your application or registration number along with your registered mobile number.
  3. Read the current stage shown, which will be one of applied, pending DRCC verification, approved, allotted to a training centre, or rejected.

If your status stays at "pending verification" beyond 60 days from the application date, the most likely reason is that the DRCC visit was never made. The portal counts that 60-day window from the online submission date.

What the training covers and how long it takes

Kushal Yuva Program is a 240-hour course delivered in three modules:

  • Computer and IT literacy: operating a computer, typing, file handling, internet and email use, and basic office applications.
  • Language and communication — Hindi and English reading, writing and spoken communication aimed at interview and workplace situations.
  • Behavioural and life skills; workplace conduct, time management, self-presentation and problem solving.

Training centres run batches on a rolling basis, and the course is usually spread across three to six months of part-day classes so that a trainee can attend without giving up other work. Attendance is tracked at the centre, and a trainee with poor attendance can be required to repeat a module before the certificate is released.

Common reasons a KYP application is rejected

  • DRCC visit not made within 60 days of the online application.
  • Qualifying exam passed outside Bihar, the certificate must be from an institution in Bihar.
  • Higher education already taken, this is the single most common disqualification, and the DRCC checks it against the certificates produced.
  • Age outside 15 to 25 on the date of application, judged from the Class 10 certificate.
  • Already benefiting from another government scholarship, allowance or skill-training scheme.
  • Mismatch between the online form and the original documents, most often in the spelling of the name or the date of birth.
  • Applicant already in a job or self-employed, which the DRCC verifies through the declaration and supporting papers.

If your application is rejected for a fixable reason such as a name mismatch, correct the detail and reapply from the same portal login rather than creating a fresh registration.

Help and grievance redressal for Kushal Yuva Program

  • Toll-free helpline: 1800-3456-444, listed on the MNSSBY portal FAQ.
  • Feedback and Grievance link on 7nishchay-yuvaupmission.bihar.gov.in for written complaints.
  • DRCC contact details for every district are published on the portal under the DRCC contact page; the district manager there is the first point of escalation for verification delays.

The portal carries a standing fraud warning: any email sent from an address other than an official Government of Bihar address, or any message claiming to be from MNSSBY and asking for money, is fake. Registration for Kushal Yuva Program is free, and no official will ask you for a payment or an OTP.
