What is Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana?

Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana, usually shortened to MNSSBY and known locally as the Swayam Sahayata Bhatta, is an unemployment allowance run by the Labour Resources Department, Government of Bihar, through the Bihar Skill Development Mission. The scheme pays an unemployed young person Rs 1,000 every month for up to 24 months while that person looks for work or prepares for it.

MNSSBY is one of the three youth schemes under Bihar's Saat Nishchay (Seven Resolves) programme, delivered through the 7 Nishchay Yuva Upmission portal. The other two are the Bihar Student Credit Card, an education loan, and the Kushal Yuva Programme (KYP), a skills course. The three are designed to work together, and MNSSBY is deliberately tied to KYP: the allowance is not a pure dole, it is money to sustain a young person through a training and job search period.

According to the 7 Nishchay Yuva Upmission portal, the allowance is available to a permanent resident of Bihar aged 20 to 25 who has passed Class 12 and is neither employed nor enrolled in further study. The total ceiling is Rs 24,000 across the two years.

Key features

  • Rs 1,000 per month, credited by Direct Benefit Transfer.
  • Maximum duration 24 months; the benefit is not extended beyond that.
  • Not repayable, it is an allowance, not a loan.
  • Compulsory KYP registration, a 240-hour (about three-month) course in communication skills, basic computer use and behavioural skills.
  • Delivered through the District Registration and Counselling Centre (DRCC) in every district of Bihar.

Who is eligible for the Bihar self-help allowance?

You qualify if:

  • You are a permanent resident of Bihar and can produce a residence certificate from your Circle Officer.
  • You are aged 20 to 25 years on the date of the application.
  • You have passed Class 12 (Intermediate) or an equivalent examination.
  • You are unemployed — no government job, no private job, no contractual or temporary post, and no self-employment.
  • You are not enrolled in any regular course of higher education.
  • You register for the Kushal Yuva Programme alongside the allowance.
  • You hold a bank account in your own single name that can receive DBT.

You cannot apply if:

  • You are below 20 or above 25 years of age. This is a hard cut-off checked against your Class 10 certificate.
  • You hold any employment, whether permanent, temporary, contractual or daily wage, in the government or the private sector.
  • You are self-employed or run a business.
  • You are studying full time in a college, university, polytechnic or any other regular course. A student pursuing graduation is not eligible while the course is running.
  • You are already drawing another government allowance or stipend for the same period and the same purpose.
  • You are a resident of another state, even if you studied in Bihar.
  • You failed to appear at the DRCC within 60 days of the online application, which causes the application to lapse.
  • You have already completed 24 months of the allowance. There is no second round.

How to apply for Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana

  1. Open the official portal at 7nishchay-yuvaupmission.bihar.gov.in and choose New Applicant Registration.
  2. Enter your name, date of birth, mobile number, email address and Aadhaar number exactly as they appear on your documents, and verify the OTP sent to your mobile.
  3. Log in with the user ID and password sent to your registered mobile and email, and select Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana from the list of three schemes.
  4. Fill the application form with your educational details, address, family details and bank account number with IFSC, and upload the scanned documents.
  5. Submit the form and print the acknowledgement, which carries your application number. You will need this number at the DRCC and for every status check afterwards.
  6. Visit your District Registration and Counselling Centre within 60 days of submitting online, on a working day between 10 am and 5 pm, carrying all original documents and the printed acknowledgement.
  7. Complete document verification and counselling at the DRCC, and enrol for the Kushal Yuva Programme at an approved KYP centre.
  8. After departmental approval, the Rs 1,000 monthly allowance begins crediting to your bank account.

How to apply with help if you cannot use the portal

  1. Visit your District Registration and Counselling Centre directly. Every district in Bihar has one, usually in the district headquarters, and DRCC staff assist with the online form itself.
  2. Alternatively use a Common Service Centre or Vasudha Kendra to fill the online form, then go to the DRCC for verification. Only the government's own notified service charge applies; no agent fee is payable to get the allowance sanctioned.
  3. Keep the printed acknowledgement safely, it is the proof that you applied within your eligible age window.

How much does MNSSBY pay and for how long?

MNSSBY pays Rs 1,000 a month. The maximum period is two years, so the lifetime ceiling per beneficiary is Rs 24,000. Payment is monthly, by DBT, into the applicant's own single-name bank account.

The allowance stops early in three situations: the applicant takes up a job, the applicant enrols in a regular course of study, or the applicant drops out of the Kushal Yuva Programme. The scheme is explicitly a bridge across a period of unemployment, and the beneficiary is expected to report a change in status to the DRCC rather than continue drawing the money.

How to check your MNSSBY application status

  1. Log in to 7nishchay-yuvaupmission.bihar.gov.in with the user ID and password you were issued at registration.
  2. Open the application status section and enter your application number.
  3. The status shows one of the stages: submitted online, DRCC verification pending, verified, approved, or rejected with a reason.
  4. For payment queries after approval, check your bank passbook or account statement, since the credit comes as a DBT entry, and take unresolved cases to the DRCC with your passbook.

Why MNSSBY applications get rejected

  • Not reaching the DRCC within 60 days of the online application. This is the most common failure and the application simply lapses.
  • Age outside 20 to 25 on the date of application, as shown by the Class 10 certificate.
  • Joint bank account instead of a single-name account.
  • Residence certificate missing or expired, or issued for a different address.
  • Name mismatch between Aadhaar, the Class 12 marksheet and the bank record.
  • Enrolment in a regular course discovered at verification.
  • Existing employment discovered at verification or later, which can also trigger recovery of amounts already paid.
  • KYP not started, which holds the monthly credit even after approval.

Most of these are correctable. A rejected or lapsed application can usually be filed again from the portal, provided the applicant is still inside the 20 to 25 age band.

How MNSSBY relates to the other 7 Nishchay youth schemes

Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana sits alongside two sister schemes on the same portal, and applicants regularly confuse them.

  • Bihar Student Credit Card (BSCC) is an education loan of up to Rs 4 lakh for students pursuing higher studies after Class 12. It is repayable. A student drawing BSCC is by definition in higher education and is therefore not eligible for the self-help allowance at the same time.
  • Kushal Yuva Programme (KYP) is a 240-hour training course for youth aged 15 to 25 with at least a Class 10 pass. KYP is not a cash benefit; it is the training that MNSSBY beneficiaries are required to take.

The design intent is that a young person who continues studying takes the credit card, and a young person who stops studying takes the allowance plus the training.

Help and grievance redressal for MNSSBY

  • District Registration and Counselling Centre (DRCC) in your district headquarters is the designated help and grievance point, open on working days from 10 am to 5 pm.
  • The portal 7nishchay-yuvaupmission.bihar.gov.in carries the current contact list for the State Project Management Unit and each district DRCC. Use the numbers published there rather than any number circulated on social media.
  • The Bihar Student Credit Card State Project Management Unit email published on the portal is spmubscc@bihar.gov.in, which handles portal-level issues across the 7 Nishchay youth schemes.

No fee is payable to any agent for getting the allowance sanctioned. All verification is done by the DRCC directly with the applicant.

Frequently asked questions

How much money does Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana pay?

MNSSBY pays Rs 1,000 per month for a maximum of two years, a total of up to Rs 24,000. The official 7 Nishchay Yuva Upmission portal describes it as "financial assistance of Rupees One Thousand per month for a maximum period of two years". Payment is credited by DBT to the applicant's own bank account.

What is the age limit for the Bihar self-help allowance?

The applicant must be between 20 and 25 years of age. A person aged 19 or below, or 26 and above, cannot apply. Age is checked against the Class 10 certificate date of birth.

Who cannot apply for MNSSBY?

Anyone already in employment, including temporary, contractual and private jobs, anyone who is self-employed, anyone enrolled in a regular course of higher education, and anyone drawing another government stipend or allowance for the same purpose is not eligible. Residents of other states are also excluded.

Is the Kushal Yuva Programme compulsory for the allowance?

Yes. The applicant must register for the Kushal Yuva Programme, a 240-hour training in communication skills, basic computing and behavioural skills run by the Labour Resources Department. The allowance and the training run together, and skipping the training stops the payment.

How long does it take to receive the first payment?

The first credit follows DRCC verification and departmental approval, so the applicant must reach the DRCC within 60 days of the online application. Delay in reaching the DRCC is the single most common cause of an application lapsing.

Do I have to repay the self-help allowance?

No. MNSSBY is an allowance, not a loan, and nothing is recovered when the two years end. This is different from the Bihar Student Credit Card under the same 7 Nishchay mission, which is a repayable education loan.

What happens if I get a job while drawing the allowance?

The allowance stops. The applicant is required to inform the DRCC, because the scheme is meant only for the period of genuine unemployment and drawing it while employed can trigger recovery.

Where do I apply for MNSSBY?

Apply online at 7nishchay-yuvaupmission.bihar.gov.in, the common portal for all three Bihar 7 Nishchay youth schemes, then visit your District Registration and Counselling Centre with the original documents between 10 am and 5 pm on a working day.
