Bihar Industrial Investment Promotion Package 2025 (BIPPP-2025)
Bihar state government scheme
Bihar Industrial Investment Promotion Package 2025 is the state's industrial incentive package, approved by the Cabinet on 26 August 2025, offering new units a choice of up to 30 percent capital subsidy, interest subvention up to Rs 40 crore, or SGST reimbursement, plus land at concessional rates. Companies apply through the Single Window Cell at swc2.bihar.gov.in.
What is the Bihar Industrial Investment Promotion Package 2025?
Bihar Industrial Investment Promotion Package 2025, commonly written as BIPPP-2025, is the industrial incentive package of the Department of Industries, Government of Bihar, approved by the state Cabinet on 26 August 2025 under Chief Minister Nitish Kumar. The package sets out what a company receives for building a new industrial or service unit in Bihar, or expanding an existing one.
According to the announcement, BIPPP-2025 offers new units a choice among incentive models. A capital subsidy of up to 30 percent of project cost, interest subvention of up to Rs 40 crore, or SGST reimbursement, reported at 100 percent alongside interest subvention, or as an alternative model at up to 300 percent of fixed capital investment spread over 14 years. On top of these sit land concessions, employment and skill support, export incentives reported at up to Rs 40 lakh a year, stamp duty and land conversion fee reimbursement, support for private industrial parks, and assistance for patent registration and quality certification.
The stated ambition attached to the package is the creation of employment for one crore youth over five years, with a clear political objective of reducing out-migration from Bihar for work.
This is not a citizen benefit scheme. BIPPP-2025 has no individual application, no personal grant and no beneficiary list a person can get their name onto. It is a package of fiscal incentives available to registered firms and companies making an industrial investment, processed through the State Investment Promotion Board. Readers looking for a personal loan or subsidy to start a small business should read the section at the end of this guide.
Who is eligible for BIPPP-2025?
You can apply if you are:
- A company, LLP, partnership firm or registered enterprise setting up a new industrial or eligible service unit in Bihar, or undertaking a substantial expansion.
- An investor able to bring the project scale the incentive model requires. The land concessions in particular are pitched at investments above Rs 100 crore and above Rs 1,000 crore.
- A promoter willing to route the proposal through the State Investment Promotion Board and obtain Stage-1 clearance before claiming incentives.
- An entity with GST registration, audited accounts and a bankable detailed project report.
You cannot apply if:
- You are an individual citizen seeking a personal benefit. Individuals are not eligible for a grant under BIPPP-2025, and there is no citizen application form. This is the single most common misunderstanding about the package.
- You are an unregistered business with no legal entity behind it.
- Your unit falls in a negative-list activity excluded by the Department of Industries, as specified in the operative policy document.
- You have not obtained Stage-1 and financial clearance; incentive applications are filed only after those stages.
- Your project commenced before the package's effective date and does not qualify as an eligible new investment or expansion.
How to apply under BIPPP-2025
- Register your company on the Bihar Single Window Cell portal at swc2.bihar.gov.in.
- Use the portal's Approval Wizard to generate the list of licences, no-objection certificates and clearances your specific project requires.
- File the Stage-1 proposal for consideration by the State Investment Promotion Board (SIPB), attaching the detailed project report, land plan and employment projection.
- Obtain Stage-1 clearance after the SIPB considers the proposal.
- Apply to the individual departments through the portal for the licences and clearances identified by the wizard.
- Obtain financial clearance once the project's financing is tied up.
- File the incentive application under BIPPP-2025, selecting the incentive model: capital subsidy, interest subvention or SGST reimbursement, that applies to your project.
- Implement the project, then file claim applications with the chartered accountant certified fixed capital investment statement, GST returns and employment records at each disbursement stage.
What each incentive component covers
| Component | Reported terms |
|---|---|
| Capital subsidy | Up to 30 percent of project cost for new industries |
| Interest subvention | Up to Rs 40 crore per unit on term loans |
| SGST reimbursement | 100 percent alongside interest subvention, or up to 300 percent of fixed capital over 14 years as an alternative model |
| Land | Nominal or concessional allotment for large investors; 50 percent discount on BIADA rates for others |
| Employment support | Rs 5,000 per worker per month in priority sectors, Rs 2,000 in others; ESI and EPF support |
| Skill development | Reported at Rs 20,000 per worker trained |
| Export incentive | Reported at up to Rs 40 lakh a year, doubled from the previous level |
| Other | Stamp duty and land conversion fee reimbursement, private industrial park support, patent registration and quality certification assistance |
These are the terms as announced and reported. A company should read the operative policy document and its schedules issued by the Department of Industries before modelling any of these figures into a project appraisal, the detailed conditions, sector lists, caps and disbursement schedules live there, and headline figures in press coverage are not a substitute.
How to check the status of an application
- Log in to swc2.bihar.gov.in with the credentials created at registration.
- Open the application dashboard, which tracks the Stage-1 proposal, each departmental clearance and the incentive application separately.
- Follow up on individual clearances with the department concerned through the same portal.
- For SIPB and Single Window queries, call 18003456214 or write to sipb.care@bihar.gov.in.
Key dates and the deadline problem
BIPPP-2025 was approved on 26 August 2025 with applications originally required by 31 March 2026. The window has since been reported as extended more than once — to 30 June 2026, and subsequently to December 2026 or until a successor package (BIPPP-2026) takes effect, whichever is earlier, on the basis of a BIADA decision.
That history is worth stating plainly rather than smoothing over. The operative last date under this package has moved several times, and press reports of an extension are not the same thing as a notification. Any promoter timing an investment decision around the deadline should obtain written confirmation from the Department of Industries or the SIPB secretariat of the date currently in force and of whether their project qualifies under BIPPP-2025 or under the successor package.
Common reasons an incentive claim fails
- Claim filed without Stage-1 or financial clearance having been obtained.
- Fixed capital investment not certified by a chartered accountant in the prescribed form.
- Employment claims unsupported by EPF and ESI records for the workers claimed.
- Project implemented outside the eligible period or on land other than that approved.
- Activity on the negative list for the incentive claimed.
- SGST claims not reconciling with filed GST returns.
- Incentive model switched midway, where the policy requires an irrevocable choice at application.
What an individual entrepreneur should look at instead
BIPPP-2025 is not the door for a person wanting capital to start a small business in Bihar. The individual-facing routes are different schemes entirely:
- Mukhyamantri Udyami Yojana, Bihar's own scheme for new entrepreneurs, with a substantial grant-and-loan component for SC, ST, EBC, women and youth categories.
- Bihar Laghu Udyami Yojana. A state grant for the poorest families to start a micro-enterprise.
- PMEGP, the central Prime Minister's Employment Generation Programme, through KVIC and the District Industries Centre.
- PM Vishwakarma, for traditional artisans and craftspeople.
Each of those has a real citizen application form. BIPPP-2025 does not.

Frequently asked questions
Can an individual apply for BIPPP-2025?
No, an individual citizen cannot apply for a personal benefit under BIPPP-2025. The package is an industrial incentive scheme for companies, firms and LLPs setting up or expanding manufacturing and service units in Bihar, routed through the State Investment Promotion Board's Single Window Cell.
What incentives does BIPPP-2025 offer?
BIPPP-2025 offers a choice of incentive models — capital subsidy of up to 30 percent of project cost, interest subvention of up to Rs 40 crore, or SGST reimbursement, reported at 100 percent alongside interest subvention or up to 300 percent of fixed capital over 14 years as an alternative. Employment, skill, export and stamp duty support come on top.
What land benefits are available?
Large investors have been offered land at nominal or concessional rates — reported as up to 10 acres for investments above Rs 100 crore creating 1,000 or more jobs, up to 25 acres for investments above Rs 1,000 crore, and up to 10 acres for Fortune 500 companies, with 50 percent discounts on BIADA rates for others.
What is the last date to apply under BIPPP-2025?
The package was originally open for applications until 31 March 2026, and the window has been reported as extended more than once, most recently to December 2026 or until a successor package takes effect. Because these dates have moved repeatedly, confirm the operative date with the Department of Industries before planning around it.
What employment incentives does the package give?
Reported employment support includes Rs 5,000 per worker per month for priority sectors and Rs 2,000 per worker per month for others, along with ESI and EPF reimbursement and a skill development grant reported at Rs 20,000 per worker trained.
How does a company actually apply?
A company registers on the Bihar Single Window Cell portal at swc2.bihar.gov.in, files the Stage-1 proposal for the State Investment Promotion Board, obtains Stage-1 and financial clearance, and only then files the incentive application. The Approval Wizard on the portal lists which licences and clearances the project needs.
Where can a small entrepreneur in Bihar look instead?
A small individual entrepreneur is better served by Bihar's own individual-facing schemes — Mukhyamantri Udyami Yojana and Bihar Laghu Udyami Yojana for micro-enterprise capital, or PMEGP and PM Vishwakarma at the central level. BIPPP-2025 sits above those, at the level of registered firms and companies.
